    The article investigates the problems of scheduling methods for making up the schedules for medical care institutions, with a view to further optimization the conditions and improvement the patient care. It is noted that a key step in the operation of medical institutions is the scheduling stage process. Depending on the specifics of a particular institution, work plans take different forms, mostly turning into a timetable. It is established that there are a number of scheduling methods, ranging from manual planning and mathematical programming with limitations, ending with the use of artificial intelligence. Most methods consist of two or more stages and initially require the construction of the very schedule that satisfies the strict limitations of the institution functioning. At a later stage the scheduling optimization of one or more criteria is regarded. The types of finite-state automata are analyzed and, with their use, developed a method for constructing the supporting schedules for clinics. An algorithm of finite-state machines for clinic schedule construction is established.

    Opis:
    Taking into account the expansion of infrastructure and the growth of hospitals, as well as the increase in the influx of patients, the manual preparation of therapies, in particular, regenerative therapy, becomes ineffective and causes frequent dissatisfaction and complaining of patients. Taking into account the large number of factors forming the schedule, the task of multicriteria optimization is presented in accordance with strict restrictions and immediate wishes of patients. This task can be decomposed into several subtasks that require development of: a reference schedule that would satisfy the strict restrictions imposed by the domain; a method for evaluating the reference schedule and intermediate schedules; the method of optimization of the reference scheduling in order to improve the estimated results. In the course of solving these problems it is necessary: to carry out the construction of relevant criteria for evaluating the quality of the decomposition and turn their qualitative values into quantitative forms; carry out the transition from multi-criteria optimization to one-criterion by minimizing the set of evaluation criteria in the scalar value that can be used in the process of optimization; to avoid local optimum and reach the global optimal solution. The article is devised a method of multicriteria assessment and optimization of medical institutions’ schedules, based on the use of automatic theory to construct the reference scheduling of the functioning of the clinic, the application of methods and means of fuzzy logic and evolutionary algorithms. Using an automated system of construction, multicriteria assessment and optimization of schedules of medical institutions can reduce the amount of manual work, as well as increase the level of satisfaction of patients with the quality of regenerative therapy.

    Występowanie szachownicy gruntów jest jednym z istotnych czynników wywierających ujemny wpływ na organizację i poziom produkcji rolniczej. Grunty te znajdują się w na obszarze wsi, w której zamieszkują ich właściciele jak również znajdować się mogą poza jej obszarem. Grunty znajdujące się w szachownicy zewnętrznej są w posiadaniu mieszkańców wsi, a także mieszkańców ośrodków gminnych czy miast. Mieszkańcy ośrodków administracyjnych, usługowych, przemysłowych i kulturalno-oświatowych przeważnie są spadkobiercami po rodzicach mieszkających na wsi bądź tych, którzy wyemigrowali do miast. Należy jednak wspomnieć o różniczanach, którzy kupowali działki budowlane na wsi ze względu na atrakcyjną lokalizację i ceny. Badania zostały przeprowadzone we wsi Będziemyśl w gminie Sędziszów Małopolski. Jest to miejscowość położona 18 km od miasta wojewódzkiego Rzeszów, 16 km od miasta powiatowego Ropczyce oraz 8 km od miejscowości gminnej Sędziszów Małopolski.
    The occurrence of plot patchwork is one of significant factors having a negative influence on the organization and level of agricultural production. Those plots are located within the area of a village where their owners live but they can be also found beyond it. Grounds located in the external plot patchwork are in the possession of villagers as well as of commune and town dwellers. Inhabitants of administrative, service, industrial or cultural and educational centres are mainly legal heirs of parents who lived in the country or emigrated to cities. However, it is necessary to mention non-resident owners who have bought building lots in the countryside due to attractive location and prices [4]. Research was carried out in the locality of Będziemyśl situated in the commune of Sędziszów Małopolski. It is a village which is located 18 km away from the voivodship town of Rzeszów, 16 km away from the poviat town of Ropczyce and 8 km away from the commune locality of Sędziszów Małopolski.

