In contemporary contract and consumer law, obligations to inform are an example of instruments (protective ones) which imposes on business entities a duty to make a statement of knowledge (a representation), the content of which is determined by regulations and the purpose of which is to aid the consumer in taking a well-informed, rational decision. Appropriate regulations referring to liability for failing to carry out this obligation to inform aim to maintain optimal trust between the contracting parties and, as a result, lead to a balance in the parties’ position, at the same time upholding the principle of the freedom of contract. In accordance with the fundamental assumption in European consumer law, one’s liability towards a consumer should meet the criteria of both efficiency and proportionality, which means that one should not strictly consider such liability purely formally, i.e., as maintaining an economic balance between the parties. The sanction the company shall incur is to serve the actual satisfaction of the interests of the consumer, and not only to make a profit. Additionally, the sanctions for neglecting the obligation to inform are expected to encourage companies to comply with them. Neglecting this obligation to inform in the pre-contractual phase may take the form of not providing information which is required and explicitly defined by law or providing incomplete information. A large amount of detail in determining a business’s responsibility is presumedto guarantee the consumer knowledge of his/her rights and to enable him/her to evaluate the risks resulting from entering into a particular transaction. One must not, however, ignore the fact that providing excessive, thus illegible, information must be treated equally to non-disclosure of such information, which may result in infringement of the aforementioned regulations. Neglecting the obligation to inform may also arise in such a case where the consumer is not provided with a particular piece of information, despite the lack of a definite legal basis in this regard – such as a detailed regulation contained in an act – but such a duty would result from a general loyalty duty between the contracting parties. In the beginning, it should be noted that the liability for an infringement of the pre-contractual obligation to inform is characterised by system heterogeneity. In particular, it refers to the distinct consumer protection regime. It is very often the case that depending on the contractor’s status (professional or nonprofessional) the legal consequences of failing to inform or improperly informing are framed in different ways. One must bear in mind the difference between solely the failure to inform or to improperly carry out the pre-contractual obligation to inform (pursued within pre-contractual liability, fundamentally according to an ex delicto regime) and the consequences arising from the content of the delivered information, i.e., the guarantee of definite elements in the legal relationship of an obligatory nature (assigned to the classic liability in an ex contractu regime). The subject of civil liability for the infringement of duties to inform can be analysed from two perspectives: firstly, from an economic point of view, i.e., whether for the aggrieved party and for the market at large it would be more favourable for the infringement of the duty to inform to be pursued within an ex contractu or ex delicto regime, and secondly, from the perspective of the theory of law, whether for the system of contract law it would be better for this liability to be pursued within an ex contractu or ex delicto regime. In response to the second question, the position of academics is that the liability for the violation of trust due to failing to properly inform the consumer should be pursued in an ex delicto system in order to maintain the internal cohesion of contract law.

In European contract law and consumer law the nature of protection through information is based on imposing on business an obligation to make a declaration of knowledge to a consumer, which should enable them to make a rational decision. The implementation of efficient regulations regarding the liability for the improper fulfillment of information duties aims to maintain the level of trust between contracting parties on optimal level, and, as a result, to lead to balancing of their position respecting the freedom of contract principle. Polish model of consumer protection through information, in particular in the area of the liability for the improper fulfillment of information duties by business requires a lot of changes. In national law it is specially problematic, the lack of definition of general, legal consequences of failure to provide obligatory information, providing it in an incomplete, unclear way, but without the intention to mislead the other party.

