    The purpose of this paper is to present the parties operating at the European level in order to show their specificity and the system o f relations emerging among them. The paper consists of three parts. In the first one, a triad: the national parties - political groups in the EP - political parties at the European level (Europarties) are characterized. In the second one, the concept of the party system is presented. In the third one, this concept and its components (parties, interactions) are applied to discuss the adequacy of their use in the European context. While it is possible to speak o f European political parties, it is much more difficult to prove the existence of a European party system. Interactions among the Europarties take place only in the parliamentary arena, but there is no competition between the governing majority and the opposition. These relations lie more in building the consensus necessary for the EP to decide by majority vote. There is no European party system in the electoral arena, where national parties compete, nor in the governmental arena, as the European ‘government’ (Commission, European Council) is not appointed on the basis o f the political parties.
    Celem niniejszego artykułu jest przedstawienie partii funkcjonujących na płaszczyźnie euro - pejskiej, ukazanie ich specyfiki oraz kształtującego się między nimi układ stosunków. Artykuł składa się z trzech części. W pierwszej scharakteryzowano triadę: partie krajowe - grupy polityczne w PE - partie polityczne na poziomie europejskim (europartie). W drugiej przybliżono pojęcie systemu partyjnego, w trzeciej odniesiono to pojęcie oraz składające się na niego elementy (partie, interakcje) do partii na szczeblu europejskim, przeprowadzając dyskusję nad adekwatnością ich stosowania w kontekście europejskim. O ile można mówić o istnieniu europejskich partii politycznych, zdecydowanie trudniej udowodnić istnienie europejskiego systemu partyjnego. Interakcje pomiędzy europartiami zachodzą jedynie na arenie parlamentarnej, przy czym nie mają one charakteru rywalizacji pomiędzy rządzącą większością i opozycją. Polegają raczej na budowaniu konsensusu potrzebnego parlamentowi do podjęcia decyzji większością głosów. Nie ma europejskiego systemu partyjnego na arenie wyborczej, gdzie mamy do czynienia z rywalizacją partii krajowych, jak również na arenie rządowej, jako że europejski „rząd” (Komisja, Rada Europejska) nie jest powoływany na zasadzie partyjnej.

    Europarties are regarded as multi-level organizations, like parties operating in federal or devolved states. Examined is whether they can even be treated as political parties sensu stricto and whether the concepts used to test the relations between the national and regional party structures (vertical integration, influence) could be used to study relationships between the national and European structures. It was indicated that Europarties can be considered both as the additional arenas of national parties’ activity and independent political actors consisted of national parties (multi-level parties). The second perspective was used to research 13 existing Europarties. In result, the similarities between the PES and PEL, but differences between the EPP and PES in term of vertical integration and influence were shown. Hence, in the article was proven that there is no one model of relations between the national and European party structures and the parties differ from each other as far as their internal structures are concerned.

    This article identifies the factors which determine the electoral strategies of political parties in multi-level systems and describes how they can influence these strategies. It particularly focuses on the two aspects: regionalisation and “nationalisation” (centralisation) of the strategies. In the first case, state-wide parties allow their regional branches to develop their own strategies, in the second one – the regional strategies are dominated by the strategies of statewide parties. The article shows the features of political systems that foster each of these cases, especially the way in which a multi-layered system is created (bottom-up, top-down), the relations between the state authorities at central and regional levels (connected, separated), electoral systems and cycles.

    The aim of the article is to present how European integration influences nationalistic, regional, and ethnoregional parties (top-down Europeanization) and how these types of national parties influence Europe and what structures they form to influence the decisionmaking process of the European Union (bottom-down Europeanization). The article is divided into three parts. The first part characterizes the phenomenon of Europeanization of political parties. It also attempts at defining nationalistic, regional, and ethnoregional parties. The second part presents the attitude of such parties towards European integration and factors that influence it. The parties were divided into nationalistic parties that represent the domineering nation, and parties of preferential nationalism. The third part of the article discusses institutionalisation of the cooperation of parties of preferential nationalism on the European level, taking into consideration cooperation in the European Parliament (Greens/ EFA fraction) and non-Parliamentarian organization – European Free Alliance (EFA).

