nowadays, improving forest management is done by way of amendments to the forest management instructions, silvicultural rules and forest protection instructions. From the point of view of forest management, the most important is the forest management plan, the basic document prepared for a specific object, containing a description and assessment of the state of the forest, as well as the objectives, tasks and ways of forest management. Before each subsequent revision of the forest management guidelines, new instructions are developed in consultation with the public, based on discussions on the proposed changes that are in each case to serve as the best plan for forest management. the forest management plan is vital as it ties together silviculture, conservation, production and non-production purposes as well as social forestry tasks, but only if the primary and operational nature of the objectives considered at the stage of creating the plan are recognized. therefore, the role of forest management in shaping and protecting the environment cannot be overestimated. In this work, we outline the basic principles and rights related to both, forest management under various forms of ownership, as well as detailed guidelines for the content of the forest management plan. We found that the specificity of mountain forests requires the use of different rules and methods. taking into account the exis- ting rich scientific achievements, it is tempting to attempt to develop forest management instructions specifically for mountain forests, whether in the form of a separate chapter or a separate publication. the basic problem with forest management under other forms of ownership (urban, experimental, private forests) is the lack of a detailed legal basis accounting for their specific nature. therefore, appropriate steps should be taken towards intro- ducing appropriate new or supplementary provisions into the forest legislation, which would allow for the development of modern standards. For the state Forests, forest management instructions should be prepared by a team of experts appointed by the Minister of the Environment who will approve the finished document for official use. the forest management plan should include an economic annex focused on the forecast of the expected financial result, inclu- ding costs associated with a deviation from the optimal due to social or protective reasons.

In the era of sustainable and multifunctional forestry, special efforts should be made to designate areas having the status of (multi)functional forest areas (MFA) and to include them in a special development plans. Their operational goals should be: to increase the acreage, to prevent further fragmentation and to preserve the spatial communication between them. Only such an approach will ensure the relative stability of ecosystems and their protection against anthropogenic degradation. Determining the MFA boundaries would certainly facilitate their space management as well as planning and furnishing activities. People responsible for given spatial units would also be able to determine parities of activities and develop optimal solutions in terms of land development, including the socio−economic development of the region. The concept of MFA delimitation and strengthening is consistent with the EU sustainable development strategy, whose provisions refer to the creation of large−scale natural functional areas. The paper objectives was to discuss the legal status of spatial planning in relation to forests and to propose MFA distinguishing and developing regional operational programs for them. It is urgent and necessary to consider the authorities responsible for forest management (relevant units of the State Forests) as authorized to comment on drafts of conditions and directions of spatial development of municipalities or local and regional spatial development plans. It may improve the effectiveness of spatial planning as one of the instruments for shaping forest resources and forest space in accordance with the principles of permanently sustainable forest management. In the study of conditions and directions of spatial development of the commune, the description of the actual state of the forest space as well as the directions and principles of its shaping should be carried out in a specific standard, in consultation with all units responsible for forest management. Distinguishing Forest Functional Areas may impact the optimization of the costs of forest management and nature protection, because after assigning dominant functions to the distinguished areas, directing financial resources to defined functioning goals will be easier both at the planning stage and during implementation. Verification of the results obtained will also be easier and more transparent. An equally important effect will be to indicate potential conflicts between different expectations from forest management. The characteristics of functional forest areas together with recommendations and suggestions for furnishing works should be provided by Regional Operational Programs, including in their content the assumptions of the region’s spatial development policy, valorization of the forest and assessment of its stability, assumptions for activities related to nature protection and water management, characteristics of climate conditions, optimization of the road network, fire protection, tourist development and forest education, characteristics of the state of forest resources and forecasts of the development of wood resources. The article presents the size and weight of needles in 30−year−old Scots pine stands over one year with regard to the site conditions in which they grow (fresh mixed coniferous and fresh coniferous habitats). Two rectangular 1−hectare sample plots, which differed from one another only with the habitat type, were set up in Maszewo forestry in the Cybinka Forest District (western Poland). The plots were divided into 100 one−acre subplots, which were ascribed numbers from 1 to 100. In order to pick 10 plots a random number generator was used. The middle of the chosen plot became the central point of the 1−acre circular sample plots, where the measurements of all diameters at breast height and the height of every fifth tree were taken. Moreover, it was also the place where a square needle collection container (20 cm high, 1 m2 area) was located. The empty containers were placed in both experimental plots on 1st August 2017 and they were emptied on the first day of each month, throughout the entire year. The entire material was dried at the temperature of 65°C with an induced air flow. The needle mass was measured with the accuracy up to 0.001 g. Out of the samples collected each month, 300 needles were chosen at random in order to measure their length (after they were scanned with WinFOLIA program the size of each individual needle was established). Throughout the entire year, on fresh coniferous habitat the mass of the fallen needles was 2.8203 t/ha and it was by over 20% higher than it was determined for the fresh coniferous habitat. The lowest mass of the needle fall in each stand was in January, and the greatest in September on the fresh coniferous habitat, whereas in October on the fresh mixed coniferous habitat. In both of these cases, it was more than a half of the needle mass for the entire year. The average length of the fallen needles was in each month smaller on the fresh coniferous habitat and the differences between the analyzed stands were significant. The difference was the smallest (3.3%) in May, while the greatest (18.8%) in February. Moreover, significant differences in the length of the needles in the particular months in both types of stands were observed. The coefficient of variation for the needles length on the fresh mixed coniferous habitat ranged from 17.4 to 22.8%, whereas on the other habitat it varied between 14.2 and 21.6%. The mean of the coefficients of variation for the particular months was lower by 2.0% and for fresh coniferous habitat it reached 18.25%.

