    The article presents the organization of information structures for the needs of a complex, multi-faceted (multi-methodical) decision analysis, the subject of which is a certain category of objects. The focus is on the discussion of the transformation of the information structure of partial mathematical models, reflecting the objects of analysis, to the form of records of the database and on their connection into a more complex structure, so-called multi-model, in order to subject the method of multi-criteria optimization to calculations. There was also mentioned the possibility of transformation of these complex structures from data records to a simple, tabular form transferred on the inputs of method: AHP, Electre Tri, econometric analysis and induction of decision rules.

    Opis:
    A multimethod approach to the multicriteria analysis and assessment of objects (rankings, grouping, econometric assessments) have been presented. This issue is a field of research and engineering associated with the construction and application of a computerized decision support system (DSS 2.0). In terms of the proposed approach, the functionality of the developed prototype has been illustrated based on a practical example of the assessment of employees and the analysis of remuneration. The Electre TRI method of grouping derived from a relational model complements ranking methods well (e.g., AHP) based on the functional model. Grouping reveals cases, where all or the vast majority of objects in a ranking were clustered within one class (e.g., in the best or the worst one).

    W artykule ukazano w zarysie powstawanie podstaw prawnych funkcjonowania rosyjskich przedstawicielstw konsularnych (Regulamin konsularny, Regulamin handlowy, Taryfa opłat konsularnych) w latach panowania ostatnich pięciu Romanowów. Przedstawiono także rozmieszczenie, liczbę i rodzaje placówek konsularnych. Ponadto zwrócono uwagę na czynniki wpływające na zmianę ich ulokowania oraz na ich likwidację bądź utworzenie (działalność gospodarcza poddanych rosyjskich, upowszechnienie się wyjazdów zagranicznych wśród społeczeństwa rosyjskiego, powstawanie nowych państw). Wskazano również na podległość organizacyjną przedstawicielstw konsularnych właściwym organom centralnym Ministerstwa Spraw Zagranicznych.
    The article presents an outline of forming the legal grounds for the operation of Russian consular missions (Consular rules, Commercial rules, Consular fees) during the rule of the last five Romanovs. The number, kinds and locations of consular missions were also presented. In addition, the work points out to factors which decided about relocation, liquidation or opening of new missions (economic activity of Russian subjects, popularisation of foreign travel among the Russian society, formation of new countries). The article also refers to the organisational subordination of consular missions to the respective central organs of the Ministry of Foreign Affairs.

    To aim of article is an attempt to answer a question, whether they can be regarded as a good source of information to investigate Russia’s foreign policy in these years. The introduction conteins a short history of Russian parliamentarism from the beginning of the 20th century. Special attention is given to elections to the 3rd Duma and its party com position. Next, taken each session into account, the meetings are presented, when Russian foreign policy was discused. Then, the speeches of ministers of foreign affairs Aleksander Izwolski and his successor Sergiusz Sazonow are analized. Also, the speeches of deputies are considered in which they were presenting their attitude to information given to them by ministers of foreign affairs. The conclusion contains opinions on usefulness of the shorthands as a source to investigate Russian foreign policy. They seem to be a valuable material, but they requise completion with other documents. They present the main directions of Russian foreign policy, but they lack a discussion of concrete interstate treaties. Some repercussions only can be found in the speeches of deputies. Thanks to these speeches it is possible to determine the opinions of parties seated in the Duma.

    Les activités du gouvernement tsariste à l’Extrême-Orient après avoir perdu la guerre de Japon et l’avis sur les parties politiques - les membres de Duma D’Etat vis-à-elle constituent l’essentiel de cet article. La préface contient une courte introduction à l’histoire de l’expansion russe à l’Extrèma-Orienl, finie par une défaite dans la guerre des années 1904-1905 et de la paix à Portsmouth. Ensuite on a présenté des activités russes menant à normaliser et à améliorer les rapports avec le Japon (les traites des années 1907, 1910 et 1912) et en plus la politique envers la Chine dans les années 1911-1912. On a aussi présenté le rapport des groupements politiques face aux démarches cités du gouvernement et leurs certaines conceptions à propos de la politique de l’Extrême-Orient. Les conclusions terminales montrent le soutien des groupements politiques pour la politique extérieure du gouvernement. En plus on a souligné que le soutien cité ci-dé-ssus a été prêté, malgré les conceptions différentes de mener et d’atteindre les buts de la politique extérieure.

