Purpose. With the development of information society the main task of training future and current teachers is to teach them to use modern information and communication technologies in the educational process, causing the need for changes in the traditional system of education of teachers. The development of science and technology requires teacher training in the effective use of its achievements, competently directed personal development of students creatively working to improve the educational process, use and demonstrate the use of modern information technology. Methods. The effective development of information and communication competencies of teachers technologies during training in the system of postgraduate education depends on the orientation of the educational process on the principles of person-centered and activity approaches learning and application of methods, tools and organizational learning, which involve the use of information and communication technology. Results. Developed and implemented methodological elements of the system based on determining components of information competence of the teacher of technology to new levels of professional training of teachers technologies. It should be noted that the use of modern information and communication technologies in learning technologies (lessons work) significantly improves the level of teaching, provides a choice of place, time, content and learning, promotes better learning students; In addition, these technologies allow you to create a complete online learning space for students and teachers of self.

The article is devoted to the methodology of evaluation of the quality of electronic educational resources. The model of integral assessment of their qualities which provides the assessment of each individual training module is developed. Important elements of the integral assessment of the qualities of the e-learning module on every procedural stage are the order and evaluation criteria. Such system of evaluation contains parameterswhich characterize the innovative, technological and semantic qualities of the educational module. Such system allows: to evaluate and control both the separate educational modules and all educational system in general, to move right along from the assessment of separate processes and elements of the module, to module-structurally having a special purpose oriented to personality of specialist who studies in the system of postgraduate education, introduce the system of integrated assessment of the quality of educational resources and the efficiency of consumer of education services. The convenience of integral estimates is that they provide the unique numerical criterion quality.

Opis:
The process of development, theoretical substantiation and implementation of distance education system organization model into teacher postgraduate education has been considered in the paper. Postgraduate pedagogical study with wide-area distance study is greatly distinguished from present system by level of study quality, number of users, focus on personality, democracy, variance, application of modern information-communication technologies and telecommunication networks in study. The platform of distance education has to be applied for supplement and expansion of traditional process of institution study and communication in the teacher postgraduate education institutes. Implementation of distance education in the teacher postgraduate education system creates the educational system of retraining and professional development for teachers onthe- job, and improvement of educational services, proposed by educational institution.
