The abstract of this article presents efforts undertaken during the last two decades, to put Gdańsk – one of the oldest cities of the Republic of Poland – on UNESCO World Heritage List and, based on archival materials and the author’s own experience, analyses the reasons for the ineffectiveness of those attempts. The criteria to achieve this goal have been subject to a number of changes and modifications. The development of conservation concepts of the last decades, especially seeing the intangible heritage values, has created an opportunity for a broad appreciation of places, typically attributable to the reflexive points of modern history. It is the Solidarity Shipyard, perpetuated in the public consciousness, which still remains such a place. Whether it will prove worthy of the World Heritage List, should be decided by the persons responsible for its contemporary protection.

The Act of 23 July 2003 on the Protection and Guardianship of Monuments has never been flawless and the historic preservation milieu has been aware of the consequently deteriorating monument protection system. This article explores the following problems existing in the area of cultural heritage: description and evaluation of cultural heritage, document production rules, sources of financing works carried out to heritage, effectiveness of legal processes, professional development of members of staff, organisational structure of historic preservation offices, and cooperation opportunities on different levels of state and local government administration bodies dealing with protection of monuments and sites. While reading questions provided in this article, one may be willing to ponder on directions of expected changes and ways of introducing them in Poland.

The creation of a cohesive system of the protection of historical monuments in Poland was inaugurated by the Minister of Culture and National Heritage, who granted the National Heritage Board in Poland a new range of competence. The heretofore duties of this institution (formerly known as the National Centre for the Study and Documentation of Historical Monuments) were expanded by adding coordination and participation in work on periodic reports about Polish sites and objects on the UNESCO World Cultural and Natural Heritage List, the realisation of training and information programmes conducted for the sake of the protection of historical monuments, and the popularisation of knowledge about the cultural heritage. The organisational structure of the institution also underwent transformations. In order to render its work more legible and to divide the obligations and competences of its staff it was decided to establish new departments and teams of experts. The main tasks of the Department for the Strategy of the Protection of Historical Monuments include devising a conservation doctrine, studying historical monuments and their surrounding, and conducting a National Register of Historical Monuments. The Department encompasses a Workshop for Shaping the Conservation Policy, a Workshop for the Study of Historical Monuments, a Workshop for the Documentation and Registration of Immovable Historical Monuments, a Workshop for the Documentation and Registration of Movable Historical Monuments, and an Archival Material Team. The Department of Archaeology realises tasks associated with the protection of the archaeological heritage (it assumed the duties of the dissolved Centre for the Protection of the Archaeological Heritage). The components of this Department are a Workshop of Archaeological Conservation, a Workshop of Archaeological Salvage Studies and a Workshop of Archaeological Registration. Specialists from the Department of Education and Promotion are engaged in educational, training and information programmes as well as in popularizing knowledge about the cultural heritage and its protection. The Department includes a team for the Promotion of the Cultural Heritage, an Education Team, and a Board Library with the largest in Poland collection of specialist publications and works on the protection and conservation of historical monuments. The Organisational Department ensures suitable organisation of work and administers the Polish part of Muzakowski Park in Leknica. The Financial Department-Team conducts bookkeeping and realises the financial policy of the Board. The statutory tasks of the National Heritage Board of Poland in particular voivodeships are implemented by Regional Centres, whose duties include cooperation with the voivodeship conservators of historical monuments, the popularisation of the idea of the protection of historical monuments, educational campaigns, and the realisation of own projects. The tasks and objectives of the National Heritage Board of Poland, discussed in this article, call for further detailed supplementation. The positive changes in the Polish system of the protection of historical monuments will depend on the involvement and activity of the whole conservation milieu.

