National and ethnic minorities strive to preserve and develop their distinct identities. It is done, among other things, through the actions of organizations representing interests of the minorities and through the activity of the media which address and are created for the minorities. These media, such as the press, function in a constantly changing social, political, cultural and technological reality. The minority itself and what it represents, is also an important factor in the development of the press. qe aim of the paper is to present the factors that determine the situation of the German minority press. The analysis took into account internal factors (those connected with the minority) as well as external factors (not connected with the minority). The problem is discussed through the use of two case studies: the weekly magazine “Wochenblatt.pl” issued in Poland and “Der Nordschleswiger” which comes out in Denmark.

Kwestia aktywności edukacyjnej seniorów jest istotnym zagadnieniem, gdyż dynamika zachodzących w różnych sferach życia przemian wymaga od osób starszych systematycznego zdobywania oraz aktualizowania wiedzy. Wiele organizacji, instytucji i placówek stwarza dogodne warunki do rozwijania umiejętności, podnoszenia kwalifikacji oraz przyswajania wiedzy najstarszej grupie wiekowej. Szczególne znaczenie w tym zakresie przypisuje się uniwersytetom trzeciego wieku. Celem tego opracowania jest zwrócenie uwagi na znaczenie Cieszyńskiego Uniwersytetu Trzeciego Wieku oraz Międzygeneracyjnego Uniwersytetu Regionalnego w Czeskim Cieszynie w edukacji całożyciowej seniorów zamieszkujących polską i czeską część Śląska Cieszyńskiego. Uniwersytety te stają się miejscem zacieśniania więzi oraz kontaktów międzygeneracyjnych. W odniesieniu do teorii aktywności zapewniają seniorom wypełnianie alternatywnych ról społecznych, a co za tym idzie, przyczyniają się do samorozwoju osób starszych.
Educational activeness of senior citizens is an important issue as the dynamics of the changes taking place in various spheres of life requires from them the systematic acquisition and updating of knowledge. Many organizations and institutions create favourable conditions for the oldest age group to develop skills, increase qualifications and acquire knowledge. A lot of significance in this respect is attributed to the third age universities.The presented study is aimed at drawing attention to the role of the Third Age University in Cieszyn and the Cross-Generation Regional University in Czech Cieszyn in lifelong education of senior citizens inhabiting both parts of Cieszyn Silesia. These universities have become a place for deepening the bonds and cross-generation contacts. Referring to the theory of activeness, both institutions enable the elderly fulfilling alternative social roles and, in this way, enhance their self-development.

The main aim of this study is to consider and present pedagogy students’ attitudes towards the elderly. The results presented herein were collected in a pilot project. The survey was conducted among 66 pedagogy students; a questionnaire and the semantic differential method were used as the research tools. The results revealed positive attitudes among the students towards the elderly. However, a conclusion was drawn that pedagogy students should be allowed to take part in activities involving the elderly. Students’s awareness of their own attitudes might allow them to understand elderly people’s behavior. A proper understanding of the aging process and old age can create a chance for better communication and inter-generational cooperation. It is also an inspiration for understanding their own aging process.

The paper analyses the determinants of communication and teaching about the European Union. The article was based on data collected through in-depth focused interviews. Its aim was to identify the challenges that are associated with carrying out educational and communication tasks of the EU and to learn about best practices in this area. In the opinion of the participants, the activity, in order to be considered worthy of imitation, should be addressed to specific, defined audience groups. Children and adolescents were defined as the most important. The examples of best practices include those related to education, the activities of EU information centres and public speeches.

Spray droplet size has long been recognized as an important variable that applicators of vector control sprays must be aware of to make the most effective spray applications. Researchers and applicators have several different techniques available to assess spray droplet size from spray nozzles. The objective of this study was to compare the droplet size spectrum produced by three nozzles commonly used in vector control in a high-speed wind tunnel, when characterized using three different laser-based droplet size measurement systems. Three droplet sizing systems: Malvern Spraytec laser diffraction, Sympatec HELOS laser diffraction, and TSI Phase Doppler Particle Analyzer (PDPA), were simultaneously operated, but under different operating conditions, to measure the spray droplet size-spectra for three spray nozzles. The three atomizers: a TeeJet® 8001E even flat fan nozzle, a BETE® PJ high pressure fog nozzles, and a Micronair ® AU5000 rotary atomizer were evaluated in a high speed wind tunnel at airspeeds of 53 and 62 m/s (120 and 140 mph). Based on the results of this work, only the BETE® PJ high pressure fog nozzles met the label requirements for both Fyfanon® and Anvil®. While the other nozzle might met the Dv0.5 (VMD - volume median diameter) requirement for Fyfanon®, the resulting Dv0.9 values exceeded labeled size restrictions. When applying Anvil with the BETE PJ high pressure fog nozzles, it is important to use the smaller two orifice sizes. The larger sizes tended to result in Dv0.9 values that exceeded label recommendations.

This Article analyses the judgment of the Court of Justice of the European Union of 3 October 2019 (case C-285/18). This judgment plays an important role in the interpretation of the public procurement rules in the countries of the European Union. In particular, in those countries that have implemented the EU rules on the in-house procurement, while at the same time introducing restrictions compared to the EU rules. Current Polish regulations on in-house procurement in this area are also discussed.
W przedmiotowym artykule dokonano analizy prawnej wyroku Trybunału Sprawiedliwości Unii Europejskiej z dnia 3 października 2019 r. (Sprawa C 285/18). Wyrok ten odgrywa istotną rolę w interpretacji przepisów dotyczących zamówień publicznych w krajach Unii Europejskiej. W szczególności w tych, które wdrożyły unijne przepisy dotyczące zamówień wewnętrznych, wprowadzając jednocześnie ograniczenia w stosunku do przepisów unijnych. Omówiono również aktualne polskie przepisy dotyczące zamówień wewnętrznych w tym obszarze.

The aim of the article is to present the assessment of the EU information policy instruments made by Polish journalists of the mainstream media, as well as their opinion about the instruments and the extent to which they are used. The analysis tries to verify the assumption that the journalists use the instruments of the EU information policy in their editorial work and approve them, as much as they approve the European project. Despite positive opinions, the journalists have some objections to the functioning of some instruments and they propose introducing modifications that would make them function better. The research method that has been applied in the analysis is the semi-structured in-depth interview. The non-probability sampling was used in the research. The key criterion for respondent selection was raising the subject of the EU in editorial work.
