It was in the patrimonial state that the lawyers began to function as a professional group. In the course of time they began to make up an elite of the population of the nobiliary Commonwealth. Soon however there appeared the negative aspects of their activities. The authors of the Polish works on law were concerned with the professional and moral qualifications of lawyers. This referred particularly to the municipal law. The fragments devoted to this question may be found inter alia in the 16th century translations of the sources of the Magdeburg Law, the translations being of Barłomiej Groicki’s (1519/1534–1605) and Paweł Szczerbic’s (1552–1609) authorship. The heavy professional and the ethical demands made on lawyers referred in particular to the judges. What he authors of works on municipal law condemned was the judges’ poor knowledge of law, partiality, corruption, vulnerability to emotions on occasion of producing judgments and desire for distinctions. On the other hand there functioned many requirements that had to  be fulfilled by the candidate to the position of the judge. Among these requirements there were inter alia those referring to faith, health, age, sex and social status. The deficiency of the right educational background in law and the weaknesses in the right conducting of the proceedings were particularly visible in case of the penal law. The judges were brought to severe liability for the inappropriate performing of their profession. The high requirements in the area of the perfect knowledge of law, as well as in the area of ethics, applied also to the lawyers other than judges, mostly to the representatives of the parties (referred to by the phrase procurators) and to the lay assessors.

According to Polish constitution the Budget act is one of acts in genere. Nonetheless some features of the Budget act (also mini-budget act) which differ it from the other acts make this act special, clearly differing it from the others. The differences between usual acts and the Budget act concern, most of all, legislative procedure. Firstly, the Budget bill may be submitted into the Sejm only by the Cabinet. Secondly, passing this bill and submitting it for President's approval should occur within four months since submitting the bill to the Sejm. Otherwise, President may shorten the term of parliament. Thirdly, the Senate has only twenty, instead of thirty, days to examine the Budget act handed over by the Sejm. The Senate can't reject the Budget act as well. Fourthly, President has only seven, instead of twenty one, days to sign the act and he hasn't the power of veto (he can't veto this act). Fifthly, Constitutional Tribunal has only two months to pass a sentence on the Budget act accord with constitution. The Budget act has also exceptional content which determines as with content of many other acts and execution of their regulations, so with activity of governing body, especially executive one which executes the Budget act. The way in which execution of the Budget act is controlled is different as well. Controlling execution of the Budget act, the Sejm also controls simultaneously the Cabinet which is responsible for executing the Budget act. Moreover, not every regulation of the Budget act has general and abstract character which is typical for acts regulations. Finally, the Budget act is always passed for time determined by constitution in advance, that is for budgetary year which is the same as calendar year. Exceptionally it may go to effects for shorter time than budgetary year (mini-budget act). All those differences weigh in favour of treating the Budget act as a sui generis act. Nevertheless they don't justify treating the Budget act as a source of law different from other acts. In other words, the Budget act has the same force of law as other acts, occupying the same position in hierarchy of law sources.

The article presents a comprehensive analysis of technology, time and costs of three methods of building a single-family house; traditional brick, reinforced concrete prefabrication and timber frame. The goal of this study was to determine if prefabricated and timber frame building methods and materials have the potential to replace traditional method of construction in the context of cost and time. For this purpose, a qualitative analysis was performed, including a list of benefits of each of the analysed construction technologies and a quantitative analysis in which the cost of finished houses per 1 m2 of usable area was compared. The analyses were conducted for two single-family houses with similar characteristics using scheduling and cost estimation software. The conducted analyses have shown that the shortest time to build a house is in the prefabricated reinforced concrete technology. The used construction technology from ready-made prefabricated elements affects the time of building house and thus, the costs of its construction. The construction time for the house in case of a timber frame structure and made of ready-made reinforced concrete prefabricated elements is similar but the cost of a timber frame structure is much higher. It takes longest time to build a house in traditional brick technology and requires the involvement of the largest financial resources from all three analysed construction technologies. Despite this, traditional brick technology is the most used in construction in Poland and other Central and Easter Europe countries. This is due to the widespread belief of investors about the durability of a building made in this technology and the habits of investors resulting from a long-standing tradition of construction. However, the study’s results in the world showed that a change in build technology is a step in addressing the concerns of poor quality and reduce construction costs and time, increasing the construction sector’s productivity and sustainability.
W artykule przedstawiono kompleksową analizę technologii, czasu i kosztów budowy domu jednorodzinnego trzema metodami: murowaną tradycyjnie, prefabrykacji żelbetowej, szkieletową drewnianą. Celem analiz było określenie, czy prefabrykowane i szkieletowe budownictwo ma potencjał do zastąpienia tradycyjnych metod budowy w kontekście kosztów i czasu budowy. W tym celu dokonano analizy jakościowej obejmującej wykaz korzyści każdej z analizowanych technologii budowy oraz analizy ilościowej, w której porównano koszt gotowych domów na m2. Analizy przeprowadzano dla dwóch domów jednorodzinnych o podobnych cechach z wykorzystaniem oprogramowania do harmonogramowania i kosztorysowania. Przeprowadzone analizy wykazały, że najkrótsze terminy wykonania budynku są w przypadku budowy budynku w technologii prefabrykowanej żelbetowej. Stosowana technologia budowy z gotowych elementów prefabrykowanych przekłada się na czas budowy domu, a tym samym na mniejsze koszty jego budowy. Czas realizacji domu w przypadku konstrukcji szkieletowej drewnianej oraz z prefabrykatów żelbetowych jest podobny, jednak koszt konstrukcji szkieletowej jest znacznie większy. Najdłużej trwa budowa domu w technologii murowanej tradycyjnie oraz wymaga zaangażowania największych środków finansowych ze wszystkich trzech analizowanych technologii budowy. Pomimo tego technologia murowana tradycyjnie jest najczęściej stosowana w budownictwie w Polsce oraz innych krajach Europy Środkowo-Wschodniej. Wynika to głównie z powszechnego przekonania inwestorów o trwałości budynku wykonanego w tej technologii oraz z przyzwyczajeń inwestorów wynikających z długoletniej tradycji budowy. Jednakże analizy prowadzone na świecie pokazują, że zmiana w technologii budowy jest krokiem w rozwiązywaniu problemów związanych z niską jakością oraz zmniejszeniem kosztów i czasu budowy, przy jednoczesnym zwiększeniu produktywności i zrównoważonym rozwoju sektora budowlanego.

