Aim/purpose – The purpose of this article was to identify the information and communication technology (ICT) tools fostering the co-production of social services, acknowledging that the technological environment is an important contextual condition enhancing the development of co-production. Design/methodology/approach – The method used was systematic literature review (SLR). Findings – As a result of the review, the catalog of solutions and tools offered by information and communication technologies was presented. The results of the research carried out indicate that the co-production of social services is favored by the use of such ICT tools as mobile applications, crowdsourcing, open data, big data, real-time data collection and analysis, gamification, and social media. Research implications/limitations – The main implication of the research is the comprehensive catalog of ICT tools that can be used to facilitate social service co-production. ICT tools also favor the emergence of new forms of co-production; there-fore, the acquaintance of these tools can accelerate this process. The study is constrained by several limitations. The study is constrained by several limitations. First, applied methodology, which is qualitative, analyzes secondary data. Second, the co-production in the social services area includes many and various services, and ICT application and impact can differ by specific type of service. Originality/value/contribution – This paper contributes to research on the co-production of social services, particularly in terms of the use of new technologies in this process, in two ways. First, the development of the catalog of ICT tools favoring social service co-production. Their application fosters the involvement of contextual actors, increasing the efficiency, effectiveness, and quality of social services. In this way, the social service co-production contributes to better addressing the citizens’ needs, increasing their quality of life and well-being, and unleashing their potential. Second, by taking the PSL perspective and situating factors favoring co-production within a service ecosystem framework, this paper draws attention to public value emerging from new relations, extensive dialogue, deliberation, common arrangements, and collaborative activity in virtual communities.

Kultura interpretowana jest na wiele sposobów, w tym rozumie się ją jako dobro publiczne i jeden z obszarów życia społecznego, w którym powinna być realizowana polityka publiczna. Niniejszy artykuł podejmuje problematykę współpracy władz lokalnych z interesariuszami w zakresie polityki kulturalnej. Rozważania umiejscowiono na poziomie miasta, które pełni kluczową funkcję w planowaniu i dostarczaniu usług społecznych, w tym kulturalnych. Aktualnie jako najbardziej efektywny sposób dostarczania usług społecznych postrzega się współpracę, dlatego należy poszukiwać różnorodnych możliwości wsparcia i form współdziałania władzy lokalnej z aktorami ich otoczenia. Celem podjętych badań była analiza otoczenia miasta jako podmiotu polityki kulturalnej. Poszukiwano w nich odpowiedzi na pytanie, z jakimi podmiotami otoczenia władze miasta mogą podejmować współpracę w dziedzinie kultury? Do realizacji tego celu zastosowano metodę analizy interesariuszy z wykorzystaniem danych gromadzonych na drodze analizy dokumentów oraz obserwacji nieuczestniczącej. W efekcie zidentyfikowano aż 14 grup interesariuszy stanowiących ważnych potencjalnych partnerów dla władz miasta w obszarze kultury. Współpraca z nimi może przyczynić się nie tylko do zwiększania ilości i jakości działań w obszarze kultury w mieście, ale także do lokalnego rozwoju społeczno-gospodarczego oraz wzrostu jakości życia w mieście.
Culture is interpreted in many ways, among other as a public good and one of the areas of social life in which public policy should be implemented. This article addresses the issues of cooperation between local authorities and the stakeholders in the field of cultural policy. The considerations are located at the city level, which plays a key role in the planning and providing social services, including cultural ones. Cooperation is currently perceived as the most effective way of providing social services, therefore it is necessary to look for various forms of support and types of cooperation between local authorities and their stakeholders. The aim of the research was to analyze the city’s environment, considering the city as a subject of cultural policy. The research question was: With which stakeholders the city authorities can cooperate in the field of culture? The method of stakeholder analysis using data collected through document analysis and non-participant observation was used for this purpose. As a result, 14 groups of stakeholders were identified as important potential partners for the city’s authorities in the field of culture. Cooperation with them can contribute not only to increasing the number and quality of activities in the field of culture in the city, but also to local socioeconomic development and the quality of life in the city.

The concept of co-production has in recent years experienced a revival. The growth of interest in co-production can be caused by the deep economic crisis with which the public administration is currently struggling and growing social needs and expectations. Similarly, the concept of social innovation has lately gained considerable interest and as articulated as a way to increase efficiency and effectiveness in public management. So the following question arises: can the co-production of public services be considered as a social innovation? The answer to this research question is the goal of this article. This goal was reached using systematic literature review in order to identify the original definitions of co-production and then the word clouds technique has been applied. The next step was comparison of the attributes of the definition of co-production with the concept and notion of social innovation.

