The aim of this discussion is to present the object and scope of the performance budget of the Łódź Voivodeship against the background of the nature, significance and limitations of performance-based budgeting as an innovative form of public management. The performance indicators for public tasks in the voivodeship budget, their functionality and informative value were evaluated. The performance budget of the governmental voivodeship administration in Poland is based on a set of several functions among which the following ones consume the largest amounts of expenditure: social security and support for the family, health service, public security and public order. Each function was attributed specific tasks which, in turn were divided into subtasks. The objectives of the tasks and subtasks and their performance indicators were formulated. The specific character of the Voivodeship Offices creates additional barriers for the optimal formulation of the public task performance indicators. On the one hand, the Voivodes implement the strategic policy of the government. On the other hand, they have to take into account the character and economic and social characteristics of the region. They also have to cooperate with the voivodeship self-government. The dual character of the public administration at the voivodeship level poses an obstacle to the formulation of an optimal system of tasks and indicators at the regional level.

Zagadnienie ekoinnowacyjności przedsiębiorstw jest ważnym obszarem badań współczesnej gospodarki. Wdrażanie innowacji ekologicznych w przedsiębiorstwach może przynieść wiele korzyści, związanych przede wszystkim z obniżeniem kosztów działalności przedsiębiorstwa i zwiększeniem jego konkurencyjności, a co za tym idzie – ze wzrostem konkurencyjności polskiej gospodarki na tle gospodarek europejskich oraz światowych. Celem artykułu jest przedstawienie wybranych zagadnień związanych z ekoinnowacyjnością polskich przedsiębiorstw, w szczególności ich specyfiki, efektywności, czynników warunkujących rozwój oraz źródeł finansowania. Z dotychczasowych badań wynika, że większość przedsiębiorstw podejmujących działania innowacyjne w obszarze ekologii skupia się na innowacyjnych rozwiązaniach technologicznych, a w mniejszym stopniu na zmianach w zatrudnieniu czy strukturze organizacyjnej jednostki. Nie mniej ważnym elementem w przedmiotowym działaniu jest zarządzanie wiedzą. Dotychczasowe inwestycje w ekoinnowacje są niewystarczające. Jest to rezultat braku odpowiednich zasobów finansowych i technicznych, a także wiedzy i wykwalifikowanej kadry. Niezbędne wydają się zatem działania wspierające rządu oraz otoczenia instytucjonalnego biznesu.
The issue of eco‑innovation of enterprises is an important research area in the light of today’s economy. The implementation of ecological innovations in enterprises can bring many benefits, mainly related to lowering the costs of the company’s operations and increasing its competitiveness, and thus increasing the competitiveness of the Polish economy against the economies on a European and global scale. The aim of the study is to present selected issues related to the eco‑innovation of Polish enterprises, in particular their specificity, effectiveness, development factors and financing sources. The research conducted so far shows that most enterprises undertaking innovative activities in the field of ecology focus on innovative technological solutions, and to a lesser extent on changes in employment or organizational structure of the unit. Knowledge management is an equally important element in this activity. Investments in eco‑innovation so far are insufficient. This is the result of the lack of adequate financial and technical resources, as well as the lack of knowledge and qualified staff. Actions supporting the government and the institutional business environment seem necessary.

The aim of this paper is to present the „Polish Deal” program in the context of its influence on budget management of local government units. The paper puts forward a thesis that changes in the tax system, as specified in the „Polish Deal” programme, will have a negative impact on the finances of local government units. The study was based on selected literature, documents on the financial perspective for 2021–2027, the „Polish Deal” programme, financial information on the state of finances of local government units in 2018–2020 and opinions of the Union of Polish Metropolises and the Association of Polish Cities to the draft Polish Deal programme. The period of the SARS-CoV-2 pandemic coincided with the beginning of the next financial perspective in the European Union for the years 2021–2027. EU institutions have prepared a number of instruments relevant to the post-pandemic era, including the Next Generation EU. At the same time, they imposed on Member States the obligation to prepare their own post-pandemic plans. Poland prepared the National Recovery Plan. This was followed by the government’s presentation of the „Polish Deal” program, which is a promise of socio-economic reforms. The projects included in the „Polish Deal”, in many areas will require the activity and involvement of local authorities. The effects of these activities will be not only financial but also organizational, which will translate into increased spending. Changes in the tax system, especially in the personal income tax, will considerably affect revenues from PIT shares, which will disturb the stability of territorial self-government units’ financial system. Therefore, it is necessary that the government and self-government representatives jointly work out solutions, which will guarantee the compensation of losses for the self-governments in a long-term, and a stable way to restore the principle of adequacy.

