Opis:
Autor kreśli dwa możliwe, ale odmienne modele kształtowania porządku prawnego względem zabytków i innych przejawów dziedzictwa kulturowego. Analizuje w tym względzie doświadczenia innych krajów europejskich i rozważa: model kumulatywny, akcentujący bardziej formalny niż materialny aspekt ujęcia materii składającej się na dziedzictwo kulturowe, oraz model funkcjonalny, akcentujący bardziej materialny wymiar tej materii. Uważa, że niezbędne są istotne zmiany w polskim systemie prawnej ochrony zabytków i opiece nad zabytkami oparcie ich na prawodawstwie międzynarodowym przystosowanym do polskiego systemu ustawodawstwa.
The author sketches two possible though different models of shaping the legislation concerning monuments and other manifestations of cultural heritage. He analyses experiences of other European countries in this respect and considers: the cumulative model stressing the more formal than material aspect of the matter making up the cultural heritage, and the functional model highlighting the more material dimension of the matter. He believes that significant changes in the Polish system of legal protection and preservation of monuments are indispensable, as well as basing them on international law adjusted to the Polish legal system.

Przedmiotem prowadzonych rozważań są perspektywy prawa i organizacji administracji konserwatorskiej w 100-lecie powstania niepodległych służb ochrony zabytków w Polsce. Autor w pierwszej części swoich rozważań koncentruje się na okolicznościach wydania dekretu Rady Regencyjnej z dnia 31 października 1918 r. o opiece nad zabytkami sztuki i kultury. W dalszej części zaprezentowane zostały zmiany obowiązującego prawa ochrony zabytków od 1918 r. aż do dnia dzisiejszego. Istotnym elementem opracowania jest zaakcentowanie roli służb ochrony zabytków w realizacji zadań ochrony zabytków. W ostatniej części opracowania zaprezentowane zostały sugestie o charakterze de lege ferenda w zakresie zmian w polskim systemie ochrony zabytków.
The current considerations address the perspectives of law and organisation of conservation administration on the 100th anniversary of establishing independent monument protection services in Poland. In the first part of his considerations, the Author concentrates on the circumstances in which the Regency Council issued its decree on October 31, 1918 on the protection of art and culture monuments. Changes in the law on monument protection since the year 1918 until the present day have been presented further on. A significant element of the study is emphasising the role of conservation services in realising monument protection tasks. The last part of the study presents de lege ferenda suggestions concerning changes in the Polish monument protection system.

W pracy przedstawiono badania dynamicznego zgniatania profili cienkościennych o przekrojach: jednoomegowym (top-hat) i dwuomegowym (double-hat). Badania odbyły się na grawitacyjnym młocie spadowym. Proces deformacji struktury rejestrowany był za pomocą czujników udarowych siły umieszczonych pod podstawą próbki, co przy znanej masie bijaka pozwoliło na wyznaczenie przebiegu jego przyspieszenia. Wykorzystano także szybką kamerę, która pozwalała na bezpośrednie wyznaczenie przemieszczenia bijaka w czasie. Otrzymane sygnały — po ich scałkowaniu, bądź zróżniczkowaniu — zostały ze sobą porównane. W pracy wykazano wzajemną korelację przebiegów przemieszczenia bijaka w funkcji czasu otrzymywanych za pomocą opisanych metod. Różniczkowanie sygnału uzyskanego za pomocą kamery — bez użycia filtrowania — daje wyniki bardzo zaszumione. Sygnały przefiltrowane różnią się między sobą, w zależności od własności filtra. Nie dostrzeżono korelacji pomiędzy sygnałami przyspieszenia uzyskanymi za pomocą obu metod, szczególnie w pierwszych 10 ms procesu.

