Artykuł zawiera krytyczną analizę zmienionych nowelizacją Kodeku karnego z 7 lipca 2022 r. przepisów dotyczących odpowiedzialności karnej nieletnich. Opracowanie zawiera rozważania o charakterze historycznym ukazujące ewolucję prawa nieletnich w wymiarze ogólnych tendencji rozwojowych tego prawa. Przedmiotem głównych rozważań są nowe rozwiązania dotyczące art. 10 § 2, 2a i 3 Kodeksu karnego. Ustawodawca poszerzył zakres odpowiedzialności karnej nieletniego przede wszystkim wprowadzając możliwość odpowiedzialności karnej nieletniego od 14 roku życia za kwalifikowane typy zabójstw, równocześnie wyraźnie zaostrzył odpowiedzialność karną nieletnich, dopuszczając możliwość orzeczenia wobec 14- i 15-letniego sprawcy kary pozbawienia wolności do lat 30 za ściśle określone typy przestępstw.
The article contains a critical analysis of the provisions on criminal liability of minors introduced by the amendment to the Penal Code of 7 July 2022. The study contains historical considerations showing the evolution of juvenile law in terms of general development trends of this law. The subject of the main considerations are new solutions regarding Article 10 § 2, 2a and 3 of the Penal Code. The legislator expanded the scope of criminal liability of a minor, primarily by introducing the possibility of criminal liability of a minor from the age of 14 for qualified types of murder, and at the same time clearly tightened the criminal liability of minors, allowing for the possibility of imposing a prison sentence of up to 30 years on a 14-year-old and 15-year-old perpetrator for strictly defined types of crimes.

The present lecture discusses the project of the constitution of III Polish Republic, passed by the Senate Constitutional Commission in April 1991. In working out this project the Commission had in mind the following assumptions: 1.The most appropriate model of the system of State is the democratic model based on Christian values which should embrace: −the definition of man's position within the state fellowship as the subject of basic rights resulting from human dignity; −the definition of the sense of State as a fellowship whose aim should be the common good of the human person. 2.From the formal point of view the democratic system of a State should guarantee: −the sovereignty of the nation, −the principle of tripartite and equalization of authorities, −autonomous character, −political pluralism, −a freedom to act on the part of other human fellowships, including religious fellowships.

The purpose of this opinion is to determine the relation between Article 133 of the Penal Code and Article 55 of the Act on The Institute of National Remembrance. The statutory features of these punishable acts have been analysed. Article 133 of the Penal Code penalizes a public insult of the Polish Nation (in a broad, constitutional sense of that term). According to Article 55 of the Act on The Institute of National Remembrance it is prohibited to deny, publicly and contrary to the facts, Nazi crimes, communist crimes or other crimes against peace, humanity or war crimes, perpetrated on persons of Polish nationality or Polish citizens of other nationalities. Article 55a of the mentioned Act protects good reputation as a part of dignity of the Polish Nation and the Polish State. Different legal norms of behavior are described in each of these provisions – the scope of criminalisation is different. Neither Article 133 of the Penal Code, nor Article 55 of the Act on The Institute of National Remembrance match all punishable features provided by Article 55a of the Act on The Institute of National Remembrance.

