    THE AIM OF the following article is to present the changes in the Croatian electoral system between 1990 and 1999, which is the time of the government of president Franjo Tuđman and the Croatian Democratic Union (HDZ) as well as to show how these changes in the electoral law influenced on the shape of the political scene. In the 1990s there were three changes of the electoral formula, which we could recognize as a phenomenon on a world scale. This article tries to prove that the strengthening of the party ruling position was the aim of all these changes. In the article have been discussed the irregularity in creating electoral wards, change of voting rules of the members of national minorities as well as controversies connected with the voting of the members of diaspora. The article also tries to approach the institution of the representative of the electoral register and rules which had regulated matters of the candidate exchange and suspension of mandate as well as different solutions which violated democratic procedures.

    in Serbia and represent three national minorities: Hungarian, Bosnian, and Albanian. The timeframe of the research covers the period between the first free parliamentary elections that took place in 1990 and the elections in 2008. The aim of the article is to show some common features characteristic for the functioning of national minority parties in Serbia. The analysis focuses on the influence of the activities and strategies undertaken by this type of parties on the electoral system (and its reforms), the engagement of the Serbian authorities in conflicts on the area of the post-Yugoslavian republics in the 1990s and the principles of registering political parties. The article also presents changes in the regulations introduced in this respect based on the novelization of the act of political parties legislated on 12th of May 2009. The changes facilitate creating parties that represent national minorities which in fact favours further fragmentation.

    The situation of the Bosniak minority in Sandzak – challenges and problemsAccording to the Population Census 2002, Bosniaks (as Bosnian Muslims have usually been called since 1993), constitute the second largest ethnic minority group in Serbia (136,000 people). They mostly inhabit the south-western end of the country, unofficially named Sandzak. The article focuses on the basic problems relating to how the Bosniak minority is functioning in this area. First of all, these issues include strong political and religious divisions (often sustained, and even inspired, by the central authorities), as well as, the dangers, as yet infrequent, resulting from the activity of organizations representing radical Islamic sects (the so-called Wahabis). An important part of the article is devoted to the issue of the lack of respect for the legally guaranteed cultural rights of the Bosniaks and the politicizing of problems under consideration, both by local elites, and by the central authorities. The author also briefly discusses the origin of the ethnonym Bosniak and the arguments concerning the name of the region inhabited by this minority.

    In the last twenty years we have been able to observe an increase in the significance of regional and ethnic identities (“reethnification”), and a resultant proliferation of ethnoregional and regional groupings. But although ethnoregionalist parties (ERP) are widespread in both Western and Central and Eastern Europe, there remains surprisingly little literature differentiating between the various kinds of ethnoregionalist parties and dealing with the lack of common definition of this kind of political actors. Some scholars even propose using a broader term – ethnic party. Moreover, over the years many scholars have believed (and some continue to) that their emergence in multicultural societies conjures up the politicisation of ethnic division and – practically inevitably – leads to “ethnic outbidding”, threatening to the stability of democracy. In the first part of the paper, the author deals with the conceptualisation of ethnoregionalist parties, examining the diversifications of their demands and strategies and showing that to gain voters they can invoke a much broader repertoire of strategies than the ethnic outbidding model suggested. The second part of the article is devoted to the problem of operation of selected ERPs in Serbia and Croatia. The analysis covers Hungarian parties in Serbia and Serbian ones in Croatia. In the concluding remarks, the author tries to point out the main reasons for the changes in their strategy (as well as demands) over time.
    Na przestrzeni ostatnich dwóch dekad możemy obserwować wyraźny wzrost znaczenia regionalnych i etnicznych tożsamości, prowadzący do powstawania coraz większej liczby ugrupowań etnoregionalnych i regionalnych. Mimo to – podobnie jak w przypadku wielu innych, istotnych i aktualnych współcześnie zjawisk społecznych – zdania badaczy w kwestii przyczyn reetnicyzacji systemów partyjnych, funkcjonowania partii etnoregionalnych, ich typów czy relacji z demokracją pozostają podzielone. Celem artykułu jest przybliżenie toczącej się w tym zakresie dyskusji oraz zaprezentowanie na jej tle wstępnych wyników badań dotyczących funkcjonowania wybranych ugrupowań etnoregionalnych w Serbii i Chorwacji.

    The aim of this article is to draw attention to the meaning of the behavior of the so-called unofficial veto powers in the process of democratization in Serbia. The theoretical part of the paper clarifies the notions which are applied in literature to name of this kind of political actors, as well as it explains dilemmas associated with those notions. Moreover, this section presents the views of transitologists on the significance of veto powers in the course of the transition process and impact of the veto powers on the chances of consolidation of democracy. The analytical part of the article describes how this group of unofficial political actors in Serbia was formed and how it has functioned. The analysis is concerned with the functioning of the Secret Service, in particular its sub-unit called the JSO (also known as Paratroopers) whose members tried to stop the process of the democratic transition.