Forest management is a scientific discipline designed to develop methods of maintaining forest areas and to ensure the sustainable development of forest resources in terms and conditions of multifunctional forestry. This is a branch of practical forestry which deals with inventorying and assessing the state of forests, defines economic tasks and draws up a program of nature conservation for forest districts. The paper presents legal conditions related to the concept of forest management plan, as well as issues related to the area division, planning economic indications and their role for the forest environment. Authors present a forecast of impact of a forest management plan on the forest environment and the Natura 2000 sites.
Urządzanie lasu to dyscyplina naukowa mająca za zadanie wypracowanie metod prowadzenia lasu zapewniających realizację zasady trwałego i zrównoważonego rozwoju zasobów leśnych w warunkach leśnictwa wielofunkcyjnego. To dział praktycznego leśnictwa zajmujący się inwentaryzacją i oceną stanu lasu, określeniem zadań hodowlanych i ochronnych oraz sporządzeniem programu ochrony przyrody dla nadleśnictwa, przede wszystkim na najbliższych dziesięć lat, ale także w dłuższym horyzoncie czasowym. Całość zebranych danych wraz z ich analizą stanowi podstawę planu urządzenia lasu. W pracy przedstawiono wybrane aspekty urządzania lasu mające istotne znaczenie z punktu widzenia środowiska leśnego.

In the EU countries a forest management plan is a common, however not always obligatory, document updated every 10 years. According to the type of the forest property and its area it may differ in terms of the form and specifity. The forest management in Poland has a long history dating back to the end of 18th century. Nowadays, before each new decade, there is a discussion on the changes, which may improve the whole process of forest management and its final document. The aim of the paper is to present current legal determinants and selected problems, which occur in Poland as well as the major threads of the present discussion. The type of the forest property does not affect the principles of protection, extension of forest resources and forest economy. The protective function of forests requires its uniform consideration itself. On the other hand, the social and productive functions allow for different legal regulations within the State and private forests what results in different forms of the forest management plans. A well− −prepared forest management plan allows to maintain all the natural values of the multifunctional forest. It is also a basic source of information for the authorities, society, and other units, which collect data on forestry. The arrangement of the content of the forest management plans needs the consideration because they often include useless information. Moreover, there is also too much specific information. The protection of forest biodiversity causes the increase of costs for the forest economy, however the benefits are incommensurate to expenditure, since well−managed forest ecosystems provide a lot of social services. In order to show this relations the economical appendix (e.g. business plan) to the forest management plan should be prepared. It would enable to describe all the economical determinants of forest area. In view of Polish long tradition of forest management a great importance to the forest management plan is being still attached. On the other hand, some new environmental, climatic, political, social and economical conditions neces− sitate a verification of the rules of the regulation of forest utilization. Social expectations should be considered, especially in case of forest functions and the participation in selected stages of the process of the forest management plan preparation.

