The article describes a hybrid approach to evaluating economic efficiency of medium-sized manufacturing enterprises (employing from 50 to 249 people) in districts of Wielkopolska province, using metric and interval-valued data. The hybrid approach combines multidimensional scaling with linear ordering. In the first step, multidimensional scaling is applied to obtain a visual representation of objects in a two-dimensional space. In the next step, a set of objects is ordered linearly based on the distance from the pattern (ideal) object. This approach provides new possibilities for interpreting linearly ordered results of a set of objects. Interval-valued variables characterise the objects of interests more accurately than metric data do. Metric data are atomic, i.e. an observation of each variable is expressed as a single real number. In contrast, an observation of each interval-valued variable is expressed as an interval. The analysis was based on data prepared in a two-stage process. First, a data set of observations was obtained for metric variables describing economic efficiency of medium-sized manufacturing enterprises. These unit-level data were aggregated at district level (LAU 1) and turned into two types of data: metric and interval-valued data. In the analysis of interval-valued data, two approaches are used: symbolic-to-classic, symbolic-to-symbolic. The article describes a comparative analysis of results of the assessment of economic efficiency based on metric and interval-valued data (the results of two approaches). The calculations were made with scripts prepared in the R environment.

The study investigates the variation in population ageing in Polish provinces in 2002, 2010 and 2017. Population ageing was assessed using the median age, proportion of elderly people, double ageing index, ageing index, and old-age dependency ratio. The authors took into account causes that explain changes occurring at the bottom and at the top of the population pyramid. By applying the hybrid approach combining multidimensional scaling with linear ordering (the two-step approach), the authors identified differences in the level of population ageing in a two-dimensional space. The paper applies a new method of automatic data collection from the Local Data Bank using the BDL package and the API interface (Application Programming Interface). The BDL API is a data-sharing service through webservice defining programming interfaces independent of the programming language, whereas the bdl package using this API enables webservice integration with the R statistical environment, eliminating the need for manual data extraction and enabling the automation of recurring activities.

The latest National Population Census in Poland, like in many EU countries, was conducted in 2021. In Ukraine, during the entire period of independence, a national census was conducted only once, in 2001, while the following rounds kept being postponed. In 2019, a trial census was conducted in several regions of central Ukraine. The working hypothesis is that for the organisation and conduct of the All-Ukrainian Population Census in Ukraine, it is important to use the experience of EU countries in this field (and Poland’s experience in particular). The purpose of the article is to substantiate the theoretical foundations and comparative analysis of the processes of conducting censuses in Poland and Ukraine and to study the factors of increasing the level of respondent participation. The article reviews a number of socio-economic factors in the light of the comparison of data census organisation in Poland and Ukraine. Several international indicators were investigated that could have an impact on respondent participation in statistical surveys and censuses. By applying factor analysis, it was possible to identify the factors that could increase the level of respondent participation. To solve these demographic challenges, the following activity should be considered: financial support for the successful functioning of economic entities, improvement of social infrastructure, friendly environment for innovation and investment, and peace and political stability in Ukraine.

The problem of disability is perceived as one of the most serious social issues faced by the contemporary society. The number of people with disability is consistently rising for a variety of reasons, including the aging of the population. Data on disability are collected through numerous statistical surveys, among which censuses are the most wide-scale ones. In the period between the 2002 and 2011 censuses (the last two censuses conducted in Poland), a 14% decrease in the number of people with disabilities was observed. However, it should be emphasised that significant modifications were introduced to the methodology of the last census. Population census 2011 was the first census in Poland combing administrative data sources and the survey sampling method. The main objective of the study is to assess the quality of estimates relating to the number of disabled persons, obtained on the basis of the 2011 census data. It is a comparative study aimed at identifying the similarities and discrepancies between the estimates, and determining the size and source of these discrepancies. The analysis takes into account such aspects as the measurement methods, the definitions and criteria of disability, the voluntary nature of the question, and the quality of the information on disability obtained from various sources.

Dane dotyczące osób niepełnosprawnych pozyskiwane są w wielu badaniach statystycznych, jednak największym badaniem są spisy powszechne. Temat niepełnosprawności w spisach polskich ma swoją długą historię sięgającą 1921 roku. W ciągu tego okresu zmieniała się zarówno metodyka badania, jak i zakres przedmiotowy danych. Największe zmiany nastąpiły w 2011 roku. NSP 2011 był po raz pierwszy w Polsce przeprowadzony z wykorzystaniem administracyjnych źródeł danych oraz metody reprezentacyjnej. Celem niniejszego referatu jest analiza i ocena zmian w badaniu niepełnosprawności jakie nastąpiły w NSP2011 w porównaniu z NSP2002 zarówno co do metody badania, jak i zakresu informacyjnego.
Data on disability are collected in many statistical surveys, but the largest ones are censuses. The survey of disability based on census data in Poland has a long history dating back to 1921. During this period both the methodology of the survey and the scope of the data have been changing. The biggest modifications took place in 2011. NCP 2011 was the first census in Poland to be carried out by combing administrative data sources and the survey sampling method. The aim of the present study is to analyze and assess changes in the disability survey in NCP 2011 compared to NCP 2002 in terms of methodology and the scope of information.

