Opis:
The paper considers the structure and functional elements of the emergency computing center that carries out operational control of sea catastrophes of vessels of the fishing fleet based on the integration of intelligent systems of new generations and high‐performance computing within the problem‐oriented dynamic environment of the virtual testing area. The real time operation of the computer center is provided by the system integration of information, algorithmic and software support based on dynamic measurement data and a structured knowledge base. The focus is on providing decision support in complex dynamic environments using modern catastrophe theory.

Opis:
Safety and efficiency of fishing fleet activity depend largely on the quality of management decisions. Cause-and-effect relationships of accidents involving fishing vessels were identified by means of an analysis of emergencies and fishing incidents. The suggested method of risks calculation is based on the use of statistical methods, fuzzy sets/expert estimations method and the probability theory. The following most common tasks are presented and solved: - there is an impact of two or more independent negative factors/events on the vessel such as failure of a sonar, a vessel operator error, another vessel operator error. - a transport vessel carries out loading and unloading of fishing vessels under different environmental conditions. The value of the risk of an emergency incident is determined. - the fishing vessel navigation performs under various meteorological conditions. A priori probability of incident-free operation is calculated according to expert estimations.

Opis:
The quadrupole interaction of positronium in noncubic defectless crystals has been investigated theoretically. It is shown to lead to the weak anisotropy of positronium magnetic quenching. The temperature dependence of the quadrupole coupling constant and the estimations of the magnitude of the anisotropy are obtained for delocalized positronium in crystalline quartz. The significant magnitude of the anisotropy is predicted for "anomalous" positronium in oriented crystalline polymeric structures.
