The analysis is based on theoretical assumptions characteristic of the multi-order world by Trine Flockhart concept. The main factor influencing the situation in the Indo-Pacific region is the conflict between two international orders, Chinese-led and American-led, which is economic but may take a military form in the future. The practical limitations of the article result from the complex process of analyzing and forecasting political phenomena in statu nascendi. The analysis contributes to the scientific discussion on the future of international relations in the Indo-Pacific region. The American-led order in the Indo-Pacific region is based on the institutionalized forms of cooperation involving Anglo-Saxon states based on identity factors determining their effectiveness. The US strategy for the Indo-Pacific is mainly based on the network of partnerships with the region’s countries and countries from other parts of the world supporting the American-led order in the region, especially the Anglo-Saxon countries. In addition to identity factors, the positive long-term experience of military cooperation between the Anglo-Saxon countries is significant. The escalation of the global conflict between the US and China will be conducive to further tightening this cooperation.

The American model of democracy is identified with liberal democracy, which in the West is usually considered a democracy of the highest quality standards. The illiberal authorities in Poland criticize this model of democracy, introducing a number of legal changes which, in their opinion, are to lead to an improvement in the quality of democracy. American researchers quite unequivocally criticize the changes, especially those taking place in the area of independence of the judiciary, freedom of the media and women’s rights. They also criticize the attitude of the Polish authorities towards minorities, including LGBTQ+ communities. Criticism also appeared from the American authorities, although in this case we were dealing with a large variation in the approach of individual administrations. The aim of the article is to analyze and evaluate the American perspective on the quality of democracy in Poland. During the research, scientists and experts from research institutions in Washington, D.C. and New York were interviewed.

The aim of the paper is to analyze and evaluate the changes in the importance of Poland in the security policy of the United States after the outbreak of the war in Ukraine in 2022. The paper consists of two parts. The first one covers the importance of Poland in the US security policy after the Cold War, and the second the change of this importance after the outbreak of the full-scale war in Ukraine. The main research problem is the question of whether Poland’s importance in the US security policy has increased in connection with the Russian aggression on Ukraine? The thesis assumes that the war in Ukraine increased the importance of Poland in American security policy. This is due to three basic premises: Poland has become the main hub for American weapons supplied to Ukraine; Poland plays a key role in humanitarian support for Ukrainian refugees; and the dynamic development of the Polish army increases its importance in the defense of NATO’s eastern flank. Paradoxically, in the context of Polish-American relations, the outbreak of the war turned out to be beneficial for Poland, as earlier it was in danger of cooling down its relations with the USA in connection with the problems with adhering to the principles of the democratic state of law. Currently, this issue is overshadowed by the intensified US-Polish cooperation to help Ukraine and secure NATO’s eastern flank. The research involved interviews with scientists and analysts from scientific centers in Washington and New York.
Celem artykułu jest analiza i ocena zmiany znaczenia Polski w polityce bezpieczeństwa Stanów Zjednoczonych po wybuchu wojny w Ukrainie w 2022 roku. Artykuł składa się z dwóch części. Pierwsza obejmuje znaczenie Polski w polityce bezpieczeństwa USA po zimnej wojnie, a druga zmianę tego znaczenia po wybuchu pełnoskalowej wojny na Ukrainie. Główny problem badawczy zawiera się w pytaniu, czy w związku z rosyjską agresją na Ukrainę wzrosło znaczenie Polski w polityce bezpieczeństwa USA? Teza zakłada, że wojna w Ukrainie spowodowała wzrost znaczenia Polski w amerykańskiej polityce bezpieczeństwa. Wynika to z trzech podstawowych przesłanek: Polska stała się głównym hubem dla amerykańskiego uzbrojenia dostarczanego na Ukrainę; Polska odgrywa kluczową rolę we wsparciu humanitarnym ukraińskich uchodźców; oraz dynamiczny rozwój polskiej armii zwiększa jej znaczenie w obronie wschodniej flanki NATO. Paradoksalnie w kontekście stosunków polsko-amerykańskich wybuch wojny okazał się być korzystny dla Polski, gdyż wcześniej groziło jej schłodzenie stosunków z USA w związku z problemami z przestrzeganiem zasad demokratycznego państwa prawa. Obecnie kwestia ta jest przyćmiona przez zintensyfikowaną współpracę amerykańsko-polską na rzecz pomocy Ukrainie i zabezpieczenia wschodniej flanki NATO. W ramach badań przeprowadzono wywiady z badaczami i ekspertami z ośrodków naukowych z Waszyngtonu i Nowego Jorku.

