Climate changes have been observed in Poland the recent decades and more pronounced climate changes are projected for the future. They impact on the natural and built environment of Poland, which has been shaped by both circulation of energy and matter, typical for moderate latitudes, and the properties of the landscape, inherited from the geological past. In the present paper, consequences of climate change (corresponding to model-based projections) for spatial organization of Poland have been reviewed.

Observations of the past and projections for the future show an increase of flood risk in the world, at any spatial scale, due to changes in land use, including urbanization, increase of damage potential and due to climate change. No country can satisfactorily cope with floods. Flood losses have not been diminishing, despite attempts to reduce the flood risk and related high capital investment. These problems were tackled in the “Strengthening and Redesigning European Flood Risk Practices towards Appropriate and Resilient Flood Risk Governance Arrangements” (STAR-FLOOD) project of the European Union, funded within the 7th EU Framework Programme and implemented in 2012-2016. The object of the study were flood risk management strategies in six EU Member States: Belgium, France, the Netherlands, Poland, Sweden and the UK, as well as in 18 urban regions in these countries. The aim of the project was to establish theoretical principles for designing a system to reduce the flood risk and the aim of this article was to present research results on flood risk management systems in six of the EU countries. Because the absolute flood protection is not possible, the existence of hazard and risk should be reconciled and flood risk reduction solutions should be sought via flood risk management. Bridging between essential, and usually separate, domains such as water management, spatial planning and crisis management should be sought. In the STAR-FLOOD project, five flood risk management strategies were identified: (i) prevention, (ii) defense, (iii) mitigation, (iv) preparation, and (v) restoration. In this paper, different types of strategies operating in the studied countries were identified, dominant ones were indicated and the status of diversification of strategies was examined. Defense is traditionally considered the dominating strategy in most countries, since construction of technical facilities: levees, embankments, dams, gives impression of increasing safety against floods. However, this strategy, despite increasing expenditures, turns out to be insufficient, in light of soaring flood damages. Flood risk management strategies should be appropriate to the context in which they are used and the technical means of flood defenses do not necessarily have to play the most important role. The current form of the applied flood risk management strategy depends on several factors, such as the flood-related experience, the competence of the authorities, as well as available measures. Also the degree and the ways in which integration of water management, spatial planning and crisis management is carried out, are important. The article examines cooperation mechanisms and binding acts undertaken within the realms of different strategies. Applicable standards and the purpose of discourses regarding flood risk management, as well as existing policies and development paths also play a role. The strategies are embedded in the flood risk management system, which should be appropriate, effective and efficient. Through the identification and analysis of the components of the system, i.e. participants of the process of flood risk management (the actors), functioning discourses, rules and available (or unavailable) resources, we get a picture of the flood risk management system. Of particular importance are the identification and interpretation of changes of flood risk management strategies and solutions, as well as the identification of factors that contribute to such changes, promote, inhibit, or limit them. Nevertheless, evaluation of strategies with respect to targeted funding can lead to erroneous conclusions, because the defense strategy, even carried to a lesser extent as compared to other strategies, requires significant financial expenses - technical infrastructure is expensive. Also the impact of shock events on the shape of the flood risk management system was examined. In some countries, such shocks – large floods – functioned as turning points exposing the ineffectiveness of the existing methods (Belgium, the UK). In other countries, despite unveiling weaknesses of the system, they caused a consolidation of existing schemes of action – doing the same but better (the Netherlands, Poland).

Material damages caused by weather-related extreme events have dramatically increased worldwide in the last few decades. Explanations of these events can be sought via changes in physical, terrestrial, climate and socio-economic systems. Some types of weather events have become increasingly extreme and strengthening of this tendency is projected for the future. Increase in intense precipitation resulting from world warming has been already observed, with all possible consequences of flooding. Human encroaching into the harm's way and increase in the damage potential in floodplains are often the dominating factors in the rising flood damages. Projections for the future, based on regional climate models, indicate increased risks of flood in many areas. Yet, risk of snowmelt and ice-jam floods has decreased for the most part of Europe. Increase in very dry land areas has been already noted. Further increase in dry land areas, and intensity, frequency, and severity of droughts is projected, due to ubiquitous higher temperatures and reduced, annual or seasonal, precipitation in some regions. Heat waves become increasingly frequent in summer affecting ageing European society. Impacts of extreme weather events are discussed, including the environmental track.

