European Commission Green Paper on the European Workforce for Health – goals and main postulates of the documentGreen Paper on the European Workforce for Health in Europe is a very important document, and decisions made in its light will affect European Union health policy for years to come. Health policies across Europe should be coordinated so that recommended guidelines, designed to reduce inequities, with monitoring to promote their  se in a consistent manner across the EU, particularly but not exclusively by addressing the social determinants of health. Health services are one of the largest groups of employers in most developed countries, and therefore they constitute an important component of national economies. To improve the health of the populations of Europe, and equity of health status, public health education and research need to be a leading part of the health workforce development programme of the EU.EU health systems have to perform a difficult balancing act, firstly between increasing demands on health services and restricted supply; secondly between the need to respond to people’s health needs locally but also to be prepared for major public health crises. There are a number of challenges facing health systems in Europe.1) Policy makers and health authorities have to face the challenge of adapting their healthcare systems to an ageing population. 2) The introduction of new technology is making it possible to increase the range and quality of healthcare in terms of diagnosis, prevention and treatment, but this has to be paid for and staff need to be trained to use it. 3) There are new and re-emerging threats to health, for example from communicable diseases.4) All of this is leading to continually increasing spending on health and indeed is posing major longer-term issues for the sustainability of health systems in some countries. To respond adequately to these challenges requires health systems to have efficient and effective work forces of the highest quality as health services are very labour intensive. Challenges facing the EU public health situation population include ageing, migration, and include infectious and non-infectious diseases, including cardiovascular diseases and cancer, nutritional conditions, disaster preparation, and injury control; along with many other issues of public health, such as management and priorities of health care systems. All are crucial for the future quality of life in Europe. A professional public health workforce is essential for society to be able to meet these public health challenges with high standards of cost-effective interventions

During realisation of project 2, nursing productivity was studied by analyzing data for inpatient episodes of care and severity. Project 3 surveyed former nursrs and register nurses across six Canadian provinces. Policy makers can improve estimates health human resources by incorporating population health needs, productivity analyses and evidences based policy strategies tailored for providers. Models and strategies for health human resources planning that are need-based, outcome-directed and that recognize the complex and dynamic nature of the impact these decisions need to be developed and implemented.

The article is aimed at presenting the Polish health care managers’ profile and describing postgraduate education offer available to this group. As a result of the changes in health care system the managers need to continuously gain new qualifications. They are expected not only to provide more effective management methods, but also to minimize the costs and achieve the health care units goals. It is obvious that only highly skilled managers with high level of qualification and broad knowledge concerning economics, finance, medical law, human resources management are able to meet the requirements of rapid changes in health care sector. Research showed that there are significant changes in the profile of health care managers. Currently among managers there are less persons with medical background and more women. Majority of managers continue their education during postgraduate study (mainly managerial and economy). There are very wide range of postgraduate studies for Polish health care managers offered by public and non-public universities.

Opis:
Human resources planning in health care system – the need or the necessity? The article presents the main assumptions and limitations of human resources planning in health care system and conditions of this process in Poland. The results of the WHO research inform about the world crisis of medical staff. The situation in our country is extremely difficult due to lack of formal organization/structure responsible for planning of human resources for health. Moreover the core indicators of Polish medical staff (physicians-per population ratio, nurses- per population ratio) are one of the lowest in Europe. Public health experts and professional associations of medical staff (e.g. National Chamber of Nurses and Midwifes) have developed worrisome forecasts of the availability of the medical staff in our country but policy makers don’t undertake activity in this field. For the purpose of dealing with problems of medical staff shortages in Poland it is necessary to establish cooperation of different partners and institutions (Ministry of Health, Ministry of Science and Higher Education, professional association, medical universities, data collection institutions, unions, health service providers). Planners and decision makers should develop and implement models and strategies for planning of medical staff which are need-based, outcome-directed and that recognize the complex and dynamic nature of health care services.

The aim of the article is to present the scope of determinants influencing hospitals’ functioning in contemporary Europe with emphasize put on the health sector human recourses issue. Multiplicity of the functions realized by the hospitals units relates to the plurality of determinants which influence their present situation as well as long-term transformation processes. The determinants can be categorized into three main groups: these related to the demand side of the hospital services, their supply and determinants being the results of the social and economic changes. Regardless of the differences existing between health systems in specific countries – all European countries are facing similar problems of increasing health care costs, strong need of efficiency improvement and deficits of medical staff. In case of the hospital sector the key issue is number of beds reduction and transformation of the hospitals’ organizational form

Opis:
Healthcare workers are representatives of occupations that are most exposed to high levels of stress in the work environment. These characteristics of work increase the probability of suffering from mental disorders. One aspect of mental disorder prevention in the workplace is the role of healthcare managers as those people who are responsible for minimizing the negative impact of work-related stress factors. Their role can be performed by creating effective initiatives supporting workers’ mental health. The need to support the implementation of such initiatives has been highlighted by the COVID-19 pandemic. The aim of the review is to summarize available types of managerial interventions in the field of mental health protection of medical staff, considering the assessment of their prevalence, determinants of effectiveness, and limitations from the perspective of healthcare managers. The article was prepared based on the literature review method and covered publications from original research in English and Polish, published until June 2023 in the following databases: PubMed, Google Scholar, and PsycINFO. In addition to the original research, the review also includes documents developed by international health organizations. The determinants of effective managerial interventions that can be used for the needs of managers and decision-makers in the field of mental health management in the workplace have been presented. The greatest widespread of mental health initiatives concerned the pandemic period, but now the key systemic task should be to maintain the frequency of impacts outside the pandemic period, due to the constant nature of stressors. The determinants of their effectiveness include, among others: incorporating elements of psychological knowledge into the process of educating managers, involving healthcare specialists in the development of programs, and examining the needs of the staff each time at the stage preceding interventions.

Opis:
Dobrze wykształcony i zmotywowany personel medyczny stanowi fundament pomyślnego osiągania celów zdrowotnych, jakie stoją przed systemem zdrowotnym każdego kraju.
The effectiveness of the healthcare system and the quality of medical services depends largely on the knowledge, skills, and motivation of employees, hence the critical role and importance of medical personnel in the proper functioning of healthcare units and the system in its entirety. It is commonly believed that the size and quality of medical staff influences the proper functioning of a country's healthcare system. What is more, well-trained and motivated medical staff is the cornerstone of the successful achievement of the healthcare objectives faced by each country's health care system.

Opis:
This handbook on health promotion addressed to older people, which is written for readers in European countries, should function as a training programme guideline for health promoters. The authors are aware that it is an excessively ambitious task in light of the relatively poor scientific state of affairs in the field of health promotion. This ambition may be justified to some extent by the experience of the writing team, who acquired a considerable capital of knowledge as a result of ‘Pro health 65+’ - the European project on health promotion addressed to elderly people and prevention of chronic diseases, which was carried out as a part of the second Health Programme of the European Union.
