    In the article the author draws his attention to the differences between the position of the Committee as a social conscience of the EU (that has been declared in the treaties and declarations) and the practical possibilities to fulfil this role and its results. The analysis featured covers the structure and the manner of operation of the Committee, and, in particular, the functions actually fulfilled by the Committee in its role of the bridge between the EU and the organised civil society. W artykule autor zwraca uwagę na różnice między zakładaną w traktatach i deklaracjach pozycją Komitetu jako społecznego sumienia UE a praktycznymi możliwościami i efektami odegrania tej roli. Analiza dotyczy struktury oraz sposobu funkcjonowania Komitetu, a także funkcji realnie wypełnianych przez Komitet Społeczno-Ekonomiczny jako „pomost” między UE a zorganizowanym społeczeństwem obywatelskim.

    The Participation of Non-Governmental Organisations in Public Governance in PolandThe article focuses on the application of the concept of governance in the realities of the Polish political system. The author analyses the forms of participation of citizens and their organisations in the decision-making of public administrations, particularly based on the notion of New Public Management and Governance. Further, hę analyses the importance of implementing the concept of governance in the context of the exist-ing models of democracy, especially liberał and participatory democracy. The last part of the article presents the institutionalisation of the notion of Governance in Polish law and practice of socio-political life.

    The aim of this article is to look from two angles on the ambiguous political and social The Family 500 Plus Programme. The programme will be analysed on the one hand as an opportunity for the realization of the principle of social justice and the real limitation of the poverty and social exclusion in Poland, which is partly due to the specific model and practice of socio-economic transformation in Poland after 1989. On the other hand, the redistributive nature of the program leads to question whether in the Polish social, cultural and economic realities can it be used to petrify the clientele relations between the ruling and large segments of society. The short duration of the programme and the lack of even one elections after it began make it impossible to draw far too many conclusions as to the risks posed by the introduction of the programme.

    Przedmiotem artykułu jest problematyka kapitału społecznego, szczególnie w kontekście jego roli w środowisku pracy i rozwijaniu przedsiębiorczości. W artykule rozpatrywane jest znaczenie ważnego wskaźnika kapitału społecznego, jakim jest zaufanie w relacjach społecznych i gospodarczych oraz w stosunkach pracy. Kapitał społeczny zapewnia długookresowe korzyści w zakresie szybszego rozwoju społecznego i gospodarczego. Ponadto kapitał społeczny jest ważnym wskaźnikiem szeregu czynników kluczowych dla jakości życia i rozwoju społeczeństw: zdrowia, innowacyjności, produktywności, na poziomie indywidualnym, grupowym oraz w życiu prywatnym i zawodowym.
    The article is the issue of social capital, especially in the context of its role in the labour environment and developing the entrepreneurship. The article considers the meaning of an important indicator of social capital which is trust in social relations and economic and labor relations. Social capital provides long-term benefits in terms of faster social and economic development. In addition, social capital is an important indicator of a number of key factors for quality of life and development of society: health, innovation, productivity, at the level of individual, group and private and professional life.

    The aim of this paper is to discuss political circumstances related to joining the eurozone. The author claims that political conditions related to the euro area, associated primarily with the significant loss of sovereignty by EU member states, have not only symbolic and axiological dimensions, but also negatively affect the possibility to pursue an independent socio-economic policy, and therefore effective implementation of the constitutional commitments of the government towards its citizens.

    Przedmiotem artykułu jest analiza roli prokuratury jako instytucji specyficznie umiejscowionej na pograniczu poszczególnych elementów systemu politycznego, szczególnie między władzą wykonawczą i sądowniczą. Z tego względu prokuratura może być traktowana jako instytucja skupiająca się na współuczestnictwie z sądami w sprawowaniu wymiaru sprawiedliwości lub instrument władzy wykonawczej w zapewnianiu bezpieczeństwa wewnętrznego i realizacji funkcji wewnętrznej państwa. Ze względu na specyfikę obszaru działania prokuratury oczekuje się od niej zarówno skuteczności w ściganiu przestępstw, jak i strzeżenia praworządności, dla której zagrożeniem mogą być działania nie tylko poszczególnych jednostek i grup przestępczych, ale także naruszające prawo czyny urzędników oraz instytucji państwa. Stąd, także z punktu widzenia rozliczalności prokuratury, wskazuje się, że powinna być ona w większym zakresie niezależna od władzy wykonawczej poddanej regułom politycznym. Okazuje się jednak, że samo formalne oddzielenie prokuratury od władzy wykonawczej nie musi prowadzić automatycznie do niezależności prokuratury od czynników politycznych, gdy istnieją nadal inne bezpośrednie (uprawienia premiera i ministra sprawiedliwości względem Prokuratora Generalnego) i pośrednie (klientelizm, upolitycznienie i powiązania polityczne prokuratorów z politykami) mechanizmy politycznego uzależnienia prokuratorów.
    The purpose of the article is to analyse the role of the public prosecutor's office as an institution that is specifically embedded in between certain elements of the political system, particularly between the executive and judiciary powers. For this reason, the public prosecutor's office can be regarded, together with courts, as an institution that aims to be actively involved in administering justice and an instrument of the executive power to guarantee internal security and to execute internal functions of the state. The public prosecutor's office, given its specific operation area, is expected to prosecute crimes effectively as well as safeguard the rule of law, which may be threatened by the infringing actions of not only individuals and criminal groups but also of officials and state institutions. Hence, with respect to the accountability of the public prosecutor's office, it should be more independent of the executive power which is subject to political rules. It appears, however, that separating it officially from the executive power does not have to lead automatically to the public prosecutor's office independence of political influence when other direct (the Prime Minister's and the Minister of Justice's authority over the Attorney General) and indirect mechanisms of prosecutors' political dependency (clientelism, politicisation and political bonds of prosecutors with politicians) exist.
