Opis:
Purpose: to show differences between public and business organisations within the scope of individualist and collectivist behaviour. Design/Methodology/Approach: the study was carried out among employees of public and business organisations performing various organisational roles. 497 persons participated in the study. It comprised two stages. Stage I was carried out with the use of a structured interview, while in stage II, questionnaire surveys were used. To put the content in order, the semantic field analysis was used, which allowed for separating the main research categories. Individualist and collectivist behaviour is one of many identified organisational types of behaviour. Findings: differences exist between members of public and business organisations as far as behaviour is concerned. In business, individualist behaviour is predominant, while in public organisations – collectivist behaviour. The structure of collectivism is complex and comprises of different types of behavior, i.e.: concordance, conformism and cooperation. In public organisations, concordance is predominant, while in business it is on a lower level. In both types of organisations, cooperation-type behaviour is at a low level. Research Limitations/Implications: inability to fully objectify the research results obtained. Practical Implications: knowledge about the behaviour manifested by the majority of the participants and about the marginalised behaviour allows for a better understanding of the phenomena that take place and in effect conscious management and support for the development of those that an organisation cares about. The structure of behaviour is a carrier of information about motifs guiding the actions of individuals. Separating behaviour that is dominant provides information about the motifs of such behaviour and what affects the behaviour of people – whether it is legitimisation of the value of the organisation and the established standards, or the power of the group. Accurate identification of orientation offers possibilities for predicting behaviour and for more efficient designing and carrying out organisational changes. The third issue is the possibility of using such knowledge during coordination. An organization may influence the behaviour and the engagement of the individual, along with the course and 2 effort put in the performance of processes related to the management of human resources in the 3 organisation. 4 Keywords: individualism, collectivism, public organisation, business organisation where collectivist behaviour is dominant requires different tools for coordination than an organisation where individualist behaviour is dominant. Originality/Value: to supplement theoretical constructs with examples of organisational behaviour manifested in Polish organisations and to show collectivism as a complex dimension as part of which various activities may be performed. Dominance of a specific behaviour shapes the quality of functioning of an individual in an organisation. Whether an individual consciously adopts and accepts organisational norms or acts in line with them under the impact of a group may influence the behaviour and the engagement of the individual, along with the course and effort put in the performance of processes related to the management of human resources in the organisation.

Celem artykułu jest wyjaśnienie przykładowych problemów, inicjowanych przez otoczenie zewnętrzne, z którymi powinny zmierzyć się jednostki inspekcyjne nadzorujące bezpieczeństwo żywności. Można powiedzieć, że cele i zadania tych jednostek się nie zmieniają w kontekście ochrony zdrowia publicznego, ale zmianie ulegają poszczególne elementy otoczenia zewnętrznego, tworząc uwarunkowania, które mają wpływ na funkcjonowanie tych jednostek. Opisane w artykule rodzaje problemów zostały zidentyfikowane w ramach projektu badawczego zrealizowanego w jednostkach inspekcyjnych nadzorujących bezpieczeństwo żywności w Polsce zgodnie z interpretatywnym paradygmatem nauk o organizacji i zarządzaniu. Wyniki pokazują, że głównym kontekstem istniejących wyzwań dla jednostek inspekcyjnych jest myślenie, postrzeganie i funkcjonowanie inspekcji zgodnie z biurokratycznym modelem administracji sformułowanym na początku XX w. przez Maxa Webera. Jest to główna przyczyna tego, że jednostki inspekcyjne, będące specjalnymi organami kontroli i nadzoru, nie mogą odnaleźć się w „płynnej nowoczesności”.
The aim of the article is to present the results of an interpretative oriented research project conducted by the author in food inspection bodies in Poland. With the use of thirty in-depth individual interviews the author made an attempt to explore collective conception of meanings regarding organisational culture of the organisations. In this way thirty interviews have been conducted and analysed. The outcomes show that the main challenge that the bodies face is their beurocratic mentality which leads to the lack of real cooperation, problems with the trust towards – both internal and external clients. Those organizations also seem to be far too stable and reluctant to any changes, especially cultural ones. In „liquid modernity” this is a serious issue resulting in uneffectivness.

