Opis:
Celem artykułu jest analiza przewozu towarów transportem kolejowym w Polsce z w okresie 2010 – 2016. Przedstawiono sytuację na rynku kolejowym, uwzględniając krajowe i międzynarodowe uwarunkowania prawne, infrastrukturę kolejową oraz przewoźników odpowiadających za organizację transportów. Zaprezentowano ogólną charakterystykę krajowego rynku transportu ładunków, uwzględniając statystyki publikowane przez Główny Urząd Statystyczny oraz dane pochodzące ze stron Urzędu Transportu Kolejowego.
The aim of the article is to analyze the carriages cargo using railway transport in Poland in 2010 – 2016. The paper presents basic information about rail transport such as national and international rules of law, rail’s infrastructure and main companies responsible for the organization of transport. The article presents the general characterization of the national transport market of goods. Paper discussed the impact of railway transport on the national economy. An author used the statistics published by the Central Statistical Office (GUS). The Article is finished by a brief summary of content described in it.

W artykule przedstawiono rynek transportu kolejowego w Polsce, z uwzględnieniem wszystkich rodzajów towarów przewożonych z wykorzystaniem infrastruktury kolejowej. Zaprezentowano najbardziej istotne akty prawne z obszaru kolejnictwa oraz od dokonano diagnozy transportu kolejowego w odniesieniu do zmian, które nastąpiły na przestrzeni ostatnich lat. W artykule poruszono problematykę związaną z klasyfikacją towarów niebezpiecznych, uwzględniając zagrożenia wynikające z transportu niniejszych ładunków. Dodatkowo przedstawiono podstawowe wytyczne dotyczące zabezpieczenia towarów przewożonych transportem kolejowym oraz działania podejmowane na wypadek zaistnienia sytuacji kryzysowej.
An article constitutes characterization of basic information about rail transport of goods. Firstly, it presents basic information about rail transport such as national and international rules of law, rail’s infrastructure and main companies responsible for the organization of transport. Secondly, paper discussed the threats connected with rail transport of goods and it shows procedures and behaviors which should be taken in case of an accident on the railroad. Another theme mentioned in the paper concerns rescue during the rail transport of dangerous goods. The proposition is to improve existing rescue system what will permit to increase the safety of people and the environment. The Article is finished by a brief summary of content described in it.

The article presents the essence of security management in railway transport and to identify the priorities of Poland’s transportation system. The main problem of paper was formulated as follows: How is the Safety Management System of Rail Transport functioning, taking into account national and international legal regulations and existing threats? In the solving of mentioned problem, the following research methods were applied: analogy, definition, analysis, synthesis, induction, deduction, modeling and diagnostic survey with expert research sample. The research was carried out with emploees of company PKP PLK S.A. A systemic approach underlies the Safety Management System (SMS) functioning now in Poland. To guarantee the proper conduct of transport, each railway transportation enterprise and each administrator of infrastructure is required to create a system based on effective risk management. Adequately prepared SMS procedures should assure the implementation of risk control means and the monitoring of the effectiveness of the applied solutions in order to warrant the due level of safety. Presently, digital transformation is of major importance to the development of railway transport. New management systems will be based on technologies utilizing the Internet, automatization, robotization, and new tools, such as big data.

The paper presents results of industrial experiments with application of mould powders characterized with similar chemical composition, with different density and form: pulverized, granulated and formed. Impact of mould powder form on intensity of lubrication and its consumption is defined on the basis of the results of industrial tests of continuous casting of low carbon steel, 1030x220 mm format.

Wpływ postaci zasypki krystalizatorowej na intensywnosc smarowania i jej zuzycie okreslono na podstawie wyników przemysłowych odlewania na urzadzeniu COS stali niskoweglowej w formacie 1030x220 mm.

