    Opis:
    This paper deals with public service obligation, a form of state aid that applies to air services. The paper first provides general information on the European legislation applying to this form of state aid, and elaborates the legal framework and general principles. The second part is dedicated to a comparison of a similar subsidizing programme in the USA and Australia. An examination of current imposed public service obligation routes in Europe is provided in the following section. The coefficients defining the number of imposed PSO routes per various geo-economic variables have been defined.

    Opis:
    Both low cost carriers ‘fresh wind’ and liberalisation of ground handling market makes airlines to be cost-wise in every single field. Thus, ground handling contract are cutting down in terms of their costs. Handling companies struggle with pressure being put from the market environment, they rush 25 minutes turnaround with couple of people. This can be potentially dangerous from the safety point of view. One of possible solutions seems to be introducing turnaround coordinator, person who would supervise the ramp handling procedures. This paper discusses the role of turnaround coordinator within the aircraft turnaround process. Duties and responsibilities of this person are described. However, not every airport is staffing this position. The survey shows that smaller airports pay much more attention to this issue than the big ones.
    Niskie koszty niosą „świeży powiew wiatru”, a liberalizacja rynku obsługi naziemnej sprawia, że linie lotnicze mądrze gospodarują kosztami w każdej pojedynczej dziedzinie. Tak więc umowa obsługi naziemnej przewiduje obcięcia pod względem kosztów. Firmy obsługujące walczą z presją z otoczenia rynku, śpieszą się z 25 minutowym obrotem zaledwie z kilkoma osobami. To może być potencjalnie niebezpieczne z punktu widzenia bezpieczeństwa. Jedno z możliwych wyjść wydaje się wprowadzać koordynatora, osobę, która nadzorowałaby procedurę obsługi ramp. Ten artykuł rozważa rolę koordynatora w ciągu procesu samolotu. Opisane są zadania i obowiązki tej osoby. Natomiast nie każde lotnisko posiada tą pozycję w personelu. To badanie pokazuje, że mniejsze lotniska zwracają dużo więcej uwagi na ten problem niż te wielkie.

    Opis:
    This article deals with the problem of bird control at airports in both the Czech and Slovak Republic. The result of so-called bird strike (aircraft/bird collision) can cause serious damage to the aircraft and even lead to the crash. The article focuses on the whole range of procedures used to prevent collision of birds with aircraft at these airports. Moreover, the statistical research of bird strikes reported at the Czech and Slovak airports is provided. Hence, the suitability of exploited procedures is assessed based on the data research. At the airports where birds strike figures are intolerable, the proposal of recommended procedures is introduced in order to improve safety of particular airport operations.
    Ten artykuł zmaga się z problemami kontroli ptaków na lotniskach zarówno Czech jak i Słowacji. Rezultat tzw. ptasich zderzeń (kolizji samolot/ptaki) może powodować poważne uszkodzenia samolotu a nawet doprowadzić do jego rozbicia. Artykuł skupia się na całości procedur używanych do prewencji kolizji ptaków z samolotami na tych lotniskach. Ponadto badania statystyczne zgłoszeń zderzeń z ptakami na lotniska Czech i Słowacji są zapewnione. W związku z tym, przydatność wykorzystywanych procedur jest oparta na badanych danych. Na lotniskach gdzie liczba zderzeń z ptakami jest nie do przyjęcia, propozycja rekomendowanych procedur jest przedstawiona by umocnić bezpieczeństwo poszczególnych operacji lotniskowych.

    At large international airports, aircraft can be refuelled either by fuel trucks or using dedicated underground pipeline systems. The latter, hydrant refuelling, is considered to be an optimal fuelling method as it increases safety, shortens the aircraft turnaround time and cuts the overall costs. However, at smaller airports, implementation of this system can lead to high investment costs. Thus, the paper discusses the airport size from which this system may be efficient to implement. Various definitions of term “airport size” are assessed. Based on data collection, the hydrant system model is created within the paper. As a result, methodology for assessing the suitability of hydrant system implementation is set. This methodology can be used at every airport using three simple inputs.
    En los grandes aeropuertos internacionales, las aeronaves se puede repostar, ya sea por camiones de combustible o el uso de sistemas de tuberías subterráneas dedicadas. Este último, reabastecimiento de combustible boca de riego, se considera que es un método óptimo de abastecimiento de combustible, ya que aumenta la seguridad, acorta el tiempo de respuesta de aeronaves y reduce los costes globales. Sin embargo, en los aeropuertos más pequeños, la implementación de este sistema puede conducir a los altos costos de inversión. Así, el artículo discute el tamaño aeropuerto desde el que este sistema puede ser eficiente de implementar. Varias definiciones del término "tamaño de aeropuerto" son evaluados. Sobre la base de la recopilación de datos, el modelo del sistema hidrante se crea dentro del papel. Como resultado, la metodología para la evaluación de la idoneidad de la implementación del sistema hidrante está establecido. Esta metodología se puede utilizar en todos los aeropuertos utilizando tres entradas simples.