W artykule omówiony został problem z zatrudnieniem osób długotrwale bezrobotnych oraz ich przyszłego pracodawcy. Wskazano jak czas wpływa negatywnie na stan psychiczny i fizyczny osób nieaktywnych zawodowo oraz jak z kolei oddziałuje to na kulturę bezpieczeństwa w danym zakładzie pracy. Autorzy na podstawie programu wsparcia dla osób długotrwale bezrobotnych , który proponuje Rzeszowska Agencja Rozwoju Regionalnego pokazali jakie kryteria zatrudniania stawiane są przyszłemu pracodawcy oraz jakie niesie to za sobą nieoczekiwane wyzwania . Aby im sprostać autorzy zaproponowali edukację BHP dedykowaną do tej grupy osób. Edukację, która ma zminimalizować potencjalne zagrożenia wynikające z niewłaściwych zachowań tych pracowników. Autorzy poprzez analizę porównawczą oceny ryzyka zawodowego osoby długotrwale bezrobotnej oraz aktywnej zawodowo wskazali, ze traktowanie ich jednakowo może nie przynieść oczekiwanych efektów.
The article discusses the problem of employing the long - term unemployed and their future employer. It was indicated how time affects the mental and physical state of inactive people and how it in turn affects the culture of safety in a given workplace. The authors, based on the support program for the long-term unemployed, proposed by the Rzeszów Regional Development Agency, showed what employment criteria are set for the future employer and what are the unexpected challenges. In order to meet them, the authors proposed health and safety education dedicated to this group of people. Education, which is to minimize potential threats resulting from inappropriate behaviors of these employees. The authors, through a comparative analysis of occupational risk assessment of a long-term unemployed person and an active employee, indicated that treating them equally may not bring the expected results.

Opis:
Fall detection of the elderly is a major public health problem. The probability of falls makes them dependent on others and restricts their freedom of movement. Although many fall detection methods have been developed to recognize falls in a real-time, most are inaccurate and inconvenient to use. In this paper we describe two methods for detecting the fall of a human body that can be implemented for the smartphones with built-in accelerometer. The first one used the raw data obtained from the sensor, and the second one - filtered data. In addition to the measuring a load factor, an important role in the algorithms has also a mobile device orientation to the ground. The assumption for the study was the localization of the smartphone in a right pocket of trousers - common in right-handed people. The experiment consisted in simulation the falls from different initial postures (standing, sitting, kneeling) in four directions (front, back, left, right). The results are satisfactory for detection of falls from a standing position. In conclusion, correct detection of falls based on the accelerometer built into the smartphone is possible after the filtration of the raw data, although the location of this device, the initial body position and direction of the fall have significant impact.

Opis:
The article presents the results of research in controlling the mobile application with the EEG signals and eye blinking. Authors proposed a prototype solution of a brain-computer interface that can be used by people with total motor impairment to control chosen mobile application on their mobile phone. There was a NeuroSky MindWave Mobile device used during experiments. Two software tools for mobile devices were specially implemented. First one helps to analyse the EEG signals and recognize eye blinks, second one - interprets them and executes assigned actions. Different configurations of settings were used during the studies. They included: single blink or double blink, level of focus, period of focus. Experiments results show that a man equipped with a personal EEG sensor and eye blinking detector can remotely touchless use mobile applications installed on smartphones or tablets.

Dlatego tez ma on do dyspozycji liczne metody, które ułatwiają zarządzanie BHP w przedsiębiorstwie. Przedmiotem opracowania jest opisanie i wdrożenie metody „5 minut dla bezpieczeństwa” w przedsiębiorstwie jako element poprawiający kulturę BHP.
Each entrepreneur must adapt the workplace to the applicable legal requirements regarding health and safety a t work. Caring for a working environment is the responsibility of the employer. However, the employer should also take care of health and safety at work. Shaping positive behaviors and norms of employees' behavior influences the quality and efficiency of work. The employer should shape health and safety policy in such a way as to prevent accidents at work and potentially dangerous behavior. Therefore, he has at his disposal numerous methods that facilitate the management of occupational health and safety in the enterprise. The subject of the study is to describe and implement the "5 minutes for security" method in an enterprise as an element improving the culture of health and safety.

