    The paper addresses the issue of the Electromagnetic Environment Situational Awareness techniques. The main focus is put on sensing and the Radio Environment Map. These two dynamic techniques are described in detail. The Radio Environment Map is considered the essential part of the spectrum management system. It is described how the density and deployment of sensors affect the quality of maps and it is analyzed which methods are the most suitable for map construction. Additionally, the paper characterizes several sensing methods.

    Opis:
    The aim of this article is to discuss issues related to threats to civil aviation. The authors describe a relatively fresh subject which has been neglected so far due to the lack of knowledge and low popularity of this type of threat. The work identifies and characterises new threats to civil aviation. In order to achieve this aim, the article contains defined possibilities of using anti-aircraft mines and methods of using anti-aircraft rocket sets against civil aircraft in the operational area of the airport. The threats resulting from the use of unmanned aerial systems in the operational area of the airport are described together with the use of the cyberspace in a criminal manner in relation to civil aviation.

    Port towns are strategic places from the point of view of transport systems. They form integration junctions for various transport branches , apart from the traditional - road and railway ones , also for water( sea) transport which is active there. Moreover, air transport comes also into consideration , whose efficient functioning must be connected with good accessibility, that concerns sea transport as well. Efficient and safe servicing the ports is crucial for their functioning. Problems associated with the overloading of lorries, which leads to degradation of road surface structure , observed in Gdynia, are discussed as an example in this paper. Problems of road traffic safety (RTS) are presented in this paper on the example of Gdańsk. The two issues : the road traffic safety and road surface degradation constitute only some transport problems of port towns , but they are very important, from the point of view of their specificity, for integration junctions of all the transport branches for people and goods. However, in discussing selected aspects of transport in port towns it is necessary to refer to the managing of integrated transport system with taking into account its traffic safety aspects.

    The paper presents a novel hybrid spectrum sensing method used in cognitive radio and presents a hybrid detector (HD) which improves the sensing performance. The proposed HD takes advantage of the energy detection (ED) principle and a method based on Covariance Absolute Value (CAV), as well as on Cyclic Autocorrelation Function (CAF). The paper shows the limitations of using ED, resulting from the uncertainty of spectral density of noise power estimation, known as the SNR wall. The paper describes a system model and presents simulation results for the OFDM signal of a WiMAX-based communications system. The simulation results refer to an ideal environment with well-known parameters, and to an environment with uncertain spectral density of noise power estimation.

    Udar mózgu jest jedną z głównych przyczyn zgonów na świecie i główną przyczyną niesprawności wśród osób dorosłych. Palenie papierosów jest istotnym, niezależnym i modyfikowalnym czynnikiem ryzyka udaru mózgu. Na całym świecie żyje około 50 mln osób, które przeżyły udar, a rocznie z jego powodu umiera ponad 5 mln chorych. Ustalono, że ponad jedna czwarta udarów mózgu może być związana z paleniem papierosów. W odniesieniu do osób niepalących największą grupę ryzyka stanowią palacze w średnim wieku. Ryzyko względne udaru zwiększa się wraz z liczbą wypalanych papierosów, zależy od rodzaju udaru i nie zależy wyraźnie od płci. Coraz więcej jest dowodów na to, że palenie bierne jest również czynnikiem ryzyka udaru. Po zaprzestaniu palenia, w ciągu dwóch lat ryzyko względne udaru znacząco zmniejsza się, by po pięciu latach osiągnąć wartość ryzyka u osób niepalących. Potwierdza to związek przyczynowo-skutkowy pomiędzy paleniem papierosów i zachorowaniem na udar. Uzależnienie od nikotyny jest groźną dla życia chorobą, której leczenie powinni podejmować lekarze wszystkich specjalności. Neurolodzy również powinni mieć swój wkład w rozpowszechnianiu interwencji antynikotynowych u chorych po udarze mózgu. W przypadku pacjentów po przebytym udarze mózgu konieczne jest włączenie interwencji antynikotynowych do programów profilaktyki wtórnej i postępowania rehabilitacyjnego. Potrzebna jest intensyfikacja działań i przyśpieszenie pożądanych zmian również w tym zakresie.
    Cerebral stroke is among the leading causes of deaths worldwide, and the main cause of disability among adults. Cigarette smoking is an important, independent and modifiable risk factor of cerebral stroke. There are approximately 50 million stroke survivors worldwide, and more than 5 million people annually die of stroke. It has been established that more than one fourth of cases of cerebral stroke may be related with cigarette smoking. With respect to non-smokers, the largest group at risk are middle-age smokers. The relative risk of stroke increases with the number of cigarettes smoked, depends on the type of stroke, and does not clearly depend on gender. There is increasing evidence that passive smoking is also a risk factor of stroke. After cessation of smoking, within two years, the relative risk of stroke significantly decreases, and after five years reaches the value observed among non-smokers. This confirmed the cause-effect relationship between cigarette smoking and undergoing a stroke. Addiction to nicotine is a disease which is life threatening, the treatment of which should be undertaken by physicians of all specialties. Neurologists should also contribute to the dissemination of anti-nicotine interventions in patients who had undergone cerebral stroke. In these patients it is necessary to introduce anti-nicotine interventions into the programmes of secondary prophylaxis and rehabilitation procedure. An intensification of actions and acceleration of the desired changes in this area are also necessary.