The aim of the paper is to analyze and assess the credibility of American military security guarantees for Poland in the context of the war in Ukraine. This applies to the actions taken by the United States to increase Poland’s security after the aggressions in 2014 and 2022, as well as the reality of using the US Armed Forces to defend Poland in the event of a possible attack by Russia. As part of the research, interviews were conducted with scientists and experts from research centers in Washington, D.C. and New York. Although the United States has not met all of Poland’s security expectations, it has so far fulfilled its allied commitments. Besides, the American authorities unequivocally ensure that they will defend every inch of NATO territory, including Poland, which is in line with the strategic interests of the USA and the belief of the vast majority of American researchers.
Celem artykułu jest analiza i ocena wiarygodności amerykańskich gwarancji bezpieczeństwa militarnego dla Polski w kontekście wojny w Ukrainie. Dotyczy to działań podjętych przez Stany Zjednoczone na rzecz zwiększenia bezpieczeństwa Polski po agresji Rosji w 2014 i 2022 roku, jak również realiów użycia Sił Zbrojnych USA do obrony Polski w sytuacji ewentualnego zaatakowania jej przez Rosję. W ramach badań przeprowadzono wywiady z naukowcami i ekspertami z ośrodków badawczych z Waszyngtonu i Nowego Jorku. Mimo że Stany Zjednoczone nie spełniły wszystkich oczekiwań Polski w zakresie bezpieczeństwa, to jak dotąd wywiązują się z zobowiązań sojuszniczych. Ponadto amerykańskie władze jednoznacznie zapewniają, że będą bronić każdego cala terytorium NATO, w tym Polski, co jest zgodne ze strategicznymi interesami USA i z przeświadczeniem zdecydowanej większości amerykańskich badaczy.

In the 21st century, the USA has been perceived in Poland as the main external guarantor of security. For this reason, Poland’s security policy is clearly pro-American, and the Polish authorities strive for the closest possible allied relations with the USA, both in the multilateral and bilateral dimension. These activities are in line with the concept of an offensive bandwagon, the more so that Poland rarely benefits from its strong support for the USA, going beyond traditional allied commitments within the North Atlantic Treaty Organization (NATO). The aim of the article is to present and analyze the activities of the Polish authorities to strengthen the alliance with the USA in the context of their perception by scientists and experts from the USA. Experts and scientists believe that Polish authorities are legitimately striving to tighten the alliance with the USA, given its role in Europe and the world. However, the Polish-American alliance is clearly asymmetric, and Poland should not count on special treatment from the USA. Nevertheless, the war in Ukraine offers a chance to raise Poland’s importance in the European policy of the USA.

The aim of the article is to analyse and evaluate Poland’s attitude towards Ukraine’s aspirations to NATO membership. The main research problem is the question whether the authorities of sovereign Poland unambiguously supported the idea of Ukraine’s membership in NATO and whether they took measurable actions to implement it. The Polish authorities, regardless of political provenance, have invariably been in favour of NATO’s ‘open door’ policy since the end of the Cold War. They have supported the idea of including the post-Soviet republics, including Ukraine, in the Alliance. Ukraine’s entry into NATO is in Poland’s strategic interest, as it would almost cease to play the role of the Alliance’s flank state, which would significantly increase its security. The Polish authorities failed to convince NATO allies, mainly Western European countries, to include Ukraine in NATO, which was due to Russia’s strong opposition. However, new circumstances appeared with the Russian aggression against Ukraine in 2022. During the research, the method of content analysis of text sources was used.