The intention of this article is to assess the state of the register of historical monuments, the role it plays in the domestic system of the protection of the cultural heritage as well as its character and representative nature. Should it be regarded as an important protection instrument, is it shaped in a planned manner, what sort of forms does it assume, and are they an effective element of the protection system? The present-day condition of the register of monuments is the outcome of a more than 90-years long process that essentially affected its shape. The reasons for the current problems tackled by the national system of the protection of monuments should be sought in the history of the formation of this most important tool applied by conservation protection. The Polish register of historical monuments dates back to a decree issued by the Regency Council in 1918. The necessity of differentiating the collection by means of a scientific assessment of its value and the application of a classification of the monuments was noticed soon afterwards. Although work on a complete inventory of monuments, interrupted by the war cataclysm, was never finished, conservation legislation from the interwar period, especially concerning the creation of a register of monuments, should be regarded as a modern and complex treatment of assorted questions relating to protection. The conservation views that assumed shape the 1930s and the conceptions of the creation and valorisation of an inventory of monuments were never developed during the post-war period. The introduction of a classification of immovable monuments was not finalised until 1964 and the preparation and publication of a complete list of the monuments of architecture and construction, divided into five categories. In the face of numerous later negative experiences and critical opinions stemming from daily praxis and, primarily, the destruction of a significant number of monuments from the lower groups, it would be difficult to find any arguments in favour of the categorisation launched at the time. Let us note, however, that it was carried it in a totally different political system and that the assumed objectives were quite dissimilar from the attained effect. In time, the absence of a firm coordination, including administrative, of the activity pursued by the voivodeship conservators of historical monuments upon a central level, i,e. the General Conservator of Historical Monuments, with the exception of the State Service for the Protection of Historical Monuments in 1991-1996, produced a further discernible erosion of uniform principles for classifying monuments for the register, and furthered the differences and divisions within the range of the already existing resources. Meanwhile, the register of historical monuments is one of the statutory forms of protection, and daily praxis confirms that an unregistered object is deprived of all chances for effective conservation protection or for benefitting from financial aid provided by public funds. In this way, the register plays the role of the most important and, as daily activity demonstrates, in many cases the sole instrument for shaping the conservation policy. Within this context special relevance is assumed by its contents, measured not with the number of the registered objects and regional statistics, or even the correctness of administrative documents, but with the contents and representativeness of a collection assessed from the vantage point of the dimension of the cultural heritage of the whole country. The extensive Polish cultural heritage resource protected by law is composed of several collections of immovable, movable and archaeological monuments. In the presence of an almost universal general definition of historical value, formulated in administrative decisions, effective protection is significantly restricted; this factor too hinders a definition of the range and character of the planned conservation undertakings and the financing of the protection of historical monuments. In practical terms, such a state of things gives rise to a number of potential conflicts between owners and conservation offices, and favours the relativism of the assessments of historical values and the principles of conservation activity, rendered dependent upon current pragmatic needs and investment pressure; it also hampers the propagation of knowledge about the actual resources of the protected heritage. Finally, it limits the possibility of winning allies involved in protection ventures. Despite the ostensibly considerable number of monuments listed in the register of immovable monuments, the content of this collection is far from complete. The elementary criteria of historical, scientific or artistic evaluation, determined by a general statutory definition and not modified for decades, are applied in totally arbitrary manner. As a result, numerous valuable monuments with distinctive historical values still remain outside the range of legal protection, while conservation is encompassing a growing number of examples of contemporary architecture. The great differentiation of the register of monuments can be perceived upon the basis of just several select instances. Its range also contains a number of inner divisions whose justification poses a difficult task. Alongside monuments possessing supreme values that do not require any validation, we come across buildings with highly doubtful features, at times giving rise to warranted reservations concerning the presence of even elementary cultural values. The register, a theoretically uniform collection of administrative decisions devoid of divisions into categories, remained unaltered, thus forcing the conservation services to treat equally all the components of this, after all, by no means uniform collection. The possibilities of an actual impact of the voivodeship conservators of monuments upon the contents of the register, in other words, the establishment of areas and objects to be subjected to legal conservation protection, are becoming more limited. It is also impossible to perceive features indicating an actual and well-conceived influence of the voivodeship conservator of monuments upon the ultimate contents of the register. Owing to a profound crisis of spatial planning and the absence of effective instruments shaping the landscape, the register has become the most prominent form of treating