    Many seed mixtures of herbs are difficult to separate. This is confirmed by studies determining the basic geometrical and friction properties of the seeds of perennial grasses and seeds of their weeds. The results show that in most cases the value of their geometrical parameters (length, thickness, and width) and friction properties (friction coefficients for different external surfaces of internal friction coefficients) are substantially similar and differ slightly among each other. This is the evidence that these properties are impractical to use in the process of separation as signs of divisibility. In the paper, a method for electro-separation of seed mixtures of herbs based on the use of complex physical, mechanical properties and electrical components in the separation are presented. The electric field that acts as an additional working body allows considering the surface conditions and biological status of seed mixtures of particles and significantly expands the functionality of the separators. Confirmation of the effectiveness of the proposed method for separation can be seen in the example of purification of red clover and sorrel seeds. By imposition of an electric field on an inclined moving separating plane, we can completely separate weed seeds from the main crop. The results confirm the effectiveness of the electro-separating method.

    The paper presents the results of a study of the use of electro-separation methods for improvement of the utility value of 5 winter rapeseed cultivars. The process of electro-separation of rapeseed was conducted on a prototype apparatus built at the Laboratory of Application of Electro-technologies in Agriculture, Lviv National Agriculture University. The process facilitated separation of damaged, low quality seeds from the sowing material. The initial mean level of mechanically damaged seeds in the winte rapeseed cultivars studied varied within the range of 15.8 -20.1%. Verification of the amount of seeds with mechanical damage was performed on X-ray images of seeds acquired by means of a digital X-ray apparatus. In the course of analysis of the X-ray images, it was noted that the mean level of mechanical damage to the seeds after the electro-separation was in the range of 2.1-3.8%. The application of the method of separation of rapeseeds in the corona discharge field yielded a significant reduction of the level of seeds with mechanical damage. The application of the method in practice may effectively contribute to improvement of the utility value of sowing material or seed material for production of edible oil.

    The paper analyzes methodological approaches to evaluation of the quality of land in Ukraine. It was determined that, depending on the purpose and methods of assessment there are several types of land evaluation in Ukraine: soil rating (bonitet), economic and pecuniary evaluation, where the quality of the land affects the results of evaluation. There are many methodological approaches to qualitative assessment of the land. It was highlighted both many individual and integrated indicators, but there is no uniform system of their evaluation. Works on soil rating of agricultural lands in Ukraine have been carried out in accordance with "Methods of soil rating in Ukraine." Under the present conditions of the regulation of land relations, the question as for more precise specification of limits of agro-industrial groups of soils has arisen. On the basis of experimental researches, it was found that using a variety of methodological approaches to qualitative assessment of soil, there is inexactitude in the formation of soil maps, and hence in soil rating. Thus, it is necessary to adopt and uphold a single methodology for the qualitative assessment of land.

    W ostatnich latach w intensywny sposób prowadzone są na terenie Polski modernizacje ewidencji gruntów i budynków. W trakcie procedury związanej z modernizacją aktualizowane są między innymi dane o użytkach gruntowych. Oczywiście taka aktualizacja prowadzona jest również na bieżąco podczas geodezyjnych prac jednostkowych związanych z katastrem nieruchomości. W artykule została przedstawiona analiza zmian użytkowania gruntów na przykładzie gminy miejskiej oraz wiejskiej Polsce w latach 2002–2015 oraz sytuacja w tym aspekcie na Ukrainie. W analizowanym przedziale czasowym zostały przeprowadzone na testowym terenie dwie kompleksowe modernizacje katastru. Analiza dotyczyła dwóch użytków gruntowych: gruntów rolnych zabudowanych (Br) oraz terenów mieszkaniowych (B). Wybrane zostały te spośród wszystkich grup użytków, ponieważ w odniesieniu do nich zmieniały się w Polsce w sposób szczególny przepisy prawa regulujące zasady zaliczania użytku gruntowego do konkretnej grupy spośród wymienionych. Jednocześnie dla tych użytków przewidziane są skrajnie różne stawki podatku od nieruchomości. W opracowaniu została również przeprowadzona analiza zmian dochodów gmin pochodzących z opodatkowania właścicieli, spowodowana aktualizacją operatu katastralnego w zakresie zmian użytkowania gruntów.
    Intensive modernization of the cadastre has been implemented in Poland in recent years. During the modernization procedure, land use was updated as well. Obviously, such an update is also carried out on a regular basis, during individual surveying works associated with the real estate cadastre. The article presents an analysis of land-use changes on examples of urban and rural communes in Poland during the period of 2002–2015 (as well as the situation in this aspect in Ukraine). During the analyzed period in Poland, there were two comprehensive modernizations of the cadastre carried out in the study area. The analysis covered two types of usable land: developed agricultural land (Br) and residential areas (B). These two particular types of land use were selected, as the applicable legal provisions in Poland regulating the principles for assigning land use to a specific group changed significantly. At the same time, radically different real estate tax rates are planned for these types of land use. The study also analyzes the changes in the communes’ receipts from the taxes that are imposed on the owners of land due to the update of the cadastral survey related to the land-use changes.