Opis:
The paper is focused on assessing the resources of selected human capital elements in regard with metropolitan areas. The analysis is conducted in two ways: a comparison is made between the level of competences declared by metropolitan residents and respondents from other territorial units as well as the differences within metropolitan areas are examined in the sense of confronting their central cities and the surrounding outer zones. The study is based on nationwide survey data and the quantitative approach is used – average results are compared and association plots are used to identify the largest deviations in contingency tables. The analysis leads to the conclusions that there are significant differences in the level of the competences and an advantageous situation in this regard occurs in the metropolitan areas.
W artykule podjęto tematykę dotyczącą oceny zasobów wybranych elementów kapitału ludzkiego w odniesieniu do obszarów metropolitalnych. Analiza została przeprowadzona w dwóch ujęciach: dokonano porównania poziomu kompetencji deklarowanych przez mieszkańców obszarów metropolitalnych i respondentów z pozostałych jednostek terytorialnych oraz przeprowadzono ocenę różnic istniejących wewnątrz obszarów metropolitalnych w sensie zestawienia miast centralnych i otaczających je stref zewnętrznych. Badanie przeprowadzono na podstawie danych z ogólnopolskiego badania sondażowego, stosując ujęcie ilościowe – porównano przeciętne wyniki oraz zastosowano wykresy asocjacji w celu zidentyfikowania największych odchyleń w tabelach kontyngencji. Przeprowadzona analiza pozwoliła sformułować wnioski o występowaniu istotnych różnic w zasobach kompetencji i przewadze obszarów metropolitalnych w tym zakresie.

W artykule podjęto tematykę porównania zarobków osiąganych w grupach osób deklarujących różny poziom posiadanych kompetencji twardych: umiejętności analizowania informacji, kompetencji informatycznych, obsługi urządzeń, wykonywania obliczeń oraz znajomości języka obcego. Analizę przeprowadzono na podstawie danych z ogólnopolskiego badania Bilans Kapitału Ludzkiego. Do oceny różnic w zarobkach zastosowano nieparametryczne metody statystyczne: estymację jądrową oraz koncepcję rozkładów względnych. Wyniki badania wskazują, że lepszym umiejętnościom towarzyszą wyższe zarobki oraz że różnice wykazują odmienności w zależności od typu kompetencji.
The article discusses the comparison of earnings achieved in groups of people who declare different levels of following hard competences: information analysis abilities, computer skills, machine operation, making calculations and foreign language skills. The analysis is based on data from the nationwide study of the Human Capital in Poland. Nonparametric statistical methods are used to evaluate the differences in earnings: the kernel estimation and the concept of relative distributions. The results show that better skills are associated with higher earnings and that there are differences depending on the type of competencies.

