The article discusses security within the North Atlantic Treaty Organisation with respect to threats which may appear in its near and more distant surroundings. The following military threats are discussed: military conflicts, militarization of the Arctic, demonstration of Russian military power, use of weapons of mass destruction, cyber attack, terrorism and militarisation of Space. Other mentioned dangers are: natural and social ones including migration, competition among state and non-state entities as well as the phenomenon of fallen cities and states.

Zagrożenia asymetryczne to działania podmiotów, przede wszystkim pozapaństwowych, które dla osiągnięcia swoich celów wykorzystują niekonwencjonalne środki i techniki walki. Taki sposób działania może być przede wszystkim ukierunkowany na obezwładnienie lub zniszczenie infrastruktury krytycznej państwa, w tym elementów kluczowych związanych z systemem obronnym państwa. Dlatego też w artykule dokonano identyfikacji militarnej infrastruktury krytycznej, przybliżono dokumenty formalno-prawne z obszaru ochrony, ustalono też zagrożenia dla militarnej infrastruktury krytycznej oraz zaproponowano budowę systemu jej ochrony.

This study analyses various non-military factors in shaping the security policy of the Russian Federation. This work undertakes to establish their substance, content and scope, and to draw the conditions and trends in the political, economic and social security of modern Russia in the context of its international ambitions, role and state security. In the work theoretical method analysis, synthesis, abstracting and generalization were used. Based on the results of the research, it was determined that the specificity of its location definitely exerts an adverse effect on Russian state security. The reconstruction of imperial Russia is among the key goals set forth by Vladimir Putin in Russia’s foreign and military policy. In fact, the entire economic, political and military activity of Russia is subordinated to this goal. With regard to the economic and social state, the dependence of the Russian Federation on the extraction and export of crude oil and natural gas is an obvious indication of the constraints of its economy. Moscow’s particular interests are formulated in official state documents, such as the Military Doctrine and the National Security Strategy. These documents identify not only external and internal threats to state security but above all indicate the means and methods of possible deterrence.

National defence training of public administration personnel can be broadly defined as a set of activities undertaken at all levels of public administration, aimed at preparing staff to perform offi cial duties concerned with state defence. This paper opens with the presentation of essential areas of national defence training. The subsequent section provides an overview of implementations of national defence training at various levels of public administration and at Higher Universities. The final part of this analysis describes the assumptions of a new didactic framework of courses in defence for public administration and national authorities at the Faculty of National Security of War Studies University in Warsaw.
