    Opis:
    The subjective context and dimension of administrative law objectively generate a diverse and rich catalogue of causes and manifestations of its multifaceted nature. In this respect, further diversity can be observed, namely that of conditionings and consequences, its crucial aspect being the distinction into administering bodies and subjects of administration. The analysis of the multiform nature of legal-administrative entities can yield particularly interesting results when the participants of administration change their roles (including the role changes which, from the perspective of the distinction between administering bodies and subjects of administration – run across borders). The analysis confirms the importance of taking care of the systemic approach and unification of the doctrinal and normative approach to the question of the multifaceted character of legal-administrative entities.

    Opis:
    Territorial self-government is an important element of the organisation and functioning of contemporary democracies. At the same time it is a phenomenon of particularly complex axiology showing many multi-layered axiological connotations. In this paper the recent changes to the Polish legal order have been analysed. More specifically, the analysis concerns the implication of the crucial features of the territorial government: the institutions that guarantee self-governance and independence. A special focus has been given to legal regulations in the area of structural administrative law in the part applicable to the territorial self-government. Amendments to provisions of universal applicability have only been identified. The conclusions of the above analysis,not very optimistic indeed, have been complemented with some  recommendations of what would need to be done in order to maintain or restore the hitherto existing level of decentralisation of public power in the sphere of self-government.
    Samorząd terytorialny stanowi kluczowy element organizacji i funkcjonowania współczesnych demokratycznych państw prawnych. Jest zarazem zjawiskiem szczególnie wrażliwym aksjologicznie – wykazuje wieloaspektowe konotacje w tym zakresie. W artykule poddano analizie ostatnie zmiany polskiego porządku prawnego – in concreto z punktu widzenia ich wpływu na kluczowe atrybuty samorządu terytorialnego, tj. instytucje służące urzeczywistnianiu samorządności i samodzielności. Uwagę skoncentrowano na wprowadzanych regulacjach prawnych z zakresu ustrojowego prawa administracyjnego – w zakresie unormowań dotyczących samorządu terytorialnego. Natomiast sygnalizacyjnie potraktowano zmiany odnoszone do przepisów o systemowym (uniwersalnym) zastosowaniu. Niezbyt optymistycznym konkluzjom towarzyszą postulaty wskazujące na kluczowe wymagania, jakie należałoby spełnić, by – przynajmniej – zachować/przywrócić dotychczasowy stan decentralizacji władzy publicznej w sferze samorządu terytorialnego.

    The independence of the entities of territorial self-government (of the bodies of these self-governing associations) should assume corporateness and self-governance as both the basic and intended features of territorial self-government. As the members of relevant territorial corporations, commune (district, province) inhabitants should have the legal ability to emphasise that territorial self-government derives “from” a territorial corporation, should create opportunities for acting “through” this corporation and “for” the corporation and its members. The legal remedies serving this end include the relatively unresearched and undeveloped measure of corporate and self-governmental complaints (that can be filed with the court by a member of a specific territorial corporation in regard with the in/activity of their home territorial self-government entity).

    The paper is based on an analysis of the provisions pertaining to the adoption of the house rules of municipality offices and the regulations specifying the rules and the procedure of exercising supervision over these acts of executive bodies, as well as of subjecting them to the direct control of administrative courts. This analysis has revealed that the approach to the form in which the above issues are regulated should be revised towards such regulations and practice of applying law that would facilitate having more regard for the attributes of the independence of self-governmental administration in this field. The treatment that these features have received (especially in the practice of supervisory organs and judicature’s output) has so far not explored or respected this potential. Taking also into account the experience (both doctrinal and related to administrative practice) gathered in the period of over 32 years since the reestablishment of territorial self-government in Poland, the paper thus argues that, at least in certain areas, the process of overcoming the limitations linked to the rationing – so to speak – of the attributes of decentralization (especially: of independence as one of its components) should be initiated. Therefore, the paper postulates in this context that invalidity sanction be substituted by the derogation in the form of revocation (that is: an ex tunc effect should be substituted by an ex nunc effect). The paper also signals that, when dealing with these forms of self-governmental activities, it may be possible to depart from the automatic application of the temporary protection related to the delivery of a supervisory adjudication (i.e. from the mechanism that presumes automatic sui generis acceleration of the enforceability of a supervisory adjudication). This stance has been additionally supported by the discussion of the specificity of organizational administrative law (in particular – with regard to the acts of non-municipal law, while allowing for the complex character of the house rules of municipality offices) which takes into account the conception of institutional choice.

Authors presented the structures of communication systems, auxiliary devices, analog signal measurement circuits, and the control algorithms used. The paper presents results of measurements of currents and voltages going through the drive system elements. The mobile app, which serves as an users interface responsible for personalization of some particular drive settings was presented.

    Interleukin-1 receptor antagonist (IL-1Ra) and vaccinia virus protein C10L share a VTXFYF motif, with X being Lys or Arg residue, respectively. Peptides of such sequence compete successfully with IL-1 for the cellular receptor. A pair of complementary peptides, based on the Siemion's hypothesis on the periodicity of the genetic code (QWLNIN and QWANIN), and another pair, in which, following the Root- Bernstein theory, Lys was used as complementary amino acid to Phe (QWLKIK and QWAKIK), were investigated for the peptide-antipeptide interactions using mass spectrometry (ESI-MS) and circular dichroism (CD) methods. The CD measurements indicated some conformational changes, more pronounced in the Siemion's pairs, however, no heterodimer formation was found by MS. In the region of IL-1 receptor situated close to the position of IL-1Ra in the IL-1Ra-receptor complex, a KQKL motif is present, suggesting a possibility of complementary recognition of the Root-Bernstein type in the IL-1 receptor. The biological activity of the complementary peptides is similar to that of the original ones. They efficiently compete with IL-1 and show moderate immunosuppressory activity in humoral and cellular immune response. The inhibition of the IL-1-IL-1 receptor interaction may result from the complementary peptides acting as mini-receptors with affinity for IL-1.
