The article analyzes the effectiveness of employment agencies system operating in the Lodz Administrative Province in the years 1990-1993. We interpret this system as a set of activities and measures used by local employment agencies to find jobs for persons seeking them and appropriate employees for enterprises. The system in question is perceived very broadly by us, as it includes activities allowing the unemployed to use directly the offer of available jobs, as well as indirect measures creating an opportunity of finding temporary jobs (intervention and public works, additional places of work) or create a chance for finding a job through training and financial assistance (loans). Our survey was focussed on he effectiveness of indirect measures. It shows that the most effective measures were intervention works and training programmes, as they offered the best opportunities for the unemployed and, moreover, their cost was lower than costs of the remaining forms of assistance. They also created the biggest oportunities for the so-called permanent reactivation of jobless persons. During the analyzed period, we observed a growing activeness of employment agencies on local labour markets. This process means that more and more jobless persons could get jobs owing to the activity of employment agencies. It is our opinion, however, that the effectiveness of employment agencies in the Lodz Province was low, which was due to poor performance of local economic units, financial, personnel and technical problems of employment agencies. Without trying to undermine, to any extent, the importance of above mentioned forms of counteracting unemployment, it should be said that they can play only an auxiliary and supplementary role in eliminating this phenomenon, while the main role will be played by the economic growth strategy for the whole country and for this administrative province.

The article discusses the organizational structure and principles of activity of the Dutch public employment service. It operates in conditions of a market economy and it is composed of the following organizational units: the Central Employment Bureau, the Regional Employment Bureaus, the Employment Bureaus, and the Occupational Training Centres. On Boards of each of these units there are representatives of federations of employers, trade unions, and government officials. Such organization of these bureaus not only makes the State responsible for formulation of the employment policy but it allows for such policy to be created by entities influencing directly the processes occurring on the labour market. Executive decisions are decentralized. They are made in the regional bureaus, with allowances being made for specific characteristics of local labour markets. The main tasks of an employment bureau include intermediary functions in finding jobs, training and requalifying the unemployed In the process of adapting qualifications of the unemployed to requirements of the market an important role is played by the so-called ’collective labour agreements’ and branch employment plans. Owing to the separation of intermediary and socio-welfare (provision of unemployment benefits for unemployed persons) functions, the Dutch employment service can better solve the problems existing on particular labour markets. The organizational solutions presented in the article may serve as models, which could be partly borrowed by the institutional sphere of the Polish labour market.

Numerous institutions dealing with providing assistance for job seekers could be distinguished in practice. They differ with regard to goals being accomplished by them and ways of their organization. Some of them have a character of voluntary associations, others are organs of the state administration, and still others are typical commercial institutions. The analysis in this article is focused on distict employment agencies. This does not mean that only they should act as middlemen between an employer and an employee, and this solve the main problems of the labour market. At the time of growing disproportions between labour demand and supply there is also a demand for other institutions, which could satisfy needs of employers and jobless persons by means of different methods and measures, and which simultaneously could assist general employment agencies. In our opinion, district employment agencies are today the main institution able to provide assistance for the unemployed. That ensues directly from the goal of their activity which is ensuring appropriate jobs for people and employees for work establishments and from functions realized by them, i.e. informative, advisory, correctional, interventional, and welfare functions. The last of them predominantes in all employment agencies and, consequently, it does not allow them to conduct active forms ol job placements. Through accomplishing the welfare function an employment agency becomes an institutions of protective type. The article discusses also solutions adopted in the Western countries in the field of job placement. The Polish employment agencies could benefit from adopting some solutions of these countries. However, adopting such solutions there should be remembered different organizational, technical and personnel conditions of Polish employment agencies, which pose a barrier to the remodelling of such institutions in Poland.

The aim of the paper is to describe the extent to which human capital of graduates of mechatronics schools meets the expectations of employers operating in the region. The information presented in the paper illustrates the employers' requirements towards employees representing mechatronic professions and indicates gaps in the human capital of graduates within this occupational group. Conducted analysis made it possible to define actions that should be taken to adjust vocational training in mechatronics schools to meet the needs of the labor market in the Lodz region.