W artykule przedstawiono zastosowanie grupowania zmiennych niemetrycznych do badania zasobów kompetencji w Polsce. Analizę przeprowadzono na podstawie danych z ogólnopolskiego badania pt. Bilans Kapitału Ludzkiego odnoszących się zarówno do kompetencji twardych, jak i miękkich. Zastosowana procedura analityczna pozwoliła na wyróżnienie grup kompetencji podobnie ocenianych i wyznaczenie dla nich syntetycznych zmiennych – reprezentantek, które posłużyły do ewaluacji powiązań z wybranymi charakterystykami społeczno-demograficznymi.
The article presents the application of a nonmetric variables clustering method to a study of competences resources in Poland. The analysis is based on results from a nationwide survey on Human Capital in Poland, including data both on hard and soft skills. The analytical procedure allowed for grouping competences assessed similarly into clusters and assigning to them synthetic variables – representatives, which were used to evaluate the relationships with chosen socio-demographic characteristics. Problem ochrony życia w nauczaniu św. Jana Pawła II jest jednym z najważniejszych tematów. Ojciec Święty poświęcił mu wiele działań i wypowiedzi, wśród których szczególne znaczenie ma encyklika Evangelium vitae z 25. II. 1995r. To nasilenie wypowiedzi z jednej strony wskazuje na wartość życia ludzkiego od poczęcia do naturalnej śmierci, widzianą w świetle przyrodzonej każdemu człowiekowi godności i jego nienaruszalnego prawa do życia, zaś z drugiej – wiązało się z intensyfikacją we współczesnych czasach zamachów na życie człowieka, zwłaszcza w postaci aborcji i eutanazji. W Evangelium vitae św Jan Paweł II mocą nadanej władzy potwierdził, że każde zabójstwo niewinnego człowieka w tym zwłaszcza aborcja i eutanazja, jest aktem głęboko niemoralnym. Wskazywał również na niegodziwość zapłodnienia in vitro i manipulacji genetycznych. Św. Jan Paweł II w nauczaniu o ochronie życia zarysował strategię tej ochrony i wskazał na dwa zasadnicze zadania ją realizujące – są to promocja życia i ochrona życia. Promocja polega przede wszystkim na stanowczym i jednoznacznym potwierdzeniu wartości ludzkiego życia i jego nienaruszalności, co Ojciec Święty wiązał z formacją sumienia i postaw wobec życia. Ochrona życia jest zadaniem wielowymiarowym, którego istotną, ale nie wystarczającą częścią jest jego ochrona prawna. Ojciec Święty podkreślał, że żaden ustawodawca nie może przypisywać sobie prawa do legalizacji zamachu na życie, przeciwnie jego powinnością jest chronić życie każdego człowieka od poczęcia do naturalnej śmierci. Łączył z tym konieczność usuwania przyczyn prowadzących do aborcji, wskazując na potrzebę prowadzenia odpowiedniej polityki rodzinnej i społecznej przez państwo. Wielokrotnie eksponował niezastąpioną rolę rodziny w ochronie życia. Nauczanie św. Jana Pawła II o ochronie życia ma charakter całościowy i systemowy. Skierowane jest do wszystkich ludzi dobrej woli.
The problem of protection of life in the teachings of Saint Paul John II is one of the most important topics. The Holy Father devoted lots of activities and statements to it, of which the Evangelium Vitae encyclical of 25th February 1995 has a particular meaning. This amplification of statements on one hand points to the value of human life from conception to natural death, seen in dignity inherent to each human being and the inviolability of their right to life, and on the other hand – it was connected to the intensification in the current times of attacks on human life, in particular by way of abortion and euthanasia. In Evangelium Vitae saint John Paul II by the power of authority given to him confirmed that each killing of innocent life, abortion and euthanasia in particular, are deeply immoral acts. He also pointed to the wickedness of in vitro conception and genetic manipulations. Saint Paul John II in his teachings on the subject of protection of life shaped the strategy of this protection and pointed two fundamental tasks that fulfill it – promotion of life and protection  of life. Promotion relies particularly on a firm and unequivocal affirmation of the value of life and its inviolability, which the Holy Father connected to the formation of conscience and attitudes towards life. Protection of life is a multidimensional task, an important though not sufficient part of which is legal protection. The holy father emphasized the fact that no legislator can claim to have the right to legitimize assault on life, on the contrary, their duty is to protect the life of each human being from conception to natural death. He connected it to the necessity of removing the causes leading to abortion, pointing to the state needing to follow an appropriate family-oriented and social policies. The teachings of John Paul II on the subject of protection of life have a holistic and systemic character. It is directed towards all people of good will.

W artykule przedstawiono wybrane charakterystyki kapitału ludzkiego związane z poziomem wykształcenia, rynkiem pracy, zasobami kompetencji kluczowych oraz uczestnictwem w kształceniu przez całe życie. Wykorzystano różne źródła danych: informacje ze statystyki publicznej oraz dane pochodzące z ogólnopolskich badań sondażowych – Diagnozy Społecznej i Bilansu Kapitału Ludzkiego. Zaprezentowano kształtowanie się wskaźników, stosując podejście porównawcze – duże miasta Polski w odniesieniu do pozostałych obszarów. Oceniono zachodzące zmiany, wykorzystując miary dynamiki. Przeprowadzona analiza pozwala wskazać zasadnicze prawidłowości. Po pierwsze, duże miasta odznaczają się wyższymi wartościami wszystkich rozpatrywanych charakterystyk, przy czym występuje wyraźna przewaga pięciu największych ośrodków. Po drugie, zachodzą pozytywne zmiany w zakresie wszystkich rozpatrywanych aspektów kapitału ludzkiego, ale nie według jednolitego wzorca.