The subject of the article is the importance of the United States in Poland’s military security policy in relation to the war in Ukraine. The article begins with an introduction discussing its main assumptions and a synthetic historical background of the importance of the US for Poland and its security. The main part of the article is divided into two parts, the first one discussing the importance of the US in Poland’s military security policy after the Cold War. The second part is devoted to the change in the importance of the US in this policy in connection with the outbreak of the war in Ukraine and the main factors that determine this change. The aim of the article is to identify and analyze the changes in the importance of the United States in the Polish military security policy as a result of the outbreak of the war in Ukraine in 2022. The main research problem is whether the importance of the US in Poland’s military security policy increased as a result of the war, and if so, because of what main factors? The thesis of the article states that the war in Ukraine increased the importance of the US as the main external guarantor of Poland’s security and defense. This is due to the leading role played by the United States in military support for Ukraine and strengthening NATO’s eastern flank, including Poland, in the absence of leadership from Western European powers. The research included interviews with scientists and analysts from research centers in Washington and New York.
Предметом статьи является значение США в политике военной безопасности Польши в связи с войной на Украине. Статья начинается с введения, в котором обсуждаются ее основные положения и в синтетической форме представлена историческая подоплека важности США для Польши и ее безопасности. Основная часть статьи разделена на две части, в первой из которых обсуждается значение США в политике военной безопасности Польши после холодной войны. Вторая часть посвящена изменению значения США в этой политике в связи с началом войны на Украине и основным факторам, определяющим это изменение. Цель статьи – выявить и проанализировать изменение значения США в польской политике военной безопасности в результате начала войны на Украине в 2022 году. Основная проблема исследования заключается в том, возросло ли в результате войны значение США в политике военной безопасности Польши, и если да, то за счет каких основных факторов? Тезис статьи заключается в том, что война на Украине повысила значение США как основного внешнего гаранта безопасности и обороны Польши. Это связано с ведущей ролью США в оказании военной поддержки Украине и укреплении восточного фланга НАТО, включая Польшу, в отсутствие лидерства со стороны западноевропейских держав. В рамках исследования были проведены интервью с учеными и аналитиками исследовательских центров Вашингтона и Нью-Йорка.

The aim of the paper is to analyze and evaluate the reaction of the United States to the changes to the Act on the Institute of National Remembrance, which were to defend the good name of Poland and the Polish nation in the context of the Holocaust. The paper explains the significance of these changes for Polish-American relations. The assessment takes into account the important context of recent legal changes preventing the restitution of private Jewish property in Poland, lost after World War II. In criticizing the legal changes to the Act on the IPN carried out by the American authorities, respecting the freedom of expression and public debate was of the greatest importance. Since the Polish authorities resigned from the regulations that would have infringed these values, the United States did not limit cooperation with Poland. However, the controversy surrounding the act has shown that the legal restriction of basic democratic values, including the freedom of speech, may cause a more decisive response from the USA, decreasing the importance of relations with Poland. This, however, depends on the current appraisal of the strategic interests in the United States.
Celem artykułu jest analiza i ocena reakcji Stanów Zjednoczonych na zmiany w ustawie o Instytucie Pamięci Narodowej, które miały bronić dobrego imienia Polski i narodu polskiego w kontekście Holocaustu. Artykuł wyjaśnia znaczenie tych zmian dla stosunków polsko-amerykańskich. Ocena uwzględnia ważny kontekst ostatnich zmian prawnych uniemożliwiających restytucję prywatnego mienia żydowskiego w Polsce utraconego po II wojnie światowej. W krytyce zmian prawnych dotyczących ustawy o IPN przeprowadzonej przez amerykańskie władze największe znaczenie miało uszanowanie wolności słowa i debaty publicznej. Ponieważ polskie władze zrezygnowały z przepisów godzących w te wartości, Stany Zjednoczone nie ograniczyły współpracy z Polską. Kontrowersje wokół ustawy pokazały jednak, że prawne ograniczanie podstawowych wartości demokratycznych, w tym wolności słowa, może spowodować bardziej zdecydowaną reakcję USA, obniżającą znaczenie stosunków z Polską. To jednak zależy od bieżącego wartościowania strategicznych interesów w Stanach Zjednoczonych.