Objectives: The official food safety system in Poland is divided between a number of specialised inspection bodies. The effective implementation of the entire inspection and supervision process requires multi-direction co-operation. The aim of the study presented was the identification of the barriers to and boundaries of the inter-organisational cooperation between the inspection bodies involved in the official food safety process. Research Design & Methods: Qualitative research methods: analysis of organisational documentation, industry reports, post-audit reports and in-depth interviews with employees of five inspection bodies. Findings: The co-operation between the inspection bodies should be multi-threaded and multi-lateral. In fact, the mechanisms that encourage co-operation are relatively weak and there are numerous barriers between them. The lack of the inter-organisational co-operation is caused by various factors: cultural, social, political, legal, and organisational norms and values. The key source of the barriers is the fragmentary perception of the food safety supervision process by employees, which results from the lack of a systematic approach to this process. The employees of the inspection bodies perceive the remaining inspections as external entities and not co-workers taking part in a common process aimed at common good. Implications/Recommendations: This article suggests some policy implications. The evolutionary solutions may include measures to eliminate the differences between inter-organisational co-operation postulated in legal regulations and real practices. The revolutionary activities may consist of building a comprehensive system of official food safety which will lead to consistent supervision over the entire food chain, and not only over the individual stages thereof. The construction of such a system may require changes in the number and the scope of tasks of the existing inspections. Contribution/Value Added: The inter-organisational co-operation problems as part of the official food safety process are not specific to only the system in Poland: similar difficulties are found in many countries. Therefore these research findings have potentially wide application.

Flexible forms of employment became the focus of attention both of practitioners and researchers in recent years. To popularize teleworking law regulations concerning telework were introduced in Poland in 2007. However, the attitude of the representatives of the labor market towards these regulations seems ambiguous. Moreover, the research shows that no significant increase in teleworking practice appeared. The study described in the article aimed at verifying to what extent the employers comply with the requirements and recommendations concerning teleworking included in the Labor Code. It was also intended to assess how the practice goes in line with the legislator's intentions and to indicate possible directions of changes in legislation to popularize telework. The research was based on a questionnaire filled in by employees of organizations using teleworking and on individual interviews with HR experts. The study confirms that there is a significant discrepancy between the national law on teleworking and the practice of the labor market. Only a few of the surveyed organizations used new regulations. Informal principles of regulating telework were dominant. It seems that the adopted solutions focus on the protection of employees, and not on encouraging employers to use this form of work organization, and in some areas even discouraging them. The analysis allows for concluding that although legislator has defined many objectives, neither the suggested measures nor the expected values accompany them. Therefore, one can presume that the primary goal to be achieved by the Legislature was a qualitative change, i.e., a significant popularization of telework. Unfortunately, the conducted research did not prove that such change has occurred.

Purpose: The main objective of the article is to present the concept of assessing the level of an organization’s utilization of its potential for transformation towards process orientation, using a practical implementation example. Design/methodology/approach: The structure of the research procedure was based on the theoretical assumptions regarding the methodological procedures involving development of a model of process maturity assessment. Such research methods as bibliometric analysis, systematic literature review, participant observation, opinion survey and semi-structured interview were used to achieve the research objectives formulated. Findings: The value of the article entails the combination of quantitative and qualitative methods to determine an organization’s propensity for transition towards higher levels of process maturity. This effect has been achieved using a method of multi-hierarchical process maturity assessment. It has been determined that the organization under examination is at the second level of process maturity, although many of the elements diagnosed show third-level process maturity potential. An authorial research method has been additionally verified, as well as the examined organization’s real and utilized potential has been determined, which constitute the basis for assessing the level of process maturity. Research limitations/implications: inability to fully objectify the research results obtained. Practical implications: The article shows the basis and the method for identifying the examined company’s real and utilized potential of process maturity as well as for determining the level of process maturity, based on which the company’s strategy towards a higher level of process maturity can be formulated. Originality/value: The unique nature of this article lies in the proposed method of multi-hierarchical assessment of an organization’s process maturity. In order to deepen the interpretation of the results obtained from a quantitative study, qualitative research was used. This allows development of a strategy for achievement of higher levels of maturity.
