The legislator includes, within the tasks of the CSIRT NASK team, the monitoring of cybersecurity threats and incidents at the national level, as well as the estimation of risks that are related to the disclosed cybersecurity threats and incidents which have occurred, including the conduction of a dynamic risk assessment. The team’s obligation is also to collect reports from recipients of short message services (SMS), regarding messages which are suspected of including content that qualifies as smishing, i.e., such text messages in which the sender impersonates another entity to induce the message recipient to behave in a specific manner, including the provision of personal data, the unfavourable disposal of property, the opening of a website, the initiation of a voice call, or the installation of software.

Opis:
Modern administration often uses ICT systems to deliver public services, which must be adequately secured. Public administration bodies must, therefore, also include cybersecurity in their policies. E-services should be the standard. Unfortunately, this standard does not always apply in administration. New technologies in a digital state and information society must be widely used, including by public bodies, so that the quality and accessibility of the services provided meet social needs. The public administration is responsible for continuously developing computerisation, making it possible to function normally in cyberspace where citizens have long been present.

This article focuses on cyberthreats in Ukraine, Poland and Slovakia. As the ICT system in a digital state plays an important role, states are obliged to ensure their adequate protection. Interference with the proper functioning of such systems can have farreaching consequences, potentially leading to the paralysis of specific economic sectors. The continually emerging cyberthreats, their intensity and types trigger the need to constantly monitor the phenomena occurring in cyberspace. With such monitoring cyberattacks can be countered and their destructive outcomes avoided. The article indicates, inter alia, the types of cybersecurity incidents and their frequency.

An information society is a society that makes widespread use of teleinformation systems to meet the needs of its members. Information society services are rendered in cyberspace, which is a vulnerable domain. The development of information technologies to provide digital services should be coupled with adequate protection. Security is ensured at different levels of governance in the field, as well as by various administrative authorities, including in the region by the provincial governor (Pol. wojewoda). The central-government administration also plays an important role in this regard. The provincial governor is no exception here, as the legislature has entrusted this body with an important mission in this sphere. The counteraction of special threats by the provincial governor is linked to the fact that he is a representative of the Council of Ministers in the region, equipped with important competences in the field of security. The governor implements his policy (including that relating to security) within the area of the province (Pol. województwo). His competence to prevent and remove specific risks concerns, i.a., emergencies, crisis management and the state of epidemic threat or the state of epidemic. When taking action in this area, the governor may exercise sovereign powers in certain situations requiring their addressee to conduct in a specific way, whether by act or omission. The purpose of this paper is to characterise the status of the provincial governor in the field of security, where the threat is of an aggravated nature. Due to such a defined research objective, it was necessary to analyse the provisions in the field of tasks and competences of the provincial governor when facing extraordinary threats (or the possibility of their emergence).
Bezpieczeństwo jest zapewnianie na różnych szczeblach zarządzania w terenie oraz przez różne organy administracyjne, w tym również w regionie przez wojewodę. Ważną rolę w tym zakresie pełni także administracja rządowa. Nie jest tutaj wyjątkiem wojewoda, któremu ustawodawca powierzył w tej sferze ważną misję. Przeciwdziałanie szczególnym zagrożeniom przez wojewodę jest związane z faktem, że jest on przedstawicielem Rady Ministrów w terenie, wyposażonym w istotne kompetencje z dziedziny bezpieczeństwa. Realizuje on jej politykę (w tym odnoszącą się też do bezpieczeństwa) na obszarze województwa. Jego właściwość w zakresie zapobiegania zagrożeniom o szczególnym charakterze oraz usuwania ich skutków dotyczy m.in. stanów nadzwyczajnych, zarządzania kryzysowego oraz stanu zagrożenia epidemicznego lub stanu epidemii. W przypadku działania w tym obszarze może on korzystać ze środków władczych w niektórych sytuacjach wymuszających na ich adresacie obowiązek odpowiedniego zachowania się – działania lub zaniechania. Celem artykułu jest dokonanie charakterystyki statusu wojewody w sferze bezpieczeństwa w sytuacji, gdy zagrożenie ma charakter kwalifikowany. W związku z tak określonym celem badawczym niezbędna była analiza przepisów w sferze zadań i kompetencji wojewody w przypadku powstania (lub prawdopodobieństwa powstania) nadzwyczajnych zagrożeń.

Cybersecurity as a subject of regulation can be found in a number of legal acts, both generally applicable and internal. This type of regulation is also found in the Cybersecurity Strategy of the Republic of Poland. The Strategy, however, as an act of internal law, has limited power. It does not influence external entities and, therefore, cannot form grounds for individual decisions relating to citizens, entrepreneurs, and other entities. Its primary objective of increasing the level of resilience to cyberthreats should be a priority for the state policy.

The Polish Armed Forces occupy an important position in the state’s defence system, and their status is determined by the legislator itself. In connection with recognising cyberspace as an operational domain, the military dimension of cybersecurity has gained significance and it has become necessary to establish a military formation with competencies in this field. Responding to the need to counter cyber-attacks threatening the military security of Poland, the legislator established a specialised component in the Polish Armed Forces, referred to as the Cyberspace Defence Forces. The establishment of this military structure has triggered the need to build capabilities in the domain of cybersecurity so that the Cyberspace Defence Forces can effectively perform their tasks in countering cyber threats that adversely impact (or may impact) the state’s defence sphere.
Siły Zbrojne RP zajmują ważną pozycję w systemie obronnym państwa, ich status określa sam ustrojodawca. W związku z uznaniem cyberprzestrzeni za domenę operacyjną militarny wymiar cyberbezpieczeństwa zyskał na znaczeniu i konieczne stało się utworzenie wojskowej formacji właściwej w tym przedmiocie. Wychodząc naprzeciw potrzebie przeciwdziałania cyberatakom grożącym bezpieczeństwu militarnemu Polski ustawodawca powołał w Siłach Zbrojnych RP specjalistyczny komponent, jakim są Wojska Obrony Cyberprzestrzeni. Wraz z powołaniem tej struktury wojskowej konieczne staje się budowanie zdolności w obszarze cyberbezpieczeństwa, aby Wojska Obrony Cyberprzestrzeni mogły skutecznie realizować swoje zadania w zakresie walki z cyberzagrożeniami, które negatywnie wpływają (bądź mogą wpływać) na sferę obronną państwa.