Every enterprise tries to build the most effective company strategy. An important, though often overlooked element of strategy building is occupational health and safety management. Building an occupational health and safety management strategy in an enterprise is done in cooperation with the health and safety service, which determines the state of safety in the work environment and indicates the possibilities of its improvement. Cooperation with the employer and management allows for the development of appropriate mechanisms that aim to improve the safety of the work environment. The subject of the study is the construction of a health and safety management strategy in a selected company.

Opencast mining machines and material handling machines perform an important role in many branches of industry (e.g. mining and rock processing, power) all over the world. This fact caused that different standards were developed containing guidelines for the design of such facilities. The most important of them, which will be discussed in details in the presented article, are: the Australian Standard (AS), German Standard (DIN) and ISO Standard. The advantages and disadvantages of each of them will be discussed, and with all the consequences of using the chosen standard. The authors also present self-developed solutions and recommendations that go beyond the scope of the mentioned standards.
Maszyny podstawowe górnictwa odkrywkowego oraz maszyny przeładunkowe pełnią istotne role w wielu gałęziach przemysłu ( górnictwo i przetwórstwo skalne, przemysł energetyczny, inne) na całym świecie. Fakt ten spowodował, iż powstały różne opracowania zawierające wytyczne do projektowania tego rodzaju obiektów. Najważniejsze z nich, które zostaną omówione szerzej w prezentowanym artykule, to norma australijska (AS), niemiecka (DIN) oraz norma ISO. Przedstawione zostaną wady i zalety poszczególnych z nich, a przede wszystkim to jakie konsekwencje pociąga za sobą stosowanie wybranej normy. Autorzy przedstawiają również samodzielnie opracowane rozwiązania i zalecenia wykraczające poza zakres wskazany w wymienionych normach.

Celem artykułu jest przedstawienie problematyki związanej z ogólnym podejściem do ryzyka zawodowego na stanowisku kierowcy. § 2 pkt. 7 Rozporządzenia Ministra Pracy i Polityki Socjalnej z dnia 26 września 1997 (Dz. U. Z 2003 r. Nr 169, poz. 1650 j.t. z późn. zm.) w sprawie ogólnych przepisów bezpieczeństwa i higieny pracy definiuje ryzyko zawodowe. Jednakże to od pracodawcy zależy, w jaki sposób określi ryzyko dla stanowiska pracy. Artykuł zwraca uwagę na specyfikę pracy na stanowisku kierowcy autobusu. Środowisko pracy kierowcy autobusu może być bardzo zróżnicowane i zależne od obszaru wykonywania pracy: trasy miejskie i miejsko-wiejskie, trasy międzymiastowe, trasy międzynarodowe. Wyszczególnienie obszaru wykonywania pracy ma kluczowe znaczenie dla ryzyka zawodowego. Analiza jakościowa wybranych zagrożeń została przeprowadzona wg metody RISK SCORE. Artykuł zwraca uwagę na różnice w zagrożeniach, ekspozycji i skutkach, jakie występują w przypadku indywidualnego podejścia do ryzyka zawodowego na stanowisku kierowcy autobusu.
The aim of this article is to present the issues related to the overall approach to occupational risk for a driver. § 2 point 7 of the Regulation of the Minister of Labor and Social Policy of 26 September 1997 (JOL 2003 No. 169, item 1650 later amended) on the general safety regulations defines an occupational hazard. However, it is the employer who decides how to determine the risk to jobs. The article pays attention to the specifics of the work as a bus driver. The bus driver's working environment can be very varied and depends on the area of work: urban and rural-urban routes, intercity routes, and international routes. Specification of the area of work is vital for professional risk. The qualitative analysis of occupational risk has been performed according to the RISK SCORE method. The article pays attention to the fundamental differences in the hazard, exposure and effects that occur in the case of an individual approach to occupational risk of the bus driver.