the cultural environment. Its representative nature should correspond to the richness and diversity of the Polish heritage. Imperfections and errors weaken the effectiveness of the whole national system of the protection of monuments. Due to the dynamic development of studies dealing with cultural heritage, the progress of scientific theories, and the almost total disappearance of the time barrier, which used to be one of the most important criteria for delineating historical value, the very concept of the object of the conservation protection is becoming increasingly capacious. True, the number of monuments listed in the register is constantly growing, but the needs are so considerable that the attainment of a state that would fully reflect the historical resources is becoming part of a distant future. Meanwhile, the lack of cohesive criteria for assessing values, whose outcome is the non-existence of a hierarchy of the monuments, makes it difficult to establish protection standards. Different ways of solving this problem should be sought in more profound reflections about the current state, function and directions of indispensable legislation changes concerning the register of monuments, with one of the key issues being a precise and, at the same time, modern definition of the object of protection. The principles and role of the register in the Polish system of the protection of monuments must be perceived in a way different from the applied one. The philosophy of transformations has to be based on a determined conviction that we are dealing with resources differentiated as regards their contents. A suitable solution would be to seek an alternative organisation of conservation administration, together with a conception of an intentional sharing of responsibility for the fate of the recorded monuments by the government administration and local self-governments. The favourable effects of the merely outlined but necessary directions of activity will involve the introduction of order into the register, the amassment of numerous scattered entries into a single cohesive register of information about historical resources, and the creation of a collection of the most valuable national heritage monuments. The ensuing outcome will make it possible to conceive of a uniform state policy in reference to monuments representing assorted values within a wide range of research and documentation, to define forms of protection, and to finance conservation undertaking, promotion and effective administration.

For quite some time the Polish conservation milieu has been involved in a lively discussion on the deteriorating state of our cultural heritage, assorted threats, unsatisfactory theoretical interpretations that do not provide answers to many simple questions, and mundane financial problems hampering suitable documentation or professional studies and the conservation of monuments. Against the backdrop of this discussion there have emerged conceptions of organisational and systemic transformations, which, briefly, refer to the direct supervision of the general conservator over the offices of the voivodeship conservators of monuments. Our editorial board has decided to expand this discussion by presenting various views concerning the theoretical aspects of the foundations of the protection of monuments. I regard opinions formulated outside the conservation circles to be of particular importance since they make it possible to view our problems without emulating well-worn schemes and reducing the discussion to a strictly organisational level. Within this context I heartily recommend the text by Dr. Simon Thurley, the head of English Heritage, read during the third annual European Heritage Heads Forum held in May 2008 in Copenhagen. The principles of the protection of historical monuments are simply a codification of the decision-making process, based on a modern assessment of the value of monuments. You will find all the details in an English Heritage publication entitled Conservation Principles, Policies and Guidance – try the English Heritage internet site or the library of the National Heritage Board of Poland. Knowledge about the reasons for protecting a historical monument, the basis of this protection, as well as the monument’s particular elements and environment should support the whole process of protection, from recording a given monument in a register, its suitable utilisation and administration to decision making and correctly conducted conservation or adaptation. Any gaps will lead to numerous errors and even the loss of valuable monuments. Many Readers may find the text about the phenomenological definition of the monuments to be of special interest. The study in question makes it possible to view the apparently completed concept of the monument from a wider perspective than the traditional one. Alongside questions dealing with the creation of modern conservation protection and a search for the sources of the definition and phenomenon of the monuments, we also tackle topics associated with the current shape of the Polish register of monuments, its contents and the role, which it should perform in the national system of the protection of the cultural heritage. Within the context of the binding statutory regulations, inclusion into the register, which until now has been the only universally applied form of the protection of monuments, proves to be not only ineffective but also incomplete, and does not reflect the richness and diversity of the Polish cultural heritage. Upon this occasion we have entrusted the cover of “Ochrona Zabytków” to the youngest lovers of historical monuments. The featured works are the outcome of a visual arts competition held by the National Heritage Board of Poland and the Centre for Civic Education as part of the annual celebrations of the European Heritage Days. Over 2 000 works of art competed, all representing a high level and displaying not only the talents of their authors but, particularly important, depicting the most valuable monuments and regions in a new light, frequently unknown to professional conservators. This significant experience made it possible to discern the essential meaning of the reception of artworks and historical monuments, including their non-material dimension. We hope to return to similar forms of promoting cultural heritage, especially among the younger generation. Today, we