The llmenau, with 107 km length, is a left affluent of the Elbe and flows through the historical region of Luneburger Heide in Germany. It begins near the town of Uelzen, which is known for its railway station, designed by Hundertwasser, then flows through the health resort Bad Bevensen, to get to Luneburg, the town called " The Queen of Hanza" in the Middle Ages. The "wealth" of Luneburg (also architectural) comes from the bed of salt. The llmenau, already as the llmenau Kanal joins the Elbe near Winsen. Unique natural and cultural values not only of big towns, but also villages located in the river valley decide on the possibility of development of different tourism forms. The peculiarity of landscape is created by numerous hills, moorlands, forests, areas covered by juniper, alleys as well as borders of agricultural and forest areas lined by birch and erratic boulders. Characteristic half-timbered buildings, typical village and farm systems, village buildings with domination of German hall-houses, palaces as well as numerous monasteries are of a huge cultural value. The goal of this work is analysis of the current state of landscape in the llmenau valley (Germany) as well as defining the possibilities of its balanced management in the future.

The character of small towns and villages is changing all the time. Former space assumes new functions and gains a new structure, which seems to be a natural consequence of spatial evolution. Such transformations are by no means anything new, not encountered previously, because the character of a given place has actually been shaped over the past centuries. Development of open areas is a desirable phenomenon, but it is even more essential how it is carried out. Over the past years, many investment projects for modernization and revitalization of rural areas have been executed in different regions of Poland and have brought about many benefits. Unfortunately, there have also been the ones which have caused damaging effects. In addition to some investment projects undertaken to improve infrastructure, transportation, communication or | social activities, there are more and more 'new' ideas for the management S of rural greens. Some fail to respect i the character, history and specific I features of a given place. This paper contains several examples of how green areas have been transformed f or new ones arranged in Polish villages. The author has analyzed rural structures and emphasized that it is necessary to refer to the regional identity whenever planning to revitalize such structures.

Współczesna przestrzeń małych miast jest „wielowarstwowa” – nakładają się na nią formy, funkcje i struktury historyczne oraz nowe elementy, które są ważne w kreacji przyszłego ich wizerunku. W założeniach ruchu Cittaslow jest zapis, który dotyczy świadomego kształtowania przestrzeni miasteczek na podstawie elementów historycznych, ze szczególnym poszanowaniem tradycji miejsca. Z drugiej strony, istotne jest także odniesienie się do współczesnych trendów i tendencji projektowych oraz współodczuwania „miejsc” przez mieszkańców. W pracy przeanalizowano kierunki rozwoju miast należących do międzynarodowej sieci Cittaslow w kontekście polepszenia jakości życia mieszkańców oraz alternatywnej formy rozwoju z uwzględnieniem różnic regionalnych.

Opis:
The hydrological system raises the usable, ecological and visual values of landscape. Large water reservoirs - the lakes, play a significant part in it. They are very sensitive elements of the water system because of the small possibility of self - purification. The aim of the research is analysis of the hydrological system and evaluation of rural landscape in the areas located near water systems in the Municipality of Biskupiec (Warmia and Mazury voivodeship). Results of the research showed that the main reason for pollution is recreational use. Transformations of the areas located near water reservoirs are connected with changes from the agricultural to the recreational function. After the liquidation of government farms, arable lands located near water reservoirs (most lakes) have been renamed for non arable areas, divided and sold as recreational. There are numerous small plots near lakes - Dadaj, Wegoj, Stryjewskie, Jelmun, Raszag, Tejstymskie. This turnover of ground led to a reduction of usable values. Recreational plots (especially near Dadaj Lake) are fenced, In the coastal zones there are non-permitted elements like arbours, shelters, roofs. There are problems with uncultivated lands and succession.

The most important phase in the rational use of cultural landscape is the identification of its traditional forms which taking into account not only the use but also the structure of space and characteristic elements. The paper defines the role of landscape features that affect the preservation of the identity of specific social groups in the European regional systems.

Tożsamość krajobrazu ugruntowana jest w świadomości określonego społeczeństwa. W relacji odczuwania przestrzeni ta jedność odnosi się do cech krajobrazu rodzimego. W pracy zwrócono uwagę na pojęcie tożsamości krajobrazu w ujęciu lokalnym wskazując na rolę społeczeństwa w jego kształtowaniu. Przedstawiono przy tym przykłady tożsamości ugruntowanej, zatartej i „od nowa”. Odniesiono się do kwestii postrzegania przestrzeni wspólnej przez społeczności małych miast na Warmii i Mazurach, należących do międzynarodowej sieci Cittaslow.
The identity is well-grounded in the strong unity of society. This cohesion is related with natural, cultural and social factors which are mostly in regional and local structures. The identity issue in regional context was focused on and its role in social space shaping was pointed in this work. It was necessary to present the examples of well-grounded identity and so called “new identity” created by society of small towns in Warmia and Mazury region.

