The article examines the relationship between national parliaments and the EU institutions from the perspective of the concept of policy networks. We verified the hypothesis that the varied and complex forms of cooperation between national parliaments and EU institutions developed through good practices and self-organisation had positive impact on the political processes of the EU. The studied policy networks were analysed for: determining the limits, the level of integration and openness, the nature of existing relationships, the causes of network creation and ultimately the impact of these networks on the political processes taking place in the EU.

Opis:
The main purpose of this paper is to analyse the impact of citizen participation-enabling mechanisms in the EU decision-making process on the legitimacy of the Union. The inquiry measures and categorises participation in the EU, utilising the analytic instruments developed in existing theoretical approaches. The research problem is the evaluation of conditions created in the EU for active participation in the public life for their potential of overcoming the crisis in the European integration process. The aim of the study has been accomplished in two stages. First, the legislative process in the EU has been presented, with law-making and implementation phases distinguished. Second, the different kinds of participation in the EU have been categorised and their intensity described. The categorisation is adapted from the distinction made by W. Tegtmeier. The author is testing the hypothesis that the multitude of modes of engaging citizens in the decision making process in the EU confirms the Union’s legitimacy. She concludes that citizen participation in the decision-making at the EU level could potentially positively contribute to the process of overcoming the crisis of democracy in the EU. Głównym celem artykułu jest zbadanie wpływu korzystania z mechanizmów umożliwiających partycypację obywateli w podejmowaniu decyzji w Unii Europejskiej na stan jej legitymacji. Przedmiotem badania jest pomiar i klasyfikacja partycypacji w UE przy zastosowaniu instrumentarium wypracowanego w dostępnych koncepcjach teoretycznych. Problemem badawczym jest ocena warunków stworzonych do aktywnego uczestnictwa w życiu publicznym w Unii Europejskiej pod względem potencjału przezwyciężania kryzysu w procesie integracji europejskiej. Zakładany cel został zrealizowany po pierwsze poprzez prezentację procesu tworzenia prawa w UE z rozróżnieniem etapów stanowienia i stosowania prawa. W drugiej kolejności sklasyfikowano rodzaje partycypacji w UE oraz opisano ich intensywność. W tym celu zaadoptowano koncepcję klasyfikacji partycypacji ze względu na intensywność zaproponowaną przez W. Tegtmeiera. Autorka w artykule weryfikuje hipotezę, że wielość form angażowania obywateli w procesie podejmowania decyzji w Unii Europejskiej jest potwierdzeniem legitymacji UE. Stwierdza, że partycypacja obywateli w procesach podejmowania decyzji w UE potencjalnie może mieć pozytywny wpływ na przezwyciężenie kryzysu modelu demokracji w UE.

A deliberative debate is a process of communication focused on finding good arguments for specific evaluations and solutions to the issues discussed, and addressing important stakeholder issues. The aim of the article is to present the course and results of observations made with regards to the theoretical and scientific discourse of deliberation that took place in September 2016. Participants were academic experts, thinkers and representatives of civil society organisations working in European affairs, as well as doctoral students and other activists. The questions concerned the way to understand the guiding motto of the meeting: More Europe and the way to define and to perceive the crisis in the process of European integration. Deliberation concerned the assessment of the model of European integration and the question whether the current formula is endorsed or contested. In addition, arguments on the best and worst effects of the integration process should be identified, who can challenge the integration process and for what reasons. The purpose of the deliberation was to assess the process of European integration, identify the ground for the criticism thereof, diagnose crisis situations and indicate the desired target model.

The aim of the article is to present possible scenarios on maintaining democracy in the EU, while assuming different hypothetical directions in which it could develop as a federation, empire and Europe à la carte. Selected mechanisms, norms and values of the EU system that are crucial for the functioning of democracy in the European Union are the subject of this research. The abovementioned objective of scenario development is achieved through distinguishing the notions of policy, politics and polity in the research. In the analysis of the state of democracy in the European Union both the process (politics) and the normative approach (policy) have been adopted. The characterised norms, structures, values and democratic procedures in force in the EU will become a reference point for the projected scenarios. The projection refers to a situation when the existing polity transforms into a federation, empire or Europe à la carte. The article is to serve as a projection and is a part of a wider discussion on the future of the basis on which the European Union is build.