The purpose of the article/hypothesis is to present the Government's Local Investment Fund as a financial tool to support municipalities and districts during the COVID-19 pandemic crisis and to provide an assessment of the support received in the context of investment expenditure incurred by cities with district rights in the Lodz Voivodeship. Methodology: On the basis of data from the Chancellery of the Prime Minister and the financial reports of the Cities with a District Status, the amount of funding granted from the Government Local Investment Fund was reviewed. Based on data from the Local Data Bank, the basic financial data for three Cities with a District Status from the Lodz Voivodeship in the years 2019–2021 was analysed, i.e. in the context of the use of funds from the Government Local Investment Fund. Results of the research: Local government units during the COVID-19 pandemic had an opportunity to obtain financial support from the state budget for the implementation of investment tasks from the Government Local Investment Fund. A total amount of PLN 13 billion was allocated to local governments. The funds were distributed in three rounds using two different qualification methods: algorithm and competition mode. Cities with a District Status under the competition procedure received less support than other local governments, and there were even situations in which they were deprived of this support. The distribution and the amount of support awarded caused a lot of controversy at the same time highlighting a need for changes in the system of local finances.
Celem artykułu jest przedstawienie Rządowego Funduszu Inwestycji Lokalnych jako narzędzia finansowego wsparcia gmin i powiatów w dobie kryzysu pandemii COVID-19 oraz ocena otrzymanego wsparcia w kontekście wydatków inwestycyjnych poniesionych przez miasta na prawach powiatu w województwie łódzkim. Metodyka: Na podstawie danych z Kancelarii Prezesa Rady Ministrów oraz sprawozdań finansowych miast na prawach powiatu dokonano przeglądu wysokości udzielonego finansowania z Rządowego Funduszu Inwestycji Lokalnych. W oparciu o dane z Banku Danych Lokalnych przeanalizowano podstawowe dane finansowe dla trzech miast na pra-wach powiatu z województwa łódzkiego w latach 2019–2021, tj. w kontekście wykorzystania środków z Rządowego Funduszu Inwestycji Lokalnych. Wyniki/Rezultaty badania: Jednostki samorządu terytorialnego w okresie pandemii CO-VID-19 miały możliwość pozyskania z budżetu państwa wsparcie finansowe na realizację zadań inwestycyjnych z Rządowego Funduszu Inwestycji Lokalnych. Do samorządów trafiła łączna kwota 13 mld PLN. Środki zostały rozdzielone w trzech turach przy wykorzystaniu dwóch odmiennych sposobów kwalifikowania: algorytm i tryb konkursowy. Miasta na prawach powiatu w trybie konkursowym otrzymywały niższe wsparcie niż pozostałe samorządy, a nawet zdarzały się sytuacje, że tego wsparcia były pozbawione. Rozdział i wysokość przyznanego wsparcia wzbudziły wiele kontrowersji, jednocześnie uwypuklając konieczność zmian w systemie finansów lokalnych.

Climate changes and progressing environmental pollution enforce undertaking various actions of the global range. Implementation and execution of pro-environmental programs require appropriate financing. In 2007 a new instrument, referred to as green bonds, appeared in the market. Since that, a systematic and dynamic development of this segment of capital market has been observed. The development takes place in terms of values, a number of instruments and a number of issuers. In 2016 a pioneering issuance of green bonds issued by the Polish government appeared in the market. The objective of the study is to characterize green bonds issued by the Polish government to finance pro-environmental actions against the background of the global green market of debt securities. The hypothesis accepted in the study stated that the development of green bonds in Poland is determined by the development of the global green market of debt securities and is a response to a need for intensification of expenditure on pro-environmental programs.
Zmiany klimatyczne oraz postępujące zanieczyszczenie środowiska wymuszają podejmowanie różnorodnych działań o zasięgu globalnym. Wdrożenie i realizacja programów proekologicznych wymaga niezbędnego finansowania. W 2007 r. na rynku pojawił się nowy instrument green bond. Od tego czasu obserwuje się systematyczny i dynamiczny rozwój tego segmentu rynku kapitałowego. Rozwój dokonuje się pod względem wartości, liczby instrumentów oraz liczby emitentów. W 2016 r. na przedmiotowym rynku pojawiła się pionierska emisja zielonych obligacji skarbowych wyemitowanych przez rząd Polski. Celem opracowania jest charakterystyka zielonych obligacji wyemitowanych przez polski rząd na finansowanie działań w obszarze ochrony środowiska na tle globalnego zielonego rynku dłużnych papierów wartościowych. W opracowaniu przyjęto hipotezę, że rozwój zielonych obligacji skarbowych w Polsce jest zdeterminowany rozwojem globalnego rynku zielonych papierów dłużnych i odpowiedzią na potrzebę intensyfikacji wydatków na programy proekologiczne.