    Residual stresses in hot-rolled strips are of practical importance when the laser cutting of these strip is applied. The factors influencing the residual stresses include the non uniform distribution of elastic-plastic deformations, phase transformation occurring during cooling and stress relaxation during rolling and cooling. The latter factor, despite its significant effect on the residual stress, is scarcely considered in the scientific literature. The goal of the present study was development of a model of residual stresses in hot-rolled strips based on the elastic-plastic material model, taking into account the stress relaxation. Residual stresses in hot-rolled strips were evaluated using the FEM model for cooling in the laminar cooling line and in the coil. Relaxation of thermal stresses was considered based on the creep theory. Coefficients of elastic-plastic material model and of the creep model for steels S235 and S355 were obtained from the experiments performed on the Gleeble 3800 simulator for the temperatures 35-1100°C. Experiments composed small tensile deformations of the sample (0.01-0.02) and subsequent shutter speed without removing the load. Model of the thermal deformation during cooling was obtained on the basis of the dilatometric tests at cooling rates of 0.057°C/s to 60°C/s. Physical simulations of the cooling process were performed to validate the model. Samples were fixed in the simulator Gleeble 3800, then heated to the temperature of 1200°C and cooled to the room temperature at a rate of 1-50°C/s. Changes of stresses were recorded. Good agreement between calculated and experimental values of stresses was observed. However, due to neglecting the effect of stress relaxation the stress at high temperatures was overestimated. Due to the change of their stress sign during the unloading process the resulting residual stresses were underestimated. Simulation of residual stresses in rolling and cooling were performed on the basis of the developed model. It was shown that the effect of stress relaxation and phase transformations on the distribution of residual stresses in strips is essential and neglecting these factors could lead to an underestimation of residual stresses.
    Naprężenia resztkowe w blachach walcowanych na gorąco są istotne w przypadku stosowania ciecia laserowego. Głównymi czynnikami wpływającymi na wielkość naprężeń resztkowych jest nierównomierne odkształcenie sprężystoplastyczne, przemiana fazowa występująca podczas chłodzenia oraz relaksacja zachodząca w trakcie walcowania i chłodzenia[1-2]. Ten ostatni czynnik pomimo znacznego wpływu na naprężenia resztkowe jest niedostatecznie opisany w literaturze. Celem niniejszej pracy jest opracowanie modelu naprężeń resztkowych w blachach walcowanych na gorąco z wykorzystaniem sprężysto-plastycznego modelu materiału z uwzględnieniem relaksacji naprężeń. Wpływ odkształcenia oraz przemiany fazowej na wielkość naprężeń resztkowych w blach walcowanych na gorąco przedstawiono w pracy [3]. Model MES procesów chłodzenia laminarnego oraz w kręgu wykorzystuje elasto-plastyczny model materiału zależny od temperatury. Relaksacja naprężeń termicznych rozpatrywana jest w oparciu o równania teorii pełzania. Współczynniki modelu materiału oraz modelu pełzania uzyskano z danych eksperymentalnych dla stali S235 i S355 w zakresie temperatur 35-1100°C. W eksperymencie próbkę rozciągano z odkształceniem 0.01-0.02, a następnie wytrzymywano bez zdejmowania obciążenia. Testy przeprowadzono na symulatorze fizycznym GLEEBLE 3800. Model odkształcenia termicznego podczas chłodzenia uzyskano na podstawie testów dylatometrycznych przy prędkościach chłodzenia od 0.057°C/s do 60°C/s. Fizyczną symulacje naprężeń własnych wykonano celem sprawdzenia poprawność modelu materiału i relaksacji naprężeń. Próbki sztywno zamocowano w symulatorze GLEEBLE, po czym ogrzewano do temperatury 1200°C i chłodzono do temperatury pokojowej z szybkością 1-50°C/s. W trakcie prób rejestrowano zmianę naprężeń. Badania wykazały dobrą zgodność pomiędzy danymi eksperymentalnymi oraz obliczeniami. Pokazano, że pominięcie efektu relaksacji naprężeń w modelu może prowadzić do przeszacowania naprężeń w wysokich temperaturach i niedoszacowania powstałych naprężeń z powodu zmiany ich znaku w trakcie procesu. Symulacja naprężeń resztkowych w trakcie walcowania oraz chłodzenia przeprowadzono na podstawie opracowanych modeli. Wykazano, że relaksacja naprężeń oraz przemiana fazowa ma istotny wpływ na rozkład naprężeń resztkowych w blachach gorąco walcowanych a zaniedbanie tych zjawisk może prowadzić do ich niedoszacowania.