recommend an article analysing the opinions of Warsaw secondaryschool pupils about fundamental conservation theories. The amassed views proved to be quite different from those dictating the standard treatment of numerous architectural monuments and assessments of historical value. This is yet another important aspect of social participation in all domains associated with the protection of the historical heritage. One of the themes frequently broached during the children’s visual arts competition was Wawel Hill and Castle – a foremost Polish historical complex featured in the UNESCO World Heritage List. The opening pages of our periodical contain information about the establishment of the World Heritage Committee in Poland. The Wawel-related theme also inaugurates texts on conservation presented by an expert on the architecture of the Castle within the context of the ever-topical and outright fundamental discussion on mutual relations between reconstruction and creative conservation. Lately, this debate has pertained to the prominent question of the numerous reconstructions of mediaeval castle ruins across the country and the limits of permissible intervention into historical structures and their landscape merits. The example of Wawel Hill and Castle and the history of their revival demonstrates how every decision concerning this complicated question should be well-documented and justified; its also reflects the sensible and careful nature of resolutions to adapt a historical monument for contemporary functions. The proposed issue of our periodical attempts to evoke the works of Kazimierz Stronczyński, the author of the first mid-nineteenth century inventories of monuments of Polish culture, documentalist and researcher. At present, his meticulous drawings and watercolours are an invaluable source of knowledge about monuments of architecture. It is our sincere hope that the years-long efforts to issue Stronczyński’s publications, deposited at Warsaw University Library, will prove successful. Finally, some personal reflections on the passage of time and the outstanding conservators to whom we bid farewell in this issue. We recall the achievements of Professor Stanisław Latour, who passed away in autumn 2007, his prominent contribution to the post-war reconstruction and conservation of the most valuable historical monuments in Szczecin; in the course of the successive decades of his professional activity, this brilliant architect, researcher, and conservator remained particularly closely connected with “Ochrona Zabytków”. In one of our coming issues we shall return to the Professor’s life and the monuments to which he was passionately devoted. This successive issue of “Ochrona Zabytków” starts with information about the annual celebrations of the International Monuments Protection Day. The events were organised by the National Heritage Board of Poland at the Monastic Complex of the Congregation of St. Philip Neri on Święta Góra in Gostyń, which this year the President of the Republic of Poland included onto List of Monuments of History. The ceremonies were accompanied by a scientific session on fundamental problems connected with the definition of a historical monument and an excellent concert. The unforgettable ambience of all the events, which attracted numerous participants, was due to the hosts’ involvement in the preparations and cordial welcome. At this point, in the name of all those attending the meeting on Święta Góra, I wish to express my profound gratitude to Rev. Zbigniew Starczewski, Procurator of the Congregation of the St. Philip Neri Oratorium in Poland. Reminiscences of the beauty of the church, the appeal of the monastic buildings and the hospitality of the Congregation members will be long cherished in the hearts of Polish conservators. Among the numerous interesting articles presented in this issue of “Ochrona Zabytków” we particularly recommend a text on contemporary electronic memory carriers, which leads to further reflections about the urgent necessity of devising cohesive principles and methods of conservation and the protection of information recorded in this manner. This postulate is of particular relevance today, in an era of a dynamic progress of digital media. Neglect in this domain can cause an irreversible loss of the register of numerous invaluable information, images and events associated with the most important stages in the development of contemporary art. On the other hand, an article on the development of traditional forms of recording information about historical parks and gardens refers to history. The text in question attempts to sum up heretofore experiences and achievements in the documentation of the properties and current state of the protection of valuable areas of composed vegetation. At the same time, we sincerely hope that it will become an additional justification for the much more extensive undertaking planned by the National Heritage Board of Poland, whose intention is to supplement the still numerous gaps in domestic registers of historical garden and residential premises. I would like to invite our readers to become acquainted with other presentations and permanent sections, and remind future authors that ”Ochrona Zabytków” has received four points in the parametrical assessment of scientific units conducted by the Ministry of Science and Higher Education. The fourth annual European Heritage Heads Forum, held on 27-29 May 2009 in Vienna and Bratislava, was attended by several score participants – representatives of 37 European countries. The choice of two such closely located European capitals intended to demonstrate the significant impact exerted on the history of their joint cultural landscape by the post-World War II division of this region into two separate political zones. This fact affected the fate of numerous historical monuments, mentioned in the presentations and discussions. The leitmotif of the Forum was the dynamic changes transpiring within the cultural space of Europe and the impact of the global economic crisis upon the state of the preservation of the cultural heritage and its future. Numerous papers focused on the administration of the cultural heritage and the financing of conservation. A presentation of assorted systems of monument protection in selected countries comprised an important part of the conference. The next meeting will take place in 2010 in France.