This study intends to expand the range of studies on the acquisition of pragmatic competence in English as a foreign language, with special attention paid to impoliteness. It examines the development of one component of learner interlanguage pragmatics, i.e., requests, and looks for acquisitional patterns in modifying their impositive force in advanced Polish learners of English. A sample of linguistic written data was collected in a longitudinal study by means of a discourse completion task (DCT). The author seeks evidence of impoliteness by examining alerters, external moves, internal mitigation, together with strategies for expressing the directness of requests. On this basis, conclusions about noticeable impoliteness in the interlanguage pragmatic competence of the participants are drawn.

Two kinds of Pluronics (PEO-PPO-PEO triblock copolymers) were used in these studies. They have mixed with anionic surfactant (sodium oleate). The adsorption isotherms of surfactant and copolymer-surfactant mixture onto dolomite have been determined.The adsorbed amount of the Pluronics increases with increasing concentration and reaches plateau. An increase of adsorbed amounts of anionic surfactant onto the mineral surfaces (dolomite) has been observed at the presence of Pluronic copolymers. The adsorption effect of triblock copolymers has been investigated on the zeta potential of dolomite at the water suspension. The interaction of anionic surfactant with copolymers causes a decrease of zeta potential to small amount due to the deformation of double electrical layer. The adsorbed non-ionic Pluronic layer partially screens the surface charge of mineral particles, and thus, reduces the zeta potential. On the other hand, the adsorption of anionic surfactant and copolymer caused a decrease of negative value of zeta potential both investigated minerals. The stability of dolomite suspension depends on the both copolymer and sodium oleate concentrations.

This paper presents an attempt to reconsider the concept of intercultural communication and related competences taking into account the fact that intercultural contacts may be motivated by racism and xenophobia. It is the outgrowth of the RADAR project (Regulating Anti-Discrimination and Anti-Racism) funded by the European Commission1. Here, we aim to apply its findings to the context of developing politically correct pedagogical discourse among prospective foreign language teachers. Ultimately, invoking the notion of critical ecological language awareness (Lankiewicz, 2015) and metalinguistic awareness (Karpińska-Musiał, 2015), we offer to supplement the intercultural component of teacher education with the element of critical linguistics, which may help would-be teachers, in the first place, to be more aware language users as such, not to commit verbal offences, and, in the long-run, to perform the role of transformative intellectuals (Kumaravadivelu, 2012), thus contributing to the quality of life in the globalization era.

The recent political and social events that took place in Europe made us all re-visit some of the basic assumptions of intercultural communication studies. According to the authors of this paper, most theoretical and empirical studies concerning intercultural communication seem to neglect the fact that some interlocutors are intentionally impolite and motivated by their racist and/or xenophobic views, which becomes visible in contact with representatives of other cultures, nationalities or countries. Such a behaviour may take the form of physical attacks while linguistic performance may include verbal/nonverbal signs of interlocutors’ prejudiced attitudes. Poland is no exception here. It is our conviction that: 1) there is a dire need to define what hate speech motivated by racism and/or xenophobic attitudes is and what its features are, and 2) linguistic research on this phenomenon can offer a considerable step forward in this area. Since there are apparently no clear criteria what constitutes an act of racially motivated verbal and nonverbal violence in Polish, the authors of this paper aim at portraying its characteristic features on the basis of semi-formal interviews carried out with migrants living in Poland. The research took place within the RADAR project (Regulating Anti-Discrimination and Anti-Racism), co-funded by the European Commission, and conducted in six of the European Union countries.

Acquisition of pragmatic competence (PC) in a foreign language is a gradual process, which is not trouble-free and effortless even for advanced learners. Since most of the existing research on PC has focused on learners of English, this paper constitutes an attempt to investigate this matter from the perspective of foreign language teachers, with particular attention paid to teachers of English in Poland. Its aim is to investigate whether individual differences influence the acquisition of PC on the basis of data collected during classroom observations and in interviews with teachers. This way the authors endeavor to answer the question whether PC of the teachers depends on their general linguistic ability in English, their educational background and teacher preparation, or the stage of their career development.

Most theoretical and empirical studies concerning intercultural communication seem to neglect the fact that numerous interlocutors’ speech and nonverbal behaviour is intentionally impolite and motivated by their racist and/or xenophobic views, which becomes visible in contact with representatives of other cultures, nationalities or countries. Such speakers’ behaviour may take the form of physical attacks, while their linguistic performance may include verbal/nonverbal signs of their prejudiced stance. Linguistic performance which is motivated by aggressive nationalism, intolerance or discrimination is termed hate speech. The available scientific literature on this topic is scant, except for some studies fuelled by the theoretical assumptions of critical discourse analysis. There are apparently no clear and precise criteria what constitutes an act of verbal and nonverbal violence. The authors of this paper aim therefore at portraying characteristic features of hate speech in Polish on the basis of articles collected throughout 2014 and 2015 from newspapers, magazines and Internet sites. The analysis took place as part of the RADAR project devoted to conducting research on hate speech directed towards migrants in Europe. The findings indicate there is a wide repertoire of words and phrases that are visible in Polish journalism and which promulgate racial, national or ethnic hate.