The damage (in real terms after adjusting for infl ation) caused by extreme weather events globally has increased dramatically over the past few decades. This is a result of an increase in the amplitude and frequency of weather extremes, as well as of human factors causing a widespread increase in levels of exposure and vulnerability. There are a number of reasons to consider that, in many regions of the globe, weather extremes (e.g. heat waves, droughts, forest fi res, intense rainfall, fl oods and landslides) are becoming both yet more extreme and more frequent. Projections for the future based on climate and impact models point to a further strengthening of this trend. There has already been an increase in rainfall intensity in conditions of a warmer climate, and a continuation of this trend is expected, with adverse consequences for fl ood risk. However, the development of fl ood-prone areas and increase in damage potential are often the dominant factors underpinning growing fl ood damage and fl ood risk. In warmer climates, an increased risk of river and fl ash fl ooding caused by heavy rainfall, as well as an increasing risk of coastal fl ooding associated with sea level rise can be expected over large areas. By the same token, a reduction in the risk of snowmelt fl ooding events is projected in the warmer climate. Projections also indicate an increased risk of drought in many areas. The projections for climate change in Poland point to several risks associated with an increase in the frequency, intensity and severity of weather extremes (heat waves, intensive rainfall, fl ooding and landslides, coastal surges, drought during the growing season and winter, strong winds and pathogens associated with warming). Heat waves will become more frequent, more intense and more troublesome for the ageing population of Poland.

In the face of the climate crisis, education based on the current scientific knowledge is an exceptionally urgent need. This textbook was created on the initiative of the scientists associated with the “UW for Climate” team, by 16 experts from the University of Warsaw and other academic centers, representing various fields of knowledge, such as physics, chemistry, biology, ecology, economics, psychology and engineering. Thus, it is an interdisciplinary textbook, just like the issue of climate change itself. The textbook is addressed to the university students interested in the basics of knowledge about climate change, regardless of the field of their study, as well as to the high school students and teachers. The individual topics of the “Climate ABC” are related to such areas of school knowledge as: physics, chemistry, biology and ecology, geography and social studies. The textbook also accompanies the online course under the same name offered by the University of Warsaw. The book is divided into four parts, presenting the mechanisms of global warming (part 1), its causes (part 2), consequences (part 3) and actions that can prevent the most negative effects of climate change (part 4).

The scope of water management is to meet water demand by supplying water to the population and to the national economy; to provide water to the users in such sectors as agriculture, energy, navigation, tourism and recreation, as well as the environment; and to warrant water safety (including protection against floods and droughts). Health and well-being of the Polish population depends on the quality of the environment, therein access to water in adequate quantity and quality. The country struggles with management of low water resources whose quality is still inadequate. The present paper, co-authored by numerous Polish experts, leaders in research and in practice, presents a critical view on the water management in Poland. Among the specific topical areas covered by this paper are: water needs, policies and legislation, as well as governance. The authors specify recommendations for a range of necessary, and urgent, actions to be taken by decision makers and politicians, who are responsible for formulation of appropriate principles and their implementation. Development of adequate legal framework at various spatial levels (EU, national, regional, local, as well as at the river basin scale) is of essential importance for warranting people’s well-being. It is necessary to establish control aimed at keeping the subtle balance between the governance, legal acts, and adequate financing.

Freshwater resources are among the systems that are particularly vulnerable to climate change. Climate change affects freshwater availability, demand and use. In many areas of the Globe, the three categories of water problems (having too little water, too much water, and water pollution) are exacerbated by climate change. Climate change impacts on freshwater resources are discussed in the context of observations and model-based projections for the future. It is projected that the negative impacts of climate change on freshwater resources and related systems will outweigh its benefits. The climate-driven hydrological changes combine with other pressures on water resources, such as population growth, land-use change (e.g. urbanization, especially in coastal areas; deforestation) and changes in life styles increasing water demand and environmental pollution, creating a difficult challenge to water management. In addition, there are serious uncertainties in projections of future changes, restricting the anticipative adaptation. In high latitudes and parts of the tropics, climate models are consistent in projecting increase of precipitation and runoff, while in some subtropical and lower mid-latitude regions, they are consistent in projecting decreases of water resources.

This article reviews the observational evidence of climate change and discusses its mechanisms, impacts, and projections for the future with particular reference to Poland. Discussion with skeptical theses regarding climate change is also presented. Since much of the expected impact of climate change is adverse, effective mitigation and adaptation activities are necessary. This statement is also valid for Poland, even if Poland is not especially adversely affected by global warming.