There is a growing demand for multivariate economic statistics for crossclassified domains. In business statistics, this demand poses a particular challenge given the specific character of the population of enterprises, which necessitates searching for methods of analysis that would represent the robust approach to estimation, where auxiliary variables could be utilised. The adoption of new solutions in this area is expected to increase the scope of statistical output and improve the precision of estimates. The study presented in the paper furthers this goal, as it is focused on testing the application of a robust version of the Fay-Herriot model, which makes it possible to meet the assumption of normality of random effects under the presence of outliers. These alternative models are supplied to estimate the parameters of small firms operating in 2012. Variables from administrative registers were used as auxiliary variables, which made the estimation process more comprehensive. The paper refers to small area estimation methods. The variables of interest are estimated at a low level of aggregation represented by the cross-section province and NACE sections.

There are many surveys of populations that contain a number of extreme values. This is particularly true in surveys of business enterprises. Outliers observations can have an important effect on work with estimation especially on low level of the aggregation. Although the values are extreme, they need not necessarily be false; extremely large observations are a natural component in survey populations. So we shall explore some alternative technique estimation less sensitive to outliers. In this paper we examine local regression which has ability to accommodate local departures from the underlying linear model in business statistics.

Głównym źródłem informacji o przychodach sektora małych przedsiębiorstw są obecnie badania reprezentacyjne prowadzone przez Główny Urząd Statystyczny. Szacunki z akceptowalną precyzją, ze względu na rozmiar próby, schemat badania czy metoda szacunku, mogą być estymowane co najwyżej w przekroju kraju, województw lub sekcji Polskiej Klasyfikacji Działalności. Motywacją do podjęcia badania było obserwowalne w ostatnich latach rosnące zapotrzebowanie na informacje w jak najmniej zagregowanej postaci. Celem niniejszego artykułu jest próba aplikacji modelu Faya-Herriota, wykorzystującego zmienne pomocnicze, do oszacowania przychodów przedsiębiorstw zatrudniających od 10 do 49 pracowników. W badaniu wykorzystano dane z meldunku DG1, największego badania z zakresu statystyki przedsiębiorstw, jak również dane pochodzące z rejestrów administracyjnych. Badanie pozwoliło na zaobserwowanie pewnych prawidłowości i charakterystyk sektora małych przedsiębiorstw w Polsce.

The authors present results of a study which attempted to use indirect estimation methods (including a method accounting for spatial correlation) to estimate certain characteristics enterprises. The study relied on data from the DG-1 survey conducted by the Statistical Office in Poznan, which provides the basis for most of the short-term indicators used to describe enterprise activity in Poland. The DG-1 survey is a monthly report about economic activity, which collects crucial information about economic entities, their activity, production and stocks. The survey is addressed to enterprises employing over 9 people.
W referacie zostaną przedstawione wyniki badania, w którym podjęto próbę wykorzystania metod estymacji pośredniej (w tym także metody, która uwzględnia korelację przestrzenną) do oszacowania pewnych charakterystyk przedsiębiorstw. W badaniu wykorzystano informacje pochodzące z badania DG–1 prowadzonego przez Urząd Statystyczny w Poznaniu, stanowiącego podstawę do opracowywania większości wskaźników krótkookresowych dotyczących działalności przedsiębiorstw w Polsce. Badanie DG–1 to miesięczny meldunek o działalności gospodarczej, który zawiera najważniejsze informacje dotyczące podmiotów gospodarczych, ich działalności oraz produkcji wyrobów i zapasów. Obejmuje ono swym zasięgiem przedsiębiorstwa, w których liczba pracujących przekracza 9 osób.

Przedmiotem badania jest problem zróżnicowania starzenia się ludności w krajach Europy Środkowo-Wschodniej: Czech, Polski, Słowacji i Węgier, oraz w przekroju regionów NUTS2 tych państw w roku 2016 w porównaniu z 2005 rokiem. Do oceny zmian stopnia zaawansowania oraz zróżnicowania procesu starzenia się ludności w regionach krajów Grupy Wyszehradzkiej zastosowano wybrane metody statystycznej analizy wielowymiarowej. W analizowanym okresie nastąpiło znaczne przyspieszenie starzenia się ludności badanych państw i regionów. Najmniejsze zmiany zaobserwowano w Słowacji i jej regionach. Zmniejszył się nieznacznie stopień dysproporcji między regionami ze względu na proces starzenia się ludności.