Objectives This paper assesses the effect of neurophysiological rehabilitation in children with postural defects on the depth of thoracic kyphosis, lateral spinal deviation and rotation of spinal motor segments. Material and Methods A total of 201 patients aged 8–15 years old with a postural defect diagnosed by medical examination were enrolled. The analyzed parameters were determined using the DIERS system before the first therapeutic session and after 4 weeks of therapy. The angle of thoracic kyphosis, lateral deviation of the spine and spinal rotation were assessed. The therapy employed techniques associated with the proprioceptive neuromuscular facilitation (PNF) and Vojta’s approaches. The results were analyzed separately for both sexes and for patients rehabilitated solely with Vojta’s techniques vs. patients rehabilitated according to combined Vojta’s and PNF techniques. The χ² test was used for statistical analyses, at p < 0.05. Results There was improvement in the angle of thoracic kyphosis, ranging from 0.14 (among boys with kyphosis < 42°) to 5.47 (among girls with kyphosis ≥ 42°), spinal rotation, from 0.37 (among boys with kyphosis ≥ 42°) to 4.33 (among patients with kyphosis ≥ 42° rehabilitated solely according to Vojta’s method), and lateral deviations, ranging from 1.32 mm (among boys with kyphosis < 42°) to 2.99 mm (among patients with kyphosis ≥ 42° rehabilitated solely according to Vojta’s method). Conclusions Neurophysiological rehabilitation of patients with postural defects produced positive effects by improving the angle of thoracic kyphosis, spinal rotation and lateral deviation of the spine. Children with reduced thoracic kyphosis achieved less improvement in the kyphosis angle, lateral spinal deviation and spinal rotation than children with kyphosis ≥ 42°. Objectives This paper evaluates the efficacy of using the McKenzie and Vojta methods for patients with low back pain and the use of the DIERS Formetric 4D system as an objective diagnostic tool. Material and Methods The study enrolled 28 patients aged 15–17 years old. The patients were hospitalized at the Department of Orthopedics and Traumatology of the Świętokrzyskie Center for Pediatrics in Kielce with a diagnosis of back pain associated with a discopathy. The patients were rehabilitated according to the McKenzie and Vojta methods. Assessment by means of the DIERS Formetric system had taken place before the first therapy session and on the day that pain was eliminated to evaluate trunk inclination, angle of thoracic kyphosis, angle of lumbar lordosis, lateral deviation, trunk torsion, surface rotation and pelvic obliquity. Pain intensity and change in pain intensity over time were assessed by means of a numerical rating scale. Results Pain intensity was reduced to 0 over 3–12 days. The study participants demonstrated reduction in anterior trunk inclination of the mean value at 1.83°. The angle of thoracic kyphosis was also reduced by 7.95°. The angle of lordosis increased by 7.6°. The lateral spinal curvature was reduced by 8.92 mm. There was a reduction of 4.64° in trunk torsion. Surface rotation was reduced by 1.61° and pelvic obliquity was reduced by 3.78°. Conclusions In discopathic patients, postural parameters comprising trunk inclination, angle of thoracic kyphosis, angle of lumbar lordosis, lateral deviation, trunk torsion, vertebral rotation and pelvic obliquity fail to reach Hartzmann’s physiological reference ranges. A therapeutic intervention based on the Vojta and McKenzie methods may normalize the posture to physiological reference ranges and is effective in the treatment of patients with back pain. The DIERS system is an objective tool for tracing the effects of therapy in patients with back pain. Int J Occup Med Environ Health. 2019;32(1):33–41