The article addresses quantitative, qualitative and structural changes at Polish hotels in 2000-2015. The general situation in the Polish hotel market is described by a number of supply- and demand-side indicators reflecting the scope and very significant dynamics of changes observed in the period under examination. In this context, the Authors analyse in detail demand from the segments of domestic and foreign tourists by month (season) in the first six years of the period covered. The results show that between 2000 and 2005 each year witnessed a fall in domestic demand in the high summer season, whereas seasonal variations in demand were very similar. Therefore, the Authors conclude that it was a constant characteristic of the Polish hotel market in the years in question and that domestic demand was mostly driven by business travel. It was assessed as a sign of immaturity (weakness) of the market in the period covered. An in-depth analysis of trends observed in the following years (until 2015) presented in subsequent parts of the article (with a special focus on 2015) demonstrates that growth in the market (on the demand and supply sides), in addition to qualitative and structural changes (proportions between high and low category establishments as well as demand for them), was accompanied by distinct functional and structural changes connected with the purposes of trips and stays at hotels and the related movements in financial flows. Finally, the Authors make references to various macroeconomic and macro-social parameters, indicating a general increase in the wealth of the Polish population which – in their opinion – also contributed to changed tourist behaviour patterns with regard to accommodation choices. As a consequence, the years 2013-2015 saw fading seasonal anomalies and greater maturity of the Polish hotel market.
W artykule omówiono ilościowe i jakościowe zmiany strukturalne w polskich hotelach w latach 2000–2015. Ogólną sytuację na polskim rynku hotelarskim opisać można licznymi wskaźnikami popytu i podaży odzwierciedlającymi zakres i bardzo znaczącą dynamikę zmian zaobserwowaną w badanym okresie. W tym kontekście autorzy szczegółowo analizują popyt w segmentach turystów krajowych i zagranicznych w podziale na miesiące (sezony) w pierwszych sześciu latach okresu badań. Wyniki pokazują, że w latach 2000-2005 każdego roku odnotowano spadek krajowego popytu w sezonie letnim, podczas gdy sezonowe wahania popytu pozostały bardzo zbliżone. Autorzy doszli do wniosku, że była to stała charakterystyka polskiego rynku hotelarskiego w badanym okresie i że krajowy popyt napędzany był głównie podróżami służbowymi. Uznano to za znak niedojrzałości (słabości) rynku w badanym okresie. Szczegółowa analiza trendów zaobserwowanych w późniejszych latach (do 2015 roku) przedstawionych w dalszej części artykułu (koncentrującym się szczególnie na roku 2015) ukazuje, że rozwojowi na rynku (ze strony popytu i podaży) oraz zmianom jakościowym i strukturalnym (proporcjom między placówkami wysokiej i niskiej kategorii, jak i popytowi na nie) towarzyszyły wyraźne funkcjonalne i strukturalne zmiany połączone z celami podróży i pobytu w hotelach oraz powiązane z nimi przepływy środków finansowych. Na końcu autorzy odnoszą się do różnych makroekonomicznych i makrospołecznych parametrów, wskazując na ogólne wzbogacenie się Polaków, co – ich zdaniem – również przyczyniło się do zmian wzorców zachowań turystów w kontekście wyboru zakwaterowania. Konsekwencją tego były zanikające w latach 2013-2015 anomalie sezonowe i większa dojrzałość polskiego rynku hotelarskiego.

The Russian invasion of Ukraine on February 24, 2022 shattered Western illusions of peace and security, raining tensions on both a macro and micro level. This article was thus inspired by how the war had affected Philology students in Poland, specifically emphasising the city of Rzeszow, which lies close to the Ukrainian border. The aim assigned to the research project was to investigate levels of resilience among students and how this correlates with stress levels and to further investigate the potential coping strategies adopted by the students to mitigate their anxiety levels. What has been shown is that there is a correlation between the proximity of students to graduation and the levels of anxiety they felt about their future employment prospects and that the most common method for coping with stress was to become actively involved in assisting in the most immediate manifestation of the cause of the stress, in this case assisting refugees.

It has been demonstrated recently that it is possible to decrease expression of genes coding for enzymes involved in synthesis of glycosaminoglycans (GAGs) by using specific siRNAs which interfere with stability of particular mRNAs. This procedure has been proposed as a potential treatment for patients suffering from mucopolysaccharidoses, a group of inherited metabolic diseases caused by dysfunction of enzymes required for GAG degradation, and resultant storage of these compounds in cells of affected persons. Here, we asked if the simultaneous use two species of specific siRNAs aimed at silencing two genes involved in particular steps of GAG synthesis may be more effective than the use of single siRNA. We found that inhibition of GAG synthesis in cells treated with two siRNAs is generally more effective than using single siRNAs. However, the differences were not statistically significant, therefore the potential benefit from the use of two siRNAs over the use of a single siRNA is doubtful in the light of the cost-benefit ratio and possibly stronger side-effects of the putative therapy.