Obecnie coraz częściej spotykany jest pogląd o nowym podejściu do krajobrazów kulturowych. Z jednej strony stanowią one przedmiot ochrony w ujęciu historycznym, środowiskowym, z drugiej zaś warunkują rozwój lokalny i regionalny. Krajobrazy kulturowe decydują także o atrakcyjności turystycznej obszarów wiejskich. W pracy podano przykłady kształtowania przestrzeni turystycznej tych obszarów z kraju i za granicy, które są lub mogą stanowić istotny produkt turystyczny wspomagający rozwój lokalny i regionalny. Wskazano przy tym możliwości aranżacji przestrzeni rekreacyjnej obszarów wiejskich uwzględniając ich potencjał kulturowy, a także rozwój społeczno-gospodarczy. Przy kreacji przestrzeni rekreacyjnej duże znaczenie ma aktywizacja społeczna oraz możliwość współpracy wielu instytucji. Przestrzeń powinno się kształtować w oparciu o autentyzm miejsca, odniesienie do warunków środowiskowych, kulturowych i społecznych. Szczególna uwaga powinna być skierowana na te elementy krajobrazu kulturowego, których obecność wyrobiła w sposób trwały wizerunek krajobrazów kulturowych danego obszaru, regionu, kraju.
Current approaches to cultural landscapes are more and more often emphasising that these landscapes should be protected not only because they embrace objects of historical and environmental value, but also due to their potential for local and regional development. Cultural landscapes have influence on tourism attractiveness. The paper presents examples of cultural landscapes in Poland and abroad that have been shaped to become tourist products supporting local and regional development. It particularly demonstrates the way rural space could be developed to create tourist and recreation areas taking into consideration local cultural potential as well as possibilities of social and economic growth. What is particularly important in the development of tourist and recreation areas is active participation of local communities and possibilities of cooperation between many institutions. Space could be shaped based on local authenticity values and also in relation to environmental, cultural and social conditions. Particular attention should be drawn to those elements of cultural landscape, which are seen as the dominant factors shaping the perception of a particular landscape, region or country.

Cmentarze stanowią świadectwo o nas – o przeszłości i ludziach zamieszkujących najbliższe im tereny. Odzwierciedlają poziom kultury ludzi danych epok i nas, żyjących obecnie. Cmentarz, jako przestrzeń społeczna, silnie związany jest nie tylko z religią, historią, społeczeństwem, ale przede wszystkim regionem i danym miejscem. Celowe połączenie zróżnicowanych form zagospodarowania z nagrobkami, krzyżami i kapliczkami oraz ich symboliki może powodować wrażenie nie tylko duchowe, ale też artystyczne. Dlatego też celem pracy jest próba przedstawienia miejsc pamięci w kontekście odmiennych kulturowo od przykładów europejskich cmentarzy gwatemalskich, gdzie wierzenia mieszają się z tradycjami Majów.
Cemeteries are a sign of past period and people, who lived near us. They show the level of people’s culture of historic époques and of us. Cemetery, as a public space, is connected not only with religion, history and people but mostly with the region and the place. Special relation between different forms of greenery and groves, crosses and chapels give not only spirit impression but also art impression. The goal of this work is to present the places of remembrance in contest of different than European cultures ones – Guatemala cemeteries where religion is mixed with tradition of Mayan.

