    In view of such a complex phenomena as climate change not sufficient outcomes emerge from concentrating separately on mitigation or adaptation efforts, but rather it is their integration in a coherent policy and the subsequently planned actions that could increase effectiveness and efficiency as well as intensify the desired results. This working hypothesis is elaborated in the paper based on the case study of the city of Krakow in the Southern Poland. The aim of the paper is to identify the synergies and trade-offs from the climate mitigation and adaptation efforts planned within the climate, water and development sectors in Krakow. The scoping study of the policies and strategic documents was performed with that respect and the state-of-the-art literature was studied to capture the latest advancements in the climate mitigation and adaptation integration studies in order to develop the research method. The applied method was validated as relevant for integration of these aspects with the focus on the cities. The results show the landscape of the planned strategic actions towards mitigation and adaptation to climate change as well as synergies and trade-offs between the two. In the discussion the results are analysed in view of the identified performed studies of this type.

    W związku z wagą problemu, jakim jest powódź i związane z nią zagrożenie życia ludzi i straty w aktywach przeprowadzono analizę cech występującego w Polsce ryzyka powodzi. Ich identyfikacja ma na celu dostarczenie informacji dla projektowania jego instrumen- tów transferu, poprzez określenie relacji pomiędzy cechami ryzyka powodzi a kluczowymi charakterystykami jego instrumentów transferu. Relacje zdefiniowano jako zależności pomiędzy cechami ryzyka powodzi a cechami instrumentów jego transferu, wyrażone funkcjami. Celem było zidentyfikowanie wynikających z cech ryzyka powodzi istotnych dla minimalizacji strat cech instrumentów transferu ryzyka powodzi. Efektem jest analiza prowadząca do rekomendacji dla projektowania takich instrumentów. Między innymi zastosowano analizę wielowymiarową uwzględniającą kryteria i funkcje istotne przy ocenie instrumentutransferu ryzyka.
    Design of risk transfer instruments, such as insurance against natural disasters should be preceded by the analysis of the risk features. Such analysis will help to select the instrument which will finish the task the best way. The primary objective of the instrument design is efficient risk transfer. In the paper the analysis of flood risk characteristics in Poland was presented. The relations between the flood risk characteristics and key features of flood risk transfer instruments were identified. As the result the recommendations for the risk transfer instruments design were indicated. Assumptions and their influence on outcomes were discussed. The author

    Opis:
    Mitigating climate change ultimately contributes to reducing the costs of adaptation. Expenditures on adaptation are diverse in terms of geographical distribution and they are usually incurred to adapt to climate change or prevent their negative effects, such as natural disasters. These expenditures must be distinguished from expenses to cover disasters’ losses. From the social justice point of view, it is important who bears the costs, who contributes to the additional costs and who benefits from climate change. The paper analyses and compares sources of financing of the costs of climate change adaptation and mitigation, to determine the share of individual actors in their performance. The conducted literature review helped in identifying the sources of financing of these costs. The possibilities of growth of adaptation financing need in the face of climate change predictions, and the ability to finance the rising costs, including new ways of financing, were also analysed.

    Artykuł przedstawia zmiany w polskim prawie dotyczącym odnawialnych źródeł energii w 2016 roku w stosunku do dużych instalacji komercyjnych oraz wpływ tych zmian na opłacalność inwestowania w technologie energetyki odnawialnej ze szczególnym uwzględnieniem energii słonecznej. Porównano dwa systemy wsparcia: oparty na zielonych certyfikatach oraz system aukcyjny. Omówiono w szczególności mechanizm ustalania ceny w systemie aukcyjnym i jego wpływ na opłacalność inwestowania w technologie fotowoltaiczne. Zaprezentowano dyskusję wyników w świetle rozwiązań praktykowanych w innych państwach. Wnioski dotyczą wpływu planowanych zmian na rozwój sektora odnawialnej energii w Polsce.
    The paper presents the changes in the Polish law on renewable energy sources in 2016 in relation to big commercial systems and the impact of these changes on the profitability of investing in renewable energy technologies with a particular emphasis on solar energy. We compare the two support systems: based on the “green certificates” and an “auction system”. In particular, the mechanism for determining prices at an auction and its impact on the profitability of investing in photovoltaic technologies are presented. The outcomes are discussed in view of solutions practiced in other countries. The conclusions concern the impact of the planned changes on the development of the renewable energy sector in Poland.

    Opis:
    Sustainable management of water resources requires leaving in the rivers a flow that ensures biological life. Since 2014, water authorities have been seeking to develop a methodology for determining environmental flows that are to reflect the inherently time-changing environmental water needs. The paper presents economic aspects of the implementation of environmental flows that will bring environmental benefits from providing the necessary amount of water for aquatic ecosystems as well as for water dependent ecosystems. However, on the other hand, they can cause significant costs for existing water users and limitations in economic use of water resources in the future. The cost-benefit approach is developed to estimate costs and benefits from introducing environmental flows in river basins. As the result the unit costs and benefits indicators for different water users are estimated and applied for the economic analysis in six study areas. The outcomes provide new information and methodological approach for decision-making about implementation of environmental flows.