    The article concerns Internet resources related to research into Russia’s foreign policy during the reign of Nicholas II. The problem is examined on the basis of websites of two Russian libraries – the National Library of Russia and the State Public Historical Library. The website of the Russian Ministry of Foreign Affairs and the Google Books service were also taken into consideration. This provided the grounds for discussing the available source materials and literature related to the Russian foreign policy in the years 1894–1917
    Artykuł porusza kwestię zasobów internetowych związanych z badaniami nad polityką zagraniczną Rosji za panowania Mikołaja II. Problem rozpatrywany jest w oparciu o strony internetowe dwóch bibliotek rosyjskich – Rosyjskiej Biblioteki Narodowej i Państwowej Publicznej Biblioteki Historycznej. Uwzględniono także stronę rosyjskiego Ministerstwa Spraw Zagranicznych i stronę Książki Google. Omówiono dostępne materiały źródłowe i literaturę związane z polityką zagraniczną Rosji w latach 1894–1917

    Artykuł przedstawia wielokryterialną procedurę postępowania przy kwalifikacji pacjentów do zabiegu wymiany stawu biodrowego w procesie leczenia. Zastosowano metodę Electre Tri w hybrydowym systemie DSS 3.0. Artykuł składa się z opisu kompetencji ekspertów, drzewa decyzyjnego oraz modelowania rankingów i klasyfikacji podjętego problemu. Przykładem badawczym są pacjenci z różnym zaawansowaniem choroby zwyrodnieniowej, których stan określono w trakcie leczenia szpitalnego.
    Advanced degenerative changes causing disturbances in biomechanics, disability and social isolation. A multitude of conditions of varying severity of the patient causes problem with determining the optimal timing of treatment. The classification of patients for surgery is complex. Published studies show a variety of parameters, variants and classification of evaluable patients with osteoarthritis of the hip. It notes the lack of proposals for assessing the performance in the field of biomechanics in one system, and with the classification of a sick patient. The paper presents the problem of the methodology for specific decision problems. The aim of the article was to develop (and verify) test procedure for the evaluation of osteoarthritis of the hip. Verified appropriate method of multi-criteria Electre Tri, which allowed to established patient qualifications for surgery or hip replacement program of physiotherapy or pharmacotherapy.

    Przyjęcie na etapie projektowania konstrukcji nawierzchni odpowiednich parametrów materiałowych gwarantuje przeniesienie przewidywanych obciążeń. Przy prawidłowym wykonaniu nawierzchni oraz przy właściwych zabiegach utrzymaniowych w trakcie eksploatacji nawierzchni. Dotyczy to zarówno górnych, jak i dolnych warstw konstrukcji nawierzchni, a także warstwy ulepszonego podłoża. Różnorodne typowe rozwiązania w zakresie ulepszonego podłoża i dolnych warstw konstrukcji nawierzchni podano w Katalogu Typowych Konstrukcji Nawierzchni Podatnych i Półsztywnych z 2014 r. [1]. Projektanci, szczególnie w przypadku inwestycji realizowanych w systemie „Projektuj i buduj” ograniczają liczbę dolnych warstw konstrukcji nawierzchni i do ich wykonania preferują przede wszystkim grunty rodzime stabilizowane spoiwami hydraulicznymi. Pod względem ekologicznym i ekonomicznym takie rozwiązania są uzasadnione. W katalogu wprowadzono wymóg kontroli nośności gruntu w czasie robót w celu sprawdzenia założeń projektowych. Przyjęcie tego wymogu w odniesieniu do gruntów stabilizowanych spoiwami hydraulicznymi jako kryterium potwierdzającego spełnienie założeń projektowych zdaniem autorów może prowadzić do obniżania klasy wytrzymałościowej, a w skrajnych przypadkach nawet do zmniejszenia grubości warstwy.
    Adoption of appropriate parameters at the stage of pavement structure design guarantees the transfer of the expected loads. With the correct pavement construction and with appropriate maintenance procedures during the maintenance of the pavement. This applies to both the upper and lower layers of the pavement as well as the improved subgrade layer. Miscellaneous typical solutions for improved subgrade and lower layers of pavement are given in Catalogue of Flexible and Semi-rigid Pavements 2014. Designers, especially in the case of investments carried out in the „Design and build” system, reduce the number of lower layers of the pavement structure while the number of lower layers of the pavement structure are preferred for their construction mainly by local soils stabilized with hydraulic binders. Such solutions are ecologically and economically justified. The catalogue introduces a requirement to check the load-bearing capacity of the soil during the works in order to check the design assumptions. Adoption of this requirement with respect to soils stabilized with hydraulic binders as a criterion confirming that the design assumptions have been met, according to the authors, may lead to lowering the strength class and, in extreme cases, even to reduction in layer thickness.