Nowadays, ensuring cybersecurity is an important objective of public authority. It must take into account the protection of cybersecurity, both in the current and future perspectives. The state security policy must also take into account its dimension in cyberspace, especially today, where many services are provided through communication and information systems. A special place in the cybersecurity system is given to cyberspace security in the military dimension. In this regard, both the military administration and civil law entities, both acting for defence, will be competent. Effective military operations are directly linked to new digital technologies. As a result, for the sake of state security (both internal and external), it becomes necessary not only to respond to cyberattacks, but also to counteract them.

Opis:
The article addresses the issue regarding the obligations of digital service providers performed in the area of cybersecurity. Because of their status as entities within the national cybersecurity system, they must respond to disruptions occurring in cyberspace. The measures taken by digital service providers to ensure the security of the information systems used to provide the digital service must lead to the minimisation of the risk of incidents i.e. phenomena that have or may have an adverse impact on cybersecurity. Economic and social development depends to a large extent on smoothly operating communication and information systems that ensure the provision of various types of services, including digital services. Disruptions in the functioning of these systems affect not only the stability of economic circulation but also the effectiveness of public institutions in performing their tasks. Given the above, the information obligations imposed on digital service providers regarding the requirement to report incidents or those related to taking measures to prevent or minimise their impact on a digital service are of major importance.
W artykule podjęto problematykę dotyczącą obowiązków dostawców usług cyfrowych wykonywanych w obszarze cyberbezpieczeństwa. Ze względu na ich status jako podmiotów krajowego systemu cyberbezpieczeństwa muszą reagować na zakłócenia występujące w cyberprzestrzeni. Podejmowane przez dostawców usług cyfrowych działania związane z zapewnieniem bezpieczeństwa systemów informacyjnych wykorzystywanych do świadczenia usługi cyfrowej muszą prowadzić do minimalizacji ryzyka wystąpienia incydentów, czyli zjawisk mających lub mogących mieć niekorzystny wpływ na cyberbezpieczeństwo. Rozwój gospodarczy i społeczny w dużej mierze jest uzależniony od sprawnie działających systemów teleinformatycznych, zapewniających świadczenie różnego rodzaju usług, w tym usług cyfrowych. Zakłócenia funkcjonowania tych systemów oddziałują nie tylko na stabilność obrotu gospodarczego, lecz także na skuteczność wykonywania zadań przez instytucje publiczne. W związku z powyższym istotnego znaczenia nabierają obowiązki informacyjne nałożone na dostawców usług cyfrowych dotyczące zgłaszania incydentów czy też związane z podejmowaniem środków pozwalających na zapobieganie bądź minimalizację ich wpływu na usługę cyfrową.

Cybersecurity tasks concern not only civilians but also the military. Similar to other spheres, cyberspace, as an operational domain, is exposed to threats. This includes destructive threats, ones that destabilise the state or its institutions. Given the need to ensure cybersecurity in the military dimension, individual states establish cyber armies to safeguard the stability of cyberspace, which is exposed to constant attacks. Cyberspace defence in a digital state, where ICT systems are also used to complete military tasks, must be considered a priority not only in national but also in international defence policies.

Cybersecurity belongs to the area of activity of state and supra-state actors, giving direction to national and international systems of law as components of national and supranational systems of political, economic, military cooperation, etc. Still, the state has a monopoly on the causality of lawmaking, which forms the basis of cyberspace use security activities. The state responds to national security needs by actively participating in the formation of the collective security order of the supranational level. The aim of this paper is to demonstrate the significance of the national Cybersecurity Strategy of the Republic of Poland for ensuring the safe use of cyberspace. The Strategy, while referring to the national order, is at the same time an implementation of supranational arrangements within the scopes adopted by the state authorities, which means that the Strategy is subjected to logical evaluation depending on the impact of cyber conditions or binding arrangements of the international environment. The text is based on two research methods: the doctrinal legal research method to analyse the applicable legal regulations governing the issues related to the strategic aspects of cybersecurity and the law theory method aimed at evaluating the strategic solutions in respect of security in cyberspace.

This study comprises an analysis of the school education system in the context of using modern technologies. Its main goal is to present the benefits and limitations associated with the implementation of modern technologies in the school environment. Two fundamental questions will be asked: 1) What are the effects of using new technologies in education, including intercultural education? 2) Can modern technologies pave the way for implementing the ideal of education as an activity aimed primarily at shaping an individual capable of effective and creative adaptation to the social reality in which otherness, including cultural otherness, is common? The authors indicate the types of implemented technologies and assess their impact on adapting students to the extracurricular reality. Referring to the source data and postulates of the contemporary pedagogical and sociological thought, the authors highlight the topicality of the message requiring from the school the activation and development of students’ competencies that will be effectively and creatively implemented in their future professional and social life. It should also be noted that education takes place in cyberspace as well, especially when it is related to the use of modern technologies, which is why great importance should be drawn to cybersecurity.
