Straż Graniczna jest jednym z elementów systemu zarządzania kryzysowego. Oprócz głównych zadań, jakimi są ochrona granicy państwowej i dokonywanie kontroli ruchu granicznego, wykonuje również zadania w sytuacjach nadzwyczajnych zagrożeń dla ludzi i środowiska. Niniejszy artykuł przedstawia rozwiązania systemowe zastosowane wewnątrz formacji umundurowanej, jaką jest straż graniczna, w zakresie działań jej funkcjonariuszy w sytuacjach nadzwyczajnych zagrożeń dla ludzi i środowiska, a także umiejscowienie jej w systemie zarządzania kryzysowego Rzeczypospolitej Polskiej.
Boundary guard is one of element of system of crisis management. Protection of state border is that except main tasks and executing of control of boundary movement (traffic) executes tasks in extraordinary situations of threats for people also and environments. the present (hereby) article presents system solutions employed be inside of formation provide with a uniform in range of operation of officer of Border Guard in extraordinary situations of threats for people that Border Guard and environments as well as seat of its (her) in system of crisis management of Polish Republic.

Threats have accompanied humanity since the dawn of time. Most of them can develop into crisis situations that can be interpreted in many different ways. The crisis situation is closely linked with the concept of crisis management, which is implemented in four phases. At every stage of work, various elements are significant in terms of crisis management. There are also elements that are very important at every stage. These include: threat analysis, estimation of the probability of their occurrence in a given area, and assessment of their sensitivity. An appropriate information flow system supports the implementation of the above elements. This system should be effective in such relations as between services and between services and society. The effectiveness of information flow depends on the reliability of this information and its flow channel. Information is of particular importance in the decision-making process. It should have appropriate features and properties. Based on the information, both good and bad decisions can be made. In crisis management, this can be relevant to human health and even human life. This article discusses issues related to the nature of information in crisis management.

More and more often people are participating in unexpected dangerous situations. As a result, we should broaden our knowledge about them and, in particular, form appropriate patterns of behaviour which will enable every single individual confronted with a dangerous situation to take appropriate action and, as a consequence, make them feel safe. This article deals with selected aspects of education for safety in the context of threats.
Coraz częściej człowiek jest uczestnikiem zaskakujących sytuacji zagrożeń. To sprawia, że należy zgłębiać wiedzę na ich temat, a w szczególności kształtować odpowiednie postawy, które umożliwią taką reakcję, aby każdy uczestnik niebezpiecznego zjawiska był w stanie podjąć odpowiednie działania, co w konsekwencji spowoduje, że będzie czuł się bezpiecznie. Opis:
The article presents the basic knowledge of extraordinary threats to people and the environment. Generally speaking, it is a group of threats most often appearing in the macro and micro human environment and affecting an individual’s security. They are classified in catalogues of risks that infringe ecological and general safety. Effective counteraction to these threats is possible by identifying their sources, determining the probability of their occurrence, estimating the risk and consequences for people and the environment involved. Basic knowledge in this area is necessary to be able to cope with it, as it allows for counteracting threats effectively, also through social education. This education is a pillar and a manifestation of care for the safety of both man and the environment in which he lives.
W artykule przedstawiono podstawową wiedzę na temat nadzwyczajnych zagrożeń dla ludzi i środowiska. Ogólnie rzecz biorąc, jest to grupa zagrożeń najczęściej pojawiających się w środowisku makro- i mikroludzi oraz wpływających na bezpieczeństwo. Są sklasyfikowane w katalogach zagrożeń, które naruszają bezpieczeństwo ekologiczne i ogólne. Skuteczne przeciwdziałanie tym zagrożeniom jest możliwe poprzez określenie ich źródeł, określenie prawdopodobieństwa ich wystąpienia, oszacowanie ryzyka i konsekwencji dla ludzi i środowiska. Podstawowa wiedza w tym zakresie jest konieczna, aby móc sobie z tym poradzić, ponieważ pozwala skutecznie przeciwdziałać zagrożeniom, w tym poprzez edukację społeczną. Ta edukacja jest filarem i przejawem dbałości o bezpieczeństwo zarówno człowieka, jak i środowiska, w którym żyje.

The Police are a uniformed formation intended to ensure security and public order. The formation plays an auxiliary role in relation to the society. The Police carries out assigned tasks of preventive, criminal and investigative nature. The purpose of this study is to assess the utilitarian effectiveness of the preventive anti-crime measures of the Polish Police forces. In order to achieve this goal, the authors used the method of examining relevant documents, statistics and literature. The main source of information were statistical data made publically available by the Polish Police and communications from surveys carried out by the Public Opinion Research Centre (CBOS). The period under examination included the years 2014-2017.

BACKGROUND: According to statistical data, since 2014, only about 20% of incoming calls to the emergency call centre have been actual emergency calls, others are classified as non-emergency or false calls. This leads to the question: Why is this situation happening in the Republic of Poland? OBJECTIVES: The aim of this article is to show the public’s awareness with regard to the purpose of 112 emergency number and to indicate the causes and effects of the discussed phenomenon as well as proposals aimed at changing the existing state of affairs. METHODOLOGY: Theoretical and empirical methods were used. An analysis was made of, inter alia, available literature on security and education for safety, sources of law and reports on the functioning of the emergency communication system. Interviews with experts, who are the 112 emergency number operators, were also conducted. CONCLUSIONS: There are many problems generated by the Polish citizens that prevent the proper functioning of the 112 emergency telephone number. The reasons lie primarily in two areas: the lack of adequate education within the context of all social groups and the lack of strict penalties for deliberate performing non-emergency calls or blocking the emergency line.

From time immemorial, man has been striving to ensure his safety. He did it alone and together with others. The perception of a situation as a state of non-danger, peace, certainty is referred to as sense of security. Both the situation in which a person functions and the conviction of the individual that he can meet the requirements of the moment have an impact. The latter is partly the result of social influences of other people from the individual’s environment, who cooperate with them in a positive or negative way. The desire to ensure individual security, in the subjective dimension, motivates the individual to seek support in the social environment. This environment modifies individual behavior to the extent to which individuals themselves would be unable to.
Człowiek od niepamiętnych czasów dążył do zapewnienia sobie bezpieczeństwa. Czynił to sam i wspólnie z innymi. Odczuwanie sytuacji jako stanu niezagrożenia, spokoju, pewności nosi miano poczucia bezpieczeństwa. Wpływ na nie ma zarówno sytuacja, w której człowiek funkcjonuje, jak również przekonanie tej jednostki, że potrafi sprostać wymaganiom chwili. To drugie jest po części skutkiem wpływu społecznego, którego źródłem są inne osoby z otoczenia człowieka, które z nim współpracują pozytywnie lub negatywnie. Chęć zapewnienia sobie bezpieczeństwa indywidualnego w wymiarze subiektywnym motywuje jednostkę do poszukiwania wsparcia w otoczeniu społecznym. To otoczenie modyfikuje zachowanie indywidualne w takim stopniu, do jakiego jednostka w samodzielnym istnieniu nie byłaby zdolna
