    The paper presents selected problems of design of machinery retrofit in Industry 4.0 era. In order to show the diversity of applications of new technological achievements, the case of radar revitalization as a museum exhibit has been shown. Ensuring functional safety and staff work safety has been changed into the safety of visitors to the museum and bystanders. Different approaches to the implementation of the safe stop function in both the internal adjustable frequency drive and the safety terrain zone are presented in the article.

    Efficiency of agitation was considered for different physical systems on the basis of our own experimental studies on homogenisation, heat and mass transfer as well as gas hold-up. Measurements were performed for different physical systems: Newtonian liquids of low and higher viscosity, pseudoplastic liquid, gas–liquid and gas–solid–liquid systems agitated in vessels of the working volume from 0.02 m3 to 0.2 m3. Agitated vessels of different design were equipped with a high-speed impeller (10 impellers were tested). Comparative analysis of the experimental results proved that energy inputs (power consumption) should be taken into account as a very important factor when agitation efficiency is evaluated in order to select a proper type of equipment. When this factor is neglected in the analysis, intensification of the process can be estimated only.

    The objective of this paper is to present the investigations of the heat transfer process carried out by means of the multi-ribbon mixer. It is shown that the heat transfer process for the synergic effect of the mixing process and the flowing liquid through the mixer has significantly higher values of the heat transfer coefficients than the mixer with motionless impellers. The empirical correlations between the heat transfer coefficient and the operational parameters obtained in this work can provide guidance for the design and operation of an apparatus equipped with the multi-ribbon impeller. These empirical correlations can be used to predict the heat transfer coefficient for the multi-ribbon mixer.

    The subject of interest of this article is an evaluation of the proposed legal solutions for the cooperation of municipalities within an inter-commune association. Municipalities are increasingly turning to cooperation because an association allows them to increase the quality of services they provide, to reduce costs and to exchange experiences and knowledge. The current regulations make it difficult to form inter-commune association due to a number of interpretation questions. Currently, the two draft acts on amendments to the principles of creation and functioning of inter-commune associations are being worked out in the Polish parliament. These proposals concern, among other things, the procedure for forming inter-commune associations, the competences of their bodies, or new forms of association between municipalities and poviats. Many of the proposed amendments go in the right direction. At the same time, many other proposals should be assessed critically, as they contain many errors and inaccuracies that may hinder the application of the new rules. The draft amendments lack many necessary legal solutions as well, such as, for example, the deadline for the tasks to be implemented. The above findings indicate that future changes in regulations should be preceded by extensive discussions with representatives of different backgrounds. Only this will allow formulating a comprehensive diagnosis of the needs of the legislative amendments capable of supporting the idea of municipal cooperation, minimising at the same time the legal risks associated with its implementation.
    Przedmiotem zainteresowania w niniejszym artykule jest ocena proponowanych rozwiązań prawnych dotyczących współpracy gmin w ramach związków międzygminnych. Gminy coraz częściej decydują się na współpracę w ramach związków, gdyż te pozwalają na zwiększenie jakości świadczonych usług, zmniejszenie ich kosztów oraz wymianę doświadczeń i wiedzy. Obecnie obowiązujące regulacje prawne utrudniają jednak tworzenie związków, ponieważ budzą szereg wątpliwości interpretacyjnych. Obecnie w parlamencie prowadzone są prace nad projektami dwóch ustaw przewidujących zmiany zasad tworzenia i funkcjonowania związków międzygminnych. Propozycje te dotyczą m.in. trybu utworzenia związku, kompetencji organów związku, wprowadzenia nowej formy związków powiatowo-gminnych. Wiele z proponowanych zmian podąża w dobrym kierunku. Równocześnie jednak szereg z propozycji ocenić należy krytycznie. W proponowanych zmianach można wskazać liczne błędy i nieścisłości, które mogą utrudnić stosowanie nowych przepisów. Projekty nie zawierają także wielu potrzebnych rozwiązań prawnych, np. dotyczących terminu przejęcia zadań przez związek do realizacji. Powyższe wskazuje, że przyszłe zmiany przepisów powinny być poprzedzone szeroką dyskusją z przedstawicielami różnych środowisk. Tylko tego typu działanie pozwoli na kompleksową diagnozę potrzeb zmian legislacyjnych, która pozwoli zminimalizować ryzyka prawne związane z tą formą współpracy i upowszechnić jej ideę.
