In Poland, there are over 3,500 permanent hydraulic structures, including 327 dams, 2,284 weirs, 130 navigation locks, and 383 hydroelectric power stations. Some 30 percent of those structures have been operating for more than 50 years. Such a long exploitation period results in an increased number of damages and an increased probability of failure. The audit was conducted on NIK’s own initiative, in relation to the findings of the previous audit which established, among others, that not all mandatory checks of hydraulic structures were made with regard to their technical condition and usefulness. The decision to have such an audit was justified also with press reports on the unsatisfactory technical state of the hydraulic structures in Poland and a risk of failure of some of them, on the lack of a consistent system for technical check of dams, on the lack of coordination between the institutions that examine the technical state of dams and assess the safety of these structures. The audit covered the years 2013-2014.

Opis:
The audit of providing appropriate management of municipal waste by public administration bodies was carried out on NIK’s own initiative, in relation to the introduction of a new system for municipal waste treatment. The system is based on selective collection of waste from property owners, and then on their management in regional systems for municipal waste processing. The audit was additionally justified with press information according to which, for instance, not all regions of municipal waste management had been equipped with appropriate systems. Also, in some regional waste management plans, the status of a regional system was often granted to systems that did not meet the legal requirements or had too low capacity, and in many municipalities irregularities existed as for delivering waste to the regional municipal waste systems which, consequently, hampered their functioning. What is more, municipalities did not provide sufficient supervision of the companies that collected, processed and neutralised municipal waste, as a result of which the amount of municipal waste transported to garbage dumps has increased.

The aim of study was to obtain rye strains of elevated total protein content and 1000-kernel weight with shorter and more rigid stalk comparing to standard cv. Amilo Translocation rye strains created due to distant crossbreeding of cv. Amilo (2n=RR=14) with wild form of Dasypyrum villosum (Crimea, Ukraine) (2n=VV=14) using in vitro cultures were study objects. F2 hybrids were three times back-crossed using parental rye pollen and then twice and three times self-pollinated (B3/F2 and B3/F3), study were sown in a micro-experiment in Laski on a good rye soil complex (ph 6.6) during 1998/1999 (98 strains) and 1999/2000 (123 strains) vegetation seasons. Strains under study were characterized with higher trait differentiation in the first year than the second. They usually headed 4-5 days after standard, although 5 strains among 98 ones studied in the first year and 9 strains among 123 ones in the second headed two days earlier. Comparing to standard, plants height was lower even by 20°cm in both years and their uniformity was usually higher, up to 3.0° and 3.8° respectively. Plant’s lodging was comparable to cv. Amilo at earlier generation; it increased to 1.8° above standard at the following one. Mean 1000-kernel weight of the standard was 36.8 g and 38.7 g, respectively in both years of study; however, it equaled 31.2-47.6 g and 33.8-41.6 g for strains. Only those strains exceeded cv. Amilo referring to protein content (N × 6.25) were selected (0.4-2.6% and 0.1-1.8%, respectively for years of study). Yielding, weight of hectoliter and sedimentation index that were below standard variety should be improved. Generally, better results were obtained in the second year, in which one strain yielded even by 2.8% higher than the standard. Strains selected for further breeding were less infected with black stem rust (up to +1.6°) than a standard rye variety. Selection coefficient amounted 31% and 21%, respectively in the first and second year of study.

Crossing a wild species of Triticeae tribe, e.g. Agrotriticum sp., with cultivated form of them, can enrich them in new, valuable genes as well as their recombinations, which determines their favorable traits from a breeding and agricultural point of view. The aim of present paper was to analyze some traits affecting the grain technological value at hybrid strains of triticale with Agrotriticum and to evaluate the influence of particular parental forms on value of tested traits at hybrids. There are no data on the subject in literature. Five hexaploid breeding triticale strains produced by crossing triticale with Agrotriticum (Gruszecka, 1992) and parental components: two triticale and two Agrotriticum forms were studied. Plants were harvested in 2000 and 2001. Kernels of obtained triticale hybrid forms were characterized by high amylolytic activity expressed by low falling number. Two strains were distinguished with higher falling number and higher flour strength, but they did not come up to Agrotriticum referring to the trait value. Gluten content was lower at studied strains than at corresponding parental components and its low quality was worse than that for Agrotriticum forms. Yield of total flour was low and not exceeding 60%. Obtained laboratory breads had pleasant and aromatic flavor. Crumb of bread produced from Agrotriticum was more elastic and had less moisture than that baked from triticale. Excellent strain No 2 – CZR 028/19/95 - {[(Lanca × L 506/79) × CZR 142/79] × (Triticum aestivum × Agropyron 1)} was characterized by porosity structure similar to that of Agrotriticum parental form. Bread achieved from the strain’s flour was distinguished with low baking loss, and high efficiency and volume. However, slight effect of parental Agrotriticum forms on qualitative trait values of tested strains triticale with Agrotriticum cross-combinations was proved.
