Opis:: Artykuł zawiera rozważania na temat infrastruktury informacji przestrzennej. Celem publikacji jest wskazanie, w jakim stopniu wdrożono przepisy unijne w zakresie infrastruktury informacji przestrzennej w Polsce. W zasadzie wszystkie obszary działalności administracji publicznej na szczeblu krajowym, jak i samorządowym wiążą się w mniejszym lub większym stopniu z wykorzystaniem danych przestrzennych. W artykule omówiono pojęcia: dane przestrzenne, system informacji przestrzennej. Ponadto zwrócono uwagę na prace Unii Europejskiej nad zwiększeniem integracji systemów informacji przestrzennej, a także dokonano analizy polskich przepisów prawnych w tym zakresie. Przedstawiono i oceniono stan obecny w zakresie wdrażania infrastruktury informacji przestrzennej.
The subject of this article is the discussion of infrastructure for spatial information. The main aim of this paper is to identify how EU regulations in the field of infrastructure for spatial information have been implemented in Poland. All areas of public administration activities at the national and local government level are more or less related to the use of spatial data. The article discusses the concepts of: spatial data, spatial information system. The article focuses on the work of the European Union on increasing the integration of spatial information systems, and analyzes national legal provisions in this area. This paper presents and assesses the current state of implementation of infrastructure for spatial information.

Opis:: The development of new information and communication technologies affects economic development. E-services, along with the accompanying social changes, are being implemented in almost every area of human life, and the development of information and communication technologies makes it possible to employ a number of new instruments in its various spheres (e-banking, e-commerce, e-education, etc.). Currently, the information space in the context of the provision and use of e-services includes consumers and entrepreneurs although it assigns them different rights and obligations in this area. It seems necessary to assess the impact of the implementation by entrepreneurs of obligations related to the provision of e-services and their impact on the economy and on consumer safety in online trade. Legal changes concerning the obligations imposed on entrepreneurs in that field appear periodically in response to new threats related to dynamic technological development. The publication is devoted to an analysis of the provision of on-line services and an assessment of the law, in particular with regard to fulfilling information obligations with respect to consumers in cyberspace.

Opis:: Spatial development involves planning, organizing, and managing physical spaces in cities, regions, or countries, aiming to optimize efficiency, sustainability, and quality of life through land arrangement, resource allocation, and infrastructure management. This study examines spatial management in Poland, guided by the 2003 law on spatial planning and development, exploring its hierarchical structure ensuring spatial order and policy implementation. Recent legislative amendments on July 2023, are scrutinized, impacting spatial planning by emphasizing public participation and introducing tools like the municipal general plan and Urban Register. The study delves into the evolving process of issuing WZ Decisions and integrating public consultations. It assesses amendments' effects on stakeholder involvement and legal framework changes in practice. Public participation principles are analyzed, detailing stakeholder roles, engagement nature, and legal mechanisms in spatial planning processes. Furthermore, the study investigates the introduction of the general municipal plan, zoning categorization, and the new WZ Decisions' compliance procedure. The creation of the Urban Register is discussed, highlighting its functionalities and intended role as a comprehensive spatial planning and development information source. In summary, this study offers a comprehensive analysis of recent legislative changes in Poland's spatial planning and development, focusing on practical implications and the evolving landscape of public participation and spatial governance within the country.

Opis:: The Water Management Information System is an important instrument of water resource management that enables the collection, processing, publishing and sharing of water management data. The Water Management Information System is an integral part of proper and effective water management, the vision of which has been shaped over the last decades, transforming into an increasingly effective system adapted to the applicable legal and organizational conditions. The main feature of the information system is its multi-tier nature, providing access to other information resources, which will allow the utilization of data imported from other thematic databases. In this manner, on the basis of appropriate regulations, access to current data from various sources, a uniform reference system and proper use of water management data in planning and programming socio-economic development will be ensured. In the paper, WIMS will be characterized as a public register, taking into account the categories of data collected in the context of restricting access to data. The subject of the considerations will be the identification of important elements in the field of ensuring access to information on water management, as well as its dissemination through the WMIS.

Opis:: Rynek usług zdrowotnych w ostatnich latach rozwija się dynamicznie, dlatego też istnieje potrzeba zwrócenia uwagi na pojawiające się zagrożenia. Konsument, który umiejętnie będzie identyfikował charakter usług zdrowotnych może skutecznie dochodzić swoich praw, tym bardziej, że liczba podmiotów wykonujących działalność leczniczą wciąż rośnie. Problematyka bezpieczeństwa prawnego konsumentów-pacjentów jest obszerna i złożona. Artykuł ma na celu przybliżenie zagadnień związanych z prawami pacjenta jako konsumenta i możliwością dochodzenia przez niego roszczeń w świetle przyjętej ustawy o prawach konsumenta.
The main aim of this article is to analyse key issues concerning patient rights in their capacity as consumers. The healthcare services market has been subject to dynamic development in recent years. For that reason, it is very important to be open to new forms of risk. The present situation in the healthcare services market is important, because a consumer able to clearly identify the character of the these services, will be able to protect his rights. Summing up, there is no doubt that the relation between consumer and patient are quite complicated, but on the other side, very important from the legal point of view.