For a number of years we have been observing the negative phenomenon of a constant deterioration of the quality of documentation accompanying assorted conservation undertakings. The reasons for this state of affairs appear to be myriad, and their enumeration would soon change into a long list of grievances. Mention is due to systemic transformation and the end of an era of a monopolist – the State Ateliers for the Conservation of Historical Monuments, which for decades defined the principles of professional documentation. Other noteworthy factors include the contemporary dictate of the investor and his frequent and exaggerated expectations concerning the future use of monuments. Let us also notice the decline of the profession and a dramatic absence of the professional training of architects acting in the realm of architectural monuments; the latter context entails the discernible conflict between the properly understood value of a monument, which deserves to be protected, and the creative ambitions of the designer. Finally, let us stress insufficient financial funds, which impose the necessity of tackling, first and foremost, the threatened historical substance instead of time-consuming research and project documentation, preceding all other work. In this situation, who would even think about documenting assorted endeavours concerning the monument? At the same time, we should also ask: who is to speak in favour of the monument as such, often seriously threatened or outright damaged by ill–considered, incorrectly planned, badly designed and unprofessionally documented conservation? You will find an attempt at delineating indispensable standards for project documentation in a dialogue about these fundamental questions. I would like to draw your attention to a new perception of a prominent issue, associated with the suitable preparation of a conservation project and conduct affecting monuments of architecture. At this stage, it is worth recalling a wider historical context connected with conservation projects, and thus becoming acquainted with the origin of the present-day situation, focusing on a diagnosis of the prevailing state of things, recollecting the oft-forgotten elementary rules and principles and, finally, reaching for the proposals made by interdisciplinary efforts intent on devising contemporary documentation principles. A closer examination of these topical texts is proposed by examples illustrating the way in which project errors may damage the qualities of authenticity, and hence permanently deprive valuable monuments of their assets, thus questioning the very sense of initiating and conducting conservation. This issue of ”Ochrona Zabytków” opens with a text associated with the conception of creating a Polish archaeological heritage database. The necessity of embarking upon such a task is all too obvious. Before this takes place it is necessary to realise a number of organisational and methodological tasks by basing ourselves to a great measure on European experiences. Suitable work carried out by the National Heritage Board of Poland should in the nearest future produce a cohesive realisation concept. Numerous monuments across the country continue to conceal assorted secrets connected with the history of their erection and consecutive transformations. In order to unravel them it is mandatory to commence the cooperation of architects and archaeologists. The effects include an article about the heretofore little examined monument of Romanesque architecture in Krzyworzeka (the county of Wielun). It is worth examining the past of this particular monument, while at the same time becoming acquainted with the workshop applied by outstanding experts on architecture. By way of contrast with churches maintained in good condition, we discuss the ownerless and abandoned churches facing total devastation in north-western Ukraine. Unfortunately, the time when we shall take a last look at the rapidly disappearing traces of valuable monuments of Polish culture is approaching at an equally quick rate; registering them is, therefore, our common obligation. Another interesting topic is the assessment of the resources of historical castles. The investment projects pursued by numerous managers of historical complexes of mediaeval architecture frequently remain at odds with the elementary principles of conservation. We still have a chance to satisfactorily protect and display the extraordinary landscape qualities of castle ruins. Superficial adaptation and reconstruction can deprive us of such an opportunity. This topic, of immense importance within the context of plans for the reconstruction of many mediaeval castles, will be soon considered in ”Ochrona Zabytków”. I also recommend other interesting articles on the practical problems of the daily protection or conservation of historical monuments. The cover of this issue of ”Ochrona Zabytków” features the characteristic logo of the National Heritage Board of Poland, which this year has taken over numerous new tasks associated with a widely comprehended protection