Opis:
Physico-chemical properties of mould powders and assumed casting parameters for the particular steel grade influence the way of lubricating the surface of the skin of concast billets formed in the mould, as well as heat transfer along its circumference. The paper presents research which main aim was to improve the surface quality of continuous casting round billets (Ø 170 mm) cast from C45 steel. Improvement of the surface quality can be obtained by designing the chemical composition of mould powder for local casting conditions and the technical and technological parameters of CC equipment. Based on the experimental casting from C45 medium carbon steel it was found that there are relationships between the physicochemical properties of mould powder and intensity of skin lubrication and heat transmission to the mould wall.

Bezpośrednim efektem oddziaływania energii akustycznej podczas krzepnięcia wlewka we wlewnicy jest zmiana struktury metalu. Dotychczasowe badania i eksperymenty przeprowadzone w ramach współpracy naukowej pomiędzy Politechnikę Śląską w Katowicach i Instytutem Metalurgii Żelaza w Gliwicach nad zastosowaniem technologii obróbki akustycznej do poprawy jakości wewnętrznej wlewków ze stali wysokowęglowej dały pozytywne wyniki. W strefie oddziaływania fali akustycznej we wlewku, uzyskano rozdrobnienie struktury stali i równomierny rozkład pierwiastków, a także wzrost twardości, która może być postrzegana jako wskaźnik obrabialności akustycznej stali. W celu określenia przydatności opracowanej technologii w warunkach przemysłowych, zawiązano konsorcjum składające się z partnerów polskich i niemieckich. Liderem konsorcjum jest grupa przemysłowa Alchemia S.A. (Huta Batory), ponadto w jego składzie znajdują się następujący partnerzy: Politechnika Śląska Katowice, Instytut Metalurgii Żelaza z Gliwic, TU Bergakademie Freiberg, BGH Edelstahl Freital GmbH oraz wrocławska firma PBP OPTEL S.A. Założonym efektem prowadzonych badań jest redukcja segregacji pierwiastków w objętości wlewka konwencjonalnego oraz zwiększenie udziału strefy kryształów równoosiowych za pomocą fali akustycznej dostarczonej bezpośrednio do objętości ciekłego, krzepnącego wlewka, a poprzez to poprawa właściwości fizycznych przerobionego plastycznie materiału.
The direct effect of exposure to acoustic energy during the solidification of ingot in a mould is the change in metal structure. The research and experiments carried out so far as a part of scientific cooperation on application of the acoustic treatment technology for improving the internal homogeneity of high-carbon steel ingots between the Silesian University of Technology in Katowice and the Institute for Ferrous Metallurgy in Gliwice yielded positive results. Within the acoustic wave influence area in the ingot, the refinement of steel structure and uniform distribution of elements as well as increase in hardness, which can be perceived as the steel acoustic treatability index, were obtained. To determine the applicability of the developed technology under industrial conditions, the consortium consisting of Polish and German partners has been set up. The leader of the consortium is the industrial group Alchemia S.A. (Huta Batory). In addition, it comprises the following partners: Silesian University of Technology in Katowice, Institute for Ferrous Metallurgy in Gliwice, TU Bergakademie Freiberg, BGH Edelstahl Freital GmbH and PBP OPTEL S.A. in Wroclaw. The assumed effect of conducted research is the reduction in segregation of elements within the volume of conventional ingot and increase in the share of the area of equiaxed crystals by means of the acoustic wave supplied directly to the volume of solidifying liquid ingot, and thus the improvement in physical properties of plastically worked material.

