Opis:: An agreement on public-private partnership is concluded in order to carry out public tasks. The responsibility for their appropriate performance lies with the public entity that has been equipped with legal instruments which allow for influencing the private partner. One of these instruments is the right of the public entity to audit the realisation of the undertaking in progress. Such audits are an important element of the contract on public-private partnership, since they contribute to the protection of public interest by providing a guarantee of achieving the contract’s objective.

Opis:: The Enlightenment inspired the Polish post-war authors to create thriller fables in different ways: first of all, there were attempts to literary work out authentic histories, then some authors “revealed” alleged inside stories of real events, finally some stories presented completely fictional episodes set in the realities of Polish, sometimes also European, Age of Enlightenment. The vision of the epoque, based on historical sources and studies, is most often rather stereotypical and illustrative in character, but nothing else should be expected in the popular literature. If there are any attempts to revise the view of that times, they refer only to the traditions of popular literature as well (like in the novel “Choć nas potępiają umysły zacięte...” written by Jerzy Siewierski, which clearly refers polemically to Aleksander Dumas’s “Diaries of a Doctor”). Except historical studies, diaries and other sources, also the literature of the Enlightenment is used in different ways. There are quotes or crypto-quotes in the plot, characters often read books that were popular in that times, we can also recognize features of some characters as typical for satire, comedy or novel of the Enlightenment Ages. Sometimes the narrative-fictional patterns of the eighteenthcentury novel are used as literary allusion. However, the most interesting works are the ones in which authors managed not only to compare a sensational, spy or criminal episode to the realities of the epoque, but also make elements of “the Spirit of the Enlightenment” an integral part of that plot. It is especially visible in the novels of Siewierski’s or Jerzy Piechowski’s.

Opis:: Artykuł prezentuje w ujęciu historycznoliterackim powieść szpiegowską okresu PRL. Analiza książek z serii „Labirynt” wskazuje, że funkcja propagandowa dominuje w nich nad rozrywkową, co jest charakterystyczne dla różnych obszarów kultury popularnej w PRL. Serię „Labirynt” wydawało w latach 1957–1991 Wydawnictwo Ministerstwa Obrony Narodowej. Ukazywały się w niej „zwykłe” powieści milicyjne, ale przede wszystkim powieści szpiegowskie. Podobnie jak powieść milicyjna, również powieść szpiegowska w PRL obok funkcji rozrywkowej musiała spełniać funkcję propagandową. Przejawia się to m.in. nawiązaniem do konwencji wczesnych powieści szpiegowskich w literaturze europejskiej z przełomu XIX i XX wieku, czyli przedstawianiem PRL jako kraju, który tylko broni się przed szpiegami, sam natomiast nie wykrada tajemnic innych państw. Równie daleki od rzeczywistości i wyłącznie propagandowy był obraz Polski jako kraju wytwarzającego liczne wynalazki i technologie, na które polują szpiedzy z Zachodu. Propagandowy charakter ma też obraz wroga i skontrastowany z nim wizerunek własnych agentów. Szpiedzy z BND czy CIA nie cofają się przed morderstwami, są bezwzględni także dla swoich współpracowników i ogólnie reprezentują bardzo niski poziom moralny. Często są byłymi nazistami, a zależy im tylko na zarobku. Z kolei funkcjonariusze kontrwywiadu PRL to ludzie ideowi, z oddaniem służący ojczyźnie, przewyższający pod każdym względem swych przeciwników, także na płaszczyźnie życia prywatnego. Każda z tych historii kończy się oczywiście zwycięstwem „naszych” i – podobnie jak powieść milicyjna – nie pozostawia czytelnikowi żadnych wątpliwości co do tego, po czyjej stronie są w tym konflikcie wszystkie racje – zarówno polityczne, jak i moralne.
The article presents a spy novel of the period of the Polish People’s Republic in historical-literary shot. The analysis of the books from the “Maze” series shows that the propaganda function dominates in them over the entertainment function, which is characteristic of various areas of popular culture in the Polish People’s Republic. The “Maze” series was issued by the Publishing House of the Ministry of National Defence in the years 1957–1991. What appeared in it were “ordinary” milicja novels, but primarily spy novels. In the Polish People’s Republic spy novel, same as milicja novel, had to perform a propaganda function besides the entertainment one. It manifests itself, among other things, in referring to the conventions of the early European spy novels from the turn of the 19th and 20th century, that means showing the Polish People’s Republic as a country, which only defends itself against spies, not stealing secrets of other countries. Far from reality and only propaganda was also the picture of Poland as a country producing numerous inventions and technologies, for which spies from the West hunt. The picture of the enemy and the image of own agents contrasted with it have a propaganda character too. The spies from BND or CIA don’t hesitate to murder, they are also ruthless to their co-workers, generally represent very low moral level. They are often former Nazis, they only care about earning. On the other hand, officers of the counterintelligence of the Polish People’s Republic are people with ideas, serving the motherland devotedly, better in every way than their opponents, also in terms of private life. Each of those stories ends, of course, with victory of “ours” and – same as milicja novel – doesn’t leave readers any doubts about who is absolutely right in this conflict – talking about both political and moral reasons.

Opis:: The paper focuses on the collection of political epigrams from the time of the Four-year Sejm. It is compilation of a few hundred pieces depicting in a different light all the participants of the parliamentary sessions, as well as a number of women in these circles. In critical epigrams, the role of an argument is often played by more or less open allusions to love life of the criticised people. Although the riddles touching upon this subject constitute only a minor part of this collection (approx. 14%), different strategies in employing the theme of love life can be distinguished: from delicate taunts to depicting the love life of the given character as the main argument against the person, related to allegations of indifference to the fate of their homeland or even treason. An interesting disparity can be observed while comparing the riddles about men and women. In the case of women, criticism of their love life occurs more frequently than in the case of men. Despite the use of sexual themes as an argument in the political struggle, Polish poetry of the Four-year Sejm era is much less radically vulgar or obscene compared to, for instance, French political literature of the Revolution.
