Opis:
Through the history Bosnia and Herzegovina, as a territory and as a country, has been very unstable and full of ethnical diversity; nowadays not much has changed. It is a new century, there is a new political ideology and new structures; however, the protagonists still have different ethnical backgrounds. Changing the ideology in the area of the Balkans was very difficult and followed by dispute between the people and by a bloody war. To whom the territory belongs, who was first there, and who has more right to claim that territory – these are the main questions with which nationalists and politicians rule over the whole populations. This contribution is focusing on the process of conflict transformation from violence and total war into the reduction of violence. Bosnia and Herzegovina formally applied for EU membership on 15 February 2016, following years of constitutional reforms and commitments with the Dayton Peace Agreement.

Opis:
The use of simulation in training staffs and personnel (primarily military) had already begun in the seventies of the last century, yet only in developed countries. Slovak Republic, even as non-NATO member (year 2000), has fully implemented standard simulation tools for constructive simulation into staffs’ training environment. Training and preparation of personnel is exactly the area where the possibilities for simulation technologies are (and still going to be) endless. Simulations are the important element able to fully contribute to the formation of skills of crisis managers making non-standard decisions in non-standard situations which are in line with the needs of the most effective protection of lives and property of citizens. The civil sector is looking for ways and possibilities of effective preparation due to changes in the security environment and the consequent necessity for active education of crisis managers. The article discusses the use of simulations and simulation technologies in the process of preparation and training from the military to civilian sector. The quality of training of crisis staff at both individual and collective level determines the real ability of action and the standard of coping with crisis and emergency situations. This article also presents actual results and the contributions of experimental crisis management computer assisted exercises and also defines the area of training and points to the fact that simulations are optimal alternative solutions of the training process linked to theoretical as well as practical knowledge.

As the turmoil across the Middle East and North Africa (MENA) enters its fifth year, the role of Gulf countries in influencing the processes of change in the MENA region has evolved substantially. The Gulf Cooperation Council (GCC) states of Saudi Arabia, the United Arab Emirates (UAE), Kuwait, and Qatar have all developed assertive regional policies towards states in political transition and supported fellow monarchical regimes in Bahrain, Oman, Jordan, and Morocco. These policies have been crafted against the backdrop of rising uncertainty about the future role of the United States in the Middle East as the Obama administration „pivots toward Asia“, and deeper shifts in the structure and balance of geo-economic power. New approaches to issues of global governance are altering the parameters of engagement and multilateral cooperation as Gulf actors become further embedded in inter-governmental frameworks.

Opis:
This article deals with the legal processing of a serious problem regarding societal security, human rights and the rights of minors, i.e. child abduction. The procedure of the returning of an abducted child is one of the most challenging types of court proceedings. Courts decide within the statutory time limit of six weeks after filing the petition. There is a foreign element in the proceedings, embodied either by the parties to the proceedings or by the necessity of clarifying the child’s habitual residence. Translators or interpreters are recruited to guarantee the parties’ right to act in their mother tongues. The court, as a rule, executes and orders expert evidence within a short period of time, for example to determine the circumstances that rule out the return of the minor to his/her country. As a rule, hearings take place all day or several days in a row. Courts apply international treaties and EU law when making decisions. The difficulty of bringing proceedings is additionally increased by frequent requests from the court hearing the authorities of the Member State of the habitual residence of the minor. The return of the child is usually accompanied by tensions between the parties, emotions and stress.

These days, demographic problems – especially population growth and its non-military aspect of security belong to the one of the most crucial problems in relation with the global problems of humankind. The problem of the world population belongs to one of the current key global problems of humankind. The fastening increase of the world population is a serious problem of the contemporary world. This problem’s gravity was realized by humankind at the beginning of the 60-ties of the 20th century, whereupon demographic development has achieved a great significance since then. The term- population problem- has thus become a subject for many scientific discussions. The population influenced and still influences the functioning of society, therefore great attention to demographic processes was paid in the past and is still being paid even nowadays.

Ozbrojené konflikty predstavujú neoddeliteľnú súčasť vývoja ľudskej civilizácie od jej vzniku až po súčasnosť. Bez ohľadu na to, či ide o konflikty vnútroštátne alebo medzištátne, ich deštrukčná sila je obrovská a preto spôsobujú enormné ľudské, hospodárske, ekonomické, sociálne, environmentálne a ďalšie škody. Tým ako rástol počet konfliktov, ako rástla ničivosť v nich používaných zbraní a zbraňových systémov a ako rástol počet ich obetí a objem spôsobených škôd, stali sa jedným z najintenzívnejšie vnímaných globálnych bezpečnostných problémov. Aj z tohto dôvodu sa problematika skúmania konfliktov stala neoddeliteľnou súčasťou bezpečnostného výskumu.

Opis:
In his first address to the United Nations in September 2017, the American President Donald Trump blamed North Korea and Iran for developing missiles and nuclear weapons program, suppressing human rights and sponsoring terrorism. He also called Iran a “rogue state” what relived the memories from 2003, when President Bush used similar term of “axis of evil” to describe the regime of Saddam Hussein. Soon after, the US intervened to Iraq to launch a war against terrorism and the Hussein´s undemocratic regime. This article seeks to analyse what impact had the Iraq war on the stability and security of the country and its region. The war in Iraq also teaches us a lesson of how dangerous and counterproductive it can be, when a world superpower labels other country a “rogue state” and decides to fight alleged threats by using military power. If the US President fulfils his promise of “destroying North Korea” if under threat and launching action against its government, it could result in a very similar situation as in Iraq. A creation of another failed state would not only bring more instability but also open new military threats for the US as well as the world economy.

As the number of conflicts, the destructiveness of used weapons and weapons systems, the number of casualties and amount of caused damages has grown, conflicts have become one of the most intensive and serious global security problems. For that reason, the research of conflicts has become an inseparable part of security science.