This paper elabotares on the scope of informatization of the district job centres located in the Mazowieckie region. The main focus was put on analysing IT infrastructure in these job centres that determines availability of e-services. This article explains the meaning of subcontracting in activation of local labour markets in Poland. It was indicated what positive and negative results, subcontracting brings for handling labour market. Fundamentals of this work consist of critical study of legal acts regulating subcontracting in labour market and study of an available literature. Described model of subcontracting should be considered as open because it is going to evolve on account of how it affects professional activation of unemployed.
W artykule wyjaśniono istotę kontraktacji w aktywizacji lokalnych rynków pracy w Polsce. Wskazano pozytywne i negatywne skutki dla instytucjonalnej obsługi rynku pracy, które może ona powodować. Podstawę rozważań stanowiły krytyczne studia aktów prawnych regulujących proces kontraktacji w obszarze rynku pracy i studia dostępnej literatury przedmiotu. Opisany model kontraktacji należy traktować jako otwarty, będzie on ewoluował na skutek rezultatów, w zakresie aktywizacji osób bezrobotnych.

Celem artykułu jest ocena nowych zasad działania urzędów pracy, jakie wprowadzono w maju 2014 r. w Polsce. Ocenie poddano tylko cztery z nich, tj. wprowadzenie instytucji doradcy klienta, profilowanie pomocy, kontraktację usług rynku pracy, ocenę pracowników urzędów pracy. Są one analizowane w kontekście uwarunkowań organizacyjnych, kadrowych i finansowych publicznych służb zatrudnienia. Analiza nowych rozwiązań ma odpowiedzieć na pytanie, w jakim stopniu mogą one przyczynić się do poprawy jakości usług świadczonych przez urzędy pracy.
The purpose of the article is to evaluate new labour offices operating rules which were introduced in May 2014 in Poland. Four of them were analysed: 1. Introduction of client advisors; 2. Profiling help; 3. Contracting labour market services; 4. Assessment of staff in Public Employment Services. Analysis of new solutions is to answer the question of the extent to which they can contribute to the improvement of the quality of services provided by Job Centres.

At the present time we have special administrative units dealing with employment in Poland such as employment agencies. They are responsible for performing public functions satisfying the needs of employers and employees or regulating their behaviours on the labour market. As regards the importance of tasks accomplished, a special role is played by district employment agencies. That is why they have become an object of analysis in this report, which does not mean that the activity of other institutions within this system has been passed unnoticed. Focussing attention on district employment agencies is due to the fact that these institutions, being organs of the state administration, are responsible for the employment policy pursued by the State and for the reduction of unemployment in their areas. They also carry the main responsibility for employment services. The paper is of a theoretical-empirical character and it is composed of four parts. Its first part shows the role and importance of employment agencies against the background of legal regulations. The second part describes the methods and funds of employment agencies, which allow to reduce unemployment. Economic difficulties and emerging social conflicts make it necessary for employment agencies to participate actively in the fight against unemployment. It is a very complex task not easy to solve particularly at the time the State copes with a financial crisis. The third part of the report is focussed on the system of employment agencies in the city of Łódź. It analyzes the conditions in which they operate (premises, personnel, technical problems), and changes in unemployment rates. The operation of one such agency has been evaluated with regard to active forms of employment services curbing unemployment used by it. This approach allowed to identify various problems acting as constraints for employment agencies during the period of systemic changes in the economy. The performed studies allowed to map out the directions of evolution in the system of employment agencies in the fourth part of the report. The author analyzes the possibility of tapping the Polish and foreign experience. We are aware that it should be done with a great deal of caution, because specific economic and social conditions in the Administrative Province of Łódź cause that models already tested elsewhere are not always adequate to our conditions and expectations.

The disparities between labour supply and the demand for labour are the subject of analysis. In order to achieve the objective of the analysis, the population of the unemployed in various cross-sections have been characterized as well as job offers sent to poviat employment offices on the local labour market being the subject of research. Particularly, the influxes of the unemployed and the inflows of job offers, ordered according to the economy sector and jobs, have been thoroughly examined. The labour market analysis in this cross-section was supposed to indicate the jobs for which there is the biggest demand on the part of employers and it should enable to identify the so called deficit jobs. The number of deficit jobs is varied in the spatial system and in the period being the subject of research (that is in the years 2001-2003) researchers observed an increase in this number.

