Opis:: Purpose – The purpose of the article is to present the development of horizontal aid for environ-mental protection and objectives related to green energy in Poland in comparison with other EU countries in 2009-2017. The above category of state aid in Poland has been characterised in detail, considering its sources, forms, entities providing support as well as the main beneficiaries of aid. Research method – The article utilises the analysis of existing data on horizontal aid for environmental protection and energy objectives in Poland and European Union countries. Results – During the period 2014-2017, as part of horizontal aid in Poland, the majority of aid was granted for environmental protection and energy objectives (in 2014 it accounted for 45% of the total horizontal aid). In the European Union, by comparison, a gradual increase in the share of the abovementioned category of assistance in the total state aid granted in the analysed period is noticeable. The largest share of the studied category in total state aid was recorded in Sweden, Austria and Germany, while the largest increase in the share of this aid in total state aid was seen in Bulgaria, the Czech Republic, Estonia and Romania. Originality /value / implications /recommendations - As a result of the strategies implemented in the EU states, the aid for environmental protection and energy objectives is currently one of the most important categories of horizontal aid. This article offers a multifaceted analysis of the above assistance in Poland and a detailed comparison of the level of this support in the EU countries.

Opis:: Celem artykułu jest przedstawienie istoty bezpieczeństwa energetycznego w aspekcie ekonomicznym oraz zaprezentowanie miar i czynników wpływających na jego poziom. W ujęciu ekonomicznym bezpieczeństwo energetyczne należy zaliczyć do kategorii dóbr publicznych. Charakteryzują się one brakiem rywalizacji o konsumpcję przez odbiorców oraz brakiem możliwości wykluczenia z konsumpcji. Za zapewnienie dóbr publicznych mieszkańcom danego kraju odpowiadają władze państwowe. W pracy zwrócono szczególną uwagę na miary, które można zastosować przy ocenie poziomu bezpieczeństwa energetycznego, jakimi są tzw. prosty model importu netto Banku Światowego oraz wskaźnik zależności energetycznej, za pomocą którego przedstawiono poziom bezpieczeństwa energetycznego Polski na tle krajów Unii Europejskiej. W opracowaniu zaprezentowano też wybrane czynniki, mające istotny wpływ na poziom bezpieczeństwa energetycznego w państwie.
The aim of this article is to present the essence of energy security in the economic aspect and to present the measures and factors affecting its level. In economic terms, energy security should be included in the category of public goods. They are characterized by the lack of competition for consumption by consumers and the lack of exclusion from consumption. The state authorities are responsible for providing public goods to the residents of the country. The study pays particular attention to one of the measures that can be used to assess the level of energy security, which is the “Simple net import model” of the World Bank and presents selected factors that have a significant impact on its level in the country.

Opis:: The purpose of this article is to present the essence and describe the operation of automatic stabilizers, which – in addition to discretionary measures – are tools of the stabilizing function of public finance. Stabilization policy is closely related to the phenomenon of the business cycle. Its task is to mitigate the fluctuations in the course of the business cycle through the use of income and expenditure instruments affecting economic processes in the macroeconomic scale. Automatic business stabilizers are solutions implemented in the income and expenditure system that cause changes in the structure of cash flow between the public and private sectors – in favor of the private sector as the economic climate deteriorates, while improving the economic situation – in favor of the public finance sector.

Opis:: Przedmiotem badań w niniejszym opracowaniu jest aspekt finansowania działalności startupów pod względem źródeł pozyskiwania kapitału. Analizie poddano dostępne dla startupów zewnętrzne źródła finansowania pochodzące ze środków publicznych. Celem opracowania jest identyfikacja najczęściej wykorzystywanych źródeł finansowania działalności startupów oraz ocena, jaką rolę odgrywają dostępne środki publiczne na tle pozostałych występujących źródeł. Artykuł powstał w oparciu o przegląd literatury przedmiotu. Na tej podstawie dokonano charakterystyki specyfiki funkcjonowania startupów oraz zidentyfikowano dostępne źródła finansowania ich działalności w poszczególnych fazach rozwoju. Zastosowano także analizę danych zastanych, pochodzących z raportów Fundacji Startup Poland oraz raportu European Startup Monitor, pod kątem znaczenia środków publicznych w finansowaniu działalności startupów. Z przeprowadzonych badań wynika, że w ostatnich latach coraz popularniejsze staje się w Polsce dofinansowanie działalności startupów z wykorzystaniem Polskiej Agencji Rozwoju Przedsiębiorczości oraz Narodowego Centrum Badań i Rozwoju. Biorąc pod uwagę aspekt pozyskiwania dofinansowania z grantów ze środków publicznych przez startupy, należy zauważyć duży odsetek aplikujących podmiotów, które nie otrzymują wsparcia ze strony państwa. Trzeba jednak podkreślić, że środki publiczne odgrywają kluczową rolę w strukturze zewnętrznych źródeł finansowania tak w polskich, jak i w europejskich startupach.
The subject of research in this study is the aspect of financing the activities of startups in terms of sources of raising capital. External sources of financing from public funds available to startups were analyzed. The purpose of this study is to identify the most frequently used sources of financing for startup activities and to assess the role of available public funds compared to other existing sources. The article is based on a review of the literature on the subject. On this basis, the specificity of the functioning of startups was characterized and the available sources of financing their activities in individual stages of development were identified. The analysis of existing data from the reports of the Startup Poland Foundation and the European Startup Monitor report was also used, in terms of the importance of public funds in financing the activities of startups. The research shows that in recent years in Poland it has become more and more popular to finance startups with the use of the Polish Agency for Enterprise Development and the National Center for Research and Development. Taking into account the aspect of obtaining funding from grants from public funds by startups, it should be noted that there is a large percentage of applicants that do not receive state support. However, it should be emphasized that public funds play a key role in the structure of external financing sources, both in Polish and European startups.

Opis:: Theoretical background: Participatory budgeting enables the co-creation of local budgets through discussions between residents and local authorities. Thanks to this, it is possible to implement those investments that are important for the local community. By voting, the citizens may participate in the process of creating local development. Purpose of the article: The purpose of the article is the diagnosis of the concept of public governance and tools used within the framework of co-management, with particular emphasis on the participatory budget on the example of the city of Lublin in 2015–2021. Research methods: The analysis covered existing data from budget resolutions of individual cities, reports from the Lublin Research Group and from Internet sources. The publication includes both quantitative and qualitative research. Main findings: The participatory budget of Lublin is characterized by a relatively high share of funds allocated to the implementation of tasks in total budget expenditure compared to other provincial cities in Poland. For several years, there has also been a noticeable decline in the turnout of people voting for projects under the participatory budget. Thanks to a detailed analysis of the functioning of the participatory budget of the city of Lublin, compared to other provincial cities in Poland, there is a need to promote the idea of social participation more strongly.
