The organization of environmental protection in Poland and the European Union is a mutual connection of competencies and a correlation of systems and rights according to national and EU laws. The legal system of the EU is the result of decades of cooperation undertaken by the will of the Member States known as the acquis communautaire. EU law has primacy over national law, which in practice means that in the event of a conflict between the provisions of national law and EU law, the national law is deemed inapplicable and needs to be adjusted by the Member State.

 The article presents an in-depth and detailed reflection on the concept of „integral interpretation” put forward by the Polish musicologist Mieczysław Tomaszewski. The problematics of interpretation has for many years been the focus of Tomaszewski’s attention and interest, as evidenced by his numerous publications devoted to it. They culminate in the formulation of this concept, described by the author as the method of an adequate interpretation of a musical work. In contrast to many contemporary approaches to the issue of the scope of musicology’s subject area, for Tomaszewski the concept of a musical work is central to the discipline, and he poses questions concerning its ontology and understanding in the spirit of Roman Ingarden’s theory of musical work, to which he frequently refers. Tomaszewski regards the process of interpretation as a kind of „rising” to the level of the work, the meaning of which (intentio operis), often identified with the authorial meaning (intentio auctoris), stands at the highest point in the hierarchy of meanings ascribed - from this point of view - to the work. In turn, the work itself functions in different phases, existing as a score, a performance, a result of the processes of perception and as its reception within a culture. In my article I attempt not only to present Tomaszewski’s method, but above all to argue against its anachronicity and limitations resulting from a lack of reference both to contemporary artistic practice and contemporary research methodology in the humanities and in musicology.

Environmental protection is an area of interdisciplinary, in which the rule is the use of concepts relevant to the legal sciences, natural sciences, engineering, or chemical. Therefore, in practice, they may mean different things depending on the conceptual context in which they are used. The concept, which draws attention to the rights and duties of citizens, public authorities, or environmental organizations, is a responsibility in protecting the environment. The state authorities should support citizens in their efforts to protect and improve the environment. Ecological safety, which is to be provided by a public authority is a state of the environment that allows you to safely stay in it and use it. The instrument to ensure that safety is the protection of the environment, which acts as a directive interpretation when there are doubts as to the scope of duties, such duties, and how they are implemented.

Jednym z elementów skutecznego realizowania polityki ekologicznej na obszarach wiejskich w Polsce jest sprawne funkcjonowanie administracji publicznej w tym zakresie. Do najważniejszych elementów systemu administracyjnego w tej dziedzinie należą agencje płatnicze, które w oparciu o środki krajowe oraz pochodzące z Unii Europejskiej, wspierają rozwój rolnictwa ekologicznego oraz edukacji ekologicznej. Zakres działań agencji płatniczych w znacznej mierze przyczynia się do wzrostu świadomości ekologicznej na obszarach wiejskich w Polsce.  
One of the elements of effectively implementing environmental policies in rural areas in Poland is the smooth functioning of public administrative bodies. Within the administrative system, what is most important here are paying agencies, which are based on national and European-Union standards, and support the development of organic farming and environmental education. The scope of the activities of these agencies largely contributes to the growth of environmental awareness in Poland’s rural areas.

Opis:
W artykule została dokonana próba swoistej rehabilitacji Państwowych Gospodarstw Rolnych jako miejsca (nie)świadomej inkluzji społecznej, opisywanej z perspektywy autoetnograficznej. Autor starał się ukazać, że w PGR-ze, jako wspólnocie, niepotrzebny był specjalny program czy rozporządzenie, aby człowiek niepełnosprawny czuł się szanowanym, pełnoprawnym członkiem społeczności. W tekście PGR został przeciwstawiony współczesnym ideom normalizacji czy deinstytucjonaliazacji, gdzie widoczna dwoistość między upośledzaniem/(samo)upośledzaniem a normalizacją/deinstytucjonalizacją ukazywanych miejsc nie daje jednoznacznej odpowiedzi. Sama niejednoznaczność stawia nas w niepewności, że może jednak na dzień dzisiejszy żadne z opisanych miejsce (i nieopisywanych w tekście) nie spełnia kryteriów: najpełniejszego rozwoju, poczucia autonomii czy wolności człowieka niepełnosprawnego.
The article constitutes an attempt to rehabilitate State Agricultural Farms as a place of (un)conscious social inclusion, described from autoethnographic perspective. The author tried to show that in the State Agricultural Farms as the community, a special programme or regulation was unnecessary so that a disabled person felt a respected and full member of the community. In the text a State Agricultural Farm was confronted with the modern ideas of normalization or deinstitutionalisation, where the apparent duality between compromising/(same)compromising and normalization/deinstitutionalisation of displayed places does not provide a definite answer. The ambiguity puts us in suspense, that perhaps, at present none of the described places (as well as not described in the text) meets the criteria of: the fullest development, a sense of autonomy and freedom of the person with a disability.

Water Law regulates water management in accordance with the principle of sustainable development, in particular the development and protection of water resources, water use, and water management. The legislature also clarified the matter of ownership of land and water and covered with water, and the principles of management of these components in relation to the assets of the Treasury. The statutory provisions indicate that water management is carried out in accordance with the principle of rational and comprehensive treatment of surface water resources and groundwater, including their quantity and quality and takes into account the principle of common interests and is accomplished through the cooperation of public administration, water users and representatives of local communities so to get the maximum benefit to society.