Opis:
Technical, technological, IT and organisational progress is most evident in industry. In a situation where innovations are accompanied by structural and political changes, it is all about restructuring. In Poland, restructuring processes occurred most frequently in the 1990s. Currently, the phenomenon still occurs, but on a much smaller scale, with the transformations concerning generic, personnel and processes structures. The textile industry is still significant and is a hallmark of the Łódź region in Poland. The recent past has shown that companies from the textile industry, although very fragmented, remain on the market and are doing well in the new economic system. The purpose of the study is to assess the financial condition of municipalities and cities with district rights in the context of the restructuring activities of the textile sector, with particular emphasis on local government units of the Łódź region in the years 2007-2017. The work consists of three parts. In the first, the authors include theoretical premises for the restructuring of enterprises. The second part contains research hypotheses which have been empirically verified with an econometric model developed in the last part of the work. The purpose of the econometric model is to describe the relationship between the self-financing indicator and the explanatory variables, which largely describe the financial condition of enterprises in the textile sector in Poland over the period between 2007 and 2017. The results of the research conducted allow to conclude that the financial condition of communes and cities with district rights is diverse, and is affected by factors related to the location, type and level of development of local government units. In addition, the restructuring which took place in industry, in particular the textile industry, had a positive impact on the financial condition of local governments, in particular on their level of self-financing.
Celem artykułu była identyfikacja uwarunkowań kondycji finansowej, ocena jej zróżnicowania oraz wskazanie determinant wpływających na jej poziom w gminach i miastach na prawach powiatu w kontekście działań restrukturyzacyjnych sektora tekstylnego, ze szczególnym uwzględnieniem JST aglomeracji łódzkiej w latach 2007-2017. Praca składa się z trzech części. W pierwszej z nich autorki zawarły teoretyczne przesłanki restrukturyzacji przedsiębiorstw. W drugiej części zawarto hipotezy badawcze, które w ostatniej części pracy zostały empirycznie zweryfikowane poprzez opracowanie modelu ekonometrycznego. Celem skonstruowanego modelu ekonometrycznego jest opisanie zależności między wskaźnikiem samofinansowania, a zmiennymi objaśniającymi, które w dużej mierze opisują kondycje finansową przedsiębiorstw sektora włókienniczego w Polsce na przestrzeni lat 2007-2017. Wyniki przeprowadzonych badań pozwoliły na stwierdzenie, iż kondycja finansowa gmin i miast na prawach powiatu jest zróżnicowana, a wpływ na to wywierają czynniki związane z położeniem, typem oraz poziomem rozwoju JST. Ponadto restrukturyzacja, która miała miejsce w przemyśle, w szczególności przemyśle włókienniczym wywarła pozytywny wpływ na kondycję finansową samorządów, a w szczególności na jej poziom samofinansowania.

The article discusses the intervention function of the state in the time of changing busi- ness cycle. It seems justified for the state to take action when the business cycle is slowing down, and especially during crisis. The global financial crisis that appeared in 2008 forced particular national governments, including those in the EU member states, to introduce schemes protecting against its impacts. In Poland, both the central government and the National Bank of Poland launched an anti- crisis package between the end of 2008 and July 2009. Its goals range from guaranteeing the reliability of the banking system, protection of jobs, and creation of a friendly climate for enterprises to stimulating domestic demand. The package has introduced new legal solutions, whose advantageous effects could be observed in the first six months of 2009. They are confirmed by the basic macroeconomic indicators, primarily the positive value of GDP. The article analyses the situation of Poland's economy in the years 2007–2009 based on ma- croeconomic data and presents the legal solutions implemented by the Polish government to counteract the impacts of the global crisis.