In Poland, private forests cover the area of 1,774,698 ha, which constitutes 19.2% of total forest area in the country. It is assumed that their actual share is much bigger, because about 300,000 ha of agricultural grounds covered with secondary succession forests, have not been classified as a forest grounds. In 2013, the complete and actual forest management documentation was prepared by 68.7% of private forests. The stand tending, especially commercial thinnings, cannot be legalized without mentioned documentation. What is more, the update of the Forest Data Bank was made according to the incomplete information on forest description and regulation of forest utilization. Nevertheless, private forests are an important ecological and economical element of Polish land use, and it is supposed that their importance will increase in the future. In Poland, there are some certain problems and expectations related to the private forests. The aim of the paper is to present selected aspects on private forests like their history, legal basis, and problems that occur during the preparation of documentation. The private forests have never been given proper consideration. The owners did not have an organized system of aid and consultancy. In 1991, existed separated legal basis were replaced by a common regulations for all types of the property of the forests. Poland’s accession to the EU caused the growth of expectations of private forests. Unfortunately, previous neglects, resulted mainly from the agricultural reform after 1944, weren’t eliminated, and their effects are still noticeable. Present legal basis is insufficient and sometimes imprecise. Another problem is the lack of supervision in case of the abridged forest management plan or forest inventory. Furthermore, the Forest Act does not precise who is to pay for preparing these documents. Also, the legal character of abridged forest management plan is often discussed. Private owners often treat forests as a source of financial profits by commercial thinnings or conversion of forest land into building land. Owners do not seem to be interested in the forest regeneration or forest tending as these are source of cost. Also non−productive servicing is not their goal. There is a need for elaboration of economical and legal solutions, which would make amends to private forest owners servicing some social or ecological functions. The supervisory authorities should get clear procedures related to the private forests.

The implementation of goals of modern forestry requires a simultaneous consideration of sustainable development of forests, protection, needs of the environment development, as well as maintaining a balance between functions of forests. In the current multifunctional forest model, rational forest management assumes all of its tasks as equally important. Moreover, its effects are important factors in the nature and environment protection. The paper presents legal conditions related to the definitions of forest management concepts and sustainable forest management. Authors present a historical outline of human’s impact on the forest and its consequences for the environment. The selected aspects of forest management (eg. forest utilization, afforestation, tourism and recreation) and their role in the forest environment have been discussed.
Realizacja celów postawionych współczesnemu leśnictwu wymaga jednoczesnego uwzględniania trwałego i zrównoważonego rozwoju lasów, potrzeb ochrony i kształtowania środowiska oraz zachowaniu równowagi w zakresie pełnionych przez lasy funkcji. W obowiązującym modelu lasu wielofunkcyjnego racjonalna gospodarka leśna uwzględniać ma wszystkie postawione jej zadania jako równorzędnie ważne, a jej efekty są ważnym czynnikiem ochrony przyrody i środowiska. W pracy przedstawiono związane z tym uwarunkowania prawne. Przypomniany został rys historyczny wpływu człowieka na las i jego konsekwencje dla środowiska. Przybliżono problem istnienia lasu jako składnika infrastruktury przestrzennej. Omówiono wybrane aspekty gospodarki leśnej i ich znaczenie dla środowiska leśnego.

In Poland, the public believes that the main objective of urban forests is rather to conduct forest management focused on the recreational needs of residents than to produce timber. Considering this belief, it becomes reasonable to distinct the principles of forest management in urban forests from those related to the forests of the State Forests National Forest Holding. Because of the permanent presence of people in the city woods, the managing authorities of such areas should also educate the residents, while forest management should be subordinated to social functions, especially the recreational one. However, Poland lacks the unified system of managing the urban forests, not only at the national scale (there is no central independent organizational unit), but also at the level of individual cities, where various municipal units manage urban woodlands. In practice, each city has its own, individual solutions in this regard. The governing bodies of urban forests face with many problems in their activity. These problems are associated with a strong process of urbanization and human pressure on forest areas, while on the other hand there are no formal legal basis (laws, regulations, instructions) relating the municipal forests. The paper reviews the literature on urban forestry and urban forests worldwide to present the existing legislative frameworks and to propose some changes, based on the current Act on Forest. It was stated that urban forestry in Poland is located in its ‘narrow' definition, based on the traditional forestry, giving priority to the multiple social functions. The proposed changes in forest legislation are part of the discussion on municipal forests and urban forestry in Poland, aiming once again to draw attention to the fact that they are almost ignored in the Polish legislation. The indicated areas for improvements and supplements suggest issues the most important and urgent to solve, but they are not a comprehensive solution on this subject. In order to strengthen the supervision of urban forests in Poland, it is essential to consider the restoration of central supervision, coor− dinating activities of urban foresters by the development and implementation to the practice unified legal regulations, as well as to give wide autonomy to cities.

