Opis:
For centuries Roma have lived in various political and economic environments, as well as in environments that are culturally diverse. They are a minority group in every place in which they are present. That is why their socio-economic circumstances have always depended and still depends on the majority context. The status of this minority group results also in the fact that the culture of Romani groups – communities so culturally different from the majority groups amongst which they live – is in danger of dispersion or even disappearance in the majority context. Furthermore, existing as a minority within particular societies has influenced and still strongly influences the great diversity of the Roma as far as language, way of life, customs, professions and religion are concerned. And because of this diversity it is inappropriate to talk about one primal or exemplary Romani culture, but rather, about cultures of the Roma communities. There are no universal riteria that would be useful in describing the diversity of all of the Roma. Their presence in a given country is linked to adaptive processes of the majority society. It is the majority that creates the conditions and space to which minorities need to adapt somehow. The results of the adaptive processes also vary and depend on an external context. The attitude of given populations towards minorities and the current political and economic situation of a given country in which the Roma settled had and still have significant influence on the abovementioned processes. The way of life of different Romani groups also holds great importance, because a sedentary way of life (typical for most European Roma) and external influences especially on culture and models of lifestyle have also furthered the adaptive processes. Cultural diversity among the Roma is present not only among groups living in different countries. It needs to be emphasized that Roma who have lived in one country for centuries are not a homogenous group in terms of their culture. Previous migration processes and a sedentary or nomadic way of life have had a great influence on this internal diversity. In Poland, with four distinguishable Romani groups, such diversity occurs between Carpathian Roma (Bergitka Roma, Polish Highlander Roma) and traditionally nomadic groups: Polska Roma, Lovara, and Kelderari. This article is based mainly on available sources and dissertations on the subject. However, it also refers to field research regarding the use of European Union funds for the Roma community in Poland, which was conducted by the author in 2010 and 2011.

Antigypsyism has been and still is a part of Roma and non-Roma relations. It also refers to activities that, paradoxically, are dedicated to Roma, although it would seem that there is no connection between stigmatization and willingness to help. These are two opposing poles. Because we rarely want to support those we don’t like. Therefore, if the Roma are helped, it means that they are liked, that someone cares about them and that someone cares that the Roma live a better life. The problem is what lies beneath the enigmatic term „better” and how the boundaries are set, the achievement of which will testify to the success of the activities. Tee purpose of this article is to analyse the content and circumstances related to the implementation assistance programs dedicated to Roma in the context of existing stereotypes and prejudices towards Roma.

I will focus on the mass exodus of the Roma to Western Europe, which was triggered by the accession of Bulgaria and Romania to the European Union. |ousands of new Roma emigrants moved to the West in search of a better life, without possessing jobs, health care or social insurance, living en masse in camps on the edge of towns and cities. |e beginning of the global economic crisis in 2008 and this massive influx of Roma immigrants living in extreme poverty was an explosive mix which led to a deepening and intensification of Anti-Roma feeling in Western Europe creating a radicalisation of policy concerning Roma.

Aid Funds for the Roma Population – hopes for change or wasted Chance? The Roma in Poland consist of thirty thousand people and they were granted the ethnic minority status in 2005. Although they have been present in Poland since 15th century, the society still feels rather ambivalent about them. On the one hand they amaze, fascinate and intrigue others with their dissimilarity, on the other hand they scare and repel the non-Roma because of their lifestyle and perception of reality which is contradictory to the commonly respected norms. The stereotypes and myths concerning this community have had a long history and are deeply rooted. That’s why a change of the image and the improvement of the difficult social situation of the Roma seems to be a very grueling, hard or even impossible task. Nevertheless, since 2004, when Poland became a member of the European Union, one has been able to use the tools to do so – thanks to the financial resources from EU’s budget. The main purpose of my article was to analyze the influence of EU’s financial activity till 2010 on the social situation of the Roma people in Poland, particularly in the area of education, labour market, social situation and culture.

The study aims at an analysis of Romani immigrants’ position in Western European countries with a special emphasis on the selected countries’ policies. The author focuses on Romani immigrants in Italy and France, noting that as a result of the internal diversification of the Romani community, it is impossible to develop a single strategy and policy. Due to that fact, the author is of the opinion that it is necessary to follow a diversified approach which considers social and cultural contexts, as well as economic, geographic and legal issues.

