Opis:: The dynamic development of the European air transport market is the result of the liberalisation processes that have taken place in the European Union over the last thirty years. The EU’s aviation policy has not only widened the access of carriers to the market, but has also increased competition in the air transport sector as a whole. The article looks at regulations concerning the system of airport charges as a mechanism used by the airport managing body to ensure a competitive position on the market. The analysis covers international, EU and national law on airport charges. ICAO documents concerning commercial activities of airports, which are not legal standards but have to be taken into account due to their importance for the characteristics of the subject of the study, are also discussed.

Opis:: The article looks at the genesis and evolution of Network Manager (NM) activities in terms of responding to disturbances and crisis situations and mitigating their effects on the European air traffic management network. The objective of these activities, carried out in coordination with the operational stakeholders and other relevant stakeholders, is to ensure the maximum continuity and safety of air navigation services for aircraft operators and airports. The review, analysis and evaluation of how to respond to extraordinary and unforeseen events that have a negative impact on the functioning of the air transport sector in Europe covers the period 2010-2019.

Opis:: Niniejszy artykuł stanowi próbę oceny wpływu dwóch priorytetowych programów realizowanych przez UE w obszarze transportu lotniczego – programu legislacyjnego dotyczącego jednolitej europejskiej przestrzeni powietrznej (SES) oraz programu modernizacji technicznej europejskiego systemu zarządzania ruchem lotniczym (SESAR) – na bezpieczeństwo i obronność państw członkowskich. Mimo iż programy te nie mają bezpośredniego zastosowania w odniesieniu do strony wojskowej, wiele opracowanych w toku ich rozwoju przepisów prawnych i rozwiązań operacyjno-technicznych oddziałuje pośrednio na działalność lotnictwa wojskowego i innych wojskowych użytkowników europejskiej przestrzeni powietrznej. Autor analizuje relacje między normami prawnymi z zakresu SES a działalnością wojskową w państwach członkowskich UE, wskazuje na potrzebę współpracy władz lotnictwa cywilnego z władzami wojskowymi (na poziomie politycznym, operacyjnym i technicznym) oraz na możliwe korzyści wynikające z tej współpracy dla obu stron.
The aim of this article is to assess the impact of two priority programmes implemented by the EU in the area of air transport on the security and defence of EU Member States. The two programmes under considerations include: the legislative programme on the Single European Sky (SES) and the programme of the technical modernization of the European air traffic management system (SESAR). The above programmes do not directly apply to the military air transport and yet a variety of legal provisions and operational and technical solutions created in the course of their development indirectly influence the activities of military aviation and other military users of the European airspace. The paper examines the relationship between legal standards from the scope of the SES and military activities in EU Member States. It highlights the need for cooperation of civil aviation authorities with relevant military authorities (at the political, operating and technical level). It also notes the possible benefits of this cooperation for both parties.

Opis:: This paper aims to present the evolution of methods for measuring and evaluating the effectiveness of flexible use of airspace by military aviation in terms of the air navigation services performance scheme in European Union countries. Airspace management, which is a part of air traffic management, takes into account the operational needs of civil and military aviation without favouring either of them. However, some military aviation operations cannot be safely interconnected with civil aviation operations as they differ in nature and purpose. There is, therefore, a requirement to set aside airspace for exclusive military use to accommodate such operations. Military aviation must also use airspace in the most efficient and effective manner when conducting its operations. The existing situation provides a rationale for improving the methodology for assessing the efficiency of airspace use by military aviation, regardless of the requirements of the performance scheme for air navigation services intended for civil aviation. This article reviews the development of performance assessment methodologies in the field in question. The findings show considerable variation in the methods used, suggesting the need to establish standard procedures for collecting and processing performance data related to airspace used by military aviation.

Opis:: Artykuł porusza problematykę przepustowości lotnisk w obliczu wciąż rosnącego zapotrzebowania na transport lotniczy. Opisano zmiany zasad wykorzystania slotów na lotniskach w świetle nowych przepisów ustalonych przez Komisję Europejską. Wyszczególniono także globalne wytyczne w tej sprawie publikowane przez Międzynarodowe Zrzeszenie Przewoźników Powietrznych. Omówiono obecne problemy polityki slotowej. Ma ona potwierdzić znaczenie spójności globalnego systemu slotów dla portów lotniczych. Ponadto przeanalizowano dokumenty prawne UE dotyczące działania lotnisk, które borykają się z problemem niedoboru przepustowości.
