- Since the beginnings of the USA, European issues have been an important part of American foreign policy. Till Word War II American affairs on the Old Continent had focused on the economy. Later, the increasing threat posed by the position of the Soviet Union repositioned Europe in the foreign policy of the USA. The Americans recognised the necessity to create European integrating structures. The Organization for European Economic Cooperation was established during the implemenation of the Marshall Plan, so was the North Atlantic Treaty Organisation. Washington supported the idea of integration on both sides of the Atlantic on various planes, oft en initiating itself some projects. The necessity to redefine Transatlantic relations appeared following the end of the era of the Cold War. The USA realised that during the formation of a new world line – up the new powers from outside the Western World would grow in importance. Consequently, it aimed at maintaining peace in Europe and preventing any conflicts between the countries of the Old Continent. Furthermore, economically, Europe has always been an important partner for the USA, which needs free trade and a place for its investments. Finally, the similarity of civilisation and the endorsed values reaffirms the need to maintain close contacts with Europe in order to establish an order allowing to preserve peace in the world in a spirit of democracy. However, the creation of the European Union proved a major turning point in the relations between Europe and America. The decision to establish a framework for not only economic but also political and military cooperation on the Continent created an atmosphere of distrust and competition between the partners. Observing the European efforts to create their own political identity and defences, the Americans tried to control and even stop them. Next political turbulance resulted from the opposition of some European countries both to the American intervention in Iraque and the attempts to introduce a constitution in Europe. It caused the Americans to talk about the necessity to withdraw their support for European integration and to concentrate on deepening divisions withing the European Union through cultivating relations not with the EU as a whole but with individual countries. However, these ideas were rejected as such policy would only make the divisions on the Old Continent deeper, which would be beneficial for neither side. Currently, the Americans agree that the European Union should be the focus of attention for the American foreign policy, the only problem being the conditions of the cooperation and how much the USA should get involved in it.