Opis:
The aim of the work is to present (i) the economic issues included in the forest management plans and (ii) the methodical bases of an ex post economic expertise, which may be carried out in order to evaluate the previous economic period, and should be a part of the economic annex to the forest management plan. Such expertise allows to formulate postulates and objectives to achieve in the near future, which are important for the forestry economics. The transformation in Poland occurred when the third revision of the forest management plans and instruction of the 1980 and 1994 were applied and caused significant changes in the Polish forestry. As a result, the concept of sustainable development of forestry appeared and the indicators and criteria for sustainable forest development were elaborated. However, they concerned mainly natural and social aspects, while the economic aspect was marginalized. Gradually, foresters began to appreciate the role of the economic analysis. The first versions of such expertise was already elaborated for the individual forest districts. The experience gained will certainly contribute to their dissemination and appreciation of included analysis and forecasts. The economic annexes should include information on value of the forest with an indication of the value of land and the stands themselves. The knowledge on the value of the forest, except for registration, is also required in determining changes as a result of business (in the income statement). The valuation of timber resources is also necessary in the evaluation of the effectiveness of economic projects in forestry affecting the changes in their value. In practice, the valuation of the forest is also essential in case of a change in the ownership or land use status. This usually applies to the sale, purchase, conversion or liquidation of the co−ownership, and also compensation for expropriation because of the road or residential construction. Furthermore, determination of the forest value is necessary in assessing the share of agriculture in national income. This applies particularly to the integrated economic and environmental national accounts in forestry, conducted in some European Union countries. The presented methodology of economic expertise points out the possibility of application the formula that introduces standardization of analysis of economy in the last economic period. It is also the contribution to the discussion on the elaboration of a single, synthetic parameter, which may influence on objectivity of economic conditions of the functioning of the forest holding.

Opis:
Integrating the economic aspects of forest management (cost) with ecological elements of timber production (habitat type) significantly contributes to a better understanding of forest growth and utilisation. The type of silvicultural treatments and forest habitat types determine number of economic activities carried out in the stands and have an important impact on the associated costs. The aim of the study was to describe the impact of silviculture treatments and types of forest habitat on unit timber harvesting cost. We summarised the cost of timber logging depending on the harvest practices and types of habitats. In total, costs of treatments performed on the 2.5 thousand ha area were analysed. Obtained results were combined in relation to average unit costs of raw timber logging from individual habitats and silviculture treatments such as late cleanings and thinnings. The studied impact was assessed with standard deviation (SD) based on the assumption that the higher its value, the more important role of silvicultural treatments and forest habitats in defining the cost of raw timber harvesting. Our study showed that both factors (type of forest habitat and silvicultural treatment) had an effect on variability of timber logging costs. Comparing deciduous and coniferous habitats, higher costs were reported for the latter one. The highest unit cost of timber logging was found on the fresh coniferous habitat, while the lowest on the wet mixed forest. Moreover, the highest cost was reported for timber raw material harvested from late cleanings and the lowest from late thinnings. SD of the average cost of timber harvest ranged from 12.67 to 13.53 PLN depending on the silviculture treatments and from 0.68 to 2.39 PLN depending on the forest type. Our findings are important preliminary steps in broader study regarding revenues generated from forest stands growing on different habitats. Eventually it would help in assessing the profitability of economic activity that depends on environmental conditions of forest management.

Opis:
The article is a comparative study of the forests of the city of Poznań and the State Forests in Poland concerning functions of forests and forestry management (recreational development, economic division, harvest cutting, fellings, renewals, afforestation and the type of the forest management plan). The study objective is to demonstrate and analyse the basic differences in the function and management method between urban and state forests. In Poland 77.3% of forests are administrated by the State Forests National Forest Holding, while the urban forests constitute only by 0.2% of all Polish forests. They differ not only in terms of ownership and participation, but also in the species and age structure of the stands, their functions and principles of forest management. There is no appropriate instructions concerning the principles of the management in urban forests, whereas this problem does not appear in the State Forests. However, irrespective to the owner, a common definition of 'forest' is included in the Forest Act. Regulations relating to forest management in the forests of the city of Poznań are a reflection of the expectations of society that urban forests are for residents of the city, primarily a place to satisfy their needs of rest and recreation. It was the reason for adapting the principles of forest management. In contrast, forests managed by the State Forests are governed by completely different rules and perspective on forest. It results in a different structure of forest functions, the occupied area and legal requirements concerning this group of Polish forests. Foresters from the State Forests conducting forest management have clearly defined rules that are missing for other Polish urban forests. Excluding city of Poznań that is a very good example that one can meet the expectations of the foresters of urban forests and offer guidance on forest management, taking into consideration the specificities of urban forests and the expectations of society.
