Opis:: Celem artykułu jest przedstawienie koncepcji wskaźnika oceny istotności regulacji jako narzędzia do wykorzystania w parlamentarnej ocenie skutków regulacji, ze szczególnym uwzględnieniem oceny ex-post. Wskaźnik jest elementem szeroko rozumianej ekonomicznej analizy prawa, która umożliwić może skuteczniejszą kontrolę stanowienia prawa przez parlamenty. Wskaźnik umożliwia także weryfikację RIA przeprowadzonego przez projektodawcę na etapie oceny skutków regulacji ex-ante. Ponadto wskaźnik służyć może do przeprowadzenia analizy całego procesu legislacyjnego w parlamencie w danym okresie na podstawie przyjętych kryteriów prawnych i merytorycznych.
This article aims to present the concept of the Index for the Assessment of Regulations’ Significance as a tool used in parliamentary regulatory impact assessment, with a special focus on expost assessment. The Index is an element of the broadly defined economic analysis of law, which can facilitate a more effective scrutiny of parliamentary lawmaking. The Index also enables theRIA (Regulatory Impact Assessment) to be verified by the act originator at the stage of the ex-ante regulatory impact assessment. Furthermore, the Index can also serve as a tool for conducting an analysis of the overall legislation process employed in parliament over a given period of time, on the basis of the adopted legal and substantive criteria.

Opis:: The proposed bill contains a new solution regarding “including information on the proposed amount of gross salary” (or indicating the so-called pay range) in the offers of employment for an employee in a given position. Some of the proposed provisions may be controversial or require additional analysis due to their possible effects or possible interpretational problems. The bill will not have direct consequences for public finances, however, it may have social and economic effects as well as financial effects of a microeconomic scope.

The execution of the FCC judgment is conditional and will depend on institutional arrangements. Opis:: The article presents the concept of green budget tagging to estimate the level and structure of green budget expenditures of local government units in Poland. On the basis of the conducted research, it was found that incurring expenditures for environmentally sustainable purposes are also differentiated due to the functions of municipalities. In addition, the amount of green budget expenditures is determined by co-financing from foreign funds. The obtained results form the background to practical application of the concept of green budget tagging for the purposes of, e.g., the implementation of financial policy aimed at achieving climate and sustainable goals by local government units in Poland.

Opis:: The authors present performance-based budgeting in Polish local governments. The paper is based on survey results and the case studies on the example of city countries. Opis:: The aim of the paper is to evaluate the investment attractiveness of selected energy tokens from the point of view of the effectiveness measures applied to ordinary financial instruments. The authors also classify energy tokens among climate-aligned tokens and digital instruments of green investments financing. In this way, it was possible to compare energy tokens against traditional financial instruments. Furthermore, the authors attempted to investigate the relationship between the formation of returns of the researched energy tokens and the returns on stock and commodity markets. The results of the study indicate the low investment attractiveness of energy tokens compared to investments in stock markets, commodity markets and investments in major cryptocurrencies such as Bitcoin and Ethereum. The research therefore indicates that buyers of energy tokens today should not be driven by investment or speculative motives but rather by a desire to obtain a means of clearing energy trading, or other utility.
