- Public protests have become inherent in environmental inve-stments. Even a skilful negotiator has to go a long and arduous way before reaching a consensus on this issue, i.e. an agreement of the protesting party with the investor and decision-maker. The present paper gives an account of methods and approaches made use of in such situations. Unfortunately, a perfect protec-tion against the hazards that might occur due to the intended environmental investments does not exist, because 'risk' is a factor of a certain probability of occurrence. For these reasons, attempts should be made to implement the best available tech-nology (BAT). In many countries negotiations are compulsory and must be completed at the stage of siting. In some instances, negotiations for the construction of pollution controlling objects have taken 3 to 5 years. It follows that relevant periods of time should be included in any investor's or builder's schedule, especially that for the construction of a waste incineration plant.