The aim of the article is to analyze and evaluate the attitude of the United States towards Ukraine’s aspirations for NATO membership after the Cold War. Particular attention was paid to the period after the outbreak of war in 2022. The main research problem is the following questions: What role does Ukraine play in the US-Russia geostrategic rivalry after the Cold War? Has the United States been determined and consistent in supporting Ukraine’s aspirations for NATO membership after the Cold War? Has the outbreak of war in Ukraine in 2022 affected the US attitude towards Ukraine’s aspirations for NATO membership? The United States supported NATO’s “open door” policy, including the possibility of joining the Alliance by post-Soviet states, including Ukraine. However, international factors and the situation in Ukraine meant that the US was not determined to finalize this process, and the approach of individual US administrations to this issue fluctuated. The outbreak of war in Ukraine in 2022 caused the US to postpone the issue of Ukraine’s possible membership in NATO for the post-war period. During the research, experts and scientists from research centers in Washington D.C. and New York were interviewed. The method of content analysis of text sources was also used.
Celem artykułu jest analiza i ocena postawy Stanów Zjednoczonych wobec aspiracji Ukrainy członkostwa w NATO po zimnej wojnie. Szczególna uwaga poświęcona została okresowi po wybuchu wojny w 2022 roku. Główny problem badawczy stanowią następujące pytania: Jaką rolę odgrywa Ukraina w geostrategicznej rywalizacji USA–Rosja po zimnej wojnie? Czy Stany Zjednoczone były zdeterminowane i konsekwentne w poparciu ukraińskich aspiracji członkostwa w NATO po zimnej wojnie? Czy wybuch wojny w Ukrainie w 2022 roku wpłynął na postawę USA wobec ukraińskich aspiracji członkostwa w NATO? Stany Zjednoczone popierały politykę „otwartych drzwi” NATO, w tym możliwość wstąpienia do Sojuszu państw postsowieckich, włącznie z Ukrainą. Czynniki międzynarodowe i sytuacja w Ukrainie powodowały jednak, że USA nie były zdeterminowane do finalizacji tego procesu, a podejście poszczególnych administracji amerykańskich wobec tej kwestii ulegało wahaniom. Wybuch wojny w Ukrainie w 2022 roku spowodował, że USA odłożyło kwestię ewentualnego członkostwa Ukrainy w NATO na okres powojenny. Podczas badań przeprowadzono wywiady z ekspertami i naukowcami z ośrodków badawczych z Waszyngtonu i Nowego Jorku. Skorzystano również z metody analizy źródeł tekstowych.

Stany Zjednoczone od dziesięcioleci są głównym promotorem wartości demokratycznych na świecie. Po zimnej wojnie promowanie tych wartości w Europie Środkowo-Wschodniej, w tym w Polsce, było ich ważnym celem strategicznym. Polska, dążąc do jak najściślejszych stosunków z USA, włączyła się w działania na rzecz promocji demokracji w Europie Wschodniej i innych częściach świata. Choć miało to wymierne skutki w sąsiedztwie Polski, to w ramach misji wojskowych w Afganistanie i Iraku zakończyło się fiaskiem. W ostatnich latach polsko-amerykańska współpraca na rzecz promocji demokracji została ograniczona ze względu na demokratyczny regres w Polsce. Władze amerykańskie skrytykowały zmiany prawne w Polsce, które ograniczają niezależność sądownictwa i wolność mediów, a także inne działania naruszające zasady liberalnej demokracji i rządów prawa. Krytyka ma ograniczony wpływ na zatrzymanie regresu demokracji w Polsce. Ponadto wraz z wybuchem wojny na Ukrainie kwestia demokratycznego odstępstwa zostaje przyćmiona przez militarne aspekty współpracy polsko-amerykańskiej.
The United States has been the main promoter of democratic values in the world for decades. After the Cold War, promoting these values in Central and Eastern Europe, including Poland, was their important strategic goal. Poland, striving for the closest possible relations with the US, joined its efforts to promote democracy in Eastern Europe and other parts of the world. While this had tangible effects in the vicinity of Poland, doing so as part of military missions in Afghanistan and Iraq ended in failure. In recent years, Polish-American cooperation to promote democracy has been limited due to democratic backsliding in Poland. The American authorities have criticized the legal changes in Poland that limit the independence of the judiciary and freedom of the media, as well as other actions that violate the principles of liberal democracy and the rule of law. Criticism has a limited impact on stopping the regression of democracy in Poland. Moreover, with the outbreak of the war in Ukraine, the issue of democratic backsliding has been overshadowed by the military aspects of Polish-American cooperation.

