Opis:: Niniejszy artykuł ma na celu zwrócenie uwagi na pozycję geopolityczną Polski w Europie Środkowej i Europie Środkowo-Wschodniej1 oraz działania, które wynikają z rangi państwa w odniesieniu do realizacji polityki międzynarodowej, kształtowania bezpieczeństwa i interesów w wymiarze subregionalnym. Można postawić tezę, wynikającą z analizy potęgi państw Europy Środkowo-Wschodniej, na podstawie której widać wyraźnie, że Polska posiadając najwyższą wartość względną potęgi (spośród państw subregionu), powinna w większym stopniu kreować aktywną politykę na arenie międzynarodowej w odniesieniu do kwestii politycznych, ekonomicznych, społecznych, kulturowych, ekologicznych i bezpieczeństwa militarnego tego subregionu.
Generally, it can be argued, resulting from the analysis of the power of the countries of Central and Eastern Europe, that Poland having the highest value of relative power (among the countries of the subregion), should do more to create an active policy in the international arena with regard to the political, economic, social, cultural, environmental and military security in the subregion. The foreign policy of our country should be carried out in relation to this space much more efficiently in the context of the common objectives and interests of the country for the sake of security and development throughout Central and Eastern Europe, which is of course in our vital interest. In the context of the above in relation to guarantee military security is the premium membership Polish and other countries of Central and Eastern Europe into NATO and maintaining a strategic partnership with the United States. In the economic context (the middle level of the board), despite the generally favorable geopolitical situation in Europe and its immediate environment, the need to provide citizens with permanent economic security and the conditions for sustainable development continues to be a major challenge in many countries of Central and Eastern Europe, including Poland.

Opis:: Security is a fundamental existential human needs, as well as the structures that make up such as the family or the state. In terms of the development of modern civilization is closely associated with spatial operations and human development. It should also be emphasized that the planned development of the spatial structure is one of the most important tasks of determining the rational development in accordance with the accepted principles such as sustainable development. Polish accession to the NATO and EU structures created the new conditions shaping the spatial structure of Poland. In fact decreased military threats and increased civilization’s threats. Furthermore, there are determinants of the use of the attributes of Polish location and meet the international challenges – even in the context of the development of transcontinental transport links. Author underlines great benefits because of the construction of the trans- European transport network, but also recognizes the changing role of the Polish territory as a transit area. Also notes the need for construction of new and modernization of existing road vehicles, railways, airports, power and pipeline networks and other infrastructure components in Poland to improve the investment process and activate the development of the whole Polish territory. Author also exposes spatial conflicts occurring on the Polish territory in industrial activities, infrastructure development, as well as the location of selected elements of the defense infrastructure, and therefore the implementation of facilities for the public. This is due to the fact that in Polish legislation does not so distinguished “hard location” that for reasons of national security can not be denied, the “soft location”, which may be the subject of negotiations.

Opis:: W artykule przedstawiono wyniki trzech analiz określających poziom rozwoju społeczno-ekonomicznego, potęgę (siłę) oraz poziom bezpieczeństwa energetycznego państw Europy Środkowo-Wschodniej. Badania przeprowadzono za pomocą metody analizy czynnikowej w wymiarze względnym na podstawie specjalnie dobranych wskaźników. Najwyższy poziom rozwoju społeczno-ekonomicznego wśród badanych 20 państw został wykazany w Słowenii, Czechach i Estonii, z kolei zdecydowanie najwyższą potęgą dysponuje Polska, natomiast pod względem bezpieczeństwa energetycznego najwyżej oceniono Albanię, Rumunię i Ukrainę. Relatywnie wysoka pozycja ostatnich trzech państw w zakresie rozwoju i bezpieczeństwa energetycznego wynika z posiadanie zasobów gazu i ropy naftowej oraz większej samowystarczalność w tym względzie, niż w pozostałych państwach regionu i jest przeciwieństwem niskiego poziomu rozwoju społeczno-ekonomicznego tych państw. A więc na relatywnie niskim poziomie rozwoju społeczno-ekonomicznego problematyka bezpieczeństwa energetycznego jest relatywnie wysoka w porównaniu do pozostałych państw Europy Środkowo-Wschodniej.1Autor przedstawił ponadto działania podejmowane mające na celu wspieranie rozwoju gospodarczego, umacnianie bezpieczeństwa i rangi regionu. Artykuł kończą wnioski dotyczące postulowanych kierunków polityki, w szczególności w odniesieniu do Polski jako państwa dominującego na scenie politycznej regionu.
The article presents the results of three analyzes determining the level of socio-economic development, power (strength) and energy security level of the countries of Central and Eastern Europe. The research was carried out using the multi-factor analysis method based on specially selected indicators. The highest level of socioeconomic development among the 20 countries surveyed was demonstrated in Slovenia, the Czech Republic and Estonia, while Poland has by far the highest power, while in terms of energy security the highest rated are Albania, Romania and Ukraine. The relatively high position of the last three countries in the field of energy development and security results from having gas and oil resources and greater self-sufficiency in this respect than in other countries of the region and is the opposite of the low level of socio-economic development of these countries. So at a relatively low level of socio-economic development, the issue of energy security is relatively high compared to other Central and Eastern European countries. The author also presented actions taken in Eastern European countries aimed at supporting economic development, strengthening security and the rank of the region. The article ends with conclusions regarding postulated policy directions, in particular with regard to Poland as the dominant country on the political scene of the region.

Opis:: Niniejszy artykuł ma na celu zwrócenie uwagi na sytuację we wszystkich państwach Europy Środkowo-Wschodniej1. Dokonano oceny względnej poziomu rozwoju społeczno-ekonomicznego oraz oceny poziomu potęgi dwudziestu państw tego regionu. W wymiarze społeczno-ekonomicznym najwyżej ocenia się poziom rozwoju Słowenii, Czech, Estonii i Słowacji. Natomiast najwyższymi potęgami w Europie Środkowo-Wschodniej są Polska i Ukraina (chociaż po ostatnich wydarzeniach poziom ten znacznie się obniżył) oraz na znacznie niższym poziomie Rumunia i Czechy.
The article underlines importance of analyzing of the situation in all the countries of Central and Eastern Europe. The author assessed the relative level of socio-economic development and the evaluation of the level of power of the twenty countries in the region. In terms of socio-economic highest level of development received Slovenia, the Czech Republic, Estonia and Slovakia. In contrast, the highest powers in Central and Eastern Europe are Poland and Ukraine (although recent events, this level was significantly lowered) and at a much lower level of Romania and the Czech Republic.