Artykuł zawiera prezentację wyników badania na temat oceny jakości kapitału ludzkiego zaangażowanego w sektorze mikroprzedsiębiorstw. Oceny dokonano z perspektywy pracodawców i przeprowadzono ją w kontekście: wiedzy, umiejętności, doświadczenia zawodowego. Wymienione elementy kapitału ludzkiego analizowano w przekroju zawodów (opisanych trzema kodami cyfrowymi) osób pracujących w mikroprzedsiębiorstwach. Z przeprowadzonych analiz wynika, że pracodawcy pozytywnie oceniają zaangażowany kapitał ludzki, a występujące w nim luki mają charakter sporadyczny i dotyczą umiejętności praktycznych. Zjawisko to najczęściej ma miejsce w takich zawodach, jak: pracownik sprzedaży w sklepach, kucharz, kelner i barman. Artykuł przygotowano na podstawie wyników badań, które przeprowadził zespół Instytutu Pracy i Spraw Socjalnych w 2012 roku w ramach realizacji projektu na temat: „Analiza procesów zachodzących na polskim rynku pracy i w obszarze integracji społecznej w kontekście prowadzonej polityki gospodarczej”. Wymieniony projekt był współfinasowany ze środków Unii Europejskiej w ramach Europejskiego Funduszu Społecznego.
The paper contains a presentation of the results of a research study on the assessment of the quality of human capital in microenterprises. The assessment was made from the perspective of employers – it regarded knowledge, skills, and professional experience. These elements of human capital were analyzed for particular occupations (identified by means of a three-digit code) of those employed in microenterprises. The research study shows that employers give a positive assessment of the stock of human capital in their enterprises. The existing gaps are sporadic and concern practical skills. They usually occur in such occupations as sales persons, cooks, waiters and bartenders. The analysis included 1,000 companies employing from 0 to 9 persons. The research study was carried out by the Institute of Labour and Social Studies in 2012 within the project "Analysis of the processes on the Polish labour market and in the area of social inclusion in the context of economic policy". The project was cofinanced by the European Union under the European Social Fund.

Artykuł dotyczy dylematów związanych z zatrudnieniem osób niepełnosprawnych w Polsce. Sformułowane zostały rekomendacje dotyczące pożądanego kierunku zmian legislacyjnych na rzecz zatrudnienia osób niepełnosprawnych oraz przeprowadzona została analiza dotycząca roli otwartego i chronionego rynku pracy z punktu widzenia zatrudnienia osób niepełnosprawnych. Sformułowano też listę potrzeb, zmian i zagrożeń w zatrudnianiu osób niepełnosprawnych zarówno ze strony pracodawców, jak i niepełnosprawnych pracowników. Artykuł kończą rozważania na temat możliwości i konieczności promowania zatrudnienia osób niepełnosprawnych.
The article concerns the dilemmas related to the employment of people with disabilities in Poland. Recommendations were formulated on the desired direction of legislative changes on the employment of people with disabilities and conducted an analysis on the role of open and protected labor market in terms of employment of people with disabilities . Formulated a list of needs and risks of changes in employment of disabled persons from both employers and workers with disabilities. The article ends with a reflection on the possibilities and the need to promote the employment of people with disabilities.

Studies of the active labour market policy are an important element of knowledge about counteracting of unemployment. They are more and more frequently undertaken in different administrative provinces of Poland and their findings are expected to create an objective picture of real activities of the State in the labour market. The information presented in this article is an effect of questionnaire surveys carried out in the Lodz Administrative Province in the second half of 1998. The performed analysis indicates that no ready-made rules are available, which could be used by teams responsible for the labour market policy in a given area. In accordance with existing conditions there should be selected these instruments, which are the most effective and they should be changed along with changing conditions. It seems necessary today to increase funds earmarked for creation of new jobs, and the passive labour market policy should be restricted, because in most cases it is of emergency character.

The performed analysis of unemployment covers the first three years, during which the Lodz Region operated in its new boundaries. The country’s administrative division carried out in 1999 brought about major changes in the region’s economy. At present a significant role is played by agriculture, whereas earlier on it was the most urbanised region in Poland. Such situation influences also changes in the structure of unemployment. This problem is analysed in greater detail in the article. The following research problems have been distinguished: level and structure oľ unemployment, selected problems groups concerning the local labour market, inflow and outflow from unemployment, the labour market policy.