of the Polish cultural heritage and its promotion. In this symbolic manner, we wish to inaugurate a next stage in the history of our publication, of considerable importance and merit for the conservation milieu. It is our intention to endow ”Ochrona Zabytków” with an appearance that which would enable it to become a veritable forum for a wide exchange of ideas and experiences, to present assorted conservation problems and threats facing cultural space, to discuss successful realisations and professional criticism of inopportune practices, and to become a source of information about current events involving the protection of historical monuments. We are determined to improve the scientific rank of ”Ochrona Zabytków” by obtaining the highest possible point in the assessment of scientific institutions. All our articles will be subjected to scholarly reviews, as has been the case already in this issue. Well aware of the fact that some of the presented opinions could provoke a wider exchange of views, we would like to feature this form of communication. More, we wish to initiate a discussion concerning crucial topics related to the system of principles entailing the protection of historical monuments and care for cultural heritage. Since we shall not realise the presented plan by ourselves we appeal to the entire conservation environment for joining work on the contents of our periodical: articles, polemics, assessments and information. We anticipate extensive cooperation with conservation services, voivodeship conservators of historical monuments, the staff of the voivodeship offices for the protection of monuments, and self-government conservators. We foresee ”Ochrona Zabytków” as a joint accomplishment. We also hope to attract scientific milieus associated with the protection of historical monuments, and to present newest trends and achievements in this particular domain without forgetting the practical aspects of conservation represented by numerous disciplines and specialisations. We are open to cooperation with assorted NGOs, in particular the ICOMOS Polish National Committee, the Association of Historical Monument Conservators, the ICOM Polish National Committee as well as the Association of Polish Architects and the Society of Polish Town Planners. We count on joining forces for the sake of a more effective protection of our joint cultural heritage. Furthermore, we remain open to presentations of foreign experiences and shall try to cooperate with friends abroad. The form of our periodical will to a large measure depend on the activity of the readers. The National Heritage Board of Poland – publishers, editorial board and editors – will do its best to guarantee the highest possible scientific and editorial level of ”Ochrona Zabytków” and to avoid delays. AConference of Voivodeship Conservators of Historical Monuments, held in Nieborów on 10 and 11 December 2007 and organised by the National Heritage Board of Poland, dealt with current problems of the protection and conservation of monuments. The meeting was attended by all officiating voivodeship conservators. The conference was inaugurated by Minister Tomasz Merta, Under-Secretary of State at the Ministry of Culture and National Heritage and General Conservator of Historical Monuments, who presented the foremost currents of the reform of Polish conservation services. Minister Merta drew attention to the necessity of completing a structural reconstruction of the conservation services and the reintroduction of supervision by the Minister of Culture and National Heritage over the offices of voivodeship conservators. Participants of the discussion drew attention to the necessity of devising standards for including the protection of historical monuments into guidelines for spatial development plans, as well as a uniform standard of shaping the conservation policy, a task to be entrusted to self-government conservators. Marcin Gawlicki, Director of the National Heritage Board of Poland, outlined the Board’s basic activity in 2007 as well as the conceptions of the strategic targets which the Board intends to pursue in the nearest future: the establishment, together with the offices of the voivodeship conservators, of a historical monuments database, the assessment of the register of historical monuments, the precise definition of the protected resources, as well as the creation of a conservation doctrine and strategy, and an effective educational policy focused on the needs of the conservation services. On the second day of the conference the speakers considered the principles of the functioning of Regional Centres for the Study and Documentation of Historical Monuments, presented conceptions of a historical resources data-base, and discussed the educational and popularisation activity of the National Heritage Board of Poland. Finally, the conference participants approved of the proposal made by the Director of the National Heritage Board of Poland, i. e. that at least two or three meetings of this sort should be held each year, always in historical buildings.