    The article presents the most important political divisions on the European Union leveland their mutual relations. The right-left wing division has been analyzed. There is alsoa reference to the proponents of the European integration and the Euroskeptics in a broadmeaning of the term. The decisions made inter alia based on the analysis of the program basesof the Europarties and the EP election results allowed for a critical reflection on the interestsof both sides of the argument and their representation adequate to the electoral force. The elaboration is a voice in the ongoing discussion on the EU interests being represented by theEuroparties, which in theory should express the will of the EU citizens and this way affectthe increase of the integration process approval. Their actions in this range can be deemedinsufficient. This is backed by a lack of effective representation channels and the will of thepolitical elite, blocking the euroskeptic forces from accessing the decision-making process,which causes even more resistance from the citizens and favors the increase of the negativeattitudes towards the EU. As a consequence, this can lead to the increase of euroskepticismand the disintegration of the EU.Keywords: sociopolitical divisions, Europarties, political interests, representation,European integration

    Przekształcenia struktur społecznych oraz zmiany w zakresie komunikacji politycznej spowodowały, że od lat 90. XX wieku zaczęły się upowszechniać w Europie partie nowego typu, które nie dają się opisać za pomocą stosowanych do tej pory tradycyjnych modeli. W literaturze pojawiło się wiele koncepcji obrazujących zachodzące zmiany. Do najbardziej znanych należą „partie-firmy” oraz „partie przedsiębiorców”. Przeprowadzona analiza pozwoliła na wyciągnięcie wniosku, że z przedstawionych przez różnych autorów propozycji wyłania się nowy model partii, który postulujemy określić mianem „partii politycznych przedsiębiorców”. Cechą tego typu ugrupowań jest centralna rola lidera w tworzeniu i funkcjonowaniu partii oraz odwoływanie się w ich sposobie działania do mechanizmów znanych z rynku ekonomicznego.
    Recent changes of social structure and political communication resulted in the emergence of the new type of political parties, which have started to appear since the 1990s. Such parties are difficult to describe using the existing models, so new propositions were developed, the best known are “business-firm parties” or “entrepreneurial parties”. Those two models, and also several other, are analyzed in this paper in order to answer the question whether those propositions are capturing the most important characteristics of the new parties. As the result we confirm that the new model of political parties is really emerging. We propose to name it “parties of political entrepreneurs” because the most important traits of those parties are the central role of the leader in creation and functioning of the party and modes of activity borrowed from the market economy, which are supposed to increase the effectiveness of the party.

    Economic crisis together with the overall crisis of liberal democracy have caused social discontent and disappointment with existing mainstream parties, which have been blamed for not being able to cope with emerging problems. At the same time new parties, which have presented themselves as an alternative, have appeared and entered parliaments. Some of them can be regarded as entrepreneurial ones. In the case of Poland this is the Palikot Movement, which managed to overcome the electoral threshold in 2011, and Kukiz’15, which did the same four years later. Both organizations have criticized the mainstream parties (especially limiting competition to PO and PiS) and political elites and have also proposed some alternatives. The aim of the paper is to address the questions of what the “new quality” proposed within the programmes of these entities is and of whether these parties really practise what they have preached, particularly whether they use innovations related to alternative forms of democracy in their own structures and after entering parliament try to put their postulates on the state agenda.
    Kryzys gospodarczy wraz z ogólnym kryzysem liberalnej demokracji wywołały niezadowolenie społeczne i rozczarowanie istniejącymi partiami głównego nurtu, które obwinia się o to, że nie są w stanie poradzić sobie z pojawiającymi się problemami. W tym samym czasie powstały i zdołały wejść do parlamentów nowe ugrupowania, które przedstawiają się jako alternatywa wobec istniejących partii. Niektóre z nich można uznać za partie politycznych przedsiębiorców. W przypadku Polski należy wymienić Ruch Palikota, któremu udało się pokonać próg wyborczy w 2011 roku, i Kukiz’15, który zrobił to samo cztery lata później. Obie organizacje krytykowały partie głównego nurtu (zwłaszcza ograniczenie rywalizacji do PO i PiS) oraz elity polityczne, a także wysuwały alternatywne rozwiązania. Celem artykułu jest odpowiedź na pytania, na czym polega „nowa jakość” proponowana w programach tych podmiotów oraz czy głoszone przez nie postulaty są realizowane w praktyce, w szczególności czy wykorzystują innowacje związane z alternatywnymi formami demokracji we własnych strukturach oraz czy po wejściu do parlamentu starają się uczynić swoje postulaty częścią agendy państwowej.