    W artykule przedstawiono koncepcję zrównoważonego rozwoju oraz formy jej raportowania. Zwrócono szczególną uwagę na możliwość wykorzystania wskaźników zrównoważonego rozwoju do oceny wartości przedsiębiorstwa w jednym raporcie łączącym informacje finansowe, ekonomiczne, środowiskowe i społeczne. Próby powiązania finansowych aspektów oceny działalności wraz z oceną zrównoważonego rozwoju wychodzą naprzeciw koncepcji wielokryterialncj oceny przedsiębiorstwa pod kątem źródeł tworzenia wartości w obszarach materialnych i niematerialnych. Problem staje się szczególnie istotny w przedsiębiorstwach branży górniczej.
    This paper presents a conception of sustainable development and ways of its reporting. An extra attention was paid to the possibility of using the sustainable development indicators for estimating the value of enterprise in one, single report, consisting of financial, economic, environmental and social measures. The attempt of relating financial aspects of activities together with sustainable development meets the conception of multi criteria assessment regarding the creation of value in both tangible and intangible fields of enterprise. It is a significant problem in mining enterprises which operate in specific conditions.

    Inspekcja drogowa prowadzona pod kątem bezpieczeństwa ruchu drogowego jest narzędziem pozwalającym na identyfikowanie mankamentów sieci drogowej. W artykule przedstawiono ogólne założenia wykonywania inspekcji i jej cele oraz wskazano inspekcję jako element oceny zagrożenia na drogach. Na podstawie inspekcji drogi wojewódzkiej przedstawiono przykłady problemów dotyczących jakości sieci drogowej oraz opisano procedurę wyboru najbardziej efektywnych działań naprawczych na drogach krajowych. Przedstawiono także konieczność automatyzacji wykonywania inspekcji.
    Inspecting roads for their road safety features is a tool that can help identify the weaknesses of a road network. This paper gives an outline of the objectives and how the inspection should be carried out. Inspection is also considered as an element of risk assessment on roads. Problems of road network quality are presented on the example of a regional road inspection. The paper presents a procedure for selecting the most effective safety measures on national roads. The need for automation of the process of inspection is also presented.

    The mechanical properties of the commercial synthetic surgical threads (i.e., monofilament MonosynR and polyfilament PolysorbTM) and threads made of pure zinc and selected magnesium alloys were compared. Tensile and relaxation tests of fine fibers/wires without and with a surgical knot were performed on a Zwick 250 tensile machine and on the specially constructed tensile machine dedicated for ultra-thin samples. An about 50% decrease in the maximum tensile load was registered for both synthetic and Mg-based threads due to the presence of a surgical knot while only an about 10% decrease was documented for the zinc threads.

    The article was written on basis of Flight safety brochures published by the Polish Air Force Academy from 1975 to 1998. The first part is dedicated for actual training process of the Polish military pilots. The second component focuses on the main causes of the occurrence of aircraft accidents in units of the Polish Air Force Academy in concerned period of time. The further part of the article is dedicated to analysis of aircraft accidents occurred in military aviation training units in years 1970–1994.
    Poniższy artykuł został napisany w oparciu o Informatory bezpieczeństwa lotów, wydane w Wyższej Szkole Oficerskiej Sił Powietrznych w latach 1975–1998. W części pierwszej opisano aktualny proces szkolenia pilotów wojskowych w Polsce. Następnie scharakteryzowano główne przyczyny wypadków lotniczych w jednostkach Wyższej Szkoły Oficerskiej Sił Powietrznych w rozpatrywanym okresie. W ostatniej części artykułu poddano analizie wypadki zaistniałe w jednostkach szkolnych w latach 1970– 1994.
