Opis:: The opinion presents the regulatory conditions related to the launch of installations using renewable energy sources, including wind and photovoltaic installations. Opis:: The author presents the origins and evolution of the negotiation process within the framework of the UN Framework Convention on Climate Change. An overview of greenhouse gas emission trends and future emission projections serves as a background for analysis of the main international agreements: UNFCCC and Kyoto Protocol. Particular attention is paid to the outcomes of the 2009 COP15 in Copenhagen and to the most recent climate conference in Durban which initiated a new phase of climate talks aiming at the new treaty binding both developed and developing nations.

Opis:: The “Clean Energy for all Europeans” package (so called “winter package”) presented by the European Commission in November 2016 aims at reforming some of the central pieces of EU energy legislation. New measures proposed are to increase energy efficiency, boost renewable energy usage, reform the European energy market, introduce new governance measures for the Energy Union, and support clean energy innovation. This article gives an overview of the package and presents some initial thoughts on its significance for the Polish energy policy and energy market transformation.

Opis:: The article focuses on technological change in the energy sector in light of its social context. Opis:: The authors analyze the draft regulation of the European Parliament and the Council contained in COM(2023) 161 final. This proposal is intended to serve the development of a zero-carbon industry in the EU by creating an appropriate regulatory framework and to provide the EU with secure access to the supply of carbon-neutral technologies necessary to strengthen the resilience of the EU energy system. In the opinion of the authors, the proposed regulation could have an important economic dimension and contribute to the attainment of objectives of the European Green Deal. Indeed, the EU’s position in the global technology race is influenced both by additional EU funding targeted at investments in new industries and by reduction of regulatory burdens in the investment processes in this area.

Opis:: The bill can be qualified to the category of the so-called special acts that are passed due to the need for an extraordinary regulation regarding a given situation or event. It was found that although the legitimacy of accepting the submitted bill cannot be questioned, and regulations of this type have already been introduced into the Polish legal system, it is postulated that in the future reaching for the instrument in the form of a separate act for the organization of one event should be an exception, and it should not become a standard practice. It was assessed that Article 22 of the bill may be considered incompatible with Article 57 of the Constitution of the Republic of Poland due to the restriction that violates the essence of the right to participate in the assemblies.

Opis:: The subject of the proposal is an amendment to the Industrial Emissions Directive (so-called IED) as a core legal act regarding the prevention and control of pollution emitted by large industrial installations. The proposed amendments include, inter alia, the tightening of permissible emission limits, the introduction of additional substances and obligations covered by permits, and increased access to emission permit proceedings for third parties. The aim of the proposed solutions is to raise the level of environmental protection while stimulating innovation and ensuring a level playing field in the EU market.