Work safety, which is one of key priorities in industrial enterprises, tends to be determined by such factors as the technical condition of a company’s stock of machines. Understandably, every employer would like their machines to be well operated and, at the same time, to remain safe - in the broad meaning of this term - for operators who work on them. In case of new machines, safety issues are handled by manufacturers, which are obliged by the law to produce equipment which meets the basic requirements in this respect. When it comes to so-called old machines, however, i.e. the ones brought into the market before Poland’s EU accession, the situation is different. Under a regulation which applies in that case, entities which keep such machines are responsible for adapting them to minimum safety requirements. Otherwise, they will no longer be allowed to use the machines. There are a number of companies which have failed to satisfy these requirements so far and continue to use their working tools in a way which is incompliant with the legal regulations. Likely reasons for that may include a company’s poor financial standing as the adaptation of the machines which have been in use for a long time can be quite expensive. In the absence of clear legal guidelines, it is not an easy task to establish whether minimum safety requirements are met or not. A tool which may be used to evaluate the safety of a machine is a checklist. Such a list was devised, for the needs of the paper, based on the Ordinance on Minimum Requirements related to Occupational Health and Safety for Operation of Machines by Employees, the Ordinance on General OHS Regulations, the Labour Code and the Polish standards. A well-composed checklist can be used to assess and review working conditions at a given workstation.

The improvement of production processes is currently one of the key elements of the company's competitiveness. In the pursuit of profit, the rationality of streamlined processes is not always taken into account, i.e. that both process needs and these of employees should be considered. Caring of the comfort of work, of adjusting the workplace to the employee is the main goal of ergonomic activity. On the level of implementation of ergonomic demands depends not only the quality and modernity of the products, but also the ergonomics of the workstation and the production process, forming the basis for better quality and more efficient work. The Improvement of the quality of the ergonomic workplace is possible on the basis of a properly conducted assessment, using a variety of tools. This article presents the evaluation and ergonomic analysis of the work process at four production workplaces, and then indicates the directions of changes. The analysis included elements of physical effort: energy expenditure, static load and traffic monotype. Traditional tools were used, such as OWAS, REBA, and also the use of quality assessment tools (Ishikawa diagram, Pareto-Lorenzo diagram) was proposed in order to suggest solutions to improve the ergonomic quality of the workstations under analysis.

Characteristics of road transport infrastructure (roadways and motorways), statistics of road accidents, dead and wounded people were presented. The advantages and disadvantages of road transport were stressed, especially terrorism threats.

The main problem of paper was formulated as follows: What should be the structure of the Fleet Monitoring System and Personnel Management, taking into account national and international legal regulations and existing threats? The following specific problems resulted from the mentioned problem: What advantages and disadvantages have identified vehicle monitoring systems in the world and in Europe? What should be the functional, communication and physical structure of the Fleet Monitoring System and Personnel Management? What should cover the requirements of devices included in the system? Main hypothesis: The Fleet Monitoring System for Vehicles and Personnel Management should ensure proper, undisturbed organization of transport, monitoring of means of transport and threats, which depends mainly on the professional competences of employees, and secondly on the technical condition of infrastructure and road fleet. While submitting the main hypothesis to the process, detailed hypotheses were formulated: Professional competences of employees (KZP) are a key element of the smooth functioning of the system. The technical condition of the infrastructure (STI) has a significant impact on the smooth functioning of the system. Requirements for devices should include standards, standards and modern solutions in the field of ITS (Intelligent Transport Systems).

W artykule omówione zostały zagrożenia terrorystyczne, w tym szczególnie ataki z wykorzystaniem samochodów. Dokonano analizy ataków terrorystycznych w zakresie strategii i taktyki terrorystów, uwzględniając dane statystyczne z 2016 roku. Przedstawiono dane dotyczące liczby ataków terrorystycznych, ofiar i osób rannych na świecie oraz w Unii Europejskiej na przestrzeni ostatnich lat, przedstawiając ranking Instytutu Ekonomii i Pokoju. Ponadto omówiono ataki terrorystyczne z wykorzystaniem samochodów na świecie oraz państwach UE.
Paper discussed the terrorist threats, including in particular attacks using vehicles. An analysis of terrorist attacks in the field of terrorist strategy and tactics was made, taking into account statistical data from 2016. Data on the number of terrorist attacks, victims and wounded people in the world and in the European Union over the past years were presented, presenting the ranking of the Institute of Economics and Peace. In addition, terrorist attacks with the use of vehicles in the world and the European Union member states were discussed.