: Reforms implemented in recent years by the Polish government of Law and Justice party are described as a manifestation of democratic backsliding. Changes in the judiciary and the media are seen as the main signs of departing from the basic values of liberal democracy and the rule of law. They met with strong international criticism, mainly from the institutions of the European Union and Western European countries. These changes are also observed with concern in the United States, but so far the US reaction has been moderate. This was primarily due to the limited interest of President Donald Trump’s administration in promoting democracy. Later, this issue has been overshadowed by the destabilization of military security in the region. Anyway, the US reaction to the deviation of the Polish authorities from the principles of the democratic state of law must be decisive, but also constructive, based on dialogue, cooperation, clear criteria and a joint search for solutions. First of all, it must not violate the American security guarantees towards Poland.

The paper’s subject is the risk of using nuclear weapons by Russia in the context of the war in Ukraine. The aim is to analyze and evaluate such a possibility from the American perspective. The main research problem is whether, according to American scholars and experts, is it realistic for Russia to use nuclear weapons against Ukraine or NATO countries? From the perspective of the West, such a possibility cannot be ruled out, but the great majority of researchers and analysts believe that the risk is very small. If this happens, it will likely be the use of tactical nuclear weapons against military targets in Ukraine. It is less likely that tactical nuclear weapons will be launched against elements of the infrastructure used to transport weapons from the West to Ukraine, located in the countries of NATO’s eastern flank. The research used interviews conducted by the author in Washington and New York and the expertise of American think tanks. The analysis was carried out from the perspective of the paradigm of offensive neorealism.
Przedmiotem artykułu jest ryzyko użycia broni jądrowej przez Rosję w kontekście wojny na Ukrainie. Celem artykułu jest analiza i ocena takiej możliwości z perspektywy amerykańskiej. Głównym problemem badawczym jest, czy według amerykańskich naukowców i ekspertów realne jest użycie przez Rosję broni jądrowej przeciwko Ukrainie lub państwom NATO? Z perspektywy Zachodu nie można wykluczyć takiej możliwości, jednak znakomita większość badaczy i analityków uważa, że ryzyko takie jest bardzo niewielkie. Jeśli do tego dojdzie, to prawdopo dobnie będzie to wykorzystanie taktycznej broni jądrowej przeciwko celom wojskowym w Ukrainie. Mniej prawdopodobne jest wystrzelenie taktycznej broni jądrowej przeciwko elementom infrastruktury wykorzystywanej do przesyłu z Zachodu broni dla Ukrainy, zlokalizowanej w państwach wschodniej flanki NATO. W ramach badań wykorzystano wywiady przeprowadzone przez autora w Waszyngtonie i Nowym Jorku oraz ekspertyzy amerykańskich think-tanków. Analiza przeprowadzona została w perspektywie paradygmatu neorealizmu ofensywnego.

Celem artykułu jest analiza i ocena współpracy między Polską i Stanami Zjednoczonymi w zakresie wdrażania w życie Inicjatywy Trójmorza. We wprowadzeniu zarysowano specyfikę i cele TSI oraz główne założenia metodologiczne artykułu. Dwie pierwsze części poświęcono odpowiednio geopolitycznemu i gospodarczemu znaczeniu TSI dla Polski oraz dla regionu Europy Środkowo- Wschodniej i USA. Zasadnicza część artykułu koncentruje się na wspólnych działaniach Polski i Stanów Zjednoczonych na rzecz promowania i wdrażania TSI. Problem badawczy zawiera się w dwóch pytaniach badawczych: Czy zainicjowanie przez Polskę TSI zwiększyło jej znaczenie w polityce zagranicznej i bezpieczeństwa USA? Czy Polsce skutecznie udało się włączyć USA do współpracy na rzecz rozwoju TSI? Dzięki inicjatywie Polska umocniła w USA wizerunek lidera regionu, a administracja Donalda Trumpa zdecydowanie poparła i zaangażowała się w projekt. Istnieją szanse dalszej współpracy w ramach TSI, ponieważ podejście administracji Joego Bidena do tego projektu jak dotąd jest pozytywne. Podczas badań skorzystano z metody analizy źródeł tekstowych.
The aim of the paper is to analyze and evaluate the cooperation between Poland and the United States in the implementation of the Three Seas Initiative. The introduction outlines the specificity and objectives of the TSI as well as the main methodological assumptions of the paper. The first two sections are devoted to the geopolitical and economic significance of the TSI for Poland, as well as Central and Eastern Europe and the TSI for the US, respectively. The main section of the paper focuses on the joint activities of Poland and the United States to promote and implement the TSI. The research problem is contained in two research questions: Has the initiation of the TSI by Poland increased its importance in the US foreign and security policy? Has Poland successfully involved the US in cooperation for the development of the TSI? Thanks to the initiative, Poland strengthened the image of the region’s leader in the US, and the Donald Trump administration strongly supported and committed to the project. There are opportunities for further cooperation under TSI as the approach of the Joe Biden administration to this project has been positive so far. During the research, the method of analyzing text sources was used.

