Opis:
Issues related to the small arms used in the January Uprising (1863-64) are as much interesting as they are complex. On the one hand, we have a considerable number of sources, including numerous reports and recollections of participants in the battles, photographs of insurgents in full gear, official documents (both Polish and Russian), and finally authentic exhibits collected in museums. On the other, the determination of the number of weapons in which Polish troops were equipped during the almost 18 months long war, as well as the concrete models of the arms, is an extremely difficult task. This question has so far been largely treated in general terms. Historians writing about the 1863-64 uprising focused their attention on the issues to do with the organisation of the purchase of weapons (devoting a lot of space to its financing), as well as the amount of war material brought to Congress Poland. Normally, information on concrete types and models was omitted, which is partly understandable, since the Polish historiography concerning the 19th century military techniques remains almost virgin ground. This article attempts to summarise the available knowledge, show the armament issue in a broader context (“competition” in the European arms market), and determine the most important models of handguns and guns (i.e. those which were most frequently used in the insurgent army) on the basis of written, iconographic, and archaeological sources.

The aim of this study is to analyse chances for pursuing short-term anticyclical policy under conditions of fiscal policy rules applied to expenditure growth. Two versions of expenditure rules are analysed, differing from each other in terms of assumptions concerning the growth rate of prices. The consequences of applying both versions to short-term stabilisation of the economy are examined on a basis of a simple AS-AD model. The analysis indicates that under conditions of demand shocks the nominal approach to the rise in expenditure has a stronger stabilising effect on both the product and price levels. Under conditions of supply shocks the real-terms approach to the rise in expenditure proves more effective for stabilisation of the production level. This, however, takes place at the expense of more intensive price fluctuations.

The article examines mechanisms governing public finance and budget deficits in democratic countries as well as tendencies toward an increase in the overall level of public spending. The analysis is based on a dynamic theoretical model that focuses on households and their behaviors to maximize benefits resulting from the consumption of public goods. Households are divided into two groups depending on their preference for a specific type of public goods. The point of reference is an analysis of a social planning procedure designed to maximize social benefits by choosing an appropriate level of the deficit and spending on individual public goods. The institutional framework of the model is subsequently modified in two ways. The first method involves a decision-making process based on an independent choice of the consumption level for public goods by individual groups of households. The second method involves decisions made by authorities and politicians motivated by a desire to secure reelection. At the same time, the author examines what he calls “information asymmetry” in the budgetary process. An analysis of the presented model reveals that both modifications lead to an excessive/suboptimal budget deficit. The first option may additionally cause an excessive level of public spending in the economy. The study points to the existence of two important mechanisms behind an excessive public finance deficit and the consequent accumulation of debt in democratic countries. The first mechanism is based on a situation in which decisions are made by many independent entities in a decentralized budgetary process. These entities are not fully responsible for the consequences of their decisions. The second mechanism involves the problem of proper representation of the people under the information asymmetry between voters and fiscal policy makers.