Cel artykułu, pytania badawcze. Celem artykułu jest przedstawienie i ocena funkcjonowania rynku bankowego w Polsce z punktu widzenia bezpieczeństwa usług bankowych związanego z ochroną konsumentów. Realizacja celu ograniczała się do rynku kredytów konsumenckich i nieprawidłowości zidentyfikowanych przez instytucje ochrony konsumentów w czasie pandemii Covid-19. W artykule postawiono pytania badawcze: Jakie działania podjął rząd i sektor bankowy, aby chronić konsumentów przed skutkami pandemii Covid-19? Jakie instytucje wchodzą w skład systemu ochrony konsumentów na rynku usług bankowych? Jakie nieprawidłowości zgłosili kredytobiorcy w sektorze bankowym? Metodyka. Badania dotyczyły przeglądu literatury oraz regulacji wprowadzonych w związku z pandemią Covid-19, a także danych o orzeczeniach wydanych przez Rzecznika Bankowego i Urząd Ochrony Konkurencji i Konsumentów w związku z niedoskonałościami rynku bankowego wobec konsumentów. Rezultaty badania. Stwierdzono, że „wakacje kredytowe” były sposobem na zabezpieczenie sytuacji finansowej konsumentów/kredytobiorców w czasie pandemii Covid-19, kiedy stracili oni pracę lub źródło dochodu. Klienci zgłaszali nieprawidłowości do: Rzecznika Finansowego, Urzędu Ochrony Konkurencji i Konsumentów oraz Arbitra Bankowego. Duża liczba ofert kredytowych, ich wysoki poziom skomplikowania i niski wpływ na umowę kredytową powodowały, że konsument był narażony na nieuczciwe i nieetyczne praktyki kredytodawców. Nieprawidłowości występowały zarówno na etapie przedkontraktowym, jak i w trakcie trwania umowy kredytowej oraz po jej zakończeniu.
The purpose of the article and the research question. The aim of the article is to present and evaluate the functioning of the banking market in Poland from the perspective of the safety of banking services related to consumer protection. The realisation of the objective was limited to consumer credit market and the irregularities identified by consumer protection institutions during the COVID-19 pandemic. The article poses the research questions: What measures have been taken by the government and the banking sector to protect consumers from the consequences of the COVID-19 pandemic? Which institutions are part of the system of consumer protection on the banking services market? What irregularities were reported by borrowers in the banking sector? Methodology. The research focused on the literature review, regulations introduced in relation to the COVID-19 pandemic and data on rulings issued by the Banking Ombudsman and the Office of Competition and Consumer Protection related to banking market failures against consumers. Results of the research. It has been found that “Credit holidays” were a way of protecting the financial situation of consumers/borrowers during the COVID-19 pandemic, when they lost their jobs or their source of income. Customers reported irregularities to: Financial Ombudsman, Office of Competition and Consumer Protection and Bank Arbitrator. The large number of credit offers, their high level of complexity and the low impact on the credit agreement meant that the consumer was exposed to unfair and unethical practices of creditors. Irregularities occurred both at the pre-contractual stage and during and after the credit agreement.

Partnerstwo publiczno-prywatne w Europie i na świecie od lat wykorzystywane jest jako metoda realizacji zadań publicznych, przede wszystkim w zakresie rozwoju infrastruktury. Ograniczenia budżetowe oraz ostatni kryzys gospodarczy przyczyniły się do wzrostu zainteresowania formułą PPP w kontekście powrotu na ścieżkę zrównoważonego rozwoju poprzez uruchomienie nowych inwestycji szczególnie o charakterze infrastrukturalnym. Celem artykułu jest ocena wykorzystania formuły partnerstwa publiczno-prywatnego w Polsce w obszarze samorządowej infrastruktury drogowej. Polska nie może pochwalić się bogatym doświadczeniem w zakresie wykorzystania PPP. Rynek w Polsce ma charakter samorządowy, a w obszarze drogowym pojawiły się dopiero pierwsze pionierskie projekty. Na sukcesy w tym zakresie przyjdzie poczekać, aż zostaną wypracowane dobre praktyki i zrealizowane pionierskie projekty, które pilotuje Ministerstwo Rozwoju.
The public-private partnership in Europe and all over the world is used as a method of execution of public tasks for years, mainly in creating infrastructures. Restriction of budget and the recent economic crisis has contributed to the growth of your interest formula in the context of the return to the path of sustainable development through the launch of new projects especially with infrastructure. The aim of this article is to evaluate the use of formula of the public-private partnership in Poland in the area of road infrastructure. Poland cannot boast great experience in the using of PPP. The market in Poland is a local government, therefore, in the area of road appeared only the first pioneering projects. Receive a success in this area will have to wait until we have been developed good practices and implemented pioneering projects, which are under the supervision of the Ministry of Development.