The main objective of this article is to present the patterns of Polish employers’ perception of competences of higher education graduates in the context of labor market needs. The analyzes are carried out on the basis of survey data collected and made available by the Flash Eurobarometer. Since the set of variables under consideration contains only non-metric data, some selected visualization techniques (fluctuation diagrams, relative multiple barcharts) are applied to identify the regularities. Categorical principal components analysis and its graphical representation are used to analyze the interdependences among the considered competences. The results indicate that Polish employers evaluate the skills of the graduates rather positively, but they also recognize the competency gaps in various areas.

The article presents the problem of the co-occurrences of opinions on important non-financial work aspects among people from different age groups reflecting various stages of professional development: career start, phase of attainments, stage of preserving attainments and a rest phase. The study is based on non-metric survey data, which determines the use of adequate research methods. Association analysis is applied in order to identify patterns of responses. The revealed association rules indicate that there are differences in the perception of non-financial work values among respondents from different age intervals.

Interpersonal trust in Poland is found to be at a very low level. This paper aims at the analysis of this phenomenon on the basis of European Social Survey data. Principal components analysis was applied to examine the degree of interpersonal trust in Poland in relation to other countries. Associations of three dimensions of trust, i.e. trustfulness, fairness and helpfulness, were analyzed by log-linear modeling as well as an agreement measure relevant for categorical variables. A composite indicator based on the first principal component scores confirmed the relatively poor social trust of Poles. A moderate agreement on any two of the three facets of this phenomenon was uncovered and in most cases no interactions among all three aspects of interpersonal trust were detected.

This paper considers relations between the assessment of work characteristics and the tendency of Poles aged 50+ to transit from employment into retirement. Using the results from two surveys carried out under the SHARE project, the hypothesis was verified that there are associations between the evaluation of current work features and the inclination to retire as soon as possible. The direction and strength of the relationships between the opinions expressed by respondents were evaluated by measures adequate for categorical variables. The analysis was supported by visualizations of fourfold contingency tables. The study indicates that there are statistically significant relations between the perception of some work characteristics and the tendency of Poles to quit the labor market, but the strength of these associations is rather weak. The obtained result suggests that the substantial determinants of willingness to retirement are probably different in nature.

The research issues considered in this paper are chosen following the regularities observed in the labor markets indicating that special attention should be paid to two age groups: the youngest and the oldest persons. The highest unemployment rate in the EU is observed among young people who encounter various barriers at the beginning of their professional career. On the other hand, the older group of people is expected to provide an important contribution to the labor force to face the problem of aging societies. The objective labor market indicators should be confronted with the results of the subjective opinions of the labor market participants in order to have a comprehensive outlook of the situation. The chosen multivariate method is applied to analyze the opinions of both young and older Europeans taking into consideration the spatial diversity. The opinions about current work given by European Social Survey respondents are analyzed, among others these are the variety of current work, possibilities of learning new things at work, effort-salary relation, support received from other workers etc. The paper presents some results obtained from the applications of correspondence analysis whose usefulness is determined by the measurement scales of the regarded variables.

Opis:
The article has a methodological and applicative objective associated with the graphical presentation of datasets, similarities of objects and results of multivariate analyses. The paper gives an outline of procedures useful in situations in which variables are measured on various measurement scales. The research approach is based on literature studies and analyses of secondary data relating to purchases on the Internet. The given examples show that data visualization methods can provide a valuable support in conducting social research in case of possessing a dataset containing variables measured on various scales.

Opis:
The paper presents a selection of visualization methods which may be useful for the analyses and comparisons of socio-economic structures. The work is focused on the techniques that do not require dimensionality reduction, which is usually accompanied by the loss of some information from the dataset. The methods of graphical presentation of structures and illustration of their similarities and dissimilarities are considered as well as strengths and weaknesses of various solutions are outlined. The discussion is based on data concerning the structures of education attainment in the European Union countries.