Warunkiem zrównoważonych form rozwoju infrastruktury miejskiej, uwzględniających zarówno komfort, bezpieczeństwo oraz ład przestrzenny jest podejście wielokierunkowe, łączące to, co wynika z potrzeb, ale i obowiązków mieszkańców aglomeracji, a także w sposób harmonijny wpisuje się w otaczający krajobraz kulturowy. Konieczne jest, zatem opracowanie kompleksowych przedsięwzięć w zakresie planowania i projektowania przestrzeni miejskich. Spójne i kompleksowe wdrożenie koncepcji w zakresie bezpieczeństwa ruchu drogowego nie tylko zmniejszy liczbę wypadków, ale powinno także przyczynić się do poprawy jakości i warunków życia w mieście oraz bardziej efektywnego podziału przestrzeni miejskiej i lepszego przepływu ruchu pieszych, czy rowerzystów. W pracy odniesiono się do koncepcji planowania infrastruktury komunikacyjnej opartej na zasadach strefowania oraz wspólnych przestrzeni, a także kształtowania terenów zieleni.
In order to achieve balanced forms of urban infrastructure, which ensure comfort, safety and spatial order, when designing new solutions it is necessary to adopt a multi-facet approach which will combine everything that the local residents need but will respond harmoniously to the existing cultural landscape. It is therefore necessary to work out complex undertakings for the sake of planning and developing urban space. Coherent and complex implementation of planned road safety conceptional works should not only reduce the number and weight of accidents but should also lead to improved quality of urban life and living conditions, more efficient division of the urban space, better flow of traffic of pedestrians and cyclists, changes in the behaviour of all road users, changes in the structure of transported cargos and more common use of safer means of transport. This paper deals with a concept of planning transport infrastructure based on the principle of establishing spheres and shared spaces as well as on greenery areas management.

Rewitalizacja dworców oraz terenów kolejowych to bardzo istotne zagadnienie. Przywrócenie do „życia” miejsc, które nierzadko utraciły już swoją pierwotną funkcję warunkuje nie tylko polepszenie ich stanu z punktu widzenia estetyki, ale także stwarza możliwość rozwoju ekonomiczno-społecznego. Dworzec oraz jego otoczenie w strukturze miasta stanowi komunikacyjny, społeczny i architektoniczny punkt węzłowy, dlatego jego odnowa może wpłynąć na pozytywne zmiany w przestrzeni miejskiej. W pracy przedstawiono problematykę związaną z aktualnym stanem infrastruktury kolejowej oraz zwrócono uwagę na rewitalizację dworców europejskich i polskich. Wskazano przy tym podobieństwa i różnice w sposobie zagospodarowania tych obiektów. Istotne było też odniesienie się do odnowy dworców w średnich i małych miastach. Dlatego też zaproponowano zmiany w funkcjonowaniu i strukturze nieczynnego już obiektu w Bartoszycach oraz jego otoczenia.
Revitalization of railway station and railway terrain is a very important issue. Bringing the space with losed original function back to “live” determine not only improving their situation with aestetical point of view but also it creates the possibility of socio-economical development. Railway station and its surrounding is main point in city structure from the communication, social and architectonic site. So renovation of it could give a positive changes in city space. There is presented issue of actual situation of railway infrastructure in this thesis. The example of revitalization of European and Polish railway were noticed, as well. It was noticed the similarities and differences in a way of managing of them as well as concerning to railways revitalization in medium and small towns. It was proposed the functional and structural modification of closed object and its surrounding in Bartoszyce.

Opis:
The aim of the work is to present (i) the economic issues included in the forest management plans and (ii) the methodical bases of an ex post economic expertise, which may be carried out in order to evaluate the previous economic period, and should be a part of the economic annex to the forest management plan. Such expertise allows to formulate postulates and objectives to achieve in the near future, which are important for the forestry economics. The transformation in Poland occurred when the third revision of the forest management plans and instruction of the 1980 and 1994 were applied and caused significant changes in the Polish forestry. As a result, the concept of sustainable development of forestry appeared and the indicators and criteria for sustainable forest development were elaborated. However, they concerned mainly natural and social aspects, while the economic aspect was marginalized. Gradually, foresters began to appreciate the role of the economic analysis. The first versions of such expertise was already elaborated for the individual forest districts. The experience gained will certainly contribute to their dissemination and appreciation of included analysis and forecasts. The economic annexes should include information on value of the forest with an indication of the value of land and the stands themselves. The knowledge on the value of the forest, except for registration, is also required in determining changes as a result of business (in the income statement). The valuation of timber resources is also necessary in the evaluation of the effectiveness of economic projects in forestry affecting the changes in their value. In practice, the valuation of the forest is also essential in case of a change in the ownership or land use status. This usually applies to the sale, purchase, conversion or liquidation of the co−ownership, and also compensation for expropriation because of the road or residential construction. Furthermore, determination of the forest value is necessary in assessing the share of agriculture in national income. This applies particularly to the integrated economic and environmental national accounts in forestry, conducted in some European Union countries. The presented methodology of economic expertise points out the possibility of application the formula that introduces standardization of analysis of economy in the last economic period. It is also the contribution to the discussion on the elaboration of a single, synthetic parameter, which may influence on objectivity of economic conditions of the functioning of the forest holding.