The article raises the issue of risk assessment and its impact on the quality and safety of work. During the assessment of the turning lathe position additional components associated with the jobs personalization were taken into account. Paragraph 2 item 7 of the Regulation of the Minister of Laborr and Social Policy of 26 September 1997 on general safety regulations defines occupational risk as the likelihood of an adverse event. The authors drew attention to the reality of the accident, which sometimes depends on the predisposition of the employee. It turns out that a correct estimation of the probability of occurrence of the accident to be able to react in a timely way seems extremely important.. This parameter will be assessed more accurately if we take into account a number of additional components resulting from the characteristics of the employee. The results of the personalized assessment of risk may allow appropriate planning of corrective and preventive actions.

W opracowaniu przeanalizowany został problem prawidłowej oceny ryzyka zawodowego pracownika na stanowisku kierowcy samochodu ciężarowego. § 2 pkt. 7 Rozporządzenia Ministra Pracy i Polityki Socjalnej z dnia 26 września 1997 (Dz. U. Z 2003 r. Nr 169, poz. 1650 j.t. z późn. zm.) w sprawie ogólnych przepisów bezpieczeństwa pracy definiuje ryzyko zawodowe jednakże nie wskazuje metody jego oceny. Dlatego też można przyjąć, że wiedza dotycząca właściwej oceny ryzyka zawodowego u pracodawców determinuje proces jej tworzenia. Im większa wiedza dotycząca analizowanego zagadnienia tym większa wnikliwość przy doborze czynników wpływających na ostateczną ocenę ryzyka zawodowego. W przypadku małej lub marginalnej wiedzy daje się zauważyć bagatelizowanie istotnych zagrożeń. W opracowaniu przeanalizowano determinanty uzupełniające (niebrane do tej pory pod uwagę), które mają znaczący wpływ na ostateczny wynik oceny ryzyka. Analizie poddano czynnik ludzki mający znaczący wpływ na zagrożenie, jakim jest wypadek drogowy.
The aim of the article is to present the problems associated with properly developed occupational hazard for a truck driver of a truck. § 2 point 7 of the Regulation of the Minister of Labor and Social Policy of 26 September 1997 (JOL 2003 No. 169, item 1650 as amended) on the general safety regulations defines an occupational hazard but does not indicate the method of its assessment. In the authors' opinion, this knowledge of proper risk assessment at the employer determines the process of its creation. The higher knowledge of the issues, the greater insight when selecting the factors that influence the final assessment of occupational risk. In the case of small or marginal knowledge underestimation of significant threats can be noticed.

Opis:
Optical measurements of bulk GaSb:S reveal the structure of the lattice two phonon absorption and acceptor-valence band transitions. A sulphur related local vibrational modes and several bands related to the optical transitions from the ground state of the acceptor level are observed. A comparison of transport and optical measurements for GaSb:Te and AlGaSb:Te shows that in the alloy it is easier to obtain high concentrations of the electrically active Te impurity.

Opis:
Health and safety at work issue concerns every employer. Adjusting the work environment to legal requirements and standards is the key to creating health and safety culture. In every functioning OSH system there are various types of problems that employers face. The subject of the article is how to solve the problem of safety in production systems using the brainstorming method. The basic element of creating health and safety culture is an appropriate approach to occupational risk management. Risk assessment in the workplace should take place in teams as it is possible to reliably identify hazards and accurately assess them.

Opis:
The two kinds of classifier based on the k-NN rule, the standard and the parallel version, were used for recognition of severity of ALS disease. In case of the second classifier version, feature selection was done separately for each pair of classes. The error rate, estimated by the leave one out method, was used as a criterion as for determination the optimum values of k's as well as for feature selection. All features selected in this manner were used in the standard and in the parallel classifier based on k-NN rule. Furthermore, only for the verification purpose, the linear classifier was applied. For this kind of classifier the error rates were calculated by use the training set also as a testing one. The linear classifier was trained by the error correction algorithm with a modified stop condition. The data set concerned with the healthy subjects and patients with amyotrophic lateral sclerosis (ALS). The set of several biomarkers such as erythropoietin, matrix metalloproteinases and their tissue inhibitors measured in serum and cerebrospinal fluid (CSF) were treated as features. It was shown that CSF biomarkers were very sensitive for the ALS progress.
