In this article I am working on the epistemology of relations between state borders on the one hand and valo-rizations of space on the other. In this epistemology borders do not divide space, but make space available. The current regime of state sovereignty implies that this availability works as re-bounding. Thus, growing trans-border contacts and projects do not fundamentally weaken state borders, but complicate state sovereign-ties. Such complication means the acceleration of production of various spatial units - different from nation-states - in the process of communicating sovereignties via state borders. State borders are the meta-process of bounding space, which produces a complete, limited set of sovereign spatial entities. I discuss a project of re-bounding sovereignties performed in the urban milieu of the German-Polish border town Goerlitz-Zgorzelec within its governance's common attempts to valorize this urban milieu in linę with the European Union (EU) scalar regime. In the studied case, the program framework for this scalar regime was the joint application of Goerlitz-Zgorzelec for the status European Capital of Culture 2010 (ECC).

This paper analyzes recent socio-spatial changes in cities adjacent to European Union internal borders. The idea is to show how mutations in the functioning of territorial nation-states in the conditions of post-1989 transformations, European integration, and, more broadly, economic globalization, are reworked by trans-border municipal cooperation. All these macro changes are unpacked from the angle of the growth of the importance of the urban scale in comparison to the national scale and the more active role of cities as units in changing scalar hierarchies. More specifically our focus here is on the strategies of placepromotion of the German-Polish border city Goerlitz-Zgorzelec in the context of planning hallmark events (here, European Capital of Culture 2010). This article argues that closeness to a political border is utilized by Goerlitz-Zgorzelec within various strategies for gaining place-specific competitive advantage by means of an active politics of scale.

Opis:
This paper’s focus is on the innovations in the urban public political agenda that are due to the interplay between participatory digital platforms, the socio-economic paths of specific urban environments, and long-term policy orientations on the national and urban levels. The context of the 2020 presidential elections in Belarus and the resulting boom of participation in the local and national political agendas is taken here as a particular configuration of the mentioned interplay and its outcomes. The first part of the paper focuses on the role of digital platforms in the studied boom of participation in 2020, the second documents the urban policy developments in Belarus during the period of 2015–2020, and the third reflects on the compatibility of the Belarusian case with wider discussions on the political impact that the spread of digital platforms has on urbanism. It is argued that the repressive state, the gradual marketization of urban development and the accompanying strengthening of urban dwellers’ economic autonomy, and the proliferation of commercial digital platforms and civic tech are the factors that have defined the studied politicization and the boom of participation in Belarus. The examined case shows the contours of emerging politics in non-democracies under conditions of ubiquitous digitalization and the pressure on the state’s redistributive capacities.
