    Opis:
    The article investigates the impact of force majeure crisis factors that appeared in the Ukrainian economy as a result of the global recession, the events of 2014-2021: annexation of Crimea, temporary occupation of part of the industrial territories of Donetsk and Luhansk regions, military operations in Donbas, during the fight against pandemic (COVID-19) and war in 2022 on the stable development of regions. Based on the analysis of official indicators of the State Statistics Service of Ukraine, it was proved that the said factors create additional multiplier and acceleration effects that adversely affect the dynamics of the gross regional product in the crisis conditions. It has been determined that the result of these effects is the transformation of crisis signals from a proactive to an active phase. The construction of a heat map of GRP correlation indicators made it possible to determine the existence of a disbalance between the economic and social development of the regions. Building a model of linear regression, allowed us to draw conclusions about the existing disbalance of GRP regions during the crisis and war.
    Artykuł bada wpływ czynników kryzysowych o charakterze siły wyższej, które pojawiły się w ukraińskiej gospodarce w wyniku globalnej recesji, wydarzeń z lat 2014-2021: aneksja Krymu, tymczasowa okupacja części terenów przemysłowych obwodów donieckiego i ługańskiego, wojskowe operacje w Donbasie, walka z pandemią (COVID-19) i wojny w 2022 r. Na podstawie analizy oficjalnych wskaźników Państwowej Służby Statystyki Ukrainy wykazano, że czynniki te tworzą dodatkowy mnożnik efektów akceleracyjnych, które niekorzystnie wpływają na dynamikę produktu regionalnego brutto w warunkach kryzysowych. Stwierdzono, że skutkiem tych efektów jest przekształcenie sygnałów kryzysowych z fazy proaktywnej w aktywną. Konstrukcja wskaźników korelacji mapy cieplnej GRP pozwoliła na stwierdzenie istnienia dysproporcji między rozwojem gospodarczym i społecznym regionów. Zbudowanie modelu regresji liniowej pozwoliło na wyciągnięcie wniosków na temat istniejącej dysproporcji regionów GRP w okresie kryzysu i wojny.

    Opis:
    The proposed modelling of the relationship between the spatial and component structure of the construction industry development and the environment helped to obtain combinations of high and medium levels of the impact of integral indicators of labour, productive and foreign economic components of the construction sector on the environmental index of the region. The high level of adaptability of the models used for the period 2013–2018 confirms the relationship between the development of the construction sector in most regions of Ukraine and the lowest level of the ecological index. This proves the scientific hypothesis about the negative impact of construction on the country’s ecosystem. The study indicates that the dynamic characteristics of the relationship between the building system and the environment should take into account the existence of direct and indirect or even “hidden” relationships between the components. The scientific value of the study consists in using models of fuzzy sets to assess the relationship between the construction system and the ecosystem based on defuzzification, which preserves the flexibility of the process of assessing the development of subsystems in construction and making decisions as to reducing the negative environmental impact in regions.

    Opis:
    On the basis of an analysis of the EU regulatory framework on network and information systems security, the authors share the opinion that the geopolitical and economic factors of development, Ukraine may apply for inclusion in the global information infrastructure intended to connect all telecommunication and computer networks in globally, and is emerging to address complex issues such as security, privacy, hardware and software compatibility, identity management, digital rights management, and more. It is a European vector of integration of Ukraine for the creation of next-generation digital networks. However, it requires not only the proclamation of these directions as a priority but also the political will of the authorities and the establishment of a mechanism of interaction between public authorities and civil society institutions with the involvement of Ukraine’s strategic partners. The development of balanced interaction with the global digital infrastructure, strategic programming of digital preservation development and data processing, including energy and telecommunications infrastructure, creation and implementation of macro models inclusive development of Ukraine as a guarantee of information security.
    Na podstawie analizy ram regulacyjnych UE dotyczących bezpieczeństwa sieci i systemów informatycznych autorzy podzielają opinię, że geopolityczne i ekonomiczne czynniki rozwoju Ukrainy mogą ubiegać się o włączenie do globalnej infrastruktury informacyjnej, mającej na celu połączenie wszystkich telekomunikacyjnych i komputerowych sieci w skali globalnej i coraz częściej pojawia się ten postulat w celu rozwiązania takich problemów, jak bezpieczeństwo, prywatność, zgodność sprzętu i oprogramowania, zarządzanie prawami cyfrowymi. Europejski wektor integracji Ukrainy został wybrany w celu tworzenia sieci cyfrowych nowej generacji. Wymaga to jednak nie tylko ogłoszenia tych priorytetowych kierunków, ale także woli politycznej władz i wyboru mechanizmu interakcji między władzami publicznymi a instytucjami społeczeństwa obywatelskiego przy zaangażowaniu strategicznych partnerów Ukrainy. Rozwój zrównoważonej interakcji z globalną infrastrukturą cyfrową, strategiczne programowanie rozwoju ochrony zasobów cyfrowych i przetwarzania danych, w tym infrastruktury energetycznej i telekomunikacyjnej, tworzenie i wdrażanie makropoleceń – stanowią gwarancję bezpieczeństwa informacyjnego Ukrainy.