The purpose of the paper is to analyze and assess the determinants of the participation of the People’s Republic of China in the United Nations Mission in South Sudan. The first part of the paper presents the background of the Chinese army’s involvement in the Sudanese states, and the second part shows the specificity of its involvement in UNMISS. The next two parts deal, respectively, with political, military and strategic, and economic determinants of China’s involvement in this mission. The research problem is contained in the question what were the most important determinants of China’s involvement in the UN Mission in South Sudan? The hypothesis of the paper assumes that the main deterimnant of the involvement was the protection of China’s economic interests in South Sudan and East Africa. In addition, by being active in UN peacekeeping missions, China wants to strengthen this organization and create the image of the state responsible for maintaining international peace and security. The Chinese army is also interested in gaining experience in expeditionary mission to increase the ability of military operations in distant theaters. The method of text source analysis was used in the paper.
Celem artykułu jest analiza i ocena determinantów udziału Chińskiej Republiki Ludowej w Misji Narodów Zjednoczonych w Sudanie Południowym. Pierwsza część artykułu ukazuje tło zaangażowania chińskiej armii w państwach sudańskich, a druga część specyfikę jej zaangażowania w UNMISS. Dwie kolejne części dotyczą odpowiednio politycznych, militarnych i strategicznych oraz gospodarczych powodów zaangażowania się Chin w tę misję. Problem badawczy zawiera się w pytaniu jakie były najważniejsze determinanty zaangażowania Chin w misję ONZ w Sudanie Południowym? Hipoteza artykułu zakłada, że główną determinantą z angażowania była ochrona interesów gospodarczych Chin w Sudanie Południowym i w Afryce Wschodniej. Ponadto, poprzez aktywność w misjach pokojowych ONZ Chiny chcą wzmacniać tę organizację i kreować wizerunek państwa odpowiedzialnego za utrzymanie międzynarodowego pokoju i bezpieczeństwa. Chińskiej armii zależy również na zdobywaniu doświadczeń w misjach ekspedycyjnych, aby zwiększać zdolność działań militarnych na odległych teatrach. W artykule skorzystano z metody analizy źródeł tekstowych.

Przedmiotem analizy są polityczne i wojskowe aspekty stosunków między Chińską Republiką Ludową i Sudanem Południowym. W pierwszej części artykułu omówiono aspekty polityczne, a w drugiej części aspekty wojskowe współpracy między państwami. Polityczno-wojskowe stosunki dwustronne zdominowane są kwestią konfliktów militarnych Sudanu Południowego. Chiny angażują się w działania na rzecz stabilizacji sytuacji bezpieczeństwa w Sudanie Południowym, jednak przede wszystkim koncentrują się na ochronie własnych interesów w tym państwie i regionie Afryki Wschodniej. Rozważania prowadzone są z perspektywy zarówno krajowej, jak i międzynarodowej.
The subject of the analysis are the political-military aspects of relations between the People’s Republic of China and South Sudan. The first part of the article discusses political aspects and the second part discusses the military aspects of cooperation between states. Political-military bilateral relations are dominated by the issue of military conflicts of South Sudan. China is engaged in activities aimed at stabilizing the security in South Sudan, but above all it focuses on protecting its own interests in this country and the region of East Africa. The considerations are carried out from both a national and international perspective.
