    Opis:
    Criticism of the New Public Management (NPM), based primarily on the economic indicators of job evaluation and management efficiency has led to the evolution of this approach and emphasising the role of cooperation as a key element of an efficient public management model - Public Management Governance (PMG) or Collaborative Public Management (CPM). This article presents the role of Shared Service Centres (SSCs) in public management based on a cooperation model both at the level of employees and organisational units. The article also attempts to answer the question whether the process of establishing SSCs can be viewed as the beginning of building corporate governance in public administration, or whether local governments are limited to introducing the necessary organisational changes by implementing a shared service only.

    The article deals with the issue of Lubeck law applied in Prussian cities during the Middle Ages and the Renaissance period. It presents the current state of research on court law. Existing and lost sources of Lubeck’s law were mentioned. The article also points out the deficiencies in the field of judicial law and source studies. The paper also outlined research perspectives. From the research perspectives, studies on the content of these sources seem to be very promising. They can help in researching the everyday life of townspeople, their mentality and problems completely neglected by literature, including fire and construction regulations and specific legal issues (including penal systems).
    Artykuł podejmuje kwestię prawa lubeckiego stosowanego w miastach pruskich w okresie średniowiecza i renesansu. Przedstawiono w nim stan badań nad prawem sądowym. Wymieniono istniejące oraz zaginione źródła prawa lubeckiego. Zwrócono również uwagę na braki w opracowaniach z dziedziny prawa sądowego oraz studiów źródłoznawczych. W artykule naszkicowano również perspektywy badawcze, z których bardzo obiecujące wydają się studia na treścią owych źródeł. Mogą one pomóc w badaniach nad życiem codziennym mieszczan i ich mentalnością a także w przypadku problemów zupełnie zaniedbanych przez literaturę. w tym przepisów przeciwpożarowych czy budowlanych oraz konkretnych kwestii prawnych (np. systemów penalnych).

    Animals were a permanent element in the landscape of medieval towns. Many residents of the then urban centres lived of animal husbandry. In addition to farm animals (e.g. pigs), they kept domestic animals (e.g. dogs and cats) as well as wild animals. The latter often sought food in garbage and suburbs. Such animals were also kept for entertainment. Authorities of Prussian towns regulated many issues related to the functioning of towns, including those concerning animal husbandry. Animals could pose a threat to the health and life of residents. They were also considered to be pests that destroy crops, orchards, and household appliances. The legislation of the period was focused on determining guilt for crimes and offenses committed by animals. Either an animal, treated as an entity responsible for the harmful act, or its owner was blamed for the misconducts. The presence of animals, especially livestock, was considered to be the cause of considerable sanitary problems in towns, mainly due to animal waste. Town authorities regulated issues concerning cattle herding and grazing. The care over the herd was entrusted to urban shepherds whose service was regulated by town legislation. The problem of the perception of animals by the society of that time was also significant. Although seemingly unwanted, they were the only source of income for many residents. For some, animals were pests, and for others, a guarantee of fragile existence. It was also a time when people began to wonder what exactly an animal is, what role it should play in human life, and how to treat it.

    Proscription was one of the penalties along with banishment relegation and expulsion, which in medieval times were very popular. The origins of the proscriptions should be located in ancient Rome. It was a punishment, which consisted of confiscation of property proscribed man and deprivation of civil rights. In the Middle Ages proscription was associated with exile and infamy, and therefore in some cases proscription could lead to the death penalty. The Saxon Mirror established four forms of proscription. In the State of the Teutonic Order, the criminals were sentenced according to Chełmno law. The victim, who wanted to sue the guilty, had to quickly file in law suit in court. Many criminals fled after the crime. Some villains were brought to court. Then the accused could defend themselves. Defendants after paying bail were released. There were many ways to justify to the court or escape from the city. Finding the accused was impossible, especially if he fled to remote regions. The defendant could get the suport of false witnesses and win the case. Proscribed man could be hunted by towns representing the victim or only by a victim. It was not easy to convict a criminal or execute a court judgment.

    W czasach średniowiecza wraz rozwojem prawa chełmińskiego miasta pruskie rozpoczęły kodyfikację przepisów przeciwpożarowych. Toruń jako przodujący ośrodek prawa chełmińskiego wydał wiele regulacji w kwestii pożarnictwa. Podobnie było w pobliskim Chełmnie. Owe regulacje zostały zawarte w wilkierzach miejskich. Przepisy przeciwpożarowe wprowadziły obowiązek uczestnictwa mieszczan w akcjach pożarniczych. Określono również sprzęt przeciwpożarowy, jaki mieszczanie powinni posiadać w domu. Ustalono nagrody dla mieszczan, którzy wyróżnili się przy gaszeniu pożarów. Miasto zobowiązało się także do udzielania pomocy finansowej pogorzelcom. Miasta wydały też wiele przepisów prewencyjnych. Zabraniano przetrzymywania materiałów łatwopalnych na terenie miasta – przede wszystkim drewna opałowego oraz siana. Miasta starały się wypierać zabudowę drewnianą na rzecz ceglanej. Nowe budynki musiały być oddzielone murami grodzi-żarowymi. Przepisy przeciwpożarowe powstałe w średniowieczu obowiązywały nadal w czasach nowożytnych. Regulacje były w miarę upływu czasu modyfikowane. Przejawiało się to w wydawaniu coraz bardziej szczegółowych i obszerniejszych przepisów wilkierzowych. Przepisy przeciwpożarowe były nieodłącznym elementem prawa chełmińskiego oraz czynnikiem kształtującym miasta średniowieczne, jak i wczesnonowożytne.