Opis:
In geographical analysis such as mathematical classification and modeling, the study area is divided into a network of basic (quasi-homogenous) units. A technique often used in the delimitation of the basic unit to be analyzed is the division of the study area into a network of uniform geometrical figures (block-centered grid). This article presents two objective methods for dividing the surface area of the study region into a network of basic units. The geometric method makes it possible to determine the optimal size of the basic unit, relative to the surface area being analyzed. This method may be used in analysis conducted on a regional scale, in which case the analysis and the results are characterized by a greater degree of generalization. Geostatistical methods (semivariance analysis and nearest-neighbor analysis) make it possible to determine the size of the cell in the grid of quasi-homogenous units, based on the spatial variation of elements in the natural environment and on the placement of data points. These methods can be recommended for the analysis of small areas (e.g. small drainage areas), when highly detailed data and results are required.

This article presents the results of studies conducted on the variability of thermal and precipitation conditions in Poland in the second half of the 20th century, especially taking into consideration periods which were unfavorable for agricultural production. Averaged spatial temperatures and precipitation totals from consecutive years 1951 to 2000 were used. A significant increase in spring temperatures was noted, while the winters also became warmer. This had a significant effect upon the change of the thermal vegetation period's duration. No changing trends were noted with regard to the amount of precipitation. The analysis of the seasonal structure during the anomalous years, with regard to temperature and the amount of precipitation, made it possible to pinpoint years particularly unfavorable for agricultural production. There was a certain repeatability of unfavorable conditions, tied to the existence of a relatively stable 8-year cycle of temperature change, which was especially noticeable during the wintertime. During the last two decades of the 20th century, high temperature values, occurring also in the summertime, in combination with insufficient precipitation, contributed to the occurrence of dry spells and even periods of drought. The occurrence of dry spells during the vegetation period and the extreme shortening of the vegetation period have a significant effect upon the amount of grain crop production.

From an economic point of view, protected areas do not bring in high profits, in comparison to other possible ways of land usage. National parks and nature reserves are costly in their creation, as well as in their subsequent upkeep and management. In developing countries, their operation can be the source of many political and economic problems. Usually, local communities neighboring protected areas perceive the existence of a protected zone negatively, although they are often able to avail themselves of park resources in various ways. Besides being given the opportunity to rationally make use of certain park resources, community members may be employed as park attendants, which is a practice that is widespread. A part of the profits obtained from the developing tourist industry may be allocated towards local development programs, e.g. the building of a new hospital or school. Some national parks, while lacking the adequate infrastructure necessary for tourism, grapple with a lack of funds. The lack of earning opportunities in connection with the development of tourism results in the local community's over-exploitation of park resources. This often manifests itself in an increased incidence of poaching in the protected area.

Among the functions fulfilled by cities in relation to their hinterland, an important function is that of public administration. Changes in administrative division, instituted in Poland in 1999, have either weakened or strengthened the economical role of many cities. A city's position within the hierarchy of the centers of public administration within a country has, in Poland's case, a significant effect upon the geographical movements of companies. An attempt was made to preliminarily gauge the effect of administrative changes upon the location of corporate offices. Changes in the distribution of companies providing the selected types of services in the 100 largest Polish cities were taken into account. The relationship between the change in the number of companies in each city and the potential social and economic role of the city in the general sense was examined.

Political and economic factors always play the main role in the secession of territory. Various aspects of geographic location may however facilitate or hinder secession, as well as the effective functioning of the newly emerged state. For Africa, geographic location in secession may be of greater importance than in the case of other continents. This is caused for the most part by the fact that African states are some of the poorest in the world and are often unable to effectively counteract secession through military means. The lack of well-formed democratic state institutions in turn impedes the peaceful resolution of problems constituting the basis of secessionist tendencies. These are precisely the conditions under which geographic location plays a more critical role.

Opis:
The problem of representing the Polish cultural landscape consists of two components. The first component is the choice of content. Wishing to define the breadth of the content of a cultural landscape map, one needs to remember that it is composed of two facets. The first facet, the material result of human activity, is easily discernable in the field and easily illustrated on a map. Elements included in this facet are: sacred and secular historical structures, the spatial layout of cities, archeological sites etc. The second facet of cultural landscape needs to be considered in immaterial terms. It is difficult to illustrate on a map, because its elements do not lend themselves to being topographically situated. One could mention, for example, religions, customs and traditions, a common historical past etc. Most often, one can only indirectly speculate about this facet of the cultural landscape, on the basis of the material characteristics of the cultural landscape. The second problem related to presenting cultural landscape on a map is the choice of graphic form for the map. The problem is to a large extent tied to difficulties stemming from the necessity of maintaining semantic correctness (the relation between “symbol” and “object”). In practice, during the graphic editing of a map representing the cultural landscape, one should remember to: a) choose a scale suitable for the representation, upon which depend the degree of detail and the generalization of the content; b) correctly depict the variation boundaries, taking into account sharp and fuzzy boundaries; c) make a well-designed symbol key.