    Systemic crisis and the decline of rural areas lead to a decrease in the level of life of rural population, the decrease in agricultural production. This number of problems determines the ways of rural development.
    Системные кризисные явления и упадок сельских территорий приводят к снижению уровня жизни сельского населения, уменьшение объемов сельскохозяйственного производства. Такой ряд проблем обусловливает определение направлений развития сельских территорий. На основе комплексного подхода и сочетая три составляющие, экологическую, экономическую и социальную, нами предложен методический подход основных направлений развития землепользования сельских территорий на примере Береговского района Закарпатской области. При этом предполагается достичь оптимального соотношения между экономически целесообразным и экологически безопасными видами использования земель и обеспечить экономический рост материальных и социальных потребностей населения (устойчивое развитие). Данная методика базируется на основе метода анализа иерархий, разработанный Т. Л. Саати. Расчеты проведены с использованием программной среды Mathcad 14 .

    W związku ze zmianami granic państwowych, jakie miały miejsce w wyniku działań wojennych prowadzonych w Europie w pierwszej połowie XX wieku, część przemieszczającej się ludności pozostawiła swoje nieruchomości na terenie innych państw. Państwo polskie rekompensuje swym obywatelom straty związane z nieruchomościami pozostawionymi poza obecnymi granicami Polski. W polskim prawie powstały procedury umożliwiające wycenę tego typu nieruchomości. Oparte są one na ustawie o gospodarce nieruchomościami. Wycena wykonywana jest na podstawie nieruchomości podobnych, położonych na obszarze rynków porównywalnych w aktualnych granicach Polski. Celem pracy była weryfikacja, czy tak wyznaczona wartość odpowiada aktualnej wartości rynkowej na lokalnym rynku nieruchomości. Jako przykład posłużyła nieruchomość położona we Lwowie. Wartość nieruchomości szacowano dwukrotnie – na podstawie danych z rynku lokalnego (lwowskiego) oraz z rynku uznanego zgodnie z polskimi regulacjami prawnymi za porównywalny, tj. na podstawie danych o nieruchomościach z Krakowa.
    As an outcome of the state border changes determined by the warfare in Europe during the first half of the 20th century, some of the migrating population were forced to leave their properties located in what had suddenly become a different country. The country of Poland compensated its citizens for real property losses resulting from leaving such properties outside of the new country borders. The Polish legislation then came out with new procedures that enabled such a property valuation. These are based on the Real Estate Management Act. The valuation is conducted based on similar real property appraisal; properties that are located in comparable market areas within the current borders of Poland. The purpose of the study is to verify whether the determined value corresponds with the current market value within a local real estate market. As an example, we used a sample property located in Lviv. Value estimation was exercised twice – based on data available for the local market (Lviv) and for the market determined according to the comparability to Polish regulations; i.e., on the basis of real estate data in Krakow.