    This paper is devoted to the snap parliamentary elections in Macedonia, which took place on 27 April 2014. The main initiator of the early elections was the DUI, which represents the interests of the Albanian minority and was the junior coalition partner in the government led by Nikola Gruevski from the VMRO-DPMNE. The DUI’s activists did not want to advocate the candidacy of the incumbent head of state, Gjorge Ivanov, who was seeking re-election. After the elections the SDSM, the main rival of the ruling VMRO-DPMNE, has not recognised the result and refused to take up their parliamentary seats.
    Niniejszy artykuł jest poświęcony analizie przedterminowych wyborów parlamentarnych w Macedonii, które odbyły się 27 kwietnia 2014 roku. Ich głównym inicjatorem była reprezentująca interesy mniejszości albańskiej DUI, która dotychczas pełniła rolę koalicjanta rządzącej VMRO-DPMNE premiera Nikoli Gruevskiego. Kością niezgody, która doprowadziła do przedterminowej elekcji, była odmowa poparcia przez działaczy DUI kandydatury wspieranego przez konserwatystów i ubiegającego się o reelekcję szefa państwa - Borde Ivanova. Mimo to po wyborach doszło do odnowienia dotychczas rządzącej koalicji. Natomiast główny rywal VMRO-DPMNE - SDSM nie uznała ich wyników i konsekwentnie od kilku miesięcy odmawia objęcia zdobytych mandatów.

    Vesna Goldsworthy once stated that interest in the Balkans lasts as long as there are conflicts in the area. Furthermore, that interest is extremely superficial. Europeans prefer to fit inhabitants of the Balkans into lasting ‘popular’ stereotypes (clichés) rather than to become acquainted with them. On the one hand, the Balkan region is viewed as being the proverbial powder keg, an area suffering from the ‘eternal’ hatred of the nations inhabiting it and stained with the blood of their fratricidal strife; at the very least the region is a synonym of extreme retrogression and obscurantism, from which only European paternalism can save it. On the other hand—the brighter picture—the region is viewed almost like a ludic open-air folk museum, as in the films of Emir Kusturica. Those who are more inclined to hold the first view dream of the Balkans’ escape to ‘EU-rope’; the latter do not in principle oppose remaining in this idyllic land ‘flowing with rakia’. The aim of the article is to analyze the discourse concerning the Balkans in two dimensions of social life—politics and art.

    The author carries out an analysis of the functioning of ethnoregionalist parties in Serbia and Croatia in relation to the theoretical principles presented in the paper and pertaining to the activities of ethnoregionalist parties (ERP). The paper aims to shed some light on the discussion on this topic and present the results of preliminary research into the functioning of selected ethnoregionlist groups in these two countries. The author believes that parties of this kind are changing both their postulates and strategies. Changes to the strategies of ethnoregionalist parties are significantly influenced by the policy of the state towards the minorities that reside in its territory and the policy of their respective native states.
    Na przestrzeni ostatnich dwóch dekad możemy obserwować wyraźny wzrost znaczenia regionalnych i etnicznych tożsamości, prowadzący do powstawania coraz większej liczby ugrupowań etnoregionalnych i regionalnych. Mimo to – podobnie jak w przypadku wielu innych, istotnych i aktualnych współcześnie zjawisk społecznych – zdania badaczy w kwestii przyczyn reetnicyzacji systemów partyjnych, funkcjonowania partii etnoregionalnych, ich typów czy relacji z demokracją pozostają podzielone. Celem artykułu jest przybliżenie toczącej się w tym zakresie dyskusji oraz zaprezentowanie na jej tle wstępnych wyników badań dotyczących funkcjonowania wybranych ugrupowań etnoregionalnych w Serbii i Chorwacji.

    The article is devoted to the early parliamentary elections in Serbia, which took place on 16 March 2014, less than two months after the beginning of negotiations on accession to the EU. The parliament elected in May 2012 was dissolved on 29 January on the strength of a decision by President Tomislav Nikolić. The head of state’s decision to dissolve the Skupština was based on the government motion which stated that painful reforms were in store for Serbia and that new legitimisation from voter was vital in order to implement them. The main initiator of the early elections was the leader of the Serbian Progressive Party (SNS) and the first deputy prime minister, Aleksandar Vučić, who wanted to consolidate his power.
    Artykuł jest poświęcony analizie przedterminowych wyborów parlamentarnych w Serbii, które odbyły się 16 marca 2014 roku, czyli niespełna dwa miesiące po rozpoczęciu przez serbski rząd negocjacji w sprawie przystąpienia do Unii Europejskiej. Parlament, wybrany w maju 2012 roku, został rozwiązany 29 stycznia na mocy decyzji prezydenta Tomislava Nikolicia. Tym samym głowa państwa przychyliła się do wniosku zgłoszonego przez rząd, w którym podnoszono, że do przeprowadzenia koniecznych, aczkolwiek bolesnych, reform niezbędne jest uzyskanie nowej legitymacji od wyborców. Głównym inicjatorem przedterminowych wyborów był lider Serbskiej Partii Postępowej (SNS) i pierwszy wicepremier Aleksander Vučić, który liczył na umocnienie w ich następstwie swojej władzy.

    In the literature on the Europeanisation of political parties and party systems, transnationalparty cooperation (TPC) is very often treated as a special and unique kind of Europeanisationof national political parties. In the case of CEE groupings, the term TPC includes various kindsof European partners, from Europarties, through political groups in the European Parliamentto sister parties from other, mainly West European states. The Europarties’ role has beenperceived as “stimulating and supporting” the process of the development of parties in thisregion; adapting them to the European mainstream. The paper investigates the impact of TPCon political parties from selected post-Yugoslav countries, and tries to determine whetherthis cooperation has led to changes in their programmes or internal organisations. The articlealso explores if it caused any changes in domestic party systems of analysed countries.