The paper presents an empirical study designed to test a small area estimation method. The aim of the study is to apply a robust version of the Fay-Herriot model to the estimation of average wages in the small business sector. Unlike the classical Fay-Herriot model, its robust version makes it possible to meet the assumption of normality of random effects under the presence of outliers. Moreover, the use of this version of the Fay-Herriot model helps to improve the precision of estimates, especially in domains where samples are of small sizes. These alternative models are supplied with auxiliary variables. The study seeks to present the characteristics of and differences among small business units cross-classified by selected NACE sections and district units of the provinces of Mazowieckie and Wielkopolskie. It was carried out on the basis of data from a survey conducted by the Statistical Office in Poznan and from administrative registers. It is the first study which attempts to produce estimates of average wages for this sector of the national economy.

Opis:
There are many sample surveys of populations that contain outliers (extreme values). This is especially true in business, agricultural, household and medicine surveys. Outliers can have a large distorting influence on classical statistical methods that are optimal under the assumption of normality or linearity. As a result, the presence of extreme observations may adversely affect estimation, especially when it is carried out at a low level of aggregation. To deal with this problem, several alternative techniques of estimation, less sensitive to outliers, have been proposed in the statistical literature. In this paper we attempt to apply and assess some robust regression methods (LTS, M-estimation, S-estimation, MM-estimation) in the business survey conducted within the framework of official statistics.

Aby sprostać rosnącemu zapotrzebowaniu na szczegółową, dokładną i terminową ocenę dotyczącą przedsiębiorczości i gospodarki, konieczne jest między innymi systematyczne rozszerzanie zakresu informacji dostarczanych przez statystykę gospodarczą. Prowadzona obecnie polityka, mająca na celu zmniejszenie kosztów badań i obciążeń sprawozdawczych podmiotów gospodarczych, wymusza działania polegające na modernizacji metodologii badań. Jeden z obszarów, w których prowadzone są tego rodzaju analizy, to aplikacje w zakresie estymacji pośredniej wykorzystującej dane o zmiennych pomocniczych pochodzących z systemów administracyjnych. Stąd też celem artykułu jest ocena jakości szacunku przychodów dla małych przedsiębiorstw przy wykorzystaniu zaproponowanego podejścia metodycznego polegającego na możliwości włączenia stratyfikacji do estymacji złożonej, w oparciu o informacje pochodzące z rejestrów administracyjnych.
To meet the growing demand for detailed, precise, accurate and timely estimation of entrepreneurship and economic conditions, it is necessary to systematically extend the scope of information provided by business statistics. In view of the policy aimed at reducing survey costs and burdens for business units, the only way in which this objective can be achieved is by modernizing survey methodology. One area where this kind research is being conducted are applications of indirect estimation based on auxiliary sources of information from administrative sources. Hence, the purpose of the study described in this article is to evaluate the precision of estimates of revenues of small businesses for domains defined by spatial aggregation and business classification by applying stratification in composite estimators based on information collected from administrative registers.

Dynamiczne zmiany w gospodarce spowodowały wzrost zapotrzebowania na dane statystyczne zarówno co do liczby cech, jak i rodzajów przekrojów. W statystyce gospodarczej sprostanie temu wyzwaniu jest szczególnie trudne ze względu na specyfikę populacji przedsiębiorstw. Wymusza ono poszukiwanie metod szacunku zmierzających w kierunku zwiększenia stopnia wykorzystania źródeł administracyjnych. Adaptacja nowych rozwiązań ma przyczynić się zarówno do rozszerzenia zakresu informacji, jak i do zwiększenia efektywności prowadzonych szacunków. Celem niniejszego badania jest próba wykorzystania odpornego estymatora GREG uwzględniającego KMNK i metody najmniejszej mediany kwadratów w szacunku charakterystyk dotyczących małych przedsiębiorstw handlowych działających w 2012 roku. W estymacji jako zmienne pomocnicze uwzględnione zostały zmienne opóźnione w czasie, pochodzące z rejestrów administracyjnych. W artykule odwołano się do metod estymacji reprezentowanych przez statystykę małych obszarów. Badanie prowadzone jest na niskim poziomie agregacji. In the face of dynamic changes in the economy, there is a growing demand for multivariate statistics for cross‑classified domains. In economic statistics, this demand poses a particular challenge owing to the unique character of the population of enterprises, which is what motivates the search for estimation methods that can exploit administrative sources to a greater extent. The adoption of new solutions in this area is expected to increase the scope of statistical outputs and improve the efficiency of estimates. The purpose of the presented study is to test the application of the robust GREG estimator based on the LS method and least median of squares regression to estimate characteristics of small trade firms operating in 2012. The estimation process is supported with delayed variables from administrative registers used as auxiliary variables. The paper refers to small area estimation methods. The variables of interest are estimated at the low level of aggregation represented by cross‑section province and NUTS 2.