The subject of this article is the synthesis of results reached in the cycle of publications concerning mechanisms of decision-making in the European Union. The author uses the term “mechanisms of decision-making in the EU” to determine the rules and procedures along with the practice of decision-making in the EU, with a particular reference to the participation of non-state and non-institutional subjects. The main aim of this article is the presentation of functioning of mechanisms of decision-making in the EU based on the analysis of phases of the decision process. In compliance with the author’s concept, the highlighting of phases of the decision process leads to defining factors which have influence on the effectiveness of accepted settlements fostering achieving EU goals. A major research problem is the definition of the influence of the relations and appearing dependences among subjects participating in mechanisms of decision-making in the European Union, and especially the character of these relations and interactions happening in this process. Przedmiotem artykułu jest synteza wyników osiągniętych w jednotematycznym cyklu publikacji dotyczącym mechanizmów podejmowania decyzji w Unii Europejskiej (UE). Celem artykułu jest prezentacja funkcjonowania mechanizmów podejmowania decyzji w Unii Europejskiej w oparciu o analizę faz procesu decyzyjnego. Zabieg wyróżniania faz procesu decyzyjnego, zgodnie z koncepcją autorki, prowadzi do zdefiniowania czynników wpływających na skuteczność przyjmowanych rozstrzygnięć, sprzyjających osiąganiu celów Unii Europejskiej. Głównym problemem badawczym jest określenie wpływu relacji i występujących zależności pomiędzy podmiotami uczestniczącymi w mechanizmach podejmowania decyzji w Unii Europejskiej na przyjmowane rozstrzygnięcia, a zwłaszcza charakter tych relacji i zachodzących w tym procesie interakcji. Artykuł dotyczy głównie rozważań teoretycznych oraz zastosowanych metod badawczych.

W artykule uwydatnione zostały najczęściej wzmiankowane w literaturze przedmiotu trudności jakich doświadczają dorosłe dzieci alkoholików w różnych sferach funkcjonowania na etapie dorosłości. Osobom pochodzącym z rodzin alkoholowych przypisuje się szczególną podatność na uzależnienia od substancji psychoaktywnych. Wobec przyjętych faktów postawiony problem badawczy skupia się na doświadczeniach respondentów dotyczących obecności alkoholu w ich dorosłym życiu.
The article highlights the difficulties most frequently mentioned in the literature on the subject that adult children of alcoholics experience in various spheres of functioning at the stage of adulthood. People from alcoholic families are considered to be particularly susceptible to addiction to psychoactive substances. In view of the accepted facts, the presented research problem focuses on the respondents' experiences regarding the presence of alcohol in their adult life.

The aim of the research is to explore various forms of participation of the EU Member States Parliaments in the political processes of the European Union. The assessment of the intensity of the analyzed participation will be made by applying the concept of classification of the distinguished participation, which includes passive and active participation. This study has a significant impact in the context of participation of citizens, whose direct representatives are elected members of the national Parliaments (NP). The article verifies the hypothesis that the variety of forms of participation of NP in the political processes in the EU strengthens the democratic legitimacy by increasing transparency and accountability of the EU institutions and by improving cross-level communication lines between the EU institutions and national authorities. Active forms of participation increase influence of NP on the EU political processes. However, a wide range of informal participation increases the effectiveness of supranational decision-making processes, in particular, reducing the technocratic nature of the decisions.

Przedmiotem niniejszego artykułu jest analiza potencjału reprezentantów Polski w Parlamencie Europejskim (PE) w okresie dziesięciu lat naszego członkostwa w Unii Europejskiej, określenie skali wpływu polskich eurodeputowanych w PE, efektywności jego wykorzystania oraz skuteczności oddziaływania na decyzje unijne. Celem jest wyjaśnienie zasad pracy i funkcjonowania PE determinujących opracowywanie strategii i realizację taktyki działania. Mechanizm działania tych zasad objaśniony zostanie na przykładzie polskiej reprezentacji w PE. Na wstępie przedstawione zostaną założenia prowadzonej analizy, metodologia oraz determinanty badania efektywności i skuteczności oddziaływania polskiej reprezentacji. Następnie w celu prowadzenia badania i weryfikacji hipotezy zostaną zanalizowane dane dotyczące kadencji VI oraz oddzielnie VII PE. Niniejsze badanie służy weryfikowaniu następującej hipotezy. Skala wpływu procentowo dużego odsetka delegacji narodowej w grupie politycznej o niewielkim znaczeniu w PE jest wysoka, ale nie przekłada się na efektywność i skuteczność oddziaływania na decyzje unijne. Większa efektywność i skuteczność reprezentacji narodowej jest w przypadku udziału procentowo niewielkiej delegacji narodowej w dużej grupie politycznej PE o dużym znaczeniu w PE.