    Collaborative management means creating organizational structures based on cooperation, and thus creating more effectiveness in the area of management and economic calculation. This article presents the assessment of shared service centers (SSCs) operating the 12 largest Polish cities. The purpose of this article is to attempt to evaluate the effects of implementing a tool characteristic of business into the public sector. The conducted research allowed to define the goals that local governments associate with the creation of SSCs, gave the answer to the questions to what extent the above objectives were achieved, what were the threats to the process of putting in place organizational changes and what competences of the management staff of the serviced entities were crucial in the process. The final conclusion is that changing location of back-office service provides quick success in terms of operational actions, but demands additional skills of managers in order to receive public value.

    Objectives: The public sector has been subjected to financial pressure. One of the tools to improve the environment of the public sector entities and introduce greater management flexibility in governance is establishing Shared Services Centres (SSCs). Research: The article presents a case study regarding the implementation process and the effectiveness assessment of this solution based on the example of the city of Toruń. Research Design & Methods: The paper provides a case study of SSC of the city of Toruń. Findings: Based on the results, it can be concluded that the key barrier to the implementation of SSCs as the innovation tool of public management is the lack of understanding of business management tools among directors of public sector units that were not involved in the issue of management efficiency. Implications / Recommendations: What appears to be the most challenging is the sociological factor that matters in terms of SSCs implementation. Social capital of the units’ directors, trust, and reciprocity is much more important than institutional arrangements. Contribution / Value Added: The paper shows the first evaluation of SSC in local government in Poland based on a case study. It is believed that this approach might be very fruitful for further theoretical research and practical implementation. Article classification: research article

    Based on an amendment of the act on gmina local government and certain other acts of October 2015, legal solutions were introduced to enable the establishment of shared services centres in the local government administration structure. Their task is to increase the flexibility and efficiency of the management of local government units. The aim of the paper is to find out about the first experiences of capital cities of voivodeships, and to indicate the most commonly functioning organisational models. The studies were based on the analysis of resolutions establishing shared services centres and the analysis of city budgets.
    Na podstawie nowelizacji ustawy o samorządzie gminnym i niektórych innych ustaw z października 2015 roku wprowadzone zostały rozwiązania prawne umożliwiające powołanie w strukturze administracji samorządowej – centrów usług wspólnych. Ich zadaniem jest zwiększenie elastyczności i sprawności zarządzania jednostkami samorządowymi. Celem artykułu jest sprawdzenie pierwszych doświadczeń miast wojewódzkich oraz wskazanie najczęściej funkcjonujących modeli organizacyjnych. Podstawą badań była analiza uchwał powołujących centra usług wspólnych, a także budżetów miast.

    During the last decades, mankind has experienced unprecedented expansion of globalization. In this respect, the process of policy transfer has emerged as a tool of exchanging ideas, policies and administrative arrangements mostly among states and intergovernmental organizations. The aim of this article is to examine policy transfer in terms of city networks. In doing so, the authors have found and researched almost 70 existing city networks in the world. Using Dolowitz and Marsh’s 2000 framework, the authors have researched the areas in which cities co-operate and the subject matters of such cooperation
    W ciągu ostatnich dziesięcioleci ludzkość doświadczyła bezprecedensowej ekspansji globalizacji. Pod tym względem proces transferu polityki stał się narzędziem wymiany pomysłów, polityk i rozwiązań administracyjnych, głównie między państwami i organizacjami międzyrządowymi. Celem tego artykułu jest zbadanie transferu polityki pod kątem sieci miast. W ramach tegoż transferu autorzy zidentyfikowali i zbadali prawie 70 istniejących na świecie sieci miast. Wykorzystując ramy teoretyczne wypracowane przez Dolowitza i Marsha (2000), autorzy zbadali obszary współpracy miast oraz tematykę tej współpracy.

    Objective. To relate the authors’ experience to the diagnosis and follow-up of patients with benign paroxysmal vertigo of childhood (BPV) who were followed-up at the Children’s Hospital of Bydgoszcz between 1999 and 2004, and to review and discuss controversial issues regarding the disease. Methods. Among 124 children suffering from vertigo 14 were classified as having BPV. All the children were submitted to differential diagnosis protocol which consisted of meticulous history, otolaryngological, ophthalmological, psychological, neurological examination, biochemical tests and standard neurootological examination including caloric tests. The children were followed-up and the tests were repeated if no improvement was observed. Results. All the children suffered from episodic vertigo of variable intensity and frequency. All of them were neurologically intact. In 8 patients pathologic ENG results were found, only 1 patient with canal paresis could be considered as having peripheral lesion, 7 patients had central/mixed pathology. The follow-up was favorable in majority of patients. Six of them recovered completely, in 6 an improvement was noted and in 2 no improvement was observed. Three patients after remission of BPV attacks developed migraine. One child before development of BPV attacks suffered from paroxysmal torticollis of infancy. Conclusions. Childhood BPV is a disorder of vestibular system with the onset occurring mainly in preschoolers aged 1–7. Older children with the onset of BPV - like symptoms should be suspected for functional background of the disease. There are no typical ENG features for BPV. The only objective evidence of vestibular dysfunction is the presence of nystagmus during the attack. The disease is probably of vascular origin and there is strong evidence for close relationship between spasmodic torticollis, BPV and migraine